Нацеленность современной экономической системы на инновации предопределяет необходимость создания специализированной финансовой инфраструктуры «нового уровня и качества», позволяющей обеспечивать поставленные задачи инновационного развития. Эти обстоятельства в полной мере относятся к банковскому сектору, сбалансированное, устойчивое и нацеленное на положительное эволюционирование функционирование которого находится в зависимости от банковской инфраструктуры, ее количественной и, главное, качественной представленности. В связи с этим, в исследовании приводятся ряд трактовок банковской инфраструктуры, а также определены детерминанты формирования кросс-канальной банковской инфраструктуры, определяющие основные принципы стратегии развития информационных ресурсов при выведении на рынок современных банковских продуктов The focus of the modern economic system on innovation predetermines the need to create a specialized financial infrastructure "of a new level and quality", which allows to ensure theset objectives of innovative development. These circumstances fully relate to the banking sector, balanced, stable and aimed at positive evolution, the functioning of which depends on the banking infrastructure, its quantitative and, most importantly, qualitative representation. In this regard, the study provides a number of interpretations of the banking infrastructure, as well as identifies the determinants of the formation of a cross-channel banking infrastructure, which determine the basic principles of the strategy for the development of information resources when introducing modern banking products to the market.

Our quest for prosperity has produced great output (i.e. performance) but not always great outcomes (i.e. progress). Despite mounting regulation when it comes to fairness, well-being, and the scope of our humanity, the modern economic system still leaves much to be desired. If practice is to evolve substantively and systematically, then we must help evolve an economic paradigm where mutuality is more systematically complemented by morality. The bases of this morality must rest, beyond the sympathetic sentiments envisaged by Adam Smith, on an expanded and intentional moral reasoning. Moral philosophy has a natural role in informing and influencing such a turn in our thinking, especially when education is the preferred vehicle of transformation. Indeed, rather than just regulate market power we must also better educate market power.

The article deals with the theoretical and methodological aspects of the development of methods for assessing the effectiveness of the educational process in the region. Indicators of the development of educational processes are analyzed from the perspective of long-term scientific and technical forecasting. Based on the analysis of the strategic documents, the problems existing in this area of strategic planning and the factors that hinder the innovative development of the education system in the region are identified. The basic principles and approaches to scientific and technological forecasting are defined. The main groups of scientific forecasts and the main directions of education development in Russia are identified. The considered forecasting methods are recommended for use in the work of state authorities and local governments, depending on the complexity of the implementation and the adequacy of the method, the requirements for the information base of the project.

The article considers the views of scientists on the problems of financial security of the agricultural sector of the economy, their significant contribution to the creation and development of theory and practice of financial security of small and medium-sized agribusiness. It is noted that financial security is one of the most important factors influencing the efficiency of agricultural enterprises. The credit instruments of financial support of development of the enterprises of agrarian business in the modern economic environment are characterized. Agrarian receipts are singled out as a direction of financing small and medium agrarian enterprises. The importance of agrarian receipts as one of the most dynamic ways to attract financial resources and development of small and medium agrarian business of Ukraine is substantiated. Other promising instruments of financial and credit support have been identified, which allow small businesses in the agricultural sector to function effectively, to improve the efficiency of agricultural production. It is determined that the use of effective credit instruments provides innovative development of agricultural enterprises. In order to form an effective policy of financing agricultural enterprises, measures aimed at increasing the transparency of agribusiness are needed; development of support infrastructure and educational work among small businesses; unconventional but effective methods of lending to agricultural producers. It is proposed to introduce new, effective financial and credit instruments in the agricultural sector of Ukraine in modern conditions, which in the long run will ensure the innovative development of the national credit system, taking into account the experience of countries with developed competitive economies.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

The Creation

The article discusses increasing the competitiveness of the national economy based on the creation of an innovation system. One of the main factors in increasing competitiveness is the innovative development of economic entities. The lag in innovative development prevents the emergence of technological industries within the country and restrains the socio-economic development of the national economic system.
