The article is devoted to the anniversary of Rimma Dmitrievna Goldina. Dr. R. D. Goldina is the prominent archeologist and Doctor of Historical Sciences, Professor of the Department of the Udmurt History, Archeology and Ethnology, Director of the Research Institute of the Urals Peoples History and Culture (since 1993), and Dean of the Faculty of History (1980-1991) in the Udmurt State University, “Honored Scientist of the Udmurt Republic” (1991), “Laureate of the State Prize of the Udmurt Republic” (2001), “Honored Worker of the Higher Education of the Russian Federation” (2002), Honorary Citizen of the Udmurt Republic (2021), the founder and head/leader of the archaeological collective of the Udmurt State University. During the period of the scientific research Dr. R.D. Goldina published more than twenty single author and multi-author monographs, as well as more than three hundred articles on the ancient and medieval history and culture of the Permian peoples. Here is the main aspects of the life and work of R. D. Goldina, and her public and academic activity describes in a brief form. Through her scientific achievements and organizational skills, she made the significant / important contribution to the development of archaeological thought in the Kama-Vyatka region and to the treasury of Russian science.

The article is devoted to the anniversary of the Doctor of Historical Sciences, Professor of the Department of History of Udmurtia, Archeology and Ethnography, director of the Institute of History and Culture of the Peoples of the Urals of the Udmurt State University, Honored Worker of the Higher School of the Russian Federation, founder of the scientific archaeological school Rimma Dmitrievna Goldina. The article briefly outlines the significant scientific problems solved under the guidance of the scientist, presents the key achievements made by the researcher and her colleagues and students during the long-term archaeological research of the vast territory of the Urals by the Kamsko-Vyatka archaeological expedition. The personal contribution of the archaeologist to the development of Ural-Volga and wider - Russian archeology in general, to the formation of university science and the Udmurt State University is shown.

24.07.2016 a large group of academicians of the Russian Academy of Sciences (RAS) wrote a letter to the President of the Russian Federation V. V. Putin, in which they gave an unfavorable assessment of the current state of Russian science. The letter listed a number of measures aimed at correcting the current state of science, and noted that "the time of political correctness is over, it is high time to speak out openly calling things by their proper names".Meeting with a group of academicians of the Russian Academy of Sciences in December of 2016, the President of the Russian Federation V.V. Putin stressed the timeliness of setting the above problems and the need to eliminate the noted deficiencies, drawing attention to the fact that only outstanding scientists of international standing with significant scientific achievements should be elected as academicians of the RAS.In connection with the critical assessment of the current state of Russian science in its various fields, expressed in the aforesaid letter of the academicians, it is of some interest to analyze the scientific activities and scientific achievements of some Russian scientists, in particular, in the field of thermal power engineering. For this analysis, articles were used published in the Teploenergetika (Heat Power Engineering) journal as well as a Report prepared under agreement No.14.574.21.0017 with the Ministry of Education and Science of the Russian Federation (hereinafter — MoE&S) on improving the thermodynamic and technical-economic efficiency of trigeneration plants at distributed and small-scale power generation facilities.As follows from this analysis, the authors of the aforesaid publications mislead the scientific community and the MoE&S concerning the alleged increase of thermodynamic and technical-economic efficiency of trigeneration plants considered by them. There are no grounds for such conclusions, since the listed materials contain no specific results of experimental and/or calculation studies of thermodynamic and technical-economic efficiency of trigeneration plants. It is therefore very strange that a Committee of the MoE&S signed an Act certifying “proper” implementation of Agreement No. 14.574.21.0017.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The paper deals with the problem of network dependence of Russian news magazines and the actual dictates of international network structures (Scopus, WOS, etc.) that set their own requirements for their content and quality. The latter influence not only the scientific rating of journals, but also the publishing policy of their publications. The situation is further complicated by the fact that the rules of the game imposed by them have been adopted by the country's state authorities and, first of all, by the Ministry of science and higher education of the Russian Federation, which has tightened the requirements for reports of scientific and educational institutions, as well as researchers and teachers, including mandatory publications in Scopus and other international databases. Despite the efforts made by the Presidium of the Russian Academy of Sciences and the leadership of higher education institutions, Russian science was dependent on these structures, which began to determine the directions and priorities of its development, including selecting the subject and language of journal publications. The scientific community of Russia is faced with the task of protecting the interests of journal editors and protecting the right of authors to Express their own scientific position and the ability to present publications in their native language.

The article is devoted to the study of individual directions and trends in the development of Russian-Chinese relations in the field of education. Topicality of the research is stipulated by necessity of organizational reforming of higher education system in the direction of perspectives of cooperation between Russia and China that presupposes study and comparative analysis of educational systems of considered countries. The article is devoted to the study of some trends and tendencies in the development of Russian-Chinese relations in the field of education. The specifics of the development of integration of educational space of Russia and China on the example of border regions: Heilongjiang Province and the Far East are considered. The method of comparative analysis was used to identify the specifics of higher education in China and the Russian Federation. Mutual benefit and mutual expediency were indicated as criteria for cooperation of both countries in the field of education. The features of higher education development in Heilongjiang Province and in the Russian Far East were described. An analysis of higher education development in the Russian Far East as assessed by Chinese experts is given. The results of a study by Chinese scholars on the preferences of Russian youth are presented. The key areas of effective joint solution to the problem of training a globally competitive professional are identified. The conclusions can be used in developing plans for cooperation between Russia and China in the sphere of higher education.
