The introduction of "lean manufacturing" practices in the public sphere is attracting more and more attention today. Initially, the introduction of the principles of "lean production" was carried out at the level of regions, which began to understand the need for this phenomenon, on their own initiative. Since 2017, the streamlining of this process has already begun at the federal level. The main incentive for the development of the "lean production" policy at all levels of management was the Decree of the President of the Russian Federation dated May 7, 2018 "On national goals and strategic tasks for the development of the Russian Federation for the period up to 2024". To date, we can already talk about the success of the implementation of such projects as "Lean Polyclinic" and "Lean Region". The issues of improving the efficiency of public and private sector organizations, improving the management system are relevant for the Russian Federation as a whole and for the Chuvash Republic in particular, taking into account the priorities of the republic's development, which provide for economic diversification, increasing the competitiveness of products and turning Chuvash Republic into an innovative region. The strategic goal of the region is the formation of a culture of lean production among all participants in economic relations. The paper considers the main issues of the development and implementation of the strategy of lean production and management in the system of state and municipal administration.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).

Приведены результаты испытания нового перспективного партенокарпического гибрида огурца корнишонного типа F1 Энеж 21, созданного селекционерами агрохолдинга «Поиск», в условиях открытого грунта в Северо-Западном, Центральном и Волго-Вятском регионах Российской Федерации: Костромская, Ярославская, Московская, Рязанская, Тульская область и Чувашская Республика. Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

Abstract Background Smoking increases the risk of developing many diseases, both non-infectious and infectious. On February 23, 2013, the Russian Federation adopted an anti-smoking law, which provided for a two-stage ban on smoking in public places. Since June 1, 2013, smoking has been banned in schools, hospitals, public transport, railway stations, workplaces, and since June 1, 2014 - in trains, hotels, bars, restaurants. Purpose To study the dynamics of monthly hospitalization rates for respiratory diseases and acute otitis media in three regions of the Russian Federation (Chuvash Republic, Samara and Arkhangelsk regions). Methods A retrospective analysis of the monthly hospital incidence of pneumonia of various etiologies (ICD-10 J12-J18), other acute lower respiratory infections (J20-J22), asthma (J45), status asthmaticus (J46) and acute otitis media (H65.0, H65.1, H66.0) from 2012 to 2017. The data were analyzed by the method of interrupted time series. The information was provided by the regional Fund of Medical Insurance. Results Two control points were identified - June 2013 and June 2014. We demonstrated the reduction of hospitalization rates for acute lower respiratory infections and pneumonia immediately after each of the two stages of the anti-smoking policy implementation in all regions studied. In the Arkhangelsk region, the decrease was 19% in 2013 and 22% in 2014, in the Samara region - 20% and 23%, and in the Chuvash Republic - 31% and 39%. The reduction of hospitalization for asthma, status asthmaticus and acute otitis media was observed only in Chuvash Republic: the decrease in the number of hospitalizations for asthma and status asthmaticus was 11% in 2013 and 12% in 2014, and for acute otitis media - 25% and 35%. In other regions the decline was non-significant. Conclusions Anti-tobacco legislation leads to an immediate and significant reduction in the number of hospitalizations for lower respiratory tract infections. Key messages The ban on smoking in public places reduces infections of the lower respiratory tract and acute otitis media. Anti-tobacco legislation has a positive impact on public health.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

В статье представлены результаты комплексного исследования на рынке производства и переработки хмеля. Проанализированы отчеты фирмы «Барт» и годовые отчеты International Hop Growers’ Convention в период 2007-2020 гг. Приведены и систематизированы данные Федеральной службы государственной статистики Российской Федерации, по Чувашской Республике и официального интернет-портала органов власти Чувашской Республики по формированию внутреннего рынка хмеля. Предложены меры регионального регулирования отрасли, которые согласованы с утверждённой Концепцией развития хмелеводства в Чувашской Республике на 2020-2025 гг. в рамках государственной программы. The article presents the results of a comprehensive study on the market of hop production and processing. The reports of the company «Bart» and the annual reports of International Hop Growers'are analyzed Convention in the period 2007-2020. The data of the Federal State Statistics Service of the Russian Federation on the Chuvash Republic and the official Internet portal of the authorities of the Chuvash Republic on the formation of the domestic hop market are presented and systematized. The measures of regional regulation of the industry are proposed, which are coordinated with the approved Concept of hop growing development in the Chuvash Republic for 2020-2025 within the framework of the state program.

The objective of this research is to consider some controversial issues of the development of public-and-private partnership (and concession agreements as its most common form) in Russia. Some complaints made by Federal Antimonopoly Service of the Russian Federation to some infrastructure projects are reviewed. The author studied dynamics of private investments into infrastructure projects in the conditions of imperfect legal regulation. The assessment of the validity of the position of Federal Antimonopoly Service is given. It is predicted whether the legislative collisions will prevent the growth of private investments into infrastructure. Recommendations on the development of the mechanism of public-and-private partnership with the observance of antimonopoly regulation, as well as recommendation on the improvement of the legislation in this area are developed. The results of the research can be used by both private participants of public-and-private partnership and the federal, regional and municipal authorities, and also by legislators working on the improvement of the legislative regulation in this area.

Abstract Environmental education practiced by non-governmental organizations (NGOs) presents itself as a new teaching method directed at changing habits, attitudes and social practices seeking solutions for the social-environmental degradation afflicting the contemporary world. This work seeks to identify the perception and expectations of stakeholders regarding the contribution of NGOs in environmental education. The research was guided by the Delphi method and, as a result, verified that the involved stakeholders understand that environmental education practiced by NGOs must be ample, free, professionalized and directed towards all the segments of society via partnerships with public and private sector organizations.
