Nowadays, identification and neural methods are used more and more often in modeling IT forecasting systems in addition to analytical methods. Six characteristic models used to forecast the Day-Ahead Market system functioning as a transaction management system at the Polish Power Exchange (POLPX) and the Nord Pool Spot market have been selected for comparative analysis. The research was preceded by a detailed discussion of modern criteria used to assess the quality of model fitting to the system, namely: effectiveness, efficiency, and robustness. In the literature, there are two main groups of system modeling methods, namely time series modeling methods and identification modeling methods, including neural modeling methods. Modeling usually results in such models as parametric models and artificial neural networks learned neural models of the Day-Ahead Market, as well as time series models, among others. In the comparative analysis, special attention was paid to the accuracy of the obtained models concerning the system. It has been pointed out that the studied solutions used to measure the accuracy of modeling criteria such as accuracy of fit or efficiency, and did not use the modeling efficiency, which is very important in IT forecasting systems for such large markets as the Day-Ahead Market of POLPX. The search for the best market models, including identification models of the Day-Ahead Market operation that can be used in electricity price forecasting is a very important issue both from the point of view of algorithmic solutions and economical solutions.

Main directions of tax legislation development are considered in the article from the point of view of relevancy of zero tax rate implementation and tax refund. Special emphasis is placed on the problem of tax refund delay that undermines the competitiveness of the export sector of economy. Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

The record-breaking heatwave of 2003 also had an impact on the vegetation in Switzerland. To examine its influences seven phenological late spring and summer phases were evaluated together with six phases in the autumn from a selection of stations. 30% of the 122 chosen phenological time series in late spring and summer phases set a new record (earliest arrival). The proportion of very early arrivals is very high and the mean deviation from the norm is between 10 and 20 days. The situation was less extreme in autumn, where 20% of the 103 time series chosen set a new record. The majority of the phenological arrivals were found in the class «normal» but the class«very early» is still well represented. The mean precocity lies between five and twenty days. As far as the leaf shedding of the beech is concerned, there was even a slight delay of around six days. The evaluation serves to show that the heatwave of 2003 strongly influenced the phenological events of summer and spring.

The term “stochastic hydrology” implies a statistical approach to hydrologic problems as opposed to classic hydrology which can be considered deterministic in its approach. During the International Hydrology Symposium, held 6-8 September 1967 at Fort Collins, a number of hydrology papers were presented consisting to a large extent of studies on long records of hydrological elements such as river run-off, these being treated as time series in the statistical sense. This approach is, no doubt, of importance for future work especially in relation to prediction problems, and there seems to be no fundamental difficulty for introducing the stochastic concepts into various hydrologic models. There is, however, some developmental work required – not to speak of educational in respect to hydrologists – before the full benefit of the technique is obtained. The present paper is to some extent an exercise in the statistical study of hydrological time series – far from complete – and to some extent an effort to interpret certain features of such time series from a physical point of view. The material used is 30 years of groundwater level observations in an esker south of Uppsala, the observations being discussed recently by Hallgren & Sands-borg (1968).

AbstractWe examine the sensitivity of the Global Positioning System (GPS) to non-tidal loading for a set of continental Eurasia permanent stations. We utilized daily vertical displacements available from the Nevada Geodetic Laboratory (NGL) at stations located at least 100 km away from the coast. Loading-induced predictions of displacements of earth’s crust are provided by the Earth-System-Modeling Group of the GFZ (ESMGFZ). We demonstrate that the hydrological loading, supported by barystatic sea-level changes to close the global mass budget (HYDL + SLEL), contributes to GPS displacements only in the seasonal band. Non-tidal atmospheric loading, supported by non-tidal oceanic loading (NTAL + NTOL), correlates positively with GPS displacements for almost all time resolutions, including non-seasonal changes from 2 days to 5 months, which are often considered as noise, intra-seasonal and seasonal changes with periods between 4 months and 1.4 years, and, also, inter-annual signals between 1.1 and 3.0 years. Correcting the GPS vertical displacements by NTAL leads to a reduction in the time series variances, evoking a whitening of the GPS stochastic character and a decrease in the standard deviation of noise. Both lead, on average, to an improvement in the uncertainty of the GPS vertical velocity by a factor of 2. To reduce its impact on the GPS displacement time series, we recommend that NTAL is applied at the observation level during the processing of GPS observations. HYDL might be corrected at the observation level or remain in the data and be applied at the stage of time series analysis.
