Introduction. At present, the priority of social policy in Ukraine is to ensure a fair standard of living for all categories of the population who find themselves in difficult life circumstances, including families raising children with disabilities. Over the past 5 years, the number of Ukrainian families raising children with disabilities has increased by 20% according to the State Statistics Service of Ukraine. This is due to various environmental, social, economic, and other factors that harm the general health of the population. In the research circle, scholars consider the family as a center for the upbringing and development of a child with a disability, because for this child, the family is primarily the main environment for rehabilitation. However, the family cannot be considered solely from the point of view of rehabilitation, because the family is a social group that carries out its activities based on a common economic, domestic, moral, and psychological way of life. Families with children with disabilities face many difficulties and problems, from medical to social, but the most pressing and common problems of such families are financial. Given the economic situation in Ukraine and the economic opportunities of Ukrainian families, it is safe to say that the social security system in Ukraine is not able to fully help families raising children with disabilities financially, as benefits are insignificant and the variability of such benefits is negligible. This actualizes the study of social protection of families with children with disabilities, in particular the study of international innovative methods of social welfare provision to this category of the population. The aim of the article is a theoretical analysis of global innovation mechanisms and approaches to social welfare provision to families raising children with disabilities for their further implementation in Ukraine. Methodology. The theoretical foundation of this article is based on world socio-economic theories, scientific approaches to solving problems of social welfare, and the social work theories. General scientific research methods were used, in particular, structural-functional to reveal the types of social assistance and existing technologies and methods of calculating social benefits for families raising children with disabilities in Ukraine; comparison – to study the world's innovative social welfare technologies. Results. It has been confirmed that the social welfare provision to families raising children with disabilities is one of the priority tasks of social policy both in Ukraine and in the world. An analysis of international innovative mechanisms and approaches of social welfare provision to families, who raise children with disabilities has been carried out. Improvement of the Ukrainian social welfare system has been suggested by introducing world tendencies of social protection of families raising children with disabilities.

The state, the family and the market are the main pillars of welfare regimes that have different configurations from one country to another. In Turkey, these mechanisms are under increasing pressure today. The family seems unable to extend protection beyond the nuclear household. In addition to that, support to rural employment and urban housing, deployed through clientele networks, decline. Wage insurance, as a way of accessing the social protection system, is also challenged by the characteristics of the labour market. We argue that the structure of employment is increasingly incompatible with the existing welfare system framework, which is mainly centred on formal workers insurance. In this context, will the current pensions and health reforms lead to a better articulation between employment forms and the social protection system? The first part of the article analyzes the evolution of the labour market since the 1990s. Recent adjustments of this market take place in the context of structural changes in the regulation of labour relations and of the economic model. The second part of the article examines social protection reforms. We analyse first parametric adjustments in the case of pensions (retirement age, period of contribution and replacement rates), and secondly, measures adopted to ensure universal access to health care and services. We argue that other forms of insurance and/or assistance might be necessary to increase the scope and depth of coverage. The last section explore three possible transformations of the Turkish welfare regime: increased labour market flexibility, a more important role of private insurance and the scope of social assistance mechanisms.

ABSTRACT: At present, the precarious jobs do not assure the subsistence level, and the future forecasts «the end of work». In addition, because of the defects and limits of the welfare systems, a rethinking of the social protection system is necessary: universal basic income seems to be the most popular option. Although the basic income is usually based on the idea of social reform, the perception of this study is that its implementation should be guided by a policy of small advances, which ultimately make possible a partial reform of the Social Security system, not its dismantling. There are currently examples with these characteristics, for specific groups (e.g. minors in Germany) to which a basic income is being granted. Without a doubt, it is a big step in that direction, which can serve as a model to be followed by all legal systems —among them Spanish one— that follow a system of generational distribution (pay-as-you-go system) in pensions. RESUMEN: En la actualidad, los empleos precarios no aseguran el mínimo vital, y para el futuro se pronostica el «fin del trabajo». Además, ante los defectos y límites de los sistemas asistenciales es necesario un replanteamiento del sistema de protección social: la renta básica universal parece ser la opción más popular. Aunque normalmente la RB se basa en la idea de una reforma social, la percepción de este estudio es que su implementación debe ir dirigida por una política de pequeños avances, que al final posibiliten una reforma parcial del sistema de Seguridad Social, no su desmantelamiento. Existen en la actualidad ejemplos con estas características, para colectivos específicos (ej. menores en Alemania) a los que —en la práctica— se les está otorgando una RB. Sin duda, es un gran paso en esa dirección, que puede servir como modelo a seguir por los ordenamientos jurídicos —entre ellos el español— que siguen un sistema de reparto generacional en pensiones.

The number of the elderly in the overall population is increasing, which poses a need to seek an adequate model of organizing social care of the elderly. Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. The role and the importance of old people's protection in a social welfare system is becoming a topic of great importance both for theoreticians and the practitioners in the social sector area. This research analyzes the management functions and the roles of managers in running social protection of the elderly in the example of the social welfare system in the Republic of Srpska. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .

Abstract This chapter focuses on the link between migration and social protection in Ireland. The chapter has two main goals. First, it presents the general legal framework regulating the social protection system in Ireland, paying particular attention to any potential differences in terms of conditions of access to social benefits between national residents, non-national residents, and non-resident nationals. Secondly, the chapter discusses how these different groups of individuals access social benefits across five policy areas: unemployment, health care, family benefits, pensions, and guaranteed minimum resources. The chapter concludes with a discussion of the relationship between migration and social protection policy.

Rising economic inequality becomes an important concern for both advanced and developing countries. Nonetheless, political and business elites around the world never question the neoliberal agenda, despite economic crises happening every now and then. The year 2007 may mark the turning point of neoliberal globalisation. As the global financial tsunami kicked off from the burst of the subprime mortgage bubble in the United States in 2007, the global economy is facing an economic hardship never heard of since the Great Depression in the 1930s. Hong Kong as a highly open economy is also severely hurt by the financial tsunami. In every economic recession, all Hong Kong people suffer, but lower classes suffer most. This raises a serious question about whether the current social protection system adequately protects people against an increasingly risky global economic environment. By examining the social policy package adopted by the HK government in fighting against the financial tsunami, we show the lack of long-term strategies and commitments of the government in protecting HK people against globalisation risks and economic insecurity. By drawing experiences from other countries, we suggest that active labour market policies (ALMPs) may be the social policy tools the government can use to reform the social protection system.
