The lecture is intended for training specialists in higher educational establishments according to the Federal state standard «Robotics for military and special purposes» and also for training operators of robotic complexes (facilities) for military purposes in training centers and military units. The lecture addresses two study questions: 1) the history of the development and employment of robotics technology in elimination of the consequences of the Chernobyl accident; 2) function, structure, and performance characteristics of robotic complexes (facilities) for military purposes of NBC Defence Corps. Conclusion: the material presented in the lecture will broaden the horizons and knowledge of learners on the development and use of robotics in the elimination of the consequences of accidents, as well as gain knowledge of the robotic complexes (facilities) currently being supplied to the NBC Defence Corps.

The article raises the issue of state sovereignty in a federal state and reveals its legal nature. The authors draw attention to the diversity of approaches to the concept and essence of sovereignty, reveal its correlation with related categories, describe the concepts of unity and divisibility of state sovereignty. The paper proves that sovereignty is not a quantitative, but a qualitative characteristic of a state, which is either present or not. The authors substantiate the exclusive possession of state sovereignty by the Russian Federation. Based on the analysis of the doctrinal, regulatory sources and the practice of the Constitutional Court of the Russian Federation, the authors show that the Russian constitutional model explicitly outlines the principle of solid and indivisible state sovereignty spreading throughout the whole territory of the Russian Federation. Recognition of the principle of state sovereignty of Russia presupposes a clear definition of the scope of rights that the Federation should possess in order for its sovereignty to be ensured. The article examines the main features of the state sovereignty of Russia enshrined in the Constitution of the Russian Federation, among which are the supremacy of federal law over the law of the subjects of the Federation, the inviolability of borders and territorial integrity, the unity of the economic space, fiscal, banking and monetary systems, common army (Armed Forces), the right of the state to protect its sovereignty and rights of citizens. Despite the unequivocal decision on the integrity of state sovereignty of the Russian Federation expressed the Constitution of the Russian Federation and by the Constitutional Court of the Russian Federation, this fundamental principle is not completely ensured since the idea of the sovereignty of the republics as components of Russia continues to retain its potential threat to Russian federalism, taking into account the provisions of Art. 73 of the Constitution of the Russian Federation that provide for the full state power of the constituent entities of the Russian Federation

In the course of modernization of the Armed Forces of the Russian Federation, the transition to the new image of the officer, military education of the Russian Federation today faces a complex and important task of the scientific study of processes of formation and training of officers, capable of solving problems of the security of the state, and reform of the system of military education that meets the priority tasks of the Russian Armed Forces. These facts lead to the need to turn to the history of the formation of the system of military education and the necessity to examine military education in Russia in second half XVIII century with the aim of summarizing, organizing, recording and use of past experience in contemporary Russia. In the process of training at the artillery and engineering gentry cadet corps pupils were taught to love Russian history, Russian army, the Navy, and developed high moral standards. Cadets were notable for their extensive professional knowledge, broad outlook, patriotism, honor, duty, and comradeship. Until the end of the eighteenth century, the training of future officers in the cadet corps took place on the basis of the revitalization of moral education, free and comprehensive development of personality of a future officer of the Russian army. The author makes use of some archival sources that have not yet been examined.

Kikot’ Moscow University of the Ministry of Internal Affairs of the Russian Federation” S.A. Nikiforova defended the dissertation on the topic: “Statelegal views of E.N. Berendts” (specialty 12.00.01– Theory and History of Law and State; History of Doctrines on Law and State) for the degree of candidate of juridical sciences. The Dissertation Council, chaired by the Deputy Chairman of the Dissertation Council D 203.019.01, Doctor of Law, Professor V.P. Malakhov, unanimously decided that the dissertation of S. A. Nikiforova is a scientific and qualification work, which is essential for the science of theory and the history of law and the state and meets the requirements established by the Regulation on awarding scientific degrees, as well as on awarding S. A. Nikiforova the degree of candidate of juridical sciences on specialty 12.00.01. The article is the official opponent’s review of the dissertation. The structure and content of the dissertation of N. S. Nikiforova are analyzed.

In the textbook on the basis of theoretical and practical experience in the construction, modernization, training and use of the Armed Forces, other troops, military formations and authorities of the Russian Federation deals with the issues and problems of moral-psychological support of their activities, outlines the goals, objectives, principles, methods, forms and content of moral and psychological support as separate species support the activities of the troops, its components, and especially its organization in a variety of conditions and tactical applications troops. The article focuses on the continuing relevance of research in the field of military history for the joint solution of problems of cooperation and security from the Atlantic to the Pacific Ocean within the framework of the Greater Eurasian Partnership. The historical path of the Research Institute (military history) the Military Academy of the General Staff of the Armed Forces of the Russian Federation is described consistently stopping at the stages of its activity. The information about the formation of the Institute, its structure, tasks, and the heads of the Institute is presented. The article provides an overview of fundamental works, research works performed by the Institute’s staff, information about famous scientists, laureates of various awards. The contribution of the Institute’s staff to the implementation of the state programs “Patriotic education of citizens of the Russian Federation” is shown. The range of tasks solved in the interests of federal state authorities and subjects of the Russian Federation, military administration bodies is characterized. The contribution of the Institute to the provision of the educational process of military educational institutions, the holding of international Olympiads of cadets of military educational organizations of higher education of the CIS member states on military history is observed. An overview of the international activities of the Institute within the framework of the International Commission of Military History, with the CIS countries, the CSTO, the EAEU is given. The role of the Institute in solving the problems of scientific information in the Armed Forces of the Russian Federation in terms of the history of wars and military art, in countering attempts to falsify and distort military history that harm the interests of the Russian Federation is shown. It is emphasized that the main content of the Institute’s activities is the need to preserve the truth about the victory of the Soviet multinational people in the Great Patriotic War, strengthen cooperation with relevant organizations and structures of the states of the Eurasian Economic Union, the Collective Security Treaty Organization, the Union State.

Abstract. Modern functional diagnostics (FD) studies the functions of organs and systems of the human body using instrumental research methods and quantitative analysis. The Functional Diagnostics Service in the Armed Forces of the Russian Federation has a long tradition and is actively developing now. The purpose of the work. To analyze the organization of the functional diagnostics service in the Federal State Budgetary Institution «Main Military Clinical Hospital named after Academician N.N. Burdenko» of the Ministry of Defense of the Russian Federation in modern conditions. Results and discussion. The existing system of FD organization in the hospital is analyzed, as well as whether the organizational and staff structure of the FD units, their placement and equipment meet the tasks taken on by the hospital. The features of the organization and conduct of functional diagnostic studies in the context of the COVID-19 pandemic are considered. The digital transformation in the field of FD is discussed. Conclusion. The created system of organizing and performing functional diagnostics in the hospital allows us to solve the tasks taken on by the hospital at high quality standards and to react quickly to changes in the situation.

The epidemiological situation for acute respiratory diseases, chickenpox, meningococcal infection in the garrisons, as well as in the whole regions of Russia, is unstable. Group and flash morbidity are registered, which determines the relevance of this pathology. Diseases of the X class occupy a leading position in the structure of the overall morbidity, both among conscripts and contract soldiers. The prevalence of infectious diseases in the structure of morbidity of servicemen of the armed forces of the Russian Federation is due to the combined effect of factors of communal and domestic arrangement and military labor. The article summarizes the experience of organizational, methodological and practical work of doctors- specialists of strengthening the staff of the Department of infectious diseases of the Military Medical Academy. S.M. Kirov in the organization of medical-evacuation support of patients with infectious diseases in military units (training centers) and military medical organizations of the military districts (Northern Fleet) in the context of daily activities of troops (forces) in the period of the seasonal rise of morbidity. The problematic issues of the organization of medical and evacuation support of infectious patients, the task of improving the level of work as a medical service (especially pre-hospital level) and doctors- specialists strengthening groups to prevent the spread of infectious diseases among the personnel. It is established that the level of General morbidity increased during the analyzed period, mainly due to respiratory diseases. In the structure of infectious diseases, the most relevant are adenovirus diseases, chickenpox, meningococcal infection. Currently, in the military units (training centers) of the armed forces of the Russian Federation, there is no single guide (position) for the organization of additional (non-standard) insulator. The order of actions of commanders (chiefs) on the organization of its deployment and functioning is not defined.
