The article is devoted to the analysis of the Crimean information space features before the republic comprisal to the Russian Federation and the municipal printed mass media role in it in particular. The municipal mass media share in the Crimean information market and the coverage of the audience are considered in the article. It is pointed out that the municipal mass media remained one of the most popular sources of information due to the low level of the Internet prevalence as well as the habit of media consumption and considerable readers’ credit to the local newspapers. Informing the public about the activities of local authorities as well as explaining the provisions of the current legislation and normative legal acts may be considered, according to the author, the key functions entrusted to the Crimea municipal media. The author draws attention to the fact that the municipal media provide information about socially significant events in the Crimea. The study specifies the features of information processing and presentation by creative collectives of municipal newspapers. In particular, newspapers genre palette is characterized by the predominance of informational and literary publicistic genres.

The mass media regional discourse is a part of mass media national space, simultaneously it has certain features that reflect regional specifics. These features are systematically displayed by mass media agenda, by the ways of information presentation, interpretation of socially significant events, the priority themes and genres, organization of the dialog with audience, media texts compositional and stylistic design. Newspapers as one of the important for the region printed mass media types concentrate regional mass media discourse attributes. The given research attempts to reconcile the theory of regionality with the real factors and facts of the Crimea media history in its dynamic characteristics displayed in the regional newspapers. It should be noted that integrated analysis of the Crimea regional media discourse in the newspaper segment presents the regions informational worldview in 2013-2015, the period of Crimea sovereignty changing and the peninsula comprisal to the Russian Federation. Regional newspapers are diverse information media, they are obtainable and convenient first of all for the accustomed reader. These characteristics afford ground for regarding the newspaper as a regions informational space core. The newspaper sheet corporality is perceived positively by many people (mainly by the older generation). A regional newspaper has an undeniable advantage - it realizes in its content principle of closeness to the reader living in the particular region. The Republic of Crimea press thematic preferences analysis (eight Crimea-wide and municipal periodicals publications have been analyzed) enables one to designate the following regional 2013-2015 agenda priorities: Crimean deputies and officials work; the Russian Federation, Ukraine and Crimea relations; Crimea legal status; language issue; Crimean economics problems and achievements; ecology; culture; tourism, - which form the public opinion, influence standards of events perception by society.

Telegram channels have become a new phenomenon in the Russian mass media space. Despite the ban, Telegram messenger is one of the most popular cellular networks among subscribers in Russia. Moreover, it is used not only as a means of communication, but also as a source of news and other information. This article discusses the possibility of recognizing Telegram channels as a new form of media in legal and philosophical aspects. The research is based on an analysis of the current legislation of the Russian Federation and scientific and philosophical approaches to the researching of the media.

Aim. The study the attitude of population towards the necessity of vaccination. Materials and methods. The survey about the attitude towards vaccination among different groups of population was held. In total there were 1209 respondents: 1031 students of medical, humanitarian and technical universities and 178 parents of children under 2. Results. The most positive attitude towards vaccination was shown by medical students (77%) and parents (71%) and only 33% and 37% of humanitarian and technical students correspondency realize the significance of vaccination. It is worth noting that large number of people could not define their attitude to vaccination. The majority of respondents notices the lack of knowledge about vaccination wherein less than 50% of respondents get the information from doctors. The rest gets it from different sources mostly from the Internet. About 80% of respondents would prefer to get answers to their questions about vaccination in the Internet. Conclusion. The adherence of population of Russia to vaccination has a rather low level. The main reason for it is the lack ofknowledge and availability of true information about vaccination. It is necessary to use diverse sources of information to provide the population with true facts about vaccination, its significance and safety via mass media and the Internet as well.

The article discusses the features of the provision of public services in electronic form. The dynamics of the provision of public services in the Republic of Tatarstan is given. A review of the existing methodologies for assessing the quality of the provision of electronic public services is given. The authors’ methodology for assessing the quality of the provision of state and municipal services in electronic form is proposed. An authorized executive body has been identified which is responsible for organizing the assessment of the quality of services. Formulas of individual indicators of the technique are developed. As an example, the assessment of the provision of the public service “Providing information obtained in the course of accounting for reclaimed land” is calculated. A polygon of the effectiveness of the provision of state and municipal services in electronic form is proposed. Measures to eliminate identified deficiencies in the provision of services are proposed. The authors make the conclusion about the importance of assessing the quality of services and the relevance of the proposed methodology.

With a growing number of people moving away from traditional sources of information providers, towards new online sources, it has become evident that the agenda setting and gatekeeping functions of the past have been altered. Due to such alteration, it can be said that the profession of information dissemination has all but evaporated into a cesspool of opinion that has been framed to uphold the viewpoints of a particular ideology. While most studies to date have been effective in highlighting the alteration of agenda-setting and gatekeeping, this paper attempts to focus on the shift in such practices, away from traditional mass media institutions, to a new form of media through the practices of networked journalism. In order to demonstrate the following, this paper uses the 2016 U.S. Presidential Election as a case study. Tweets from traditional mass media institutions, new media institutions (such as thought opinion leaders), and the public are collected and examined in relation to information dissemination, via topic coverage. An analysis of these tweets confirms such shift in agenda-setting and gatekeeping, where the powers of information dissemination move away from traditional mass media institutions, towards a model of information that is dependent upon the public and its engagement of such information. This study is part of a larger body of research on the twenty-first century phenomenon of publicly sourced information dissemination in the networked society. In focusing on the shift that is occurring within society, this study will contribute to future publications on a similar topic

The article defines that political institutions are integral elements of the political system of society, important subjects of politics and carriers of the political process, that regulate the political organization of society, ensuring its stable and long-term functioning. It is stated that the main scientific approaches to understanding the phenomenon of political communication is positivism, behaviorism, structural functionalism, institutionalism and the attention is drawn to the fact that the mass media perform several functions in modern society – communicative, informational, relay, through the implementation of which, media affects all spheres of society and play an important role in the process of interaction between the government and the public. It was noted that the authorities of the Republic of Bulgaria took advantage of the historical moment when the European Union member states were interested in cooperation and were able to convince the Bulgarian society that membership in the EU is a way to solve economic problems, which will further contribute to the economic well-being of the country. The article mentions that an important role in the European integration process of interaction between the authorities and the public was played by Bulgarian journalists, who conducted an extremely intensive and important information campaign, which resulted in 76% of support for the Republic’s membership in this international organization by the Bulgarian society The experience of the Republic of Bulgaria shows that effective work of the mass media is extremely important for establishing communication interaction between government and civil society at a crucial moment for the country. However, the modern Bulgarian media environment is subject to intense criticism for the poor quality of the media product, the media’s dependence on oligarchs, and corruption.

Today in the scientific community and among the practicing experts in the field of tourism there are not enough research findings, which would reveal specifics of tourism development on the Crimean peninsula, potential prospects and approaches to current problems of tourist services for the Russian Federation residents. The article considers different types of tourism in the Republic of Crimea from 2014 to 2017 after its joining the Russian Federation. Having analyzed historical, economic, geographical and other specific features of the region as well as statistical data the author reveals peculiarities of tourism development in the Crimea and Sevastopol, describes opportunities to promote tourist services. The article states problems and prospects of tourism business in the region in the context of territory branding as an important component of territory marketing. The article concludes that it is necessary to develop cultural and informative tourism in the Crimea and to implement a systematic program-oriented approach to organizing exhibition activities in larger cities of the peninsula as well as in the region in general.

Abstract: Land Acquisition for Development in the Public Interest in Indonesia still often causes polemic, as is still often found in various mass media. The problem in the implementation of land aquisition is because the Law of the Republic of Indonesia Number 2 of 2012 concerning Land Aquisition for Development in the Public Interest, and the Presidential Regulation that follows it, has not rigidly stipulated the basis for determining the compensation value used to determine the compensation value. This research was conducted by making a comparison between ius constitutum and in concreto events in the field. Primary data in this study were obtained byinterviewing several sources in August 2017, which can be accounted for, while the secondary data were obtained byliterature studies. Based on the research, it is known that there is injustice in determining the value of compensation to the entitled parties. Seeing this, the author tried to describe the existing problems and provide solutions tailored to the situation and conditions in land aquisition in Indonesia. This was intended to actualize the value of social justice in the aquisition of land for development in the public interest in Indonesia.Intisari: Pengadaan Tanah bagi Pembangunan untuk Kepentingan Umum di Indonesia masih sering menimbulkan polemik, sebagaimana yang masih kerap ditemui dalam berbagai media massa. Permasalahan dalam pelaksanaan pengadaan tanah disebabkan karena Undang-Undang Republik Indonesia Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum, serta Peraturan Presiden yang mengikutinya belum mengatur secara rigid tentang dasar penetapan nilai ganti kerugian yang digunakan untuk menetapkan nilai ganti kerugian. Kajian ini dilakukan dengan melakukan komparisi antara ius constitutum dengan peristiwa in concreto yang ada di lapangan. Data primer dalam kajian ini diperoleh dari hasil wawancara dari beberapa narasumber pada Agustus 2017 yang dapat dipertanggungjawabkan dan data sekunder dalam kajian ini diperoleh dari studi kepustakaan. Berdasarkan penelitian diketahui bahwa terdapat ketidakadilan dalam penetapan nilai ganti kerugian terhadap pihak-pihak yang berhak. Melihat hal tersebut penulis mencoba menguraikan permasalahan yang ada dan memberikan solusi yang disesuaikan dengan situasi dan kondisi dalam pengadaan tanah di Indonesia. Hal ini dimaksudkan untuk mengaktualisasikan nilai keadilan sosial dalam pengadaan tanah bagi pembangunan untuk kepentingan umum di Indonesia

Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.
