The article is devoted to the memory of the untimely deceased famous Russian scientist, Doctor of Economics, Professor, Honored Scientist of the Russian Federation, Valentin Dementievich Roik, a brief overview of his vast creative heritage, his new work «Aging. Health. The quality of life of the older generation», which is published posthumously. The range of scientific interests of Valentin Dementievich is extremely extensive and wide: social insurance and social security; wages; labor relations; poverty and social inequality; social cohesion; the level and quality of life; the problems of population aging. In recent years, significant professional efforts of Valentin Dementievich have been directed to research on the mechanisms of forming a holistic social policy, and several monographs and textbooks on this issue have been published. The published book begins with a comprehensive analysis of the problems of a person's life course as a central, social, and interdisciplinary one. Noted the importance of the concept of intentionality (semantic orientation), kernel congenital, sustainable value-semantic structure of personality, which is essential in the process of identity formation, personal, professional, qualities of an individual that external conditions have a certain influence on the entire life of man. In the subsequent chapters of the book published by specified external socio-cultural conditions that influence the person throughout his life, his social and professional development, material well-being, and quality of life, including taking into account the state of health, especially in old age, the quality of life of the older generation, large parts of the population an ageing society.

The article discusses the principles of social justice in time and space. The emphasis is on transforming the understanding of social justice in Russia’s social policy. Currently, the principle of social justice is implemented by the state in programs for the preservation and development of human capital. The national project «Human Capital» is focused on improving the level and quality of life of citizens, the accessibility of material and social capital, creating opportunities for self-realization and disclosing the talent of each person, and developing a system of social elevators. The authors analyze the change in perception of social justice in Russia for a long time. It is noted that at the beginning of the Soviet period the concept of «social justice» was practically not used. The term «justice» appeared in the Great Soviet Encyclopedia only in 1953, which is currently one of the most popular in public policy. Combining the economy with politics, social policy determines the direction of the main political forces and trends in the Russian Federation.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

The article presents the results of a study of the impact of pension reform in Russia on economic growth and quality of life in a digital economy, taking into account the experience of raising the retirement age in Europe. The aim of the study was to identify and analyze the impact of raising the retirement age on economic growth in the context of the development of digitalization in Russia and a comparative analysis with European countries. Results: the studies conducted allowed us to develop a system of indicators characterizing the impact of raising the retirement age on economic growth and the quality of life of the population in the context of digitalization. The authors found that raising the retirement age leads to a change in labor relations in Russia and Europe. The application of the proposed indicators can be used in the formation of a balanced state socio-economic policy in the field of institutional changes in the field of labor relations and raising the retirement age. Dependence and disability are almost inevitable consequences of population aging. As these conditions are considered irreversible, a growing interest has been directed towards the identification of related conditions that are still amenable to preventive interventions. In this context, frailty has attracted an increasing scientific interest. Frailty is characterized by decreased homeostatic reserves and diminished resistance to stressors. The frail elderly constitutes a complex population in terms of assessment, monitoring, adherence to recommendations, and follow-up. The use of novel technologies may be considerably helpful for both clinical and research purposes. In particular, technologies may support interventions preventing disability, improving the quality of life, and enhancing the wellbeing of frail people. Traditional assessment instruments can be complemented or replaced by mobile devices measuring and monitoring frailty domains (e.g., physical performance, cognitive function, physical activity, nutritional status). Novel technologies have indeed the potential to benefit, assess, monitor, and support frail older people to live independently and improve their quality of life

This chapter examines the effects of population aging on states’ grand strategies. Due to major reductions in fertility levels and significant increases in life expectancies over the course of the last century, a majority of countries are growing older, many at fantastic rates and extent. The number of seniors, both absolutely and as a share of states’ overall population, is reaching unprecedented levels. This worldwide demographic trend is likely to affect all dimensions of states’ grand strategies, including in the great powers, which are among the world’s oldest countries. Population aging is likely to reduce states’ military capabilities, push leaders to adopt more isolationist and peaceful foreign policies, reshape states’ core international interests to place greater emphasis on the advancement of citizens’ quality of life and the protection of particular ethnocultural identities, and increase the perceived threat posed by immigration and multicultural ideologies.

Improvements in the survival and clinical outcomes of cystic fibrosis (CF) patients raised questions about their workforce participation and capacity to work. One hundred and ninety-six outpatients, attending the Adult CF Center of an Italian University Hospital, were enrolled between May 2020 and March 2021. The patients’ personal and clinical characteristics, employment status, and profession were assessed. The Cystic Fibrosis Questionnaire—Revised and the work ability index (WAI) were employed to assess CF health-related quality of life and the employee’s perception of their ability to work, respectively. Among the enrolled patients, 98 (50%) were employed. The non-working subjects were significantly younger (mean age ± standard deviation: 30 ± 10 vs. 37 ± 10 years) and were diagnosed with CF significantly earlier (9 ± 13 vs. 17 ± 18 years) than the employed subjects. The vast majority of CF workers (82.6%) were employed in tertiary professions. A general good work ability perception was determined in the employed population. Aging and being employed for >15 years could significantly predict a reduction in work ability, while a better quality of life was a positive predictor for its enhancement. Although further research is necessary, these results may introduce interdisciplinary CF healthcare management that includes a work function assessment, formal career counseling, and job guidance to support the personal, social and professional lives of CF patients.

Tuberculosis worldwide is a serious problem for the health system and for society. Despite the fact that in recent years there has been a tendency to the decline in the incidence of tuberculosis, it remains to be one of the socially significant infections in the Russian Federation. Significant difficulties in the treatment of tuberculosis include the overcoming of the drug resistance of mycobacteria to the existing therapy, as well as the available limitations of the resources of the healthcare system in the Russian Federation. In this regard, there is a need to find additional opportunities to improve the effectiveness of the treatment and clinical and economic evaluation of existing treatment regimens. Interferon-gamma is an effective preparation for the management of tuberculosis. As a result of the pharmacoeconomic analysis, the administration of interferon-gamma (Ingaron) contributed to an increase in the quality of life by 2.1 QALY, and in terms of an addition to the therapy will be accompanied by savings of the budget of the Russian Federation up to 284 million rubles, or up to 27.3% of funds for the treatment of patients from this group.

The high quality of life of the population in rural areas is the key to the safety of the latter. The article discusses the methodology for developing a set of measures to improve the quality of life and testing this technique in a particular locality. To determine possible measures, the current state programs of the Russian Federation, the departmental subprograms included in them, national and federal projects were analyzed. The analysis allowed us to conclude that the main sources of financing of program activities are budgetary funds. Along with them, grant support can be used, as well as funds from investors.
