The article presents the factors that negatively affect the development of grain production and the grain market of the Siberian Federal District (SFD). The key types of risks that have a negative impact on the development of the grain market of the SFD are presented: production, market and social. The reasons for the emergence of agroecological, technological, innovative, macroeconomic, foreign trade, commercial and social risks in the grain market of the Siberian Federal District are determined. Macroeconomic risks are represented by external and internal risks. Effective tools and methods for risk management in the grain market of the Siberian Federal District are proposed. The applied tariff barriers (the average bound tariff) and their size, which are applied by the main grain importing countries of the SFD for the commodity group «Cereals», are determined. The countries-importers of grain of the SFD applying non-tariff barriers to the commodity group «Cereals» are presented. The forecast of grain production in the SFD until 2025 is given. The article draws conclusions and presents the volume of grain export from the SFD, which will be achieved as a result of the application of the proposed tools aimed at minimizing the negative impact of risks on the grain market and the development of transport and logistics infrastructure.

The road network is one of the most important branches of the economy, which performs the function of a kind of circulatory system in the complex organism of the country. It not only helps to meet the needs of the economy and the population in transportation, but together with the cities forms a "framework" of the territory, has a significant impact on the dynamism and efficiency of socio-economic development of individual regions and the country as a whole. World experience shows that without a developed transport, automotive network can not create an efficient market economy. Ensuring the development of the road network and improvement their transport and operational condition is a necessary condition for further socio-economic development of the state and society. Unsatisfactory condition of the road network has a negative impact on the social and economic situation of the country, international image and key indicators such as gross domestic product, development of productive forces, state budget revenues, employment, performance of road and other modes of transport and more. The level of financing the road networks for the last 10 years makes 14-34 percent of the minimum necessary need for repair and maintenance of a network of highways defined by scientists. Due to insufficient funding, the pace of implementation of new technologies, machines, mechanisms, modern materials and structures is slow and does not meet current needs. The process of business investment in the road industry in Ukraine in modern conditions is risky due to imperfect legislation, low development of technology, which can be eliminated through the introduction of concession approaches in the development of the industry. The impact of public-private partnership on social risks is considered and ways to minimize them are suggested. Solving the problems of financial support for the repair, reconstruction and maintenance of roads requires the integration of State efforts, regional and local authorities, research and practice of their application, legal framework, as well as financial and material resources in international and Euroregional cooperation . It should be noted that the most problematic in terms of effective provision of transportation by state roads are sections of roads on international transport corridors. On the one hand, the financial and economic capabilities of the state and the region are still insufficient for their reconstruction, and on the other - the postponement of these problems has a negative impact on the national economy and contradicts international trends, prospects for the transport network. The object of the article is the process of applying the concession to improve the financing of costs for repair, reconstruction and maintenance of roads in terms of social risks. The subject of the article is the socio-economic relations between the subjects of the concession and the public. The main purpose of the article is to substantiate the need for the introduction of a road concession, taking into account developed recommendations for social risk management. In accordance with the purpose of the article, the authors set the following goals: - definition and analysis of the conditions of public-private partnership in Ukraine; - identification of the causes and consequences of the development of social risks in terms of road concessions based on the analysis of international experience in the application of tolls on highways; - substantiation of the main directions of social risk management in the conditions of the road concession and formation of the corresponding conclusions. The result of research is the authors' proposed ways to minimize social risks in terms of road concessions.

Grain production determines the stable functioning of the food market and the economic security of Russia. The authors present an assessment of the results of the analysis of the cultivation and sale of grain crops in the Russian Federation, show the dynamics of the Russian grain market and determine the prospects for its development in comparison with world grain producers. A decrease in the dependence of this market on the negative impact of external factors was revealed. It is noted that the domestic demand for grain crops tends to decrease, while the export remains at a high level. In this regard, the role of grain as a strategic export commodity for the Russian Federation is increasing, which has a significant impact on the economy as a whole and the budget of the Russian Federation in particular. At the same time, the Government of the Russian Federation uses various mechanisms for regulating prices for grain crops, such as curbing grain exports with tariff quotas. The article also presents data on the volume of world grain production over the past ten years, analyzes the structure of production by types of grain crops. Based on the given forecasts of the FAO and the International Grain Council (IGC) regarding the production and consumption of cereals in the world in the next two years, the authors assume an increase in the export potential of Russia, primarily wheat. The study used general logical methods: analysis, synthesis, generalization, induction.

A statistical analysis of public opinion on environmental safety issues was carried out. The Siberian Federal District was chosen as the object of the study. Special attention is paid to the development of environmental safety in the Krasnoyarsk Territory and the Kemerovo Region (Kuzbass). The main criterion for determining the coordinates of “critical” points was the results of a social survey conducted by the Special Communications and Information Service of the Federal Security Service of Russia. The reasons for the negative impact on the state of the environment of the Siberian Federal District are revealed. It is established that when preventive measures are not so effective to maintain a high level of environmental safety, the compensation of environmental damage can pass through the organization of the institute of environmental insurance.

We examine the spatial distribution of banks in Russian regions to identify the factors that affect changing territorial architecture of the banking system. The object of the study is dynamics of the number of commercial banks and their branches in 1991-2016. Besides the well-known tendency of concentration of the banking business in Moscow and reducing the number of banks in other regions we analyzed situation in the federal districts taking as an example the Siberian Federal District. This approach allowed us to formulate hypotheses about the causes of differences in the availability of banking institutions in Russian regions.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.
