In the modern world, where more and more vehicles appear every day, the issue of traffic safety is becoming more acute. The most prospective method of traffic safety management, on our opinion, is the analysis of statistical data on road accidents (hereinafter accidents), which allows to determine the accident levele, causes of accidents, evaluate the effectiveness of implemented measures to improve traffic safety and more. As the main task of traffic safety ensuring is to reduce accident level and severity of the accidents consequences, and especially to reduce accidents with fatalities to a minimum, the analysis of accident statistics data plays a key role and is an integral part of a comprehensive approach to solve the issue of the traffic safety management. Qualitative analysis of accidents by various indicators allows determining the main causes that impact on the occurrence of accidents and the severity of their consequences. This article considers the formation of characteristics of seasonal changes in accident level on the network of state roads of Ukraine. The study allows identifying the features and patterns of annual dynamics of road accidents with the definition of monthly maximum and determining the features of seasonal stability of accident level indexes. Taking into account the seasonal variability of the accident level allows rationally planning the activities of transport organizations directed on preventing road accidents and reducing the severity of their consequences. The analysis of national data on the number of deaths showed that in Poland from 2010 to 2016 it was possible to reduce the number of fatalities by about 22%. The tendency of changes in the number of fatalities, however, is not homogeneous. When data of individual voivodships is analyzed, the situation is different. The largest reduction in fatalities in the analyzed period of time concerned voivodship Świętokrzyskie, where there was more than 45% drop in the number of fatalities. The following voivodships: Łódzkie, Lubelskie and Podkarpackie recorded a decrease in over 30% of fatalities. Unfortunately, at the end of the classification there were four voivodships with a fall below 8%, and what is disturbing voivodship Lubuskie recorded a nearly 5% increase in the number of fatalities. The current traffic safety management at the level of voivodships is often the implementation of central recommendations, which, as results from the analysis of statistical data, are not equally effective in every province. Therefore, models for forecasting changes in road safety are required. Taking into account local characteristics and implemented actions can be used to manage security more effectively at the regional level. This paper presents examples of the use of mathematical models to predict the number of fatalities in individual voivodships depending on the adopted action scenarios. Regression models were developed, taking into account demographic, infrastructural, economic and automotive factors. It turned out that in individual voivodships, various factors affect the level of road safety on roads differently. Therefore, an individual approach to each voivodship is important in order to reliably forecast the level of security.

The article presents the results of correlation analysis of the causes of road accidents in such a modern metropolis as Minsk. Has been identified the most frequent causes of road accidents, including pedestrian collisions caused by drivers, collisions at intersections, incidents at controlled and unregulated pedestrian crossings, as well as on the roadway. The dependence of transport incidents on the time of day, day of the week and month of the year was investigated. Shows the periods when road traffic incidents occur from 3.00 to 6.00 h, from 15.00 to 18.00 and from 21.00 to 24.00 on Monday, Friday and Sunday in January, March, June, September, October and November. Methods of correlation and multiple regression analysis can be the basis of preventive traffic safety management in a modern metropolis.

The Intermodal Surface Transportation Efficiency Act (ISTEA) mandates that individual states develop six transportation infrastructure management systems. One of these systems, the safety management system (SMS), focuses on reducing the number of roadway traffic accidents, injuries, and fatalities by considering the safety needs of the driver, vehicle, and roadway. This necessitates cooperation among state, city, and county roadway agencies as well as diverse public and quasi-public agencies. States have made significant advances toward implementing SMSs. The safety community recognizes that it is time to coordinate safety activities and responsibilities. Even if it is not mandated by Congress, as recent actions indicate, a large number of states are expected to implement elements of their SMS work plan. With this implementation comes the need for the evaluation of SMS's effectiveness in increasing traffic safety and ultimately reducing the number and severity of accidents. The challenge in evaluating SMS effectiveness is that many of the activities undertaken will not be directly quantifiable by accident statistics. Discussed here are some of the impediments, concerns, and design issues in an evaluation of SMS effectiveness in increasing traffic safety. Knowledge of these impediments and determination of an appropriate experimental design will enable the prior planning required to perform valid effectiveness evaluations.

This article provides an assessment of the security situation on Polish roads. Statistical data on road accidents that occurred in different provinces in late 2000 - 2010 were analysed and the attention was drawn to the differences in the number of road accidents recorded between them. The analysis of accident statistics and the effects they had on particular provinces was made. They were presented for Świętokrzyskie province and compared to other provinces.

The basic approaches for identifying dangerous road sections for prioritizing road safety measures are outlined. The effectiveness of the result depends on how well the areas where the road safety measures need to be implemented are identified. Suggestions for identifying dangerous places on the roads according to the statistics of traffic accidents using the methods of probability theory are given. On the basis of the analysis of statistics on roads with different number of adventures, limit values of the admissible number of adventures on sections of roads of different length are established. It is proved that it is necessary to create a comprehensive approach to solving a complex problem – improving road safety. Оne of the important approaches for the definition of dangerous road sections according to the data of road accidents, which is proposed by the authors, is the method of detection of sections (places) of concentration of road accidents (black spots). The purpose of this article is to: introduce an approach in road safety management to reduce the number of road accidents and the severity of their consequences on Ukraine’s highways by first implementing measures to improve road conditions and improve road organization. The effectiveness of the result in reducing the number of traffic accidents depends on the areas so clearly identified that, in the first place, it is necessary to implement measures to improve road safety. That is why this approach was introduced in traffic safety management. The purposeful financing of measures, aimed primarily at eliminating such sites, will help to reduce the number of road accidents and the severity of their consequences. Introduction. The issue of road traffic safety has been studied by many modern scientists. However, despite the research, this issue remains relevant to this day, both theoretically and practically. This is due to the fact that the concept of road traffic safety is not currently enshrined in law, and there is no unanimity among scientists on its content. Moreover, the relevance of the practical component is evidenced by the fact that over the past three years a number of important regulations in the field of road traffic safety and procedures for their implementation have been developed. The purpose of the paper is to determine the state of road traffic safety in Ukraine. In accordance with the goal, the main objectives of this study are to formulate a definition of “traffic”, “road traffic safety”, outlining their elements; determining the state of road traffic safety in Ukraine and further development trends, establishing the main directions of implementation of state policy in the field of road traffic safety. Results. Covering the issue of road safety, it should be noted that the current legislation of Ukraine does not provide a definition of this concept, but in 2016 there was an attempt to legislate both the legal category of “road traffic safety” and a number of closely related to it. Thus, the authors of the draft Law on Road Traffic and Safety defined traffic as “the process of traffic on roads and other places where it is not prohibited by the draft law”, and road traffic safety as “a state of the road system, due to which the appropriate level of protection of road users from road accidents and their negative consequences is determined and achieved”. It should be emphasized that road traffic safety is achieved through the application of appropriate measures of organizational, administrative, socio-economic and technical nature, which are enshrined in regulations and which are aimed at ensuring the proper and safe level road traffic safety for all its participants. It should be noted that neither the Ukrainian legislator nor the state executive bodies reduce the state of danger on the roads of Ukraine, so they are constantly developing appropriate programs and taking measures to increase the level of road traffic safety. Thus, in 2020, a state program was approved, the main goal of which is to reduce the level of accidents on the roads and the severity, first of all, of the socio-economic consequences of road accidents. Conclusion. According to the legislation of Ukraine, road traffic safety should be understood as a set of socio-economic and organizational-technical measures to ensure road traffic safety and road user, prevention of road traffic accidents and elimination or minimization of their negative consequences.

The article discusses the state of road traffic safety on the A1 motorway, on its section passing the territory of the Kuyavian-Pomeranian Voivodeship. The presented data concerns the years 2016 - 2017. As it is evidenced by statistical data prepared by Police, motorways are characterized by the highest level of accidents rates of fatalities and injuries from all types of public roads at present in Poland. Therefore, it is necessary to take effective actions to improve road safety on all motorways in Poland, including the A1 motorway passing the Kuyavian-Pomeranian Voivodeship. The paper presents the generic structure of road accidents, the time of their occurrence and circumstances, conditions of the surface caused by weather, as well as the reasons road accidents occurs.

Safety is an extremely important feature of railway traffic, and, at the same time, it is one of the most important criteria for the organization and functioning of the railways as a complex, technical-technological and dynamic system. [9] Traffic safety is a basic requirement for the operation of the railway system and is based on coordinated activities at the technical and administrative level. The administrative level includes the determination of the obligations and responsibilities of all stakeholders (Infrastructure Managers, Railway Undertakings, Suppliers, Railway Administration, Authorities), and is based on Railway Safety Directive 2004/49 / EC . The technical level includes the definition of standards for each component of the railway system. Continuous development of the safety system is a precondition for the future development of the Railway Infrastructure of Montenegro as a modern and reliable partner in the railway system. The safety system is expected to recognize risks in every work area, that may affect its efficiency in operation, and to eliminate or control them. Hence the need for constant monitoring of the functioning and improvement of the Safety Management System. This Paper presents a classification of the railway system, with all the specifics and infrastructural features. Then, the current state of the safety system in the Railway Infrastructure of Montenegro (RIoM) is analyzed. Finally, based on a comprehensive analysis, in order to improve the existing situation, the Paper presents the concept of Risk Management Models that can adversely affect the safety system.

The article shows the essence of road safety in the Lubelskie Voivodeship on the example of two longest and most dangerous No. 19 and 74 national roads running through the voivodeship. The article aims to diagnose the current state of road safety in the Lubelskie Voivodeship and identify opportunities for its improvement. The statistical data of the Central Statistical Office in Lublin, annual reports on road accidents of the Police Headquarters in Warsaw, reports of the National Road Safety Council, and documents of the General Directorate for National Roads and Motorways Branch in Lublin were used to analyze the safety. The analysis of the statistical documents allowed the conclusion that ten national roads run through the Lubelskie Voivodeship. Roads No. 9, 17, and 74 are the longest ones. However, on a national scale, roads No. 19 and 74 are of great importance to road safety. It has been observed that the number of road accidents in the Lubelskie Voivodeship is decreasing year by year; thus, the number of accident victims is also falling. The national road No. 19 remains the most dangerous. Passenger car drivers most frequently caused road accidents since they did not adopt the speed to road conditions or obey the right of way. The Provincial Road Safety Improvement Program in Lublin assumed a significant reduction in the number of victims killed and injured on the roads. Unfortunately, after analyzing the statistical data over the years, it can be stated that even though the assumed goal was not achieved, the accident victim rate improved.
