The aim of the study is to assess the reachability of some indicators of the subprogram І«Development of national intellectual capital» of the State program «Scientific and technological development of the Russian Federation» taking into account mathematical modeling of demographic processes. The object of the study is the educational structure of the Russian population in accordance with the International Standard Classification of Education as amended in 2011. The work uses the data of the Federal State Statistics Service and regulatory documents of the Ministry of Science and Higher Education. A balance mathematical model in the form of differential equations describing changes in educational levels over time and in different age groups is proposed as a tool for studying the educational structure of the population of Russia. Numerical experiments were conducted that made it possible to forecast changes in the graduations of bachelors, masters, specialists and candidates of sciences until 2031. Based on this forecast, conclusions were drawn about the attainability of indicators of the above state program. This work was supported by the Ministry of Education and Science of Russia as part of the implementation of the State task of the Federal State Budgetary Scientific Institution Directorate of Scientific and Technological Programs No. 075-01395-20-00.

In particular, the state program of the Russian Federation «Development of Healthcare» is considered. The paper analyzes the quantitative statistical indicators that most representatively reflect the results achieved at the present stage. The aim of the work is also to identify how the Russian healthcare system is currently being transformed and what prospects are provided by the state. The purpose of the study: To analyze the process of implementation of state programs in the field of healthcare in terms of quantitative and qualitative characteristics of their implementation. Materials, methods and conditions of research. The materials of the implementation of the state program «Development of Healthcare», the national project «Healthcare», the statistical yearbooks of the Federal State Statistics Service for 2018–2020, as well as statistical information from the databases of Rosgosstat of the Russian Federation were studied. Objectives of the study: to analyze and evaluate the state of ongoing transformations in the Russian healthcare system, by identifying the main directions of development, as well as analyzing relevant statistical data. Research perspective. At present, the problem of health development is more urgent than ever, and the problem is becoming particularly acute, against the background of the spread of the COVID-19 virus pandemic. For rapid response and elimination of hotbeds of infection, it is necessary to provide the population with sufficient basic parameters for providing medical services. Therefore, it is important to analyze how effective the actions of the state are to increase the ratio of the number of doctors to the number of the population. At the same time, it is necessary to consider the opportunities for motivating employees in this field, which are currently created.

Introduction. The list of implementation indicators of the Strategy for Scientific and Technological Development of the Russian Federation was formed taking into account its key provisions, and monitoring their dynamics provides an opportunity to demonstrate how the objectives of scientific and technological development of the Russian Federation, progress in implementing the priorities of scientific and technological development, meeting the objectives of state policy in science and technology and overall results of the Strategy's implementation have been achieved. Achievement of the targets and the implementation indicators of the Strategy will contribute, among other things, to the achievement of national goals and strategic objectives for the development of the Russian Federation, listed in the Decree No. 474 of the President of the Russian Federation dated 21 July 2020 on ensuring the presence of the Russian Federation among the world's ten leading countries in research and development, particularly by creating an effective system of higher education. Monitoring Tools. Monitoring tools are formal logic methods such as classification, analysis, synthesis, deduction and induction. The monitoring was conducted on the basis of data from the statistical reporting forms of the Federal State Statistics Service 2-science, 4-innovation, 2-MP innovation, 1-technology as well as information from open sources. Results. Monitoring of the Strategy implementation indicators for 2017–2019, assessment of the dynamics and achievement of indicator scores at the end of the study period, identification of indicators with positive and negative trends and the factors affecting the achievement of target scores were carried out. A list of government measures for each assessment indicator is provided to achieve the targets for the planning period. Conclusion. The monitoring revealed the ambiguity in the interpretation of some indicators for assessing the implementation of the Strategy for Scientific and Technological Advancement of Russia. Recommendations are made to improve the methodology for calculating individual indicators. The research results are of practical importance and can be used to formulate the policy of scientific and technological advancement of the country.
