The social inclusion of people with disabilities is a current area of research. This group of people continues to be marginalized and excluded from the society’s life. This situation is determined by the high level of discrimination and stigmatization, unequal opportunities, physical and attitudinal barriers that predominate in society. More than one billion people with disabilities worldwide, accounting 15% of the world's population, face social inequality and the authorities' limited capacities to respond to the needs of the persons with disabilities. In the European Union, about 80 million people live with disabilities and in the Republic of Moldova about 182.0 thousand people, which represent about 5% of the country's population. This study aims to analyse barriers to social inclusion of people with disabilities from the Republic of Moldova from the perspective of social roles valorisation. The sociological research methods used in this study are statistical data analysis, documentary analysis; sociological survey based on the questionnaire; the focus group; in-depth interview and sociological observation. The main barriers to social inclusion faced by people with disabilities in the Republic of Moldova are: low living standards compared to the general population, non-observance of the general accessibility principle, limited access to social services, education, health and very low participation of people with disabilities on the labour market. Analysis of social inclusion issues identified through research on the views of people with disabilities, service providers and experts will help strengthen the mechanisms for evaluating, monitoring and improving social inclusion policies.

Strengthening social cohesion is one of the main directions of the Moldova 2030 strategy. At the same time, the Association Agreement between the Republic of Moldova and the EU stipulates social inclusion, poverty reduction, social cohesion, sustainable development and improving the quality of life as social policy priorities. This article analyzes the theoretical approaches of the concept of social cohesion and presents the results of sociological research on social cohesion in the Republic of Moldova conducted in 2020. The sample includes 1202 respondents and is representative by place of residence (urban / rural), sex, age, level of education. The qualitative study included interviews with 90 experts, representatives of local public authorities, NGOs and the private sector and 3 focus groups. The research was carried out within the project “Training and strengthening social cohesion in the Republic of Moldova in the context of rapprochement with the European Union”. As key aspects of social cohesion were analyzed: self-identification of the degree of belonging of Moldovan citizens to the Republic of Moldova, perceptions of solidarity with other citizens, social trust, participation and inclusion of citizens in political, social and economic processes. The research results showed that the level of cohesion and social solidarity in the Republic of Moldova is quite low. The COVID-19 pandemic has deepened social distancing, uncertainty about the future, poverty and the marginalization of certain groups of the population and has further contributed to lowering the level of social cohesion.

In the last decade the concept of development and promotion of social economy and social entrepreneurship are part of EU policy to tackle the social exclusion of persons in a vulnerable position. Also, the model of social economy is one of the key instruments for achieving social objectives within the framework of the sustainable and inclusive growth. Social benefits are measured by integration and employment of disadvantaged people, the contribution to the process of social inclusion of other vulnerable people, and the economic indicator is expressed by saved public funds for social welfare, on the one hand, and the additional funds compensating the social costs of long-term unemployment. What is important to happen is to create suitable conditions for the development of social enterprises with the widest possible range - vulnerable groups themselves and their problems are diverse and different, and the "answer" to their needs must be flexible in order to be efficient and effective; "way to solutions" is not important (the path may be different, as are diverse and vast opportunities for economic initiatives) that leads to the result itself, the result is important - better integration and sustainable tackling of social exclusion.The Economic and Social Council of the Republic of Bulgaria (ESC) believes that social enterprises in Bulgaria are still an untapped business model. Most often the social enterprise is the employer of people with disabilities in order to achieve the integration of persons with disabilities in the labor market and create conditions for a better life. Another popular model of a social enterprise is the one in which the enterprise produces goods and seeks markets, also engaging with their distribution. Most often social enterprises involve persons with disabilities in the form of occupational therapy involved in the production of certain goods. Existing social enterprises in Bulgaria within this model are engaged in the manufacture of certain products by persons who are unemployed or socially excluded. The aim is to enable them to work and improve their social inclusion. The third existing model in Bulgaria is related to the provision of social services generally through payment of external customers, while social enterprise provides social services to its members. Payment is under contract with the state or a municipality. Within this model, services are provided to different users paid directly to social enterprise for direct service.

This paper discusses the key characteristics of the migration situation and overall trends in the migration processes in the Republic of Moldova. Practically, many of the former Soviet republics were faced with serious social and economic problems. Economical systems of new post-soviet countries were ill-equipped to handle new borders and customs barriers. As the “multi-national state” was dissolved, the majority of new post-Soviet states struggled with ethnic conflicts, which triggered the first wave of the so-called “great escape” of the population. In Moldova’s case, the Transnistrian conflict was a classic example of such a civilizational crisis, the solution to which was not found to date. The first wave of the “great escape” was triggered by the hard situation of the national identity formation. The “second wave” was a reaction to an increasingly poor economic situation. Today, the formation of the “third wave of great escape” becomes increasingly more evident – perhaps the last one for the Moldavian state. This “third wave” is also connected with integrational processes, mostly in the European Union countries. The second part of the article analyses the relationship between the economic development of the Republic of Moldova and the current migration situation. In general, despite a number of positive changes, such as the reduction of the critical high level of dependence of the economy on financial remittances of Moldovan migrant workers, the level of such dependence remains very high, and the speed of development of the Moldovan economy, on the contrary, is significantly reduced. The paper concludes with four main factors that, in the author’s opinion, are critical for the analysis of the current negative migration situation in the Republic of Moldova, as well as those that may become key factors that will have a significant impact on the strengthening of the negative socio-economic situation in the country and the systemic crisis in the future 2035–2040.

the article presents the results of the author’s sociological research aimed at an objective assessment of the accessibility of the social environment and identification of problems of persons with disabilities related to the accessibility of the environment in the Republic of Mordovia. The authors also offer a number of recommendations for improving the development of the practice of providing an accessible environment based on the comments of people with disabilities in the region.

In this article is elaborated the actually question which is developed and discussed it the European Union is the European Social Model (ESM). It is a vision of society that combines sustainable economic growth with ever-improving living and working conditions. This implies full employment good quality jobs, equal opportunities, social protection for all, social inclusion, and involving citizens in the decisions that affect them. As the Euro-zone is struggling to move away from a dramatic slump in its economy and while the Lisbon Strategy and its potential for economic growth, strongly needs reactivation, the debates over the Europe have raised again the issue of a sustainable social agenda for the European Union. Recently, Europe's political leaders defined the ESM, specifying that it "is based on good economic performance, a high level of social protection and education and social dialogue". An important topic of the discussion nowadays is the Directive of the European Parliament and of the Council on services in the internal market so called "Bolkestein directive". The importance of this article is to give us the answer to the following question: would we have French goods available in French supermarkets all over Poland and no Polish services allowed in France? The EU would be unthinkable without the full implementation of the four freedoms. This is a good directive, going in the good direction.

This article presents important steps and achievements accomplished by the Republic of Moldova towards integration, by analysing its collaboration with the European Union.  The development of relations with the EU is the priority goal that Moldova strives for, which means not only economic, but also political and cultural integration.  The first steps of the Republic of Moldova towards the EU were encouraging.  After years of isolation, this process was difficult and required a lot of efforts.  This is due to many reasons, the most important of which are Russia's political and economic pressure, theunresolved issue in Transnistria, the ideological and geopolitical schisms of the population, some of which see their future with Russia, and the other part with Europe.  Despite the existing problems, cooperation with the EU has yielded tangible results: the EU-Moldova Association Agreement has been signed, the visa regime has been abolished and financial support for the socioeconomic and public sectors is provided.  Moldova, for its part, is making great efforts to form a single political, economic and cultural educational space with the EU, which supports its efforts in the process of European integration.  Its speed and success largely depend on the country itself, its economic and political development.  A strong statepolicymaking aimed at strengthening reforms and stimulating the transition to a market economy in accordance with the international principles is inherent in the future development of Moldova. This study aims to determine the application of the Regulation of the Minister of Public Works of the Republic of Indonesia Number 30 / PRT / M / 2006 concerning Facilities and Accessibility in Buildings and Environment (construction of pedestrian paths) for persons with disabilities in Temanggung Regency. The number of respondents used was 98 people. The analytical tool used in this research is Gap Analysis. The results of the gap analysis research show that the percentage of the provision of pedestrian paths for people with disabilities in Temanggung Regency is 33.33%, which means that the implementation of the provision of pedestrian paths for people with disabilities in Temanggung district has been poor.

AbstractThe employment of people with disabilities has multidimensional aspects - economic, social, legal, human rights, discrimination, psychological, ethical and responsibility aspects - with different actors involved representing various kinds of interests. The European Union Disability Action Plan and Strategy specifies the objective of promoting the employment of people with disabilities in the open labour market. The employment of such individuals is not only an economic issue, but also an issue of social inclusion, poverty reduction, equal opportunity and socially responsible employment. Effective and fair use of human resources for national economic development requires a variety of support mechanisms, including regulatory frameworks, the active involvement of local municipalities, and measures taken by state institutions. Because of the different issues and the various actors with different interests involved, an integrated way has to be considered to analyse the employment factors and employment opportunities for people with disabilities. The purpose of this study is to explore and substantiate the possible scenarios associated with promotion employment opportunities for people with disabilities in Latvia. The research methodology employed for this study is based on the Analytic Hierarchy Process, and expert interviews are used to analyse the interests of all involved parties, in order to determine the best possible scenarios as to how to stimulate employment for people with disabilities. As a result, three scenarios to promote the employment of people with disabilities were developed. Although the results showed slight differences between the three scenarios, experts believe that the optimal scenario for promoting the employment of people with disabilities is the one in which the EU participates.

The Republic of Moldova yearns for the embrace of the European Union. But before this can happen, Moldova must first transform its legal institutions to approximate European standards. This article focuses on one of Moldova’s most powerful legal institutions, the Office of the Prosecutor General. It asks whether this office can be transformed from a militarized relic of the Soviet past to a modern prosecution service. Many daunting challenges will have to be overcome, including the spectre of political interference; an overly broad mandate; deep seated public mistrust; the corruption entrenched in Moldova’s legal institutions; and the absence of cross-sector justice reform initiatives.
