This study aims to determine government policies and their impact on plastic waste management in Jayapura City in 2017-2020. The study was conducted at the Environmental and Cleanliness Office. Using qualitative data analysis methods, the study involved 230 community respondents. The results indicate that the majority of the public consider the Jayapura City government's policy on plastic waste management to have been able to reduce the amount of plastic waste. However, there are still many community members who think that the provincial government has not been able to fully reduce the amount of plastic waste, and believe that the policy is not able to reduce plastic waste in the city. Based on the results obtained, it is hoped that this policy can also be applied in traditional markets so that it can further reduce the use of plastic bags and reduce plastic waste in Jayapura City.

The research method is qualitative with phenomenological approach. The research design using one site involving Banjarmasin City in South Kalimantan, Indonesia. Data collection techniques used were content analysis, participatory observation and depth interviews. The analysis used in answering this research is a combination of various analytical methods to answer each of the objectives namely miles & Huberman analysis and Webbed Spider Model Analysis as the ultimate in formulating management of plastic waste through a leadership role. The results of this research found that the adaptation of environmentally sound habits in minimizing the production of plastics waste through local wisdom approaches and changing the people's mindset to live healtier. The purpose of writing this paper is to provide examples of new habits of healthy living by starting to reduce the use of plastic bags as the main source of waste generation that is not easily biodegradable in Banjarmasin City produced in every citi anywhere and is a major problem of environmental damage, including Banjarmasin City as a city of a thousand rivers, south Kalimantan Province. Effort to reduce the use of pastic bags began in stages, starting with modern retailers in the City of Banjarmasin. Through a leadership role based on local wisdom and a persuasive approach that is environmentally sound, it can provide solutions in current and future waste management. Result from this research is Banjramasin as the first City in Indonesia implemented regulation to reduction of plastic waste for modern retailers which are widely scattered throughout the City, sub-districts and villages. This is effective through regulation and direct approach to society. In the waste management that is carried out in the City of Banjarmasin includes waste reduction activities with ten activities and waste handling through five activities. As a substitute for these plastic bags, plastic bag producers are forced to use environmentally friendly plastic bags and / or purun baskets which are products of local wisdom of the people of South Kalimantan, Indonesia, all of these activities are carried out by involving the community by applying the rules without sanctions. Until this paper was written, there has never been a leader with leadership who has implemented a similar regulation as a direct effort from the role of a leader in reducing the use of plastic bags, where the use of plastic bags is the biggest contributor as a source of producing plastic waste.

The city of Surabaya is the second largest city after Jakarta and of course is inhabited by millions of peoplewho produce trash every day, especially plastic waste which is mostly produced from used food containers,plastic cups, straws and plastic bags. Various methods are used by the government to overcome this problemso that the city of Surabaya can become a cleaner and more beautiful city. One community in Surabaya calledthe Waste Recycling Project is a caring community, focusing on the waste recycling activities in Surabaya.The Waste Recycling Project community is able to change the form (transformation) of waste into functionalgoods. This encourages this community to have a place where it can be developed into a community tourismdestination with a Human Centered Design approach where people and tourists can come to visit the WasteRecycling Project to tour and learn together about plastic waste management. This interior design is focusedon designing a community place that can accommodate gathering activities for service learning, space forplastic waste recycle workshop activities, and as a forum for aspirations of creative ideas as well as a gatheringplace for people who have interests and concerns for the surrounding environment.

Abstrak: Kegiatan pengabdian ini bertujuan untuk membangun kepedulian masyarakat di Kota Bekasi agar dapat ‘berkawan’ dengan lingkungan sekitarnya untuk mendapatkan manfaat secara langsung. Metode kegiatan menggunakan (1) metode ceramah yakni untuk menyampaikan pengetahuan secara umum tentang hidroponik dan bank sampah disertai dengan sesi tanya jawab dan (2) metode pembelajaran digunakan untuk alih pengetahuan  atau ketrampilan dan system nilai yang dimiliki oleh nara sumber kepada anggota masyarakat. Masalah yang dihadapi di lapangan adalah masalah gerakan menanam dengan metode Hidroponik, pengelolaan bank sampah, dan pemanfaatan sampah plastic menjadi produk recycle. Pemecahan masalah yang dapat dilakukan dengan pendampingan yaitu memberikan pengetahuan, pemahaman, dan pelatihan. Kata kunci: Pemberdayaan Masyarakat; Pendampingan dan Manajemen Lingkungan; Hidroponik dan Bank Sampah Abstract: This dedication activity aims to build community awareness in the city of Bekasi to be able to ' friends ' with the surrounding environment to benefit directly. The waste generation of Padang City at the Final Processing Site (TPA) is 495.50 tons/day, and the amount of unmanaged waste is 62.42 tons/day, of which 40% is plastic waste. Efforts to reduce the use of plastic bags have begun in Padang, referring to Perwaliko number 36 of 2018. Shopping centers and modern stores must use plastic shopping bags that meet SNI no later than December 31, 2020, especially in various retail and contemporary shopping centers. This study aimed to analyze the relationship between the effectiveness of plastic use policies and the decrease in the use of plastic bags in people who shop at modern retailers in Padang City. This type of research is quantitative with a cross-sectional design. The number of samples is 116 respondents who shop at modern shopping centers, namely Matahari Dept. Store, Food Mart Padang, Ramayana Padang and SPAR Padang. Data analysis used univariate and bivariate analysis. The results showed that 46.6% of respondents stated that the plastic bag policy was not adequate, and 46.6% of respondents stated that there was no reduction in plastic bags. There is a significant relationship between the effectiveness of the plastic bag policy and the decrease in the use of plastic bags in the people of Padang City (p=0,029). With this paid plastic bag policy, government, retailers, and the public will be more concerned with the environment.

ENGLISHThe use of plastic bag tends to increase and it causes the increase of plastic waste. Plastic waste is a hazardous material because it is difficult to be decomposed biologically. Waste management in Indonesia is regulated by Law Number 18/2008 and Government Regulation Number 81/ 2012. Besides the use of biodegradable plastics, reducing the number of plastic bag can be done by implementing a no free plastic bag policy. The policy was issued by the Directorate General Waste Management, Waste and Hazardous and Toxic under the Ministry of Environment and Forestry (KLHK). The content of this policy is to urge people to bring their own bag when shopping, otherwise they have to buy plastic bags. The policy has been implemented in several countries and succeeded in reducing the number of plastic bags significantly. In Indonesia, the pilot implementation of the policy was conducted from February 21, 2016 to June 5, 2016 in 22 cities. Funds raised from the sale of plastic bag are public funds that will be used for waste management activities. By implementating this policy is expected to reduce the use of plastic bag in Indonesia, as in other countries that already have implemented it. INDONESIAPenggunaan kantong plastik yang cenderung mengalami peningkatan, akan meningkatkan jumlah sampah plastik. Sampah plastik merupakan sampah berbahaya karena sifatnya yang sulit terurai secara biologis. Pengelolaan sampah di Indonesia sudah diatur dalam UU No 18 Tahun 2008 dan PP No 81 Tahun 2012. Selain dengan penggunaan plastik biodegradable, penurunan jumlah penggunaan kantong plastik dapat dilakukan dengan menerapkan kebijakan kantong plastik berbayar. Kebijakan ini dikeluarkan oleh Kementerian Lingkungan Hidup dan Kehutanan (KLHK) melalui surat edaran Direktorat Jenderal Pengelolaan Sampah, Limbah dan Bahan Berbahaya dan Beracun. Isi dari kebijakan ini menghimbau masyarakat untuk membawa alternatif kantong plastik saat berbelanja atau jika masyarakat tidak membawa kantong plastik belanjaan, pelaku ritel akan mengenakan harga pada kantong plastik yang diminta masyarakat saat belanja. Kebijakan ini sudah banyak diterapkan di beberapa negara dan berhasil menurunkan jumlah penggunaan kantong plastik secara signifikan. Di Indonesia, uji coba penerapan kebijakan ini dilakukan mulai 21 Februari 2016 hingga 5 Juni 2016 di 22 kota. Dana yang terkumpul dari hasil penjualan kantong plastik merupakan dana publik yang nantinya digunakan untuk kegiatan pengelolaan sampah. Dengan penerapan kebijakan ini diharapkan dapat mengurangi penggunaan kantong plastik di Indonesia, seperti pada negara-negara lain yang sudah menerapkan kebijakan ini sebelumnya.

Este trabalho aborda os aspectos histórico-educativos da instrução pública na cidade do Rio Grande, no período pós Revolução Farroupilha. Destaca as particularidades deste período com ênfase nos espaços escolares, na remuneração dos professores públicos e nos primórdios do ensino secundário local mantido pela iniciativa privada. A partir das constatações sobre a precariedade de recursos investidos pelo governo provincial na instrução pública, tanto nos espaços escolares como nos salários dos professores, nota-se que a iniciativa privada abarcou as demandas educacionais do município, principalmente no que tange o ensino secundário, suprindo a carência de investimentos e organizando uma estrutura de novas instituições educativas. * * *This work approaches the historical-educational aspects of the public instruction in the city of Rio Grande, in the post Farroupilha Revolution. It highlights the particularities of this period with emphasis in the school spaces, in the public teacher's remuneration and in the beginning of the local secondary education kept by the private sector. With the information about the precariousness of resources invested by the provincial government, we note that the private sector encompassed the educational demands of the city, mainly in terms of the secondary education, providing the lack of investments and organizing a structure of new educational institutions.

Public libraries across the world are well-known for the promotion of literacy and lifelong learning. However, at the same time, they are important social and community spaces in which community members can engage with each other. With this in mind, this study looks at the ways in which public libraries in China, Taiwan and Hong Kong fulfil these roles in their respective communities. The public libraries chosen for this study were namely: Shanghai Library, Taipei Public Library and Hong Kong Central Library. A total number of 788 responses were collected from all three libraries. Results from the surveys indicated that public libraries in these communities were seen as being important for providing cost-free materials, entertainment, and, especially, contributing to the overall culture of the community at large. Results indicated that the public libraries chosen for this study have social and cultural values alongside its function as an information centre. These findings will be important in understanding the sociocultural roles of public libraries in East Asia.

Abstract: This paper discusses how government policies in counteracting hoax news in the community through social media. Sometime lately more rampant news about the spread of fake news or hoaxes through online social media such as Twitter, Facebook, Instagram and YouTube. The formulation of the problem here is how the Surabaya government policy to overcome or handle the existence of false news or hoaxes in the Surabaya community. The research method for this type of research is qualitative. The data used are qualitative data, expressed in words or sentences. This false information or hoax was made deliberately because it was to influence the public because of the increasingly widespread stimulant factors such as social and political issues. Social media is now widely used to negative things like one of the accounts that spread hoax information just to increase the popularity of the account or want to be viral by spreading hoax news. Social media makes it easier for us to interact with many people and easier to convey information. But this social media makes a lot of people addicted and many social groups appear that deviate from the norms that exist in the Surabaya city government trying continuously to deal with fake news or hoaxes that are widely spread among the citizens of Surabaya.Keywords: Government Policy, Hoax News, Society

This paper describes two main aspects of environmental management in Barcelona; city mobility and waste management. The observation is documented through hard evidence of photographs, local authority database and information accessible to the public. This paper is divided into three sections; 1) current urban planning and management 2) the sustainability and environmental approaches governed by the city 3) personal thoughts and experience overlooking the general attitude and culture of the people of Barcelona. Abstract. Studies of environmental issues in Indonesia are still minim. Eventhough, Indonesia has many serious problem related to environmental issue. One of them is listed as the second largest constibutor of plastic waste in Asia. Piles of plastic waste cause various problems such as sea water pollution and decreased quality of human life. In order to reduce the negative impact of this plastic waste pile, of course good synergy between various parties including the Government, the community and business actors is needed. Bali is one of the province that commited to reducing the consumption of disposable plastics by implementing a pro-environment policy related to limiting the consumption of plastic bags. Using descriptive qualitative method, this research focusing on indetifying stages of social change using the concept of stages approach to the strategy of reducing plastic consumption, especially in Bali Province. This research is directed at literacy efforts in the community and business actors regarding the impact of the use of disposable plastics (PSP) as well as social intervention efforts through the preparation of pro-environment campaign models in reducing plastic consumption. In addition, the focus of the research also wants to see the extent to which stages of change have been achieved on the part of consumers and businesses in Bali. This model can be used as a basis for the Bali provincial government in formulating policies related to the use of plastics which are harmful to the environment.Abstrak. Kajian mengenai isu lingkungan dalam perspektif komunikasi lingkungan masih minim di Indonesia. Padahal Indonesia memiliki sejumlah permasalahan serius terkait isu lingkungan, salah satunya tercatat sebagai negara ke-dua terbesar penyumbang limbah plastik di level Asia. Timbunan sampah plastik menimbulkan berbagai permasalahan seperti pencemaran air laut dan menurunnya kualitas hidup manusia. Guna mengurangi dampak negatif timbunan sampah plastik ini tentunya diperlukan sinergi yang baik antar berbagai pihak di antaranya Pemerintah, masyarakat, dan juga pelaku usaha. Provinsi Bali menjadi salah satu provinsi yang berkomitmen terhadap pengurangan konsumsi plastik sekali pakai dengan jalan menerapkan kebijakan pro lingkungan terkait pembatasan konsumsi kantong plastik bagi pelaku usaha. Menggunakan metode penelitian kualitatif deskriptif, penelitian ini berfokus pada identifikasi tahapan perubahan sosial menggunakan pendekatan konsep stages of change dalam strategi pengurangan konsumsi plastik khususnya di Provinsi Bali. Penelitian ini diarahkan pada upaya literasi pada masyarakat dan pelaku usaha mengenai dampak penggunaan plastik sekali pakai (PSP) serta upaya intervensi sosial melalui penyusunan model kampanye pro lingkungan dalam mengurangi konsumsi plastik. Selain itu, fokus penelitian juga ingin melihat sejauh mana tahapan perubahan perilaku (stages of change) telah dicapai di sisi konsumen dan pelaku usaha di Bali. Model ini dapat dijadikan landasan bagi pemerintah Provinsi Bali dalam menyusun kebijakan terkait penggunaan plastik yang berbahaya bagi lingkungan.
