Government efforts in overcoming the global economic crisis are carried out jointly with the community, especially business people, one of the main reasons for stabilizing the economy and maintaining monetary balance and avoiding the bankruptcy of most companies that have an impact on the majority of workers and ends in termination of relations work. So the role of the actors in implementing local regulations is expected to be overcome, and can realize the capability that exists so that they can run local regulations and can improve their respective roles which ultimately can create a balance between the government, companies and workers who are disadvantaged but with the high school to get good welfare company workers and the government so that they can improve performance with a work ethic, then show human resources that can encourage economic growth and development and realize advanced regions, independent work competitiveness and no more problems for implementing actors Implementation of the Perda. This study was designed with a qualitative research method that uses a case study approach to determine the role of actors in implementing Regional Regulation No. 22 of 2012 concerning the Employment Management System (Study of Industrial Relations in Pasuruan Regency. The data analysis uses interactive model data analysis developed by Miles, Huberman and Saldana, while data collection was conducted through literature studies, field observations, and indept interviews, all data were simulated in depth, comprehensively, and corrected each other in a Focus Group Discussion (FGD).

For an industry, business sustainability is a critical aspect to be addressed by the company to remain relevant in an ever competitive market demand. In doing so, one of the strategies that can be taken is through adhering to all laws and legal requirements, particularly on halal aspect. The establishment of the Internal Halal Committee (IHC) is part of the requirement stipulated by the Malaysia Guidelines on Halal Assurance System 2011 (HAS 2011) and Manual Procedure for Malaysia Halal Certification (Third Revision) 2014 (MPPHM 2014). These laws must be read together with standards, Fatwa decisions, and regulations which are enforced pertaining to Malaysia Halal Certification. The law requires the establishment of IHC together with the appointment of a halal executive, supervisor, and also checkers in order to ensure that products are in accordance with standards prescribed by the law and Shariah principles in Malaysia. By adopting a case study approach involving a multinational slaughter house, this article highlights the practice taken up by Jimat Jaya Sdn. Bhd. The study employed interviews and non-participatory observation for data collection. It was revealed that strict legal requirements imposed by the government on halal products and compliance by the company have helped the company to gain more confidence from its existing and potential customers in relation to their products, hence ensuring sustainability of the business in the market.

Voter turnout in 1999-2009 has decreased significantly. At 1999 92.6% chosen and 7.3% abstains, at 2004 84.1% chosen and 15.9% abstains, at 2009 70.9% chosen and 29.1% abstains. (www.merdeka.com). These conditions encourage Indonesian Election Commision to form Democratic Volunteer as an agent that helps the socialization of Election 2014. This study aims to comprehensively assess the role of Democratic Volunteer as "Election Marketer" in Principal Agency Theory perspective. This study uses qualitative research with case study approach. The results are (1) Relations between Pasuruan Regency Election Commision as principal with Democratic Volunteerasagent (2) Contract model of Democratic Volunteer in two aspects, the type of contract that contract model is short Term Contracts, and the type of both relationship are relation between government and civil society; (3) In carrying out its role as election marketer, Democratic Volunteer fulfill four criteria in Principal Agency Theory perspective. The weakness of model contract of Democratic Volunteer are Short Term Contracts must be solved by entering into a Long Term Contracts to be interwoven communication simultaneously between the government, in this case between Pasuruan Regency Election Commision with Democratic Volunteer as the embodiment of Civil Societies participation is represented by five segments groups of voters.

The issue of adolescent health is important for national development. Adolescents need a place that can provide facilities in the form of correct information and life skills improvement programs. So as to deal with various health problems of adolescent. Government efforts to overcome these problems through the establishment of the Youth Information and Counseling Center (PIK-R) that can be done in schools. PIK-R in schools that have been formed can be assessed its role to adolescent health problems. The purpose of this research is to know the role of PIK-R Wijaya Kusuma in overcoming the health problem of adolescent among non-members of PIK-R. The research used qualitative design with case study approach. The data were collected by focus group discussion (FGD) technique on 10 non PIK-R member students. The results of the study reported that PIK-R Wijaya Kusuma has an important role as health information source for non PIK-R member students in facing adolescent health problems. Besides, teachers and NGOs. Awareness of non-members of PIK-R Wijaya Kusuma related to adolescent's vulnerability to high adolescent health problems, peers and family plays an important role in adolescent health behavior.

The Covid-19 disaster experienced by Indonesia demands a quick and precise response from the government to apply various cross-sectoral policies to limit the spread of Covid-19. The involvement of government and non-government stakeholder networks is crucial in public policy. Therefore this paper will analyze the role of actor-networks at the strategic level, which relates to various state institutions at the national government and government at the regional level, to actors at the operational level such as academics, companies and entrepreneurs, society, and mass media. Through that, it is possible to assess the effectiveness of the Covid-19 handling policies that have been undertaken so far. This article, composed using qualitative methods and a case study approach, has the conclusion that the handling of Covid-19 in Indonesia has not been able to run optimally. It happened because of the minimal utilization of the actor's network. The execution of the management policies of Covid-19 was impaired, which became complicated and overlapping to have a direct effect on the group as a whole.

The purpose of research is to know the role of tourist ambassadors in the formation of the image of Palu City after the natural disasters through Instagram. The method used is qualitative with a case study approach withdrawal of informant using purposive sampling. Research findings show that in the effort to build imagery through Instagram, the main thing that is done by tourist ambassadors (Randa'a ante Kabilasa) is by changing the perception of society as a follower through the publication of various kinds of information/content both in the form of images, texts, and videos about the city of Palu affected by natural disasters but able to rise to a better change, i.e. the activity of public that return to normal in the field of economics and culture. Furthermore, the improvement of land road infrastructure, air (airport) and the sea (port) is the main focus of the government.

This research is framed in the topic of leadership, which specifically discusses the leadership of female caregivers in the Al Hajar Pesantren Pagu Kediri in maintaining the tradition of pesantren education as a tafaqquh fi addin institution. This research focuses on how the pesantren management strategy is, how the leadership style tends to be in the pesantren, and the role of the pesantren in al Hajar Kapurejo Pagu. This type of research is qualitative research with a case study approach. Data collection techniques with interviews that are supported by observation and documentation. Data analysis by data reduction. The end of this study shows: The strategy of managing a pesantren is carried out by planning at the beginning of the school year, organizing it in daily life and direct supervision by Nyai. His leadership style tends to prioritize work or authoritarian orientation. Nyai's role is as an educator which is realized by directly engaging in teaching (Penelitian ini dibingkai dalam topic kepemimpinan, yang secara khusus membahas kepemimpinan pengasuh perempuan di Pesantren Al Hajar Kapurejo Pagu Kediri dalam mempertahankan tradisi pendidikan pesantren sebagai lembaga tafaqquh fi addin. Penelitian ini terfokus pada bagaimana strategi pengelolaan pesantren, bagaimana kecenderungan gaya kepemimpinan nyai di pesantren, dan peran nyai di pesantren al Hajar Kapurejo Pagu. Jenis penelitian ini adalah penelitian kualitattif dengan pendekatan studi kasus. Teknik pengumpulan data dengan wawancara yang didukung dengan pengamatan dan dokumentasi. Analisis data dengan cara reduksi data. Akhir penelitian ini menunjukkan:Strategi pengelolaan pesantren dilakukan dengan perencanaan di awal tahun ajaran, pengorganisasian dalam kehidupan sehari-hari dan pengawasan langsung oleh nyai. Gaya kepemimpinan nyai cenderung mengedepankan orienasi kerja atau otoriter. Peran Nyai adalah sebagai pendidik yang diwujudkan dengan terjun langsung mengajar)

The study examines the role of Enashma traditional conflict resolution mechanism in handling conflict to maintain peace and stability. To realize the intended objectives, the study utilized case-study research approach with qualitative research method and the data were collected using observation, interview, focused-group discussion and document analysis. The data collected were analyzed and interpreted through word description and narration. According to the data obtained from the interview and focus group discussion, Enashma traditional conflict resolution mechanism has several advantages over the state law. Some of the advantages are restorative capacity, accessibility, revealing crime committed without witness and its acceptability. Paradoxically, the exclusion of women in the system, no standardized mechanism to fix payment of compensation for different conflicts, lack of supportive and strengthening measures from the government and lack of office for local elders are the major weakness of the institution as the information obtained from key informants. Therefore, the study recommended that all the stakeholders should be responsible tosolve the weakness of Enashma traditional conflict resolution mechanism in the study area.

Abstract This paper aims to figure out the government policy in education management, community participation, and accessibility in border area. The qualitative framed theory with case study approach was used as the method of this study. The results showed that government was enacting special policies in national school operational assistance, providing block grant funds, special allowances for teachers and education personnel in border areas. Participation of the community was in the form of building dormitory in mutual assistance; customary heads took the legal role of school land and cultural preservation through extracurricular activities. Implementation of education in the form of nationalism enhancement assisted by the Indonesian National Army, facilities and school infrastructure were still under the national standards, teachers and employees were not disciplined, and supervision had not functioned optimally. When the teacher had given an assignment out of the region sometimes they had to leave their teaching job for up to two weeks late due to difficult.  Abstrak Artikel ini bertujuan untuk meninjau kebijakan pemerintah dalam manajemen pendidikan, partisipasi masyarakat, dan aksesibilitas di daerah perbatasan. Teori yang dirumuskan secara kualitatif dengan pendekatan studi kasus digunakan sebagai metode penelitian ini. Hasil penelitian menunjukkan bahwa pemerintah memberlakukan kebijakan khusus dalam bantuan operasional sekolah nasional, menyediakan dana hibah blok, tunjangan khusus yang diperuntukan bagi guru dan tenaga kependidikan di daerah perbatasan. Partisipasi masyarakat adalah dalam bentuk membangun asrama dalam bantuan timbal balik; Kepala adat mengambil peran hukum pada ranah sekolah dan pelestarian budaya melalui kegiatan ekstrakurikuler. Pengimplementasian pendidikan dalam bentuk peningkatan nasionalisme dibantu oleh Tentara Nasional Indonesia, fasilitas dan infrastruktur sekolah masih di bawah standar nasional, guru dan karyawan yang tidak disiplin, dan pengawasan tidak berfungsi secara optimal. Ketika guru telah diberikan tugas di luar daerah, kadang-kadang mereka harus meninggalkan pekerjaan mengajar mereka hingga dua minggu lebih lama dari waktu yang ditugaskan karena akses yang tidak mudah dijangkau.  How to Cite : Wadjdy, F. The Government of Canada opened its Innovation Agenda consultations by stating: “Innovation is a Canadian value…. [It] will create jobs, drive growth and improve the lives of all Canadians…. We have the talent, the drive, the dedication and the opportunity to succeed. So, what’s next?” However, it often seems like “what’s next” are policies that fail to recognize, support and leverage innovation in the diverse rural communities that feed our bodies and fuel our economies. This research will use a comparative case study approach to examine how different rural communities successfully leverage innovation systems for community economic development and identify key drivers for rural economic resiliency by exploring: (i) the influence of spatial, relational, and structural dimensions in the development of place-based rural innovation ecosystems; (ii) the influence and role of infrastructure investments; and (iii) the influence of provincial/national policy frameworks on rural community capacity to leverage placebased innovation ecosystems.

One of the efforts made by the government to increase development is by developing the field of investment, because economically investment is the first step in production activities. In this regard, to create a realization of sustainable investment, a conducive investment climate is needed. A conducive investment climate in the economy is a hope for the community, investors, business people and the government. This study aims to analyze and explain the strategies of the Banyuwangi Regency Government as an effort to create a Conducive Investment Climate that is useful for regional development. This research was conducted using qualitative methods with a case study approach. Data collection techniques that will be used in this study include interviews, focus group discussions, documentation and literature studies. The results showed that BanyuwangiRegency implemented regulations on investment by implementing several e-Government applications that had the function of transparency, accountability, and facilitating public services related to investment. E-government leads to good governance because government services are more transparent, effective and efficient so as to form public trust which has an impact on increasing investment interest by investors. The increase in investment was also caused by policies or regulations that favored the creation of a conducive investment climate.
