On International Cargo Transit within the Shanghai Cooperation Organization

Aim. The presented study aims to develop a conceptual framework for the coordination and development of the competitive advantages of international transit between the Shanghai Cooperation Organization (SCO) member states in an attempt to create a unified transport system within the SCO space.Tasks. The authors assess the prospects of the interconnection and innovative development of the transit transport systems (TTS) of the SCO member states to create a common network of railroads and motorways and a unified transport system within the SCO; analyze the directions and prospects of the digital transformation of the transportation process at interstate junctions; prove that the development of cargo transit by rail, primarily through the improvement of transit transport communication with Afghanistan, is an important prerequisite for ensuring integrated security within the SCO space.Methods. This study uses the methods of systems analysis, evolutionary-institutional theory, econometric modeling, and historical approach.Results. The prospects for TTS interconnection are rooted in the implementation of the Agreement between the SCO member states to create favorable conditions for international road transport. Another promising direction involves creating a common network of railroads to achieve the global goal of establishing a unified transport system within the SCO. Given the fact that the container market has been occupied by Chinese manufacturers, the authors believe that Russian companies can and should take up a significant part of the container platform market (including innovative) within the SCO. The coordination of international transit transport should also be aimed at reducing the empty mileage rates of containers and container platforms. One of the directions for reducing empty mileage includes the formation of a backhaul cargo base and development of logistics schemes. Multimodal (combined) transport requires a single transport document as well as development and implementation of electronic workflows for cargo transit along international transport corridors. To ensure the national security of the SCO member states, first of all, it is necessary to develop rail transport of goods and passengers, which is more subject to control than road transport. It is also necessary to enhance the application of stationary and mobile inspection and examination complexes for the customs and border control of cargo.Conclusions. Realization of the transit transport potential of the SCO member states and creation of a unified transport system within the Organization’s space requires the following conditions to be met: construction of high-end transport communications; expansion of the capacity of overland borders, development of port infrastructure; interconnection of infrastructure integration projects and transit transport systems; interoperability of the transportation process, construction of multimodal transport and logistics centers; digitization of the transportation process, implementation of transport technologies based on artificial intelligence; creation of multimodal digital international corridors; implementation of electronic workfl ws; traceability of cargo transit using electronic seals.

International transport corridors are part of the global transport system and are an important part of the activities of the Organisation for Co-operation of Railways2. The development activities in the Eurasian space are aimed at modernising and developing rail transport by upgrading the technical and operational parameters of the corridors in order to improve the competitiveness of railways in freight transport in Asia and Europe. These corridors are widely used to plan and organise the routing of container trains in international traffic between the OSJD member states. Today, nearly 300 container trains are in continuous operation. The aim of the article is to present the activities to date in the development of corridors, their role and importance in rail transport in the area of the member states of the Organisation for Co-operation of Railways. The article presents issues related to the development and freight transport on 13 international rail transport corridors from the Eurasian railway area. New corridor solutions were highlighted, as well as the New Silk Road3 which is part of China’s broader so-called One Belt, One Road Initiative concept. It is a global infrastructure plan developed in China and implemented in more than 100 countries, mainly in countries referred to as emerging markets. The development of the international transport corridor plays a special role in the development of the transport system. Russian special economic zones do not form an integrated network; they can be characterized as separate isolated innovation-oriented elements in the economic space of the low-tech Russian economy. Research in the field of expanding the theoretical apparatus on the above issues has shown that the general understanding of the term “international transport system” includes a set of elements that provide significant international freight and passenger traffic between separate geographical areas, includes rolling stock and stationary devices of all modes of transport working in this direction, as well as a set of technological, organizational and legal conditions for the implementation of these transportation. As part of the study, the analysis of three options for the route of the international transport corridor “North-South” is proposed: transportation of goods by rail, western branch, eastern branch. Based on the results of the study, it is determined that the creation, development and operation of a free economic zone of a port type will create an impetus for the high-quality and efficient port infrastructure that will meet international standards and be one of the factors for attracting freight carriers.

The article deals with the problem of transportation of agricultural products. The main causes of problems in this area are identified. The mechanism of creating favorable conditions in the system of globalization relations of the modern economy is analyzed. The fundamental elements in the transport system are competition orientation and information ownership over a certain period of time. Globalization involves the integration of different types of transport systems at the sectoral characteristics. The purpose of the research is to study the essence, meaning and prospects of the concept of “economic transport space in the national food supply system" in the processes of food market globalization. The main indicators of the “economic space" are: first, to determine the parameters that characterize the economic transport space, and secondly, to determine the prospects for using its structural elements in the system of transport supply relations, depending on the temporal and spatial components in the modern sector of the economy to provide food for the needs of society.

The model of complex transportations in the transport system is developed, which makes it possible to systematically approach the problem of optimization of international transport of non-homogeneous cargoes under the combined scheme of the use of various types of transport (automobile, water and railway) taking into account the whole spectrum of restrictions that exist in systems of this kind. The program complex for the optimization of international freight transport on the transport system of Ukraine and Western Europe, which is based on the model of management of multimodal freight traffic in international traffic, takes into account the throughput of transport nodes and communications of transport systems, and also can solve transport problems in the event of imbalance of volumes of transportation of heterogeneous cargoes.

The purpose of the study is to establish and formalize current trends in the construction and formation of international transport systems. In this regard, first of all, the definition of international transport systems is given. In modern conditions, the formation and development of national transport systems is largely determined by the focus on international transport and economic relations, and the possibility of attracting international transit cargo flows to the transport system of countries. In this paper, all systems of existing transport corridors, Euro-Asian transport directions, transport of regions of economic cooperation and existing agreements on international routes and lines on different types of transport are considered in the axiomatic of their classification as international transport systems. A retrospective analysis of the development of international transport systems, their transformation and conversion in the process of evolution is given. In conclusion, the paper provides recommendations on the need for further research related to the theoretical and conceptual justification of trends in the formation of international transport systems, the study of legal support for their functioning, modeling the interaction of different types of transport, the prospects for their development, the possible assessment of efficiency and other issues related to thisproblem.

The paper analyzes the current guidelines of the European Union on deployment of Intelligent Transport System, as well as their importance for the development of the Croatian transportation system. The crucial problems of modern transport and traffic are indicated as: congestions and congestion costs, harmful emissions in road transport, fatalities, etc. The current state of Intelligent Transport System development in Croatia is presented based on the transport infrastructure, modern road telematic industry, and other supporting activities (including scientific research, educational activities, standardization system, etc.). The final part of the paper deals with the need and potentials for the development of South East European regional ITS architecture.

The article considers the description of the internal sustainability of regional road transport systems through parameters that reflect potential and realised opportunities in regional freight transport operations. There is the author’s vision of the regional road transport system for the transport of goods by road as a target-oriented set of elements, including vehicles, transport infrastructure, technical devices, equipment, and employees, organisational structures that ensure the achievement of management objectives in the transport sector of the region. They conclude that an important element in the management of the functioning and developing road transport in the region is considering the factors that determine the internal sustainability of the system. The paper provides the author’s definition of the internal sustainability potential of the regional road transport system. It proposes an approach to assess the internal sustainability of regional road transport systems based on the elements of regional transport system capacity, such as infrastructure capacity, operational capacity and freight demand capacity in the region. Researchers developed a system of indicators to assess each capacity element from the perspective of the internal sustainability of the system. The article focuses on the study of system stability based on the assessment of deviations from equilibrium states that ensure the stability of the system within its baseline parameters and characteristics, and its adaptability to deviations from the baseline values. It uses regional statistics to assess the internal sustainability of regional road transport systems and describes their internal instability factors. The authors present a visualisation of a model for assessing the internal sustainability of a regional transport system.

The publication examines actual issues of interstate economic cooperation of the Shanghai Cooperation Organization member states in the framework of building new transport and communication routes. There was provided the analysis of the SCO normative legal documents in the terms of transport regulation, both road and rail, there were outlined the prospects and opportunities which emerge as a result of the signing of bilateral and multilateral agreements between the members of the Organization. The author describes the current situation of international transport communication routes and also reveals in details the initiatives proposed by Uzbekistan, pointing out his key role in the formation of new Eurasian transit corridors and arteries. Considering the issue of modern Eurasian interstate cooperation mechanisms’conjugation from an standpoint of creating and improving transport and logistics infrastructure, the author notes the possibility of implementing the initiatives of Russia and China on the SCO platform. Combination of such potential integration projects as the Eurasian Economic Union (EAEU) and the Silk Road Economic Belt (SREB) on the Shanghai Organization platform will create a new model of economic cooperation in the Russia-China-Central Asia triangle. The article also examines the measures taken by the SCO member states to build new and modernize existing road and rail routes on their own territories and on the territory of neighboring states. In the conclusion, it is pointed out that further positive shifts in the developing of the Shanghai Organization transport sector will largely depend on the ability of its participants to take a coordinated policy in the transport and logistics sector.
