In the article the features of functioning of sociallabour relations are investigational in an agrarian region, the important problems of their development that results in regional differences in quality of life of population are educed. A labour-market to the Ternopil area depends on changes in an economy, demographic and social tendencies, and also from the row of other specific factors (level of remuneration of labour, seasonal character of production, disbalance at the market of labour, labour migration, "shadow employment" and other) that became reasons of origin of disproportions in development of sociallabour relations in a region. By basic factors that predetermined the origin of sociallabour divergences (conflicts) in a region were : debt from payment of salary; non-fulfillment of conditions of the collective agreement; non-fulfillment of requirements of legislation is about labour. For today in a region the different models of relations are widespread between workers and employers, but their basic maintenance is prevailing of side of employers. In the article the issues of the day of functioning of sociallabour relations are certain in a region, namely: socially unfair salary and excessive differentiation in the acuestss of population; transformation of institute of employment; a force underemployment (of work is in the conditions of incomplete workday (of week), of vacation without maintenance of salary; existence of shadow employment; high unemployment rate; violation and ignoring of terms of collective labour agreements (of agreements) by employers, violation of labour rights and ignoring of necessities of the hired workers; total increase of mistrust to the employers, leaders of enterprises, leaders of trade unions, dependence of trade unions on will of employers. In the article events offer in relation to the improvement of adjusting of sociallabour relations under act of changes in the field of employment.

The article presents the results of a study of the impact of pension reform in Russia on economic growth and quality of life in a digital economy, taking into account the experience of raising the retirement age in Europe. The aim of the study was to identify and analyze the impact of raising the retirement age on economic growth in the context of the development of digitalization in Russia and a comparative analysis with European countries. Results: the studies conducted allowed us to develop a system of indicators characterizing the impact of raising the retirement age on economic growth and the quality of life of the population in the context of digitalization. The authors found that raising the retirement age leads to a change in labor relations in Russia and Europe. The application of the proposed indicators can be used in the formation of a balanced state socio-economic policy in the field of institutional changes in the field of labor relations and raising the retirement age. Abstract Background: Research has documented many geographic inequities in health. Research has also documented that the way one thinks about health and quality of life (QOL) affects one’s experience of health, treatment, and one’s ability to cope with health problems. Purpose: We examined United-States (US) regional differences in QOL appraisal (i.e., the way one thinks about health and QOL), and whether resilience-appraisal relationships varied by region. Methods: Secondary analysis of 3,955 chronic-disease patients and caregivers assessed QOL appraisal via the QOL Appraisal Profile-v2 and resilience via the Centers for Disease Control Healthy Days Core Module. Covariates included individual-level and aggregate-level socioeconomic status (SES) characteristics. Zone improvement plan (ZIP) code was linked to publicly available indicators of income inequality, poverty, wealth, population density, and rurality. Multivariate and hierarchical residual modeling tested study hypotheses that there are regional differences in QOL appraisal and in the relationship between resilience and appraisal. Results: After sociodemographic adjustment, QOL appraisal patterns and the appraisal-resilience connection were virtually the same across regions. For resilience, sociodemographic variables explained 26 % of the variance; appraisal processes, an additional 17 %; and region and its interaction terms, just an additional 0.1 %. Conclusion: The study findings underscore a geographic universality across the contiguous US in how people think about QOL, and in the relationship between appraisal and resilience. Despite the recent prominence of divisive rhetoric suggesting vast regional differences in values, priorities, and experiences, our findings support the commonality of ways of thinking and responding to life challenges. These findings support the wide applicability of cognitive-based interventions to boost resilience. The article is devoted to the memory of the untimely deceased famous Russian scientist, Doctor of Economics, Professor, Honored Scientist of the Russian Federation, Valentin Dementievich Roik, a brief overview of his vast creative heritage, his new work «Aging. Health. The quality of life of the older generation», which is published posthumously. The range of scientific interests of Valentin Dementievich is extremely extensive and wide: social insurance and social security; wages; labor relations; poverty and social inequality; social cohesion; the level and quality of life; the problems of population aging. In recent years, significant professional efforts of Valentin Dementievich have been directed to research on the mechanisms of forming a holistic social policy, and several monographs and textbooks on this issue have been published. In the subsequent chapters of the book published by specified external socio-cultural conditions that influence the person throughout his life, his social and professional development, material well-being, and quality of life, including taking into account the state of health, especially in old age, the quality of life of the older generation, large parts of the population an ageing society.

Learning in later life (citizens over 65 or retired) is becoming common. The motivation and interests of the senior citizens to keep learning are mainly personal, they are not job related needs or labour market qualification requirements. These personal aims can be seen from the quality of life (QoL) perspective, where education increases well-being, integration and participation of the elderly in the present society. Institutions dealing with senior learners then face the challenge to provide a socio-educational intervention to senior learners, which has a requirements, needs and motivation different from other adults, and that specific pedagogy, courses and staff qualifications must be considered. From this need the project QEduSen (supported by the Lifelong Learning Programme of the European Commission) produced a guide and a evaluation toolkit

Contemporary labour market is subject to profound changes, such as the increase in the importance of short-term relations between employee and employer, transformation in the very nature of the employer, automation of many jobs. Changes in global work require permanent monitoring whether the institutional model of labor relations is adequate to the changing reality. An element of this model are legally sanctioned groups that can consult and negotiate the existing formal framework for cooperation. The aim of the article is to present the direction of institutional changes in the model of labor relations in Poland. Analysis focused on formal definitions of the major players operating in this market. The conducted studies (desk research) were based on ILO formal documents. The article presents proposed changes in the classification of labor market participants. The article highlights the increase in the importance of self-employment, and the increasingly less representative nature of organizations recognized so far as the main actors of labour market – trade unions and employers’ organizations. It has been proved that the definitions and classifications of major players used on the traditional labor market are not sufficient to monitor the current trends of this market.

This paper deals with the process of digital transformation, its effects and their distribution in the regional aspect. The research is an attempt to define the influence of digital factors on the main indicator of people’s wealth (gross domestic product per capita) considering regional and temporal differences during the period from 2015 to 2018 in the regions of the Russian Federation. The digital component of people’s quality of life is defined based on the Russian regional index (digital index). To estimate the effects, panel data models were used to show the relationships between the parameters in space and time simultaneously for the period from 2015 to 2018. The econometric models surved as a tool for evaluating: 1) influence of the digital index on the real GRP per capita; 2) its influence on the real GRP per capita considering temporal and regional differences. To specify regional differences, digital inequality in the districts and subjects of the Russian Federation was considered. The research findings showed that the Russian regional index of digital component of people’s quality of life grew by 0.051 during the years 2015–2018. Regional factors strongly affect the impact of this index on real GRP per capita. The number of regions with negative corrected elasticity ratios (adjusted appropriately for differences in regions and period) decreased by 5. Variation ratio of the digital index decreased by 10.2%. Compared to the rest of the Russian federal districts, Ural and Northern Caucasus ones demonstrate higher digital inequality. In general, the positive impact of digitalization is identified for economically developed and rich regions of Russia, while for less developed regions, this impact could entail digital risks.

Abstract Background: The “Employment in the neighbourhoods” program is an innovative, tailor-made Active Labour Market Program that has been implemented in 12 neighbourhoods in Barcelona (Spain). Its goal is to get people from deprived, high-unemployment neighbourhoods back to work. The aim of this study was to describe the effects of the program on participants’ quality of life, and identify the mechanisms underlying these effects, according to their own perception and the perception of technical staff who assisted them. Methods: We used Concept Mapping, a mixed methods approach combining qualitative and quantitative analysis, to develop a conceptual map of the participants’ and technical staffs’ perceptions about changes in the participants’ quality of life. Data collection occurred within the generation and structuring steps where participants brainstormed answers to a focus question, and then rated and sorted the responses. To create maps, we used Concept Systems Incorporated software, which conducted two main forms of analysis, a multidimensional scaling analysis, and a hierarchical cluster analysis. Results: Study participants reported several positive effects on mental health and emotional wellbeing, including self-esteem and empowerment, and considered that this was achieved through strengthened social networks, skills acquisition, emotional coaching, and personalized technical assistance. They also described some negative impacts, mainly related to the labour market situation. We observed marked gender differences in the discourses of program participants. Conclusions: The results obtained have allowed us to identify different perceived effects and mechanisms by which the “Employment in the Neighbourhoods” Active Labour Market Programme can influence quality of life of participants from the most deprived areas of Barcelona. In terms of economy, it is practically impossible to tackle separately the issues of unemployment and labor market, Only in the non-market economy environment that existed till the very end of the past century the issue of human resources employment was treated as a dominant ideological and political issue. That resulted in inherited high rate of hidden unemployment, low labour productivity, technological gap in relation to the countries with the developed market economy, imbalanced regional development, and the like. People's psychological fear from unemployment resisted the reestablishment of the labour market. Many of them have experienced stressful job losses. Regretfully, in the first years of the market reestablish men t, due to well-known circumstances, new jobs have been created much slower than the surplus jobs have been eliminated in the rationalization process. That additionally increased the fear from unemployment and resistance to necessary transformation of labour legislation which should free the labour market from inflexible administrative restrictions. High unemployment rate does not characterize only the less developed countries. We have highlighted the problem in the EU member states, as well. Although we have not conducted a detailed empirical analysis, we have concluded that the issue of labour market functioning and unemployment have been the major internal problem for EU for many years now. EU plans to reach full employment in the foreseeable future. To reach the set goal, the labour legislation is being changed in terms of further labour market liberalization and achievement of flexible employment; establishment of European institutions with the task to tackle unemployment problems; and allocation of significant resources to finance employment programmes through structuring funds, first of all the European Social Fund. The general conclusion and the message to be drawn out of this paper are in that that the government and its social partners should, each in their domain of responsibility, do their best to free still hidden potentials of the labour market. In order to keep his job or to return to the work environment, a worker should master new competences and skills, and his employer should feel free to make decisions regarding his employees as much as he is free to choose work technology or the product he is going to produce. Of course, the labour market, particularly in high unemployment rate environment, does not imply employer's unlimited self-will toward his employees. Humane attitude and the heritage of the democratic world, which include equality among people without any kind of discrimination, gender equality, free movement, health care, right to social welfare, education, and the like, should be the leading principles. After all, EU has in its Social Welfare Charter clearly expressed its attitude toward man and his rights.
