The article raises the issue of a large number of socio-humanistic challenges that will inevitably accompany the safe reintegration of TOT ORDLO (Temporarily Occupied Territories of Separate Districts of Donetsk and Luhansk Regions). These include problems of the citizens identification, dual citizenship (Russian Federation continues to distribute Russian passports), legal harmonization, education acquiring (in particular, enrollment to Ukrainian institutes of higher education of those who graduated from ORDLO and do not speak Ukrainian), vaccination against COVID-19 who crosses the Entry-Exit Checkpoint. It has been established that the term ‘safe reintegration’, which appeared in political and politological discourse, interprets this safety as a two-way process, which implies that the residents of TOT ORDLO must hear us, and we must hear them. That is, Ukrainians who find themselves in the occupation must understand and see that Ukraine hears them, knows about their problems, knows how to solve these problems and feels their hopes. How to achieve this? It has been found that in order to make the necessary information accessible to such persons, it is necessary to: a) ensure the availability of Ukrainian TV-channels (or other information resources) on these territories; b) create, produce and present a relevant content that will send the necessary messages and form stable attitudes and beliefs. The analysis of the availability of Ukrainian TV-channels on the media landscape of ORDLO and monitoring of the activity of the newly created ‘Dim’/‘Dom’ (‘Home’) TV-channel was conducted. By means of the content analysis, the quantitative and qualitative composition of the abovementioned TV-channel was singled out and the topics of the broadcast that interested an audience the most (by number of views in November and December 2020) was determinated. Alongside this, a review of Ukrainian news channels covering the problems of the temporarily occupied territories residents was performed. The following patterns are characterized and determinated: the most visited news coverages concern the peaceful settlement on the temporarily occupied territories, the foreign policy on the Russia-USA vector, the domestic policy of the Russian Federation and the policy of Ukraine relatively Donbass. The outstanding interest of residents of the occupied territories is attracted by the rubrics, which shall cover the problems of the region, show the audience’s interest in social, humanitarian and environmental issues.

The compliance of decisions and actions of the executive branch with federal legislation should be facilitated by parliamentary control, among the forms of which are parliamentary and parliamentary requests. The purpose of this study is to analyze the practice of parliamentary and parliamentary inquiries by examining publicly available materials, using functional, statistical, systemic methods of knowledge. The analysis of the available materials made it possible to conclude on a small number of parliamentary requests, which limits the representative and controlling functions of the Federal Assembly of the Russian Federation, reduces the possibilities for the full realization of the role of the Parliament of the Russian Federation in the political process enshrined in the Constitution. Gaps in information on parliamentary requests open up opportunities for parliamentarians to use this tool for lobbying purposes. The article suggested that the total number of parliamentary and parliamentary requests could increase in 2020-2021 due to preparations for elections to the State Duma of the Russian Federation. At the same time, the topic of deputy and parliamentary requests, updated by the forthcoming parliamentary elections, will remain. Qualitative information about deputy requests will be available to the public, as before, only on the initiative of the deputy of the State Duma of the Russian Federation and a member of the Federation Council of the Russian Federation through the media.

The Russian State Duma after 12 years of office in Russian Empire at the beginning of the twentieth century, permanently settled in the Russian Federation after 1993. Surveys show that many Russians consider the Duma to be a non-autonomous institution, totally dependent on the executive and fulfills all of its wishes. It does not enjoy as much support or trust from the Russians as the President, the government or even the Federation Council. It also plays a much smaller role in relation to the organs referred to. The constitutional position of the Duma affects its political role and in the eyes of the Russians limited influence on the activities of the state. This role is definitely smaller than the role of the media or even the oligarchs.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.
