The effectiveness of obtaining higher education is directly related not only to improving the learning process, but also to the quality of development of the student himself as an object of learning. This became especially evident during the transition to distance learning. Decrease in physical activity, lack of motivation to study and weakening of control on the part of the teacher, can lead to a decrease in students' professional and applied readiness. Therefore, the identification of the degree of psychophysical preparedness of future builders in different learning conditions will make it possible to create an electronic educational program that can improve the quality of the educational process and the level of development of the basic psychophysical qualities of future civil engineers.

In modern conditions of reforming the system of higher education, the introduction of time-based blended and distance learning, the mission of higher education is to ensure the efficiency and quality of university education. Therefore, the problem of using blended and distance learning technologies becomes relevant, which, taking into account the peculiarities of the conduct, should ensure the quality of educational services for students. Blended learning is defined as a hybrid of traditional face-to-face and online learning so that instruction occurs both in the classroom and online, and where the online component becomes a natural extension of traditional classroom learning. The article highlights the peculiarities of the introduction of mixed and distance learning at the university, analyzes and clarifies the essence and content of the concepts of « blended learning», «distance learning», identifies the main approaches, methodical principles underlying the organization of the educational process, the priority tasks and advantages of the introduced forms of education are singled out, the tendencies of their development are outlined, in particular in modern conditions. The methods, organizational forms and means used during blended and distance learning are described, specific examples of their introduction at Kyiv International University are given, as well as the schematic structure of the methodical system of the proposed forms of education that ensure the quality of university education. It is proved that blended and distance learning solves the problems of individualization, intensification and optimization of education, is the most effective evolution of the traditional model of learning7

The study aims to assess the effectiveness of the current distance learning process in the higher education institutions, to identify the types of distance learning, negative and positive aspects of its implementation, to describe the prospects and approaches to solving the problems of distance education at universities. The study was based on the analysis of the questionnaire survey of lecturers throughout Ukraine and the Kyrgyz Republic results, which were received in the period from March to April 2020. The novelty of the research conducted in the article was to find solutions to the emerging difficulties in the pedagogical staff of Ukraine and the Kyrgyz Republic during the first periods of the pandemic outbreak. The proposed methods can be used to achieve long-term practical results in providing support to higher education institutions, their leaders, lecturers and students in organizing distance learning, as well as to overcome barriers to lecturers' access to information on the usage of digital tools for distance learning.

The aim of the work is to analyze key problems and risks that have arisen in connection with the transfer of universities to distance educational activities during the introduction of strict restrictions related to the coronavirus pandemic. Among the main objectives of the study – identification of problems in the field of educational inequality, quality of education, the complexity of the educational process and cost of educational services as well as research experience of Plekhanov Russian University of Economics, as one of the leading Russian universities, to overcome these problems in the period of the pandemic.Materials and methods. The analysis used data from sociological studies about attitude of university students and lecturers to distance learning conducted by expert organizations during the pandemic, analytical and informational materials of universities and bibliographic sources. Secondary analysis and interpretation of the results of sociological surveys, systematization and classification of theoretical and factual materials were used, analysis of management practices and experience of universities in the conditions of extreme transition to remote mode, including in comparison with foreign universities.Results. The study identified the key problems faced by the university community during the transition to distance work, among which are the growth of educational inequality, the dependence of the quality of education not only on the capabilities of educational institutions, but also on the competencies and technical capabilities of students and lecturers; increased academic load on both students and lecturers; possible quality reduction due to the spread of online education; the rising cost of education.The response of state authorities to the new “challenges” of the pandemic was timely: the regulatory framework was brought into line with modern conditions, the format of holding operational meetings of working groups with representatives of the university community was introduced and free access to a variety of domestic online courses was opened.Actions of Plekhanov Russian University of Economics to overcome threats during the pandemic, such as the revision of norms of time for calculating academic load, providing temporary use of laptops, webcams, organization of unlimited access to the largest electronic platforms for online learning, carrying out activities for administrative and teaching staff on issues of distance work, developing temporary local acts, organization of “Hot line” allowed to go into distance mode. Conclusion. Higher education institutions have passed a serious test for the strength and effectiveness of their work. Some countries, such as Brazil and a number of developing countries, have not been able to fully overcome the effects of the pandemic and switch to distance operation. The activities of the Ministry of Science and Higher Education and the University Community of the Russian Federation have demonstrated high efficiency and cohesion.Distance education will not completely replace classical full-time education. The future development of the higher education system will be influenced by two multidirectional trends of support and rejection of the full distance learning format. However, the coronavirus pandemic has shown the possible effectiveness of converting part of the learning to digital format, which will make learning more flexible, personalized and effective in the future.

The authors of the paper have developed and proposed the structure of the educational program service (hereinafter referred to as the “EPS”) during the transition of the educational process in 2019-2020 to a new level (training is currently taking place both offline and online). The use of this system implies an increase in labor protection for EPS employees, the quality of the educational process in educational institutions of higher education (hereinafter referred to as the “Educational organizations”), simplification of work for the teaching staff, which should be consolidated at the state level. The necessity of using this structure in educational institutions of higher education has been substantiated; the concepts and principles of EPS work have been proposed. The authors of the study propose to provide for this structure both at the federal and at the local levels, thereby carrying out labor and legal protection of EPS employees.

In the current national and international context, the education “hosted” in the online environment, which was once only a secondary solution, rarely used, has become the main way to ensure the continuity of the learning process. In this study, we aimed to capture the reactions of those who were the first to experiment an exclusively online, learning process, i.e. the reactions of the students. We used an investigative approach focused on the following objectives: identifying the perception of students/learners regarding the efficiency and quality of the educational process carried out in the online environment and highlighting ways to improve teaching activities conducted online. The main research method was the questionnaire-based survey. The questionnaire was administered online, integrating a series of items that addressed issues such as: students’ participation in educational activities, problems encountered, solutions to optimize the didactic process conducted in the online environment. Following the investigative approach, the main conclusions are the following: most of the surveyed students consider that the educational activities carried out in the online environment do not have the same efficiency as the direct activities (face to face); the main problems highlighted by the respondents were: overload, fatigue, demotivation, learning difficulties in understanding and operating with certain content, poor Internet connection, but also the lack of necessary indications to facilitate learning. We appreciate that the results of our study may be relevant for practitioners in the field of education, especially for those from higher education, but also for all those interested in digital education.

The relevance of the presented article is determined by the widespread use of online distance learning technologies in the educational space of higher education in Russia. This process is supported and initiated, among other things, by the modern Russian authorities, whose actions are based on the presumption of the ability of online education to provide the same quality of the educational process that takes place in the classroom-contact format. The authors ‘ hypothesis is based on the fact that the widespread introduction of online education cannot be evaluated positively, since its quality has not been tested empirically. Institutionalization should be carried out only after it is scientifically confirmed “where”,” for whom”,” by whom “ online education can be implemented. For this purpose, the authors study the types of online education, its content, and assess the readiness of students to study online. The goal is formulated as determining the segments of the educational process in higher education in which online education will improve the quality of training of qualified specialists.

The theoretical aspect is highlighted and practical ways of designing a professional educational program Mediadesign are presented. The features of professional training in the design direction have been investigated. Topical issues of ensuring the quality of the educational process of future media designers using the tools of the competence approach are considered. The article highlights the importance of modeling competencies and the peculiarities of introducing a competent approach into the process of professional training for applicants for higher education. The issues of the importance of modeling competencies and the peculiarities of introducing a competence-based approach into the process of professional training of future media designers in higher education are analyzed. It is proved that the quality of professional training of future media designers justifiably causes the need for the formation of the necessary competencies among students, which combine knowledge, skills, abilities; abilities and personality traits; general culture indicators; the ability to perform professional duties efficiently. The acquisition by future specialists of a system of design, creative, technological, communicative and interactive knowledge, skills and abilities is aimed at the formation of competencies, which should be considered as a result of high-quality professional training in the professional educational program Mediadesign. The specificity of a media designer's activity lies in the ability to carry out design developments in the context of modern world material and artistic culture, to creatively comprehend the national heritage and to master the skills of using advanced digital technologies as much as possible, provides ample opportunities for employment, professional growth and further scientific activities; the ability to perform complex specialized tasks and solve complex problems in the field of digital media, provides for the implementation of innovations in professional activities and is characterized by the uncertainty of conditions and requirements. Determining the competencies of a media designer makes it possible to determine a clear logical and consistent structure for the design of an educational and professional program Media design. The acquisition by future media designers of a system of knowledge, skills and abilities is aimed at the formation of integral, general and special competencies, which should be considered as a result of the educational process of professional training of Mediadesign.

In the context of the digital economy and the globalization of the social sphere, the introduction of distance learning technologies in the educational process, as well as the legal regulation of distance education and assessing its quality are the most relevant. Mass quarantine restrictions associated with the COVID-19 coronavirus pandemic, on the one hand, challenged existing distance learning systems, on the other hand, created a serious impetus for its further development. The first goal of the study is to analyze the regulatory legal acts regulating distance education in the Russian Federation with a view to establishing its place and role in the educational process. The second goal of the study is to assess the quality of distance education in modern conditions. To achieve these goals, regulatory legal acts were analyzed, an assessment of distance education in the Russian Federation at the present stage was given, a system of indicators for assessing the quality of higher education was developed. To conduct the study, methods such as the deduction method, methods for calculating relative values and a graphical analysis method were used. Based on the study of normative legal acts, it was concluded that distance learning is an educational technology and, accordingly, can be used as a means of organizing the educational process in the implementation of the educational program for any form of training, including full-time, in accordance with local educational normative acts organization. At the same time, modern services for the implementation of distance learning have wide functional capabilities, which, if used correctly, allows achieving the proper level of quality. Based on the analysis of fundamental legal documents and available sources of information, the authors developed a system of indicators for a comprehensive assessment of the quality of higher education, which includes three groups of indicators: the quality of students, the quality of the teaching staff and the quality of the educational process.

Modern higher education institutions faced a huge problem during the global pandemic. The topical issue was the provision of quality educational services to higher education seekers in a pandemic around the world. Many countries in 2020 have decided to use distance learning as the only way to continue the educational process without interrupting it indefinitely. Distance learning today is one of the most effective and promising training systems. The emergence and active spread of distance learning is anadequate response of the education systems of many countries to the processes of integration taking place in the world, the movement towards the information society.Purpose. The purpose of this article is to systematize various aspects of distance education in institutions of the maritime sector of Ukraine in a global pandemic and to find solutions to issues that arise during the development of distance education and training of maritime professionals; identification of positive and negative aspects of the introduction of distance learning.Methods. To solve the problem, the following methods were used: the method of theoretical generalization, the method of analysis and synthesis, the method of systematization, the method of deduction.Results. The analysis of the results of distance learning in maritime institutions was carried out and its strengths and weaknesses were identified. The ways of improving the quality of distance education are analyzed. Further ways of development and improvement of distance learning are proposed.Originality. The basis of the educational process in distance learning is the controlled, intensive and purposeful independent work of a student who can study in a place convenient for himself, according to an individual schedule. In accordance with this, the educational process should be organized in such a way as to ensure the student's independent mastering of the educational material, the implementation and timely deli-very of individual assignments.Output. The main problem of training applicants for higher education in the maritime sector of Ukraine in a pandemic in distance education is the lack of opportunity for cadets to gain practical skills in working with ship equipment that exists in educational institutions. This negatively affects the quality of learning by cadets. In the future, this may lead to increased ship accidents and reduced maritime safety. It is necessary to develop interaction between educational institutions; make full use of technological opportunities; determine the goals and prospects for the development of distance learning, etc.Keywords:distance learning, quality of education, maritime institute, management of marine resources, ship accident rate, pandemic.

The study considers the question of quality of providing education by accreditation of educational programs for specialty 015 Professional Education (for specializations). It was defined that nowadays Ukrainian higher educational institutions have broad autonomy in forming content, choosing main approaches, forms and methods of organization of educational process for students of higher educational institutions. The purpose of the article is to define the main problems and challenges the education providers face in the process of realization of educational programs (EPs) for specialty 015 Professional Education (for specializations) for Bachelor level of higher education. Methods. The authors implement the purpose with the help of theoretical research methods (analysis, comparison, systematization and generalization). The results. The authors generalized and organized the results of the accreditation, defined the main strong and weak points of the according EPs, determined the main directions and prospects of their development based on the analysis of the accreditation cases of 27 EPs that had been examined by the National Agency for Higher Education Quality Assurance for 2020-2021academic years. The research determined that the criteria for the assessment of education quality are considered separately, but they are tightly related. The analysis of the levels of evaluation by experts and members of professional expert council shows that the criterion 2 «The structure and content of an educational program» and the criterion 4 «Studying and teaching accordingly to educational program» are the most problematic. Consequently, these directions require more attention during the improvement of the educational process organization by these educational programs. It is established that that 70% of EPs received accreditation for 5 years, 30% received conditional accreditation for 1 year and no EPs received denial for accreditation. This reports about high level of education process organization for EPs, however, there are still many questions to be considered. Conclusions. The analysis and generalizing of the accreditation materials let us define the main problems and prospective directions of educational programs development. The authors consider that incorporating these aspects can foster the development of EPs and quality of higher education for specialty 015 Professional Education (by specializations) in Ukraine.
