Topicality of this work is associated with the lack of practical interaction of the studied disciplines of higher mathematics and computer science. The authors argue that in order to increase interest, it is necessary to actively use information technologies right inside the classes in higher mathematics. At the same time, the authors believe that a student must understand the theory of certain types of calculations, must be able to perform them manually and only then, must apply automated calculation methods. Examples of the implementation of game theory in the mathematical application Mathcad are given, while students themselves develop the programme according to the proposed algorithm, which undoubtedly develops logical thinking and shows students the visual use of interdisciplinary connections between two subjects studied – mathematics and computer science. The text contains examples of author's texts of mathematical problems aimed at training students of a military higher education institution. According to the authors, when studying the topic under consideration, it is possible to form the competences necessary for a modern specialist.

Electronic Web-based campus information systems and e-learning educational delivery became increasingly important for higher education practice in the late 20th and early 21st century (Bates, 2000; Cobarsí, 2005). These emergent information technologies brought about changes in the traditional face-to-face campus and paper-based communication and teaching (Brown & Duguid, 2000). There are several trends in the introduction of information technology in universities that can be summarised into three main types (Duderstadt, 2000; Folkers, 2005). Firstly, most universities gradually adopted electronic campus information systems and e-learning to reinforce functionalities offered by their physical campus, with no intention of substituting the traditional campus but simply to strengthen their capabilities. Secondly, other institutions, the so-called first generation distance universities, had no physical campus from the very beginning, such as the institutions founded in the 1970s: the British Open University http://www3.open.ac.uk or Spain’s Universidad Nacional de Educación a Distancia http://www.uned. es/portal/index.htm. Thus, they incorporated electronic media to complement their usual means of communication by post or periodical face-to-face tuition. Thirdly, the Universitat Oberta de Catalunya (Open University of Catalonia, hereinafter the OUC) is a quite different case: it was created from the very beginning (the academic year 1995-1996) as a wholly e-learning and Internet-based higher education institution, where a virtual campus with wide-ranging functionalities supports most of the day-to-day activities. As a result of these original premises, this university has some important organizational and information system features, which are summarised and discussed in the sections below, from the chronological perspective offered by its having been in operation for 10 years.

The purpose of this research in educational environment is to improve the quality of the educational process with the help of new information technologies. The paper examines practical issues of digital ecosystems implementation in education on the basis of relational databases, as, from the authors’ point of view, in the organization data are less subject to change in time than business processes. Therefore the strategy of information systems development where the database functions as a cornerstone provides the result, that is more stable than, for example, a functional approach in software development. Within the frames of this research information technologies of quality control in education are being created. They are intended for the exact and full representation of teaching materials as a system used as a source of information for the assessment of learning and teaching materials and creation of electronic resources on this platform. The structure of the created database, operation practices and topical issues of its introduction in more large-scale digital ecosystems are considered. As a result the database ready for use as a management solution for higher education institutions is created. This is important as information technologies provide additional opportunities for the development in the sphere of higher education, quality improvement of the educational process. The authors conclude that introduction of innovative information technologies in management system of higher education institution is relevant and perspective.

he article, on the basis of own research, describes the activities of Children’s Universities (UD) in Poland in the academic year 2018/2019 through the prism of issues concerning the personal and financial dimension, as well as the program offer addressed to the students. The survey involved 45 units. The results of the research indicate that the majority of units operate within the framework of higher education institution. The dominant group of lecturers were academic teachers, and the most popular form of classes were lectures, workshops, as well as demonstrations and multimedia presentations. The subject matter of the classes was biology (71%), followed by culture, art, music and art (64%), as well as physics and astronomy (58%) and computer science (58%). The activities of Children’s Universities were financed mainly from fees charged to parents (47%), subsidies from local government funds (36%), as well as funds transferred from the entities that ran the Children’s Universities (33%).

The paper discusses the features of constructing individual learning paths for the disciplines of the natural science cycle (on the example of Computer Science) in the context of a ranking system for assessing the knowledge of students in Higher Education in the context of the introduction of Federal State Educational Standards for higher education 3++ in various areas of training. Various options are proposed for constructing learning paths that provide an individual approach to learning, achieving the required level of formation of general professional competencies in the discipline of “Computer Science” and increasing motivation in learning, as well as the formation of an adequate student self-esteem. In particular, options are considered for constructing an individual learning path for differentiated control points (exam or test with “satisfactory”, “good” and “excellent” grades) and undifferentiated control points, implying an assessment of the level of formation of general professional competencies in the form of “pass” and “fail”.

The paper presents a brief account of a case study reflecting steps that may be found useful as guidelines for initiating an outcome-based education (OBE) environment for programs at a higher education institution (HEI). It highlights the broad steps in the process of establishing a framework for a curriculum of an undergraduate program in light of current trends, with suggestions that may be helpful in paving the way for a HEI to follow, should such an aim be desired. A sample of a computer science (CMSC) program is used as an example to illustrate the steps followed in accordance with relevant academic accreditation criteria and quality assurance (QA) standards.

The imbalance between the labor market and the higher education system in the Russian Federation is highly relevant for discussion in the pedagogical environment. Overcoming structural problems is a difficult task, especially in the context of an economic crisis. The transition of Russian higher education to the Bologna model was complicated by many factors. An additional task at this point was the need to reform the structure of the output of specialists, since for some of them there was a large oversupply in the labor market, and for others there was a lack. In addition, the growing process of digitalization has made it necessary to train a sufficient number of specialists in the areas that ensure the spread of information technologies. State policy in the field of higher education has changed the number of students enrolled in the most popular bachelor's degree programs and has affected their structure depending on the form of tuition fees. The study found that the total number of students in the most popular areas of training-economics, management and law-has decreased, but they have retained their leadership, and the structure of students in these specialties is dominated by those who study on a contractual basis. At the same time, the demands of the economy caused a fairly rapid reaction of the higher education system and led to an increase in the number of students in the areas of linguistics, information systems and technologies, and defectological education. As a result of state support, despite the reduction in the total number of students, the share of budget and target students in those professions that are now most in demand in the economy has increased: construction, electric power and electrical engineering, agricultural engineering, computer science and computer engineering, applied computer science.

Определена роль систем компьютерной логики, математики, информационнотелекоммуникационных технологий, как средств развития фундаментальных основ обучения информатики. Перечислены основные признаки фундаментализации образования и соответствующие пути ее реализации в учебном процессе. Приведены основные факторы, за счет которых возникают новые подходы к развития фундаментальных основ обучения информатики, которые предусматривают создание, внедрение и использование электронных ресурсов современной информационнообразовательной среды открытого образования и подготовки кадров. The article identifies the features of the development of the fundamental fundamentals of computer science, the prerequisites for their provision in higher education. The concept of fundamental knowledge and its role in training specialists are covered. The problems of access to quality education, in particular to electronic educational resources in modern hightech learning environment, are considered. The role of computer logic systems, mathematics, information and telecommunication technologies, as means of development of the fundamentals of informatics education is defined. The main signs of the fundamentalization of education and the corresponding ways of its implementation in the educational process are listed. The main factors due to which new approaches to the development of the fundamental foundations of computer science education are presented, which include the creation, implementation and use of electronic resources of the modern educational information environment of open education and training.

The authors consider information technologies as an important component of production and economy at the present stage of society development. A graduate of a higher education institution, regardless of the field of training, must possess modern methods of working with information, including ways to ensure information security, and the skills to use information technologies in their professional activities. The article discusses the requirements for information competence of graduates in various areas of training. The author analyzes the composition of the University's software and the possibility of replacing it with domestic or freely distributed software. The article summarizes the experience of switching to domestic software at Nizhnevartovsk state University
