Problems of Expert Examination of Alteration Projects for Built-In Objects in Multistoried Residential Houses

Summary. Background: Running of built-in objects in residential houses can significantly worsen living conditions due to adverse effects of various chemical and physical environmental factors. Yet, sanitary and epidemiological standardization in terms of placement of non-residential premises in residential buildings is not sufficiently regulated, which leads to numerous violations when commissioning non-residential premises in residential buildings. In this regard, the question arises about legal acts regulating design issues and ensuring sanitary and epidemiological well-being when placing non-residential objects in residential buildings and constituting the basis for sanitary and epidemiological expert examinations. Materials and methods: We analyzed regulatory acts setting sanitary and epidemiological requirements for living conditions, placement of public facilities in residential buildings, and alteration projects in residential buildings and examined the archive of public complaints. Results: We established the absence of federal regulations requiring mandatory sanitary and epidemiological expert examination of alteration projects for public facilities built into residential buildings. A significant part of issues related to ensuring sanitary and epidemiological well-being of the population is determined by technical regulations on safety of buildings and structures rather than sanitary legislation. This is the reason why these regulations are included in the scope of accreditation of many inspection bodies of Rospotrebnadzor institutions. Executive authorities and customers of projects for placement of non-residential premises in residential buildings, assuming reconfiguration of built-in facilities, order a sanitary and epidemiological expert examination of alteration projects, rightly believing that elimination of nonconformities at the stage of a separate project will be the most cost-effective solution. Conclusion: It goes without saying that the most efficient solution that can help prevent deterioration of living conditions is a sanitary and epidemiological expert examination requiring amendments and additions to the current sanitary legislation on expediency of such an examination.

Can different types of greenery improve the perceived value, safety, prestige, coziness, and aesthetics of multistory residential buildings?<br />To find the answer, two studies were carried out. In Study 1, participants filled in questionnaires designed to measure the perceived value,<br />safety, prestige, coziness, and aesthetics of a building. Every questionnaire was accompanied with one of four images of the same residential building, the only difference between them was the type of greenery present near the building. Participants were asked to evaluate the building in the image by filling in the questionnaire. A convenience sample of 238 university students (mean age 20, SD = 2) participated in the experiment. Study 2 was an internet-based survey in which participants were presented with four images of a residential building and were asked to identify the most cozy, most expensive, most prestigious, most safe, and most aesthetic building. The pictures were the same as in Study 1. A snowball sample of 356 respondents (mean age 30, SD = 11) participated in the survey. The results indicate that buildings with sophisticated greenery and plain grass greenery are perceived most favorably, while unkempt and chaotic greenery were found to be associated with worse overall perceptions and decreased perceived value of residential property. When creating green spaces near residential buildings, we recommend considering plain grass greenery as it is the most cost-effective solution and has a positive effect on the perceptions of residential property and its value.

Residential buildings and premises must comply with sanitary rules and regulations, but a lot of provisions of sanitary and epidemiological requirements for living conditions contradict Federal legislation and do not provide for the regulation of public relations arising in the process of ensuring sanitary and epidemiological well-being of population at all stages of arranging residential buildings and premises, therefore they require updating. International, national regulatory legal acts of a number of countries, regulatory legal acts of Russian Federation, establishing sanitary and epidemiological requirements for living conditions in residential buildings and premises, research studies carried out in Russia and abroad were used as research materials. A set of general scientific research methods: analytical, system-structural, comparative was a procedural basis of the study. Widening of the scope of sanitary standards and rules: extension of responsibility for compliance with the requirements of the document to the executive authorities, expanding the list of objects prohibited for allocation in residential buildings, measures to ensure a barrier-free environment for the disabled, requirements of inadmissibility of residential building destruction by mold, and others were suggested as the results of the study. Due to the fact that the problem of fresh air is common, the design indices of air and air exchange rate are proposed. Recommended changes regarding noise regulation assume the elimination of contradictions when correction coefficients are applied. Conclusions. Analysis of current sanitary and epidemiological requirements enabled to specify indoor environmental factors of the living space, originating from an interaction of outdoor environment, indoor environment of the living space and direct effect of the human himself and on which favorable living conditions depend, and elaborate on the reasons of violations of the established requirements. Suggested changes and additions corresponded to the main trends existing in international practice are aimed at specifying the provisions of the document, optimizing a number of standards, and eliminating contradictions. It is noted that regulation and monitoring of dwelling condition cannot be limited just by the indoor premises of the building. It is necessary to consider the living environment as a united system: human - residential unit (apartment, room, and auxiliary facilities) - building - surrounding grounds- microdistrict - residential area of the city.

Garbha is a conglomeration of biological mass with different strata including consciousness, needs an innovative clinical tool to evaluate its well being, which proves safe, potent, cost-effective and noninvasive. The idea of taking up this study was to sensitively predict the Prakrutavastha or well being w.r.t Garbha-pushti and ongoing Fetal Pathology, Vaikrutavastha w.s.r Garbhavyapads for a sharp interference to get a possible best neonatal outcome. The objective of this study was to calculate the predictive accuracy of evaluation of Garbhaspandanam on external Shabda and Sparsha Pareeksha. A Prospective Clinical study of Garbhaspandanam (FHS and FM) with external Shabda and Sparsha stimulation on maternal abdomen, from 24th week onwards was conducted in a cohort of 30 Singleton Pregnant women at Dept. of Prasuti Tantra and Stri Roga, S.D.M.C.A. Hospital, Udupi. Among the 9 cases in abnormal category, 2 cases had gone for IUD and one case though placed in abnormal category had responded relatively well to Shabda and Sparsha Pareeksha which may be due to the proper antenatal care and intervention given along with the patient’s Vatakara Nidana Parivarjana. Predictive Accuracy Rate on Shabda and Sparsha Pareeksha showed, FHS 70%, FM 76.7%; FHS 73.3%, FM 66.7% respectively. Shabda and Sparshapareeksha can be utilized as the Garbha - chetana - dyodakalakshana and can be performed as a routine antenatal bedside procedure, which can fairly detect the Prakruta and Vaikrutavastha of Garbha w.r.t Pushti. However larger prospective studies are required.

Deplorable living conditions among persons with disabilities and the need to improve their living conditions cannot be overemphasized. This has triggered international discussion on the need for deliberate social policies to bridge the poverty gap between persons with and without disabilities. In Malawi, expansion of financial services has been identified as an essential tool to accelerate economic and inclusive development. However, empirical studies are yet to explore the preparedness of financial institutions to extend their services to persons with disabilities. In this qualitative study, semi-structured interviews were conducted with managers from commercial banks in Malawi to understand their perspectives on extending financial services to persons with disabilities. Interviews were transcribed verbatim and a descriptive thematic analysis was performed. Although participants reiterated the need to provide persons with disabilities with financial services to improve their well-being, few initiatives have been undertaken to improve their participation. Particularly, participants stated that barriers, such as a lack of financial literacy and adaptive technologies, communication barriers, and high rates of unemployment, explained the reluctance of commercial banks to extend financial services to persons with disabilities. The limitations, recommendations for future research, and implications of the study for policymaking have been highlighted.

Community-focused programs that promote active and healthy aging can help preserve cognitive capacities, prevent or reverse cognitive deficits. Computer-based cognitive training (CCT) is a promising non-pharmacological, cost -effective and accessible intervention to face the effects of age-related cognitive decline. Previous studies proved CCT to have equal or better efficacy compared to traditional interventions. This comparative multifactorial study aims to test the efficacy of a CCT in a non-randomized community sample of 74 older adults: G1-CCT Experimental group (n=43) (Mean age M=72.21, SD=12.65) and G2- Paper-Pencil Control group (n=31; M=77.94, SD=10.51). Pensioners (97.3%), mostly women (83.8 %) with basic education (51.4%) and without dementia diagnosis, completed a cognitive training program of 17 or 34 group sessions (twice a week). G2 undertook a classic cognitive paper-pencil stimuli tasks. G1, performed, additionally, individual CCT with COGWEB® in a multimodal format (intensive training of attention, calculation, memory, gnosis, praxis, executive functions). Both groups completed Portuguese versions of Mini -Mental State Examination (MMSE),Montreal Cognitive Assessment (MOCA); Geriatric Depressive Scale (GDS); Mini Dependence Assessment (MDA); WHOOQL 5 and Social Support Satisfaction Scale (ESSS) before and after participating in the program. Both groups reported better post-test scores on basic cognitive functions (MMSE, MOCA), Depression symptoms (GDS-30), subjective well-being and quality of life (WHOOQL-5). G1 presented higher MOCA and lower GDS scores before and after CCT, although, group differences become less expressive when interaction effects are considered. Results are in line with findings from past studies, CCT supported by the new technologies, is as a relevant cost-effective therapeutic tool for health professionals working with older adults. Particularly for preventive purposes of neuro-cognitive disorders.

Sustainable approaches for retrofitting buildings for energy efficiency are becoming necessary in a time when the building sector is the largest energy consumer. Retrofitting building stock is effective for reducing global energy consumption and decreasing resource exploitation. Less developed EU member states and neighboring developing countries show reluctance towards healthy and renewable materials. Implementation of sustainable materials for energy retrofitting is slowed down due to gaps in legislation and effective strategic programs, availability of bio-based materials, lack of knowledge regarding use and maintenance of renewable products, and marketing lobbies. Use of bio-based materials in refurbishment is important due to their negative or low global warming potential (GWP), low primary energy (PEI) need for production, cost-effective benefits, and recycling/reuse potential. Role of environmentally friendly solutions and low-carbon economy growth is particularly relevant in developing countries, such as Bosnia-Herzegovina, that cannot afford innovative energy recovery systems, yet possess a significant amount of poorly managed building stock. This research aims to analyze frameworks regarding retrofitting of residential buildings in Bosnia-Herzegovina and Slovenia. The analysis tackles indirect causes, studies the legal background, and examines strategic frameworks; thus, it indicates potential barriers for implementation of recommended retrofitting solutions based on renewable materials.
