Garbage is one of the problems in the city of South Tangerang (Tangsel). Tangsel produces approximately 880 tons of waste every day. The increase in population has an impact on increasing the volume of waste from households. One of the methods used by the Tangsel city government to reduce waste is through the waste bank program since 2012 a total of 208 Waste Banks have been formed, however, only 50 percent are active. By looking at these conditions, there needs to be efforts to empower women in reactivating waste banks in Tangsel City. One of the newly developed waste banks is the “yes” waste bank. This waste bank is located in RW 10, Cipayung Village, Ciputat District, South Tangerang. The purpose of this activity is to increase independence by empowering the potential of RW 10. The target of this PKM program is to form community awareness to sort waste, train the attitudes of RW 10 residents to have a conscious behavior in sorting waste in supporting independent waste management, developing economic skills. The method that will be applied to achieve the goals / targets of the PKM program is a combination of several approaches, namely through counseling, training, mentoring. The environmental office of the City of Bukittinggi as the main mover in responsible waste management and encourages the community to be involved in solid waste management, that the waste problem will not be solved if only relying on the government, needs community support and participation, one of them is by establishing a waste bank. This study aims to describe how waste management is carried out by the City Government of Bukittinggi. The method used in this study is descriptive qualitative, data collection techniques using interviews, observation and documentation. To test the validity of the data found in the field with source triangulation techniques. The researcher used management theory by John F. Mee. Based on the results of the study, it can be concluded that the waste management carried out by the City Government of Bukittinggi has been going well. This can be seen from the application of a management perspective that plays an important role in the overall process of waste management starting from planning, organizing, giving motivation and supervision. But in the waste management process by the City Government of Bukittinggi there are still some problems and shortcomings in the management process, namely in the planning and organizing process.

<p>Some areas in the city of Bandung is an area that dilitasi by the flow of the river, to prevent the introduction of garbage into the river basin is necessary to note the waste management systems in residential areas along the river. Cidurian river has a length of 24.86 Km along the river flow. Consists of the city of Bandung and Bandung regency. Administrative regions Cidurian River past eight (8) districts, from the region in the District Kiaracondong precisely Village Babakan Babakan Sari and Surabaya populous and the most densely populated. Thus, there should be community-based waste management in the form of a reduction in resources to prevent potential entry of waste into the river basin. Planning waste reduction will be divided into two, namely the reduction of inorganic waste with waste bank then the reduction of organic waste with absorption holes biopori, and bio reactor mini determination of the reduction is determined by the results of the analysis of the sampling covers the composition and garbage, then the result of the measurement characteristics test and analysis results questionnaire.</p>

The habit of Karang Joang people is throwing garbage, inherited from generation to generation. Most of treating’s their garbage are by burning it in the yard, throwing into the garden or the river. The transportation to take garbage that isn’t intensive by city officers and the lack of knowledge in managing the garbage greatly affects the pollution condition of the air, soil and water in the village. This research focuses on the patterns of society in treating organic waste and inorganic. Environmental conditions in the village to make some attention from the city government Balikpapan. Because the village is located in a protected forest manggar should be kept clean. We distributed questionnaires to 500 housewives that are living in 12 areas near the river. We interviewed one of the small shop and 5 housewives about what they buy and how dispose of waste in one day. Approximately 5-7 sachet plastics and around 200-300 grams of organic garbage. And approximately one drum of water is used for one family. Six months after distributing questionnaires and analyzing, we held a workshop with theme on the importance of eco-friendly living, composting of organic garbage, and counseling about bank of garbage program for 32 leaders in the village. Then we try to find solutions about how to build the consciousness and management in solid waste. In this study, some possible solutions have been presented by transfer environmental technologies

ABSTRAKSalah satu dampak dari proses pembangunan adalah pencemaran dan kerusakan lingkungan. Pertumbuhan penduduk yang pesat terutama di daerah perkotaan dengan perilaku membuang sampah yang tidak baik menyebabkan berbagai limbah yang harus diserap oleh lingkungan, terutama limbah domestik atau limbah rumah tangga. Komposisi sampah organik menempati persentase tertinggi hingga 57% di Kota Bandung, dimana limbah sisa makanan yang menempati urutan teratas yaitu sebesar 40%. Masyarakat dan pemerintah saja tidak cukup untuk mengatasi persoalan pengelolaan sampah. Keterlibatan dan partisipasi aktif perusahaan sebagai pihak swasta melalui kegiatan tanggung jawab sosial perusahaan dapat dilakukan melalui program-program yang mendukung pengolahan limbah organik berkelanjutan. Pengembangan program CSR yang baik pada suatu perusahaan sebaiknya dikaitakn dengan kebutuhan dan persoalan yang dihadapi masyarakat sekitar. Model Social Responsible Business Practice, merupakan salah satu jenis program yang bertujuan untuk mensejahterakan masyarakat, tapi juga memiliki korelasi positif dalam peningkatan produktivitas perusahaan secara operasional. Model praktik ini, memungkinkan aktivitas perusahaan yang salah satunya mencakup penyediaan fasilitas yang memenuhi tingkat keamanan dan keselamatan lingkungan dan dapat memelihara aktivitas pembangunan berkelanjutan. PT. Pertamina TBBM Bandung Group merupakan salah satu BUMN yang peduli dengan inovasi penanganan masalah sampah di Kota Bandung, melalui program BU MANIK (Budidaya Maggot dan Pupuk Organik), sejalan dengan program KANG PISMAN (Kurangi, Pisahkan, Manfaatkan) milik pemerintah Kota Bandung, yang bertujuan untuk membudidayakan maggot sebagai media utama pengurai limbah organik serta pakan ternak alami. Efektifitas program ini bergantung pada CSR PT. Pertamina TBBM Bandung Group sebagai lembaga yang memfasilitasi pelaksanaan program dan kelompok bank sampah sebagai komunitas yang diberdayakan, serta keterlibatan masyarakat dan dukungan pemerintah.Kata kunci: CSR, pengelolaan sampah, sumber daya berkelanjutan, pemberdayaan ABSTRACTOne of the impacts of the development process is environmental pollution and damage. Rapid population growth, especially in urban areas with bad waste disposal behavior, causes a variety of waste that must be absorbed by the environment, especially domestic waste or household waste. The community and the government alone are not enough to overcome the problem of waste management. The involvement and active participation of companies as private parties through corporate social responsibility activities can be done through programs that support sustainable organic waste treatment. The development of a good CSR program in a company should be related to the needs and problems faced by the surrounding community. Social Responsible Business Practice Model, is one type of program that aims to prosper the community, but also has a positive correlation in increasing company operational productivity. This practice model allows company activities, one of which includes the provision of facilities that meet the level of environmental security and safety and can maintain sustainable development activities. PT. Pertamina TBBM Bandung Group is one of the BUMN that is concerned with the innovation of handling waste problems in the city of Bandung, through the BU MANIK (Cultivating Maggot and Organic Fertilizer) program, in line with the KANG PISMAN program (Reduce, Separate, Utilize) the Bandung city government, which aims to cultivate maggot as the main media to decompose organic waste and natural animal feed. The effectiveness of this program depends on the CSR of PT. Pertamina TBBM Bandung Group as an institution that facilitates the implementation of programs and groups of waste banks as an empowered community; as well as community involvement and government support.Keywords: CSR, waste management, sustainable resource, empowerment

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Currently, there are still problems occurring in waste management activities in Pangkalpinang City. Solid waste that is scattered in the City of Pangkalpinang is caused by waste that has not been transported and handled. TPA Parit Enam's capacity, which serves solid waste in Pangkalpinang City, will decrease every year due to an overload of incoming waste generation. Currently, the City of Pangkalpinang aggressively implements a waste management policy at the source or the 3R program, including waste bank activities and waste processing at reduce, reuse and recycle (3R) landfills. The purpose of this study was to determine the effect of household waste reduction activities on the current use of the Parit Enam landfill in Pangkalpinang City in each of the scenarios that were compiled. The compilation model uses Powersim Studio 2005. The dynamic analysis shows that the activities that follow the waste at the source and respect what happens in TPS 3R Pangkalpinang City can affect TPA Parit Enam's useful life and produce a suitable scenario to be applied in the waste management activities of Pangkalpinang City. Scenario C (Optimistic), the valuable life of Parit Enam Landfillreaches 2023, and scenario C (Optimistic) can reduce the amount of waste transported by 29.65% compared to scenario A (Business as Usual). Besides, the proportion of household waste reduction reached 48% at the end of the simulation year.

The change of waste management paradigm becomes an important thing to do, as a step adaptation to the increasing rate of waste generation every year in Indonesia. 100% management target has been divided into two parts, namely the reduction (30%) and waste handling (70%). Reductions focus on source limitation and 3R program optimization, whereas handling involves collecting and final processing activities. However, the current level of waste reduction is still very low (12%), the government made various efforts to increase it, one of its with the waste bank program. DIY province as a pioneer in the concept of waste bank continues to develop to increase the participation of the community, from 166 locations in 2013, increased to 792 locations in 2017 and 495 of its as the waste bank (62.5%). Average waste bank with 43 customers, able to manage the waste up to 2,078,064 kg/month, with the data can be estimated the amount of waste that can be managed in the city of Yogyakarta, Sleman and Bantul Regency. The city of Yogyakarta has 433 units of the waste bank, capable of managing waste up to 899,801.8 kg/month, Sleman Regency has 34 units of the waste bank (78.966,4 kg/month) and Bantul has 24 units of the waste bank (49.873,5 kg/month). The integration of formal and informal sectors through waste banks can increase the percentage of waste management services. The level of service in Yogyakarta City increased from 85% to 95.5%, Sleman District from 30.71 to 31%, and Bantul Regency from 7.49 to 7.7%

Inorganic waste management through Malang Waste Bank (BSM) is expected to reduce the risk of Dengue Hemorrhagic Fever (DHF). However, the number of neighborhood groups (RT) which become BSM participant varies. The problem is whether or not this variation will result in different entomology of mosquito larvae indexes. The purpose of this study is to prove the role of inorganic waste management to the risk of DHF transmission. Longitudinal survey was conducted weekly for 4 months in 2013 in six villages with the highest dengue cases in the city of Malang. Villages were classified into 3 types of membership of Malang Waste Bank (BSM). The result shows that the number of controllable containers is more than disposable container. Kruskal Wallis test mentions that the House Index (HI), Breteau Index (BI), Container Index (CI), and Density Index (DI) of the three villages are significantly different (p <0.05), while MI is not different. MI is related to all of mosquito larvae entomological indexes except with HI. Therefore, it can be concluded that the level of cleanliness of an area (MI) can be an indicator of the high index of mosquito larvae entomological indexes.

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.

In the city of Palangka Raya with a population of 266,000 people, waste is a problem, among others, due to the limited facilities and infrastructure to support waste transportation. The average amount of waste transported by the Palangka Raya City Garbage Transport Team only reached 48.94% of the total waste that must be transported every month which reached 27,628.2 m³. Thus, the rate of waste production is still faster than efforts to overcome it. The purpose of this research is to study the performance of waste management in Palangka Raya City from the generation of waste, support for financing, and regulation, as well as to study the priority aspects as supporting the performance of waste management so that waste management can improve and the aspects that are the main causes and can affect the management performance of waste, as well as how the planning and commitment of the Palangka Raya City government towards improving the performance of waste management. The research method is quantitative descriptive, analysis of waste management performance data and priority setting is carried out with a Likert Scale modification. The number of respondents as many as 30 people who are all waste management supervisors in Pahandut and Jekan Raya Subdistricts which are the research locations. The results show that the value response in the form of a percentage that is considered appropriate requires priority handling, namely waste facilities (81%) as the first priority, financial support (70%) as the second priority, waste generation (69%) the third priority, regulation (65%) , and waste infrastructure (53%). In general, the performance of solid waste management in the City of Palangka Raya needs to be improved, especially in the waste facilities because the amount of waste generated in the City of Palangka Raya has not been balanced with the performance of waste management.
