Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.

Реализации задач, определенных Президентом РФ и направленных на обеспечение устойчивости экономического развития, преодоление технологического отставания и достижение мирового лидерства, обусловливает переход к иной, инновационной модели развития. В статье рассматриваются подходы к формированию такой модели на региональном уровне. Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.


The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. The key factor contributing to the high level of economic security is the competitiveness of the state, which is currently provided by Russia's transition to the path of innovative development. The article highlights the "innovative security" in the structure of economic security of the state along with its other elements. Actions of entrepreneurs or business entities aimed at creating innovations are associated with innovative and investment risks. The authors consider recommendations on how to change the functions of risk management to help companies benefit from new innovative projects, which ultimately will strengthen the economic security of the country.

The article reflects the issues of digitalization of the Russian economy at the present stage of its development. Itpresents an analysis of the Program Digital economy of the Russian Federation, which is based on the goals, solving problems, performing sales activities of digitalization, timing, and key directions of the state policy of Russia in the formation of conditions for the functioning and development of the digital economy. Thearticle shows that the circulation of information in digital form is the main factor of social production, improving the quality of life of the population, developing the competitiveness of state, ensuring national sovereignty and sustainable economic growth of state. The implementation of this Program requires high-quality interaction between the state, business and science, since its implementation requires the formation of at least a dozen leading national companies high-tech industrial enterprises that develop end-to-end technologies and manage digital platforms, which will carry out their activities on world markets and form a strategic ecosystem, research structures and leading industry enterprises that ensure the systematic development of the digital economy of Russia. The Program implementation indicators show that the effectiveness of innovation development in theindustrial sector of digitalization determines the creation of future markets, allowing industrial enterprises to create the image of the future of the regions, to carry out complex innovative activities. The relevance of theimplementation of the State Program Digital Economy of the Russian Federation, which includes the processes of innovative development of the region on the basis of NTI, is that digitalization and the creation of innovations, allows enterprises to gain leadership among similar manufacturers, producing products with asignificant degree of knowledge intensity, forming new product and technology markets. Digital technologies and innovative development of the region on the basis of NTI is the creation of a network integration grouping of the industrial complex on the basis of an innovative ecosystem. A significant result of this study is the formation of a model of the innovation ecosystem of the region based on NTI. The model shows that the development of NTI startups is carried out with the help of the regional infrastructure of innovation support, the main element of which is the innovative regional clusters representing the regional ecosystem of innovation support. The main importance in the ecosystem is played by the network connections of participants in innovation activities and their organizational and technological capabilities (points of industrial technological growth and development). Thepaper reflects that the implementation of the Program for creating a digital society based on STI to create new markets and technologies is based on the development of innovative activity of the economic systems of theregion. In the proposed model of the ecosystem of digitalization of the region, the author has developed analgorithm for evaluating the effectiveness of its activities.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

An experience of the Soviet State – Russian society relations through the 1932–1933 famine is under analysis. The approaches of different authority levels (local, regional, central) to the famine problem are viewed as well as their foundations of the electoral tactics. Special attention is focused on the local and regional authorities as they held the keys to the people’s welfare. The activities of the political departments with their authorization, covering and interaction the people and local authorities were studied to highlight their strengths and weaknesses. The “famine tactics” and behavior of rural population is also viewed. The roots of profiteering and normal trade are traced to clear their role to solve the crisis. The effectiveness and the lawfulness of the trials and their verdicts to the officials and the ordinary collective farmers are evaluated. The sources of the investigation are kept in the State Archives of Social and Political History of the Tambov Region.

The imperatives of the spatial development of industry within regions of the South of Russia which have critical demand for innovations formed under the influence of external and internal factors, make necessary the search for new mechanisms that would create regional frameworks for innovation. Thus, taking into account the priority of the industrial sector in the innovative development of the region, the need to identify the borders of the frame of balanced innovation in this area confirms the relevance of the study. This article aims to discover the state and efficiency of using innovative potential of commercial actors that characterize the industrial landscape of the regions of the South of Russia as well as those that form frame matrices. The theoretical and methodological basis of this research is formed on the joint use of the system-synergetic, resource-efficient, process-targeted and endogenous approaches, as well as the combination of theories of industrial development, growth poles, balance and economic framework. In contrast to existing studies, the issue of making the industrial sector of the region innovative is analyzed from the point of view of the formation of an economic framework, the cores of which i.e. the nodes of business activity are the industrial drivers of the central territories, functioning in the cooperation with small and medium-sized innovatively active enterprises of the periphery. In order to achieve a balanced support of the framework for industrial innovation, the implementation of interregional projects, focusing on the creation of innovative clusters, is suggested. The structure of such clusters consists of industrial enterprises, which operate (or are ready for such a work) according to the import substitution model. The research concludes that the forms and scales of influence on the elements of measures in the economic framework that support innovative transformations in industry in certain regions of Southern Russia are determined not only by the state of the resource potential, but also by the specificity of certain territorial determinants, due to which these tasks should be directly connected to the goals of the social and economic development of the area under analysis.
