The analysis of materials on crimes and offenses in the field of road accidents allows us to state that the number of cases of abandonment of the scene of a road accident or crime by its participants is steadily increasing, as evidenced by the data provided in the article. In this regard, their identification and search are urgent practical tasks that need to be addressed. However, the authors failed to find a targeted comprehensive forensic system of recommendations of the methodological and organizational-tactical plan for actions in situations of establishing the identity of a fugitive offender and his detention. Law enforcement practice in this area has accumulated some positive experience, and recently created technical tools and tactics open up opportunities for their effective use in the search, identification and detention of the offender. But all these aspects require systematization and generalization within the framework of a system of recommendations focused on practical activities. The formulation of such recommendations requires, first of all, the identification of criminally significant grounds for the typification or classification of situations that develop in the course of this activity, and the structuring of its stages. Then, logically, the organizational and tactical schemes and methodological recommendations typical for this type of law enforcement activity should follow. From this position, the authors made some suggestions for creating a system of such recommendations.

This publication focuses on the theoretical investigation of issues arising in the Russian Federation in law enforcement related to the recently introduced digital procedure for the registration of road accidents through the “DTP.Europrotokol” electronic application running on the Android or Apple iOS operating systems. The purpose of the study is to examine the above method of independent registration of a road accident without authorized police officers, developed by the Russian Association of Motor Insurers, with a substantiation of the possibility of subsequent attaching evidentiary value to the information contained in such an application in legal proceedings for the recovery of insurance compensation in connection with the occurrence of this road accident. The authors assessed the effectiveness and feasibility of this digital traffic accident model, including the lack of sufficient regulatory guarantees for the safety of the information uploaded by the user to the mobile application, the existence of virtually unlimited powers of the application developer to control its functioning. They drew attention to certain enforcement problems associated with the assessment of the information available from the “DTP.Europrotokol” application, which is not possible to use in all cases, data the accuracy of which depends on many technical factors.

Today people are suffering with road accidents in world wide. Analyzing these Road accidents are the major challenge in identifying and predicting primary features related with catastrophes. All these features are valuable for anticipatory computes to conquer road mishaps. Integrating various analytics techniques can get better model recognition and avoid road mishaps. As road safety growing quiet apprehension, speedy analytics observes all safety techniques in dynamic to spot malfunction that may signifies road mishaps on identifying key features related with road , mishaps in Telangana state. In our propose work, a framework to analyze the road mishap with classification of accidents and clustering, which analyze mishap data of Telangana stated district wise. The proposed framework describes the recommendation system for predicting road accidents. For this, classify the road accidents into fatal, major and minor. We implemented district wise data into clustering and applying enhanced k-mean algorithm. Further, implemented similarity measures to detecting the places where the severity of accidents happened and also analysing the driver behaviour analysis while accidents occur. The implementation result reveals that the road accident prediction exhibits enhance in certain areas and those areas exists in districts should be the major concern to acquire anticipatory measure to conquer the road mishaps.

Purpose. The aim of the work is to consider the novelties of the legislative work, which provide for the concept and classification of criminal offenses in accordance with the current edition of the Criminal Code of Ukraine and the draft of the new Code developed by the working group and put up for public discussion. Point out the gaps in the current legislation and the need to revise individual rules of the project in this aspect. The methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative, comparative-historical. Results In the course of the study, it was determined that despite the fact that the amendments to the Criminal Code of Ukraine came into force in July of this year, their perfection, in terms of legal technology, raises many objections. On the basis of a comparative study, it was determined that the Draft Criminal Code of Ukraine needs further revision taking into account the opinions of experts in the process of public discussion. Originality. In the course of the study, it was established that the classification of criminal offenses proposed in the new edition of the Criminal Code of Ukraine does not stand up to criticism, since other elements of the classification appear in subsequent articles, which are not covered by the existing one. The draft Code, using a qualitatively new approach to this issue, retains the elements of the previous classification and has no practical significance in law enforcement. Practical significance. The results of the study can be used in law-making activities to improve the norms of the current Criminal Code, to classify criminal offenses, as well as to further improve the draft Criminal Code of Ukraine.

The article analyzes the theoretical and practical aspects of the anti-corruption policy of Ukraine in the context of European integration. Considered that corruption has long been perceived in the EU as a negative phenomenon requiring systematic, strategic and concerted action of a transboundary and transnational character and, in general, a threat to the rule of law. The author concluded that Ukraine will continue to be perceived by a third world country as long as anti-corruption measures are duplicated from one strategic document to another. The anti-corruption strategy of Ukraine should be an early, strategic and systematic tool for the eradication of corruption and the formation of public justice in the context of zero tolerance for such phenomena. Now this is a set of normatively fixed declarative slogans that are consistent with international standards, but are not achievable in practical terms due to the lack of state strategic planning in advance. The new anti-corruption strategy must necessarily include a broad interpretation of all the concepts used in it, including the term “anti-corruption policy”. Taking into account the recommendations of the CIS Interparliamentary Assembly, the author’s vision of the term “anti-corruption policy” has been formed, as a set of principles, tasks, goals and principles of implementation of law-making and law-enforcement activity of public administration within the protection of human and civil rights and freedoms a state implemented by a system of methods, means and measures to combat corruption in priority areas and in accordance with anti-corruption standards and on the basis of transnational national and cross-border cooperation.

This article discusses the problems of logistical support for road maintenance to manage road accidents in Vhembe district municipalities. A budget deficit model was used to explain the level of inadequate logistics support to manage operations and maintenance of municipal roads as a preventative measure against road accident and disaster risks. A hypothetical road maintenance deficit model informed by current literature on road maintenance was used to explain how cost of road maintenance increases exponentially if initial maintenance was not undertaken when the facility was newly constructed to draw the link between road maintenance and the risk of road accidents. Inadequate logistical support to address road maintenance backlogs in Vhembe district municipalities has been on the increase over the last 10 years. Current studies show that inadequate road maintenance can lead to the development of potholes – a major cause of road accidents and damages to motor vehicles. Literature on logistics support emphasises a comprehensive approach to road maintenance to provide a balance between funding, routine maintenance, quality of materials used for maintenance, use of stipulated specifications, the required maintenance technology, innovations and employment of qualified service providers to ensure quality roads and reduction of accidents on municipal roads.

Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.

Botswana has one of the highest rates of increase in road traffic accidents and fatalities in the world. The amendment of road laws came with stricter penalties for road offences which included higher fines and longer jail terms. This study uses multiple regression analysis subjecting variables to backward stepwise regression with a view to assessing the impact traffic law enforcement has had on fatalities in Botswana after the review of the Traffic Act of Botswana in 2008. The study uses secondary data and interview data obtained from law enforcers. The findings reveal that the enforcement of the new road laws has achieved little in the reduction of fatalities. Increasing the minimum driver licensing age may be a panacea to road accidents. Licensed drivers in the age group 30 to 45 years have the lowest rate of fatalities. The study questions the ability of punitive policies (i.e. road fines) to reduce fatalities. It offers that driver behaviour should be studied to come up with relevant policies.
