Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The regionalization process in Jalisco occurred in the nineties leading to the decentralization of regions and formulating a regional development plan for each of them. Currently, despite the measures taken to establish regional plans, it appears that there are disparities in regional development, being the most affected, the North Zone of the State. The aim of this chapter is to analyze a key factor, the ratio of the institutions with the development of the Northern region of the State of Jalisco, with a brief analysis of the role of institutions from economic, political, and social perspectives. The method used is a review of the existing literature on institutional theory and the development of the Northern Zone of Estado. It concludes by stating a strategy to promote the development, evaluation, and strengthening of the institutions involved in this process.

In modern conditions, it is interesting to study foresight as an effective tool for identifying new strategic scientific directions. Its purpose is to develop an algorithm for conducting qualitative expertise in the application of the foresight methods with the ability to integrate forecast estimates. Currently, the vast majority of research activities results do not contribute to the innovative development of the state. To solve this problem, it is necessary to ensure a stable systemic relationship between specific sectors of the economy and higher education. The algorithm is developed on the basis of a systematic approach to the foresight methods and the use of the methods of bibliometrics, scientometrics, patent analysis and forecasting. The results and conclusions of this study are: an algorithm has been developed for conducting qualitative examination of the results of scientific activities in order to increase its practical significance, in which the authors propose the foresight methods as the most optimal tool for choosing priority areas of science and technology. Putting this approach into practice will make it possible to increase the efficiency of the foresight methods by both reducing time costs, and rationally using monetary and human resources.

The purpose of the current study is to analyze the impact of higher education and universities on the dynamics of the digital economy. The authors hypothesized to distinguish three components (educational, research, innovation) in the digital economy development. Within this article, the results of using index and cluster analysis methods to determine the impact of the educational component on the processes of digital economy development in Ukraine at the macroeconomic and meso-economic levels are presented. The special attention is put on the educational component because the higher educational institutions concentrate intellectual capital of the country, as well as prepare future specialists for the needs of digital economy. Moreover the universities’ scientists make an impact on digital economy development by conducting research and transferring their results technological innovations, information and communicational technologies, etc.) into the real economy. During the research, main problems of digital economy development, determined by the poor quality of educational services, insufficient commercialization of university research results in the real economy, are identified. The authors conclude that solving the identified problems requires synchronization of interests and establishing a long-term partnership between universities, business, the state and the public. Importance of optimizing the state regulatory influence on economic entities in the context of digitalization of the national economy is emphasized. In particular, it is proposed to group the set of measures of state regulation into three vectors, namely: neutral-encouraging (support of positive dynamics of intensive development), incentive-providing (resource and information support of development processes) and initiative-mentoring (motivation and coordination of development processes).

This paper explores possible tactics for academics working within a context of increasing regulation and constraint. One suggested tactic is to move outside of a creativity–conformity binary. Rather than understanding creativity and conformity as separable, where one is seen as excluding the other, the authors consider the potential of examining the relationships between them. The theme of ‘structure and play’ illustrates the argument. In the first part of the paper, using various examples from art and design – fields generally associated with creativity – the authors explore the interrelatedness of creativity and conformity. For example, how might design styles, which are generally understood as creative outcomes, constrain creativity and lead to conformity within the design field? Is fashion producing creativity or conformity? Conversely, the ways in which conformity provides the conditions for creativity are also examined. For example, the conformity imposed by the state on artists in the former communist bloc contributed to a thriving underground arts movement which challenged conformity and state regulation. Continuing the theme of ‘structure and play’, the authors recount a story from an Australian university which foregrounds the ongoing renegotiation of power relations in the academy. This account illustrates how programmatic government in a university, with its aim of regulating conduct, can contribute to unanticipated outcomes. The authors propose that a Foucauldian view of distributed power is useful for academics operating in a context of increasing regulation, as it brings into view sites where power might begin to be renegotiated.
