A statistical analysis of public opinion on environmental safety issues was carried out. The Siberian Federal District was chosen as the object of the study. Special attention is paid to the development of environmental safety in the Krasnoyarsk Territory and the Kemerovo Region (Kuzbass). The main criterion for determining the coordinates of “critical” points was the results of a social survey conducted by the Special Communications and Information Service of the Federal Security Service of Russia. The reasons for the negative impact on the state of the environment of the Siberian Federal District are revealed. It is established that when preventive measures are not so effective to maintain a high level of environmental safety, the compensation of environmental damage can pass through the organization of the institute of environmental insurance.

The article presents the factors that negatively affect the development of grain production and the grain market of the Siberian Federal District (SFD). The key types of risks that have a negative impact on the development of the grain market of the SFD are presented: production, market and social. The reasons for the emergence of agroecological, technological, innovative, macroeconomic, foreign trade, commercial and social risks in the grain market of the Siberian Federal District are determined. Macroeconomic risks are represented by external and internal risks. Effective tools and methods for risk management in the grain market of the Siberian Federal District are proposed. The applied tariff barriers (the average bound tariff) and their size, which are applied by the main grain importing countries of the SFD for the commodity group «Cereals», are determined. The countries-importers of grain of the SFD applying non-tariff barriers to the commodity group «Cereals» are presented. The forecast of grain production in the SFD until 2025 is given. The article draws conclusions and presents the volume of grain export from the SFD, which will be achieved as a result of the application of the proposed tools aimed at minimizing the negative impact of risks on the grain market and the development of transport and logistics infrastructure.

The article deals with the problems of ecology and managing natural resources. The author investigated the main sources influencing on the environment and identified the processes that don’t allow the environment to be clean. The author shows the distribution of harmful substances emissions as a result of the impact of automobile transport, the dependence of the concentration of harmful substances in the different categories of vehicles is presented, the predominant pollutant chemical compounds from automobile transport are revealed, also the most dangerous factors of transport pollution, affecting on the health of the population are identified, the norms of harmful substances emissions into the atmosphere (the maximum allowable levels), actual data and comparative analysis of emissions into the atmosphere by 2005, 2010 2013 are given. The article presents the results of analysis of the influence of thermal power plants on the ecological state of the environment and their impact on health of population, and particularly highlighted the results of the ash and slag dumps TPP environmental impact, the analysis of which allowed to reveal extent of exerted environmental damage, that defined by composition of ash, preserving type, physiographic and climatic characteristics of the area. In addition to the negative impact of thermal power plants on the environment, there is considered the significant harm caused by wastewater discharges of TPP into water bodies, the sources of which are petroleum products, chlorides, sulfates, salts of heavy metals and other. The author carried out the monitoring of pollutants emissions into the atmosphere and water bodies and offered the ways to solve this problem for improving the state of the environment and water.

The article presents the results of the study of environmental pollution by methods of biological indication. The objects of research are children's playgrounds which are influenced by the negative anthropogenic factors. A child's body is more vulnerable to anthropogenic stresses. Car exhaust gases can have a negative impact on the respiratory, cardiovascular, nervous and other systems. Excessive noise pollution not only affects your hearing, but also other organs and systems. In addition, noise can increase stress hormone levels. The aim of the study is to identify the main adverse factors affecting playgrounds in large cities. Despite there are the sanitary standards for the placement of playgrounds in large cities, it was found that about 50 % of all playgrounds were located in violation of environmental safety standards. As part of the work, an inventory of children's playgrounds and sports grounds in the cities of Kyiv, Kharkiv and Dnipro was carried out. The author carried out experimental research on some playgrounds using biological indication methods. The method of lichen indication revealed that four out of ten playgrounds in Kharkiv have a high level of air pollution, and two out of ten in Kyiv and Dnipro. This is confirmed by the biotesting method. It was found that one of the methods of solving the problem of excessive anthropogenic load on the objects of study is planting greenery. It is experimentally established that green plantations are able to reduce the level of noise pollution by 4–6 dB and absorb pollutants. In addition to reducing the anthropogenic load, the greening of playgrounds has an impact on improving the microclimate of the urban environment, and developing the visual qualities of urbanised landscapes

The present work is aimed at studying the waste management system of municipal construction and utility complexes in order to identify the potential application of waste materials in the form of secondary resources while simultaneously reducing their negative impact on the environment. The study is based on a set of research methods essentially structured by system analysis. Materials of domestic and foreign studies on the problems of ensuring environmental safety in the construction and utility complex, treatment and maximum use of secondary resources are generalised and systematised. Additionally, the results of the authors’ research in the field of evaluating the efficiency of using waste resource potentials are presented. The obtained results indicate the high level of resource value for municipal solid and construction wastes. A set of scientific and methodological approaches for assessing the resource potentials of such wastes is proposed. Results obtained using mathematical statistics methods indicate the types of waste under consideration to be classifiable as homogeneous according to a number of characteristics. Factors impeding the environmental safety of municipal services are identified along with the potential for reutilising waste resources obtained from the construction and util-ity complexes in the wider economy. The present work demonstrates the relevance of a system for in-tegrating secondary resources, with their maximum involvement in economic turnover to ensure envi-ronmental safety in the sphere of construction and utility services, as among the most important factors in the sustainable development of settlements and territories.

The state of drug situation is an important component of security enforcement of modern society. In this regard, narcotism, the effectiveness of the implementation of anti-drug policy by the state and public institutions are annually studied in various areas. In the article based on the study of statistical data on hospitalization of patients in the organizations of the Ministry of Health of the Russian Federation with a diagnosis of «drug addiction», the amount of drugs and psychotropic substances seized by law enforcement agencies from illegal drug trafficking, as well as the level of drug crime, the drug situation in the Siberian Federal District is analyzed. Also, when assessing narcotism, the results of sociological research as an integral part of the annual monitoring of the drug situation were used. Special attention is paid to the consideration of the movement of drugs of the opium group, the state of opium addiction, determination of the most problematic federal subjects located within the district. An attempt to determine the most probable transit regions and the concentration of narcotic drugs and psychotropic substances is made. Reasoning from the analysis carried out, attention is drawn to the high level of drug tension in the district, exceeding in some areas the corresponding indicators across the Russian Federation.

The article examines the ecological and economic mechanism for the elimination of accumulated environmental damage (NEU) in the Arctic, the development of recommendations for further improvement of such a mechanism, including programmatic methods. The issues of the state of the environment and environmental safety in the Arctic zone of Russia are considered. The main attention is paid to the formation of a program to eliminate NEU on polluted islands and other territories. The results obtained were included in the development of the Program for the Elimination of Accumulated Environmental Damage on the Polluted Islands of the Franz Josef Land Archipelago, and in the preparation of proposals for the further planning and organization of cleanup work. In general, the cleaning of the islands, carried out in the period 2012-2017, showed high performance. It is necessary to expand this type of work in other contaminated areas located in the Arctic, to develop a special program “Ecological safety of the Arctic zone”, to develop scientific research on Arctic topics.

The research paper highlights how the problem of finding instruments of financial and economic support for enterprises in the agricultural sector of economy is addressed and, above all, for business entities in crop production. Given the imperfection of the legal and regulatory framework for agri-environmental safety and economic crisis in Ukraine, there is a need for further instruments, ensuring a balanced development of agricultural land-use management. The most appropriate solution to the above problems is an approach that can provide not only financial support to producers of agricultural products, but also reduce the likelihood of adverse effects or environmental situations with negative economic consequences. The increasing degradation processes in the agricultural sector are the source of environmental threats in the crop production subsector, which require the development of an appropriate strategy for agricultural production based on the needs of all subsystems in the agricultural sector. In order to find solutions to environmental and economic contradictions, it is important to develop a business strategy which includes introducing a set of instruments for enhancing the effective functioning of ecological and economic tools and achieving a balanced level of land-use management. In this regard, risk insurance of agricultural land-use management is an important instrument. Its purpose, along with reducing the economic burden on enterprises, is to reduce the level of threats and mitigate the negative effects of land use. The Directive 2004/35/CE of the European Parliament and of the Council “On environmental liability with regard to the prevention and remedying of environmental damage” serves as an international legal basis for performing the above-mentioned tasks in Ukraine on its way to Europe. Its guiding principle is to take efforts in order to implement measures aimed at preventing negative impact from worsening of environmental safety. However, introducing insurance instrument into practice requires further research of theoretical and methodological aspects of such activities. The key component of such activities is developing a systematic list of risks accompanying economic activities in agricultural land use.

We examine the spatial distribution of banks in Russian regions to identify the factors that affect changing territorial architecture of the banking system. The object of the study is dynamics of the number of commercial banks and their branches in 1991-2016. Besides the well-known tendency of concentration of the banking business in Moscow and reducing the number of banks in other regions we analyzed situation in the federal districts taking as an example the Siberian Federal District. This approach allowed us to formulate hypotheses about the causes of differences in the availability of banking institutions in Russian regions.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.
