В статье определены особенности процесса развития фундаментальных основ информатики, предпосылки их обеспечения в высшем учебном заведении. Освещены понятие фундаментального знания и его роль в подготовке специалистов. Рассмотрены проблемы реализации доступа к качественному образованию, в частности к электронным образовательным ресурсам в современной высокотехнологичной среде обучения. Определена роль систем компьютерной логики, математики, информационнотелекоммуникационных технологий, как средств развития фундаментальных основ обучения информатики. Перечислены основные признаки фундаментализации образования и соответствующие пути ее реализации в учебном процессе. Приведены основные факторы, за счет которых возникают новые подходы к развития фундаментальных основ обучения информатики, которые предусматривают создание, внедрение и использование электронных ресурсов современной информационнообразовательной среды открытого образования и подготовки кадров. The article identifies the features of the development of the fundamental fundamentals of computer science, the prerequisites for their provision in higher education. The concept of fundamental knowledge and its role in training specialists are covered. The problems of access to quality education, in particular to electronic educational resources in modern hightech learning environment, are considered. The role of computer logic systems, mathematics, information and telecommunication technologies, as means of development of the fundamentals of informatics education is defined. The main signs of the fundamentalization of education and the corresponding ways of its implementation in the educational process are listed. The main factors due to which new approaches to the development of the fundamental foundations of computer science education are presented, which include the creation, implementation and use of electronic resources of the modern educational information environment of open education and training.

The article considers the problem of the formation of professional mobility in the training of future specialists in non-linguistic universities, which has recently gained particular relevance due to the growing role of foreign language communication in the professional activities of future specialists.The requirements of higher education aimed at training competitive future specialists are taken into account. Foreign language education today becomes at the same level with professional education, integrates with it and significantly affects the success and competitiveness of future specialists in the labor market. This circumstance underlines the need to change the purpose, content, process and form of organization of the educational process of foreign language teaching. Actuality of the research topic is a result of the modernization of higher education and aimed at finding effective ways to train future specialists, meeting all the latest requirements of the labor market.The concept of “professional mobility” is considered. The role of foreign language in the formation of professional mobility in the training of future specialists in non-linguistic universities in the context of professional mobility is analyzed, the opportunities offered for higher education future specialists with foreign language skills are described.Modern higher education, as a channel of professional mobility, can help future specialists in vocational and personal development with professional mobility to become competent future specialists, creating specific pedagogical conditions and, thereby, the basis for their self-realization in the difficult social, economic, political conditions of society. The meaning of the concept "methodical training of future teachers" is revealed. The need to im- prove the methodological training of future computer sci- ence teachers while studying in higher education institu- tions is substantiated. The analysis of the methodical component of professional training of applicants for higher education at the bachelor's and master's levels according to the educational-professional program Secondary Edu- cation (Informatics) is carried out. Methodical training of applicants for higher pedagogical education is aimed at mastering the basics of methodical activities of the subject teacher and is based on special (subject), psychological, pedagogical and methodological knowledge and skills, as well as professional motives that permeate each of the previous components. The peculiarities of the organization of methodical training in the process of studying the methods of teaching computer science are revealed, ex- amples of educational and methodical tasks are given, the solution of which is aimed at mastering methodical knowledge and formation of methodical skills. Emphasis is placed on the methodological training of future teachers on the basis of the competence paradigm. Methodological training should be cross-cutting and reflected at all stages of obtaining the qualification of "computer science teacher" in a higher education institution, primarily by means of disciplines from the cycle of professional training of com- pulsory and elective components of the educational- professional program. It is necessary to take into account the purpose and objectives of the school course "Informat- ics", tools, methods and principles of teaching, content of educational material, projected learning outcomes, meth- ods of teaching computer science in general and its indi- vidual sections, the dynamic development of computer science as a basic science and as a discipline in the sec- ondary education institutions. Methodical training of future teachers of computer science is considered as: learning process; component of the training system; learn- ing outcome. It is found that the result of methodical train- ing is acquired at a certain level of methodological compe- tence, which reflects the formed skills to reasonably and methodically construct the educational process from the school course of computer science for a specific didactic situation taking into account psychological mechanisms of learning and developing computer skills.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

The article discloses the real state and prospects of the education of culture of communication of doctoral candidates for higher education in the educational process of an institution of higher education, which is considered as an integral part of the overall process of professional development of a future specialist. The results of the research of real state of students' culture of communication on the basis of cognitive, motivational and activity criteria are presented. The pedagogical conditions of education of communication culture of an institution of students of higher education are suggested. The stages of the implementation of pedagogical conditions are presented: adaptational, basic, advanced, which are designed to form knowledge of the characteristics of the communication process, skills and abilities of adequate communicative behavior in various situations of verbal and non-verbal communication.

Article is devoted to consideration of questions of transformation of a modern role of the teacher of high school which changes and supplements a substantial basis of its professional competence and demands reconsideration and acceptance of new concepts. The role and the functions of the teacher connected with problems of education of youth in educational space of high school that promotes formation of communicative skills and social intelligence of competitors of higher education which of objects of influence become its subjects is characterised. It is defined that consulting preceptorship of group carries out adviser – the key subject of the socially-humanitarian influence which functions essentially differ from functions of the curator in traditional understanding. Socially-humanitarian functions and roles of adviser of groups of competitors of higher education are presented, socially-humanitarian directions and forms of its work. Status definition in educational process of an institution of higher education of student's advisers is proved, the purpose of their activity, the primary goals and functions. The conclusion, concerning modern development of the Ukrainian higher school, its European orientation which demands from teachers of performance of a certain number of roles – not as instructors and a source of knowledge and as couch, facilitator, the tutor, the moderator, the mentor and adviser of an individual educational trajectory of competitors of higher education is drawn.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.
