This article intends to examine the collaboration amongst actors in solving public issues, specifically in the topic of waste management in the Kupang city. Methodologically, the issue was disclosed using qualitative methods based on the descriptive survey, structured interviews, and in-depth interviews. Kupang City grow rapidly both in the aspect of social and economy, as a consequence, load of trash is inevitable along with the development. Otherwise, very little attention was paid to the waste management and people tended to recognise it as insignificant issue, constructed as interpersonal issues, and typically as a private matter. This article aims to demonstrate Kupang residents’ perception towards trash as a public matter. On that point, people awareness toward public issues in this article, which is named as “citizenship” become vital. Without this, problem including waste issue will be receiving limited response. Once it comes to its turn, collective action as a prerequisite for constructive problem solving in public relations would be weakened. It appears that the issue is about the amount of waste in the areas that are fully accessible to the public, for example; markets and housing areas. Waste is poorly managed in these two areas. On the other hand, formal institutional collaboration between government in the local government, the provincial government, and the neighbour district in Kupang district’s government also It appeared to have been poorly managed. This study suggests the need for a non-hierarchical  forum that is concerned with decision-making process (not merely consultative) which facilitates the emergence of community control to alleviate "troublesome" environmental issues in surrounding areas in creative ways.

After years of conventional approaches to solid waste management (SWM), in 2009, Bulawayo City Council adopted a non-conventional approach in the form of community-based solid waste management (CBSWM). The success of a CBSWM depends on the participation of members of the public as well as private sector organisations. Yet there is no information documented about their involvement in such activities in the study area. This study provides an analysis of citizen knowledge, participation and their attitudes in SWM in Nkulumane suburb following implementation of a CBSWM project. Door-to-door surveys were undertaken in December 2017 and January 2018 during which interview-administered questionnaires were used to collect data from 375 randomly-selected households. Semi-structured interviews were also used to gather data from officials responsible for CBSWM. The study found that the CBSWM has not been successful in changing the waste disposal behaviour of citizens. It was also found that the community-based organisations (CBOs) have made no effort to implement alternative waste management practices of waste recycling and composting. Furthermore, lack of funds to improve waste infrastructure and infighting between the Environmental Management Agency (EMA) and the Bulawayo City Council have undermined the principles of CBSWM. The study concludes by suggesting strategies that could improve CBSWM in developing countries.

PurposeThe purpose of this paper is to identify the position of creativity within Australian public relations courses and explore how academics embed what is often identified by industry as a core skill for future and current practitioners.Design/methodology/approachThe study consists of semi-structured interviews with 15 public relations academics to examine their views on the value and delivery of creativity in the public relations curriculum.FindingsThe findings of this exploratory study indicate creativity is addressed implicitly by educators who rely on personal and internalised knowledge rather than the application of a specific theory or body of knowledge pertaining to creativity. In addition, it identifies a series of challenges educators face including students' lack of confidence when required to be creative and a lack of clarity on how to successfully evaluate creativity in assessment tasks.Originality/valueCreativity has been identified as a vital future workplace skill and highlighted as an important capability in global best practice frameworks for public relations professionals. However, the successes and barriers experienced by educators who are responsible for building and evaluating students’ creative abilities have yet to be specifically explored. In response, this study considers educators' perceptions of their practice with regard to this prominent professional attribute and applies this knowledge to argue for theory-led pedagogies, particularly the use of models that emphasise the social nature of creativity, to demystify creativity and enhance students' work readiness as future practitioners.
