Safety is an extremely important feature of railway traffic, and, at the same time, it is one of the most important criteria for the organization and functioning of the railways as a complex, technical-technological and dynamic system. [9] Traffic safety is a basic requirement for the operation of the railway system and is based on coordinated activities at the technical and administrative level. The administrative level includes the determination of the obligations and responsibilities of all stakeholders (Infrastructure Managers, Railway Undertakings, Suppliers, Railway Administration, Authorities), and is based on Railway Safety Directive 2004/49 / EC . The technical level includes the definition of standards for each component of the railway system. Continuous development of the safety system is a precondition for the future development of the Railway Infrastructure of Montenegro as a modern and reliable partner in the railway system. The safety system is expected to recognize risks in every work area, that may affect its efficiency in operation, and to eliminate or control them. Hence the need for constant monitoring of the functioning and improvement of the Safety Management System. This Paper presents a classification of the railway system, with all the specifics and infrastructural features. Then, the current state of the safety system in the Railway Infrastructure of Montenegro (RIoM) is analyzed. Finally, based on a comprehensive analysis, in order to improve the existing situation, the Paper presents the concept of Risk Management Models that can adversely affect the safety system.

The article discusses the problem of railway safety management and the criteria for evaluating the traffic risk described in various scientific publications. The research aims to assess the risk posed to railway infrastructure objects and to create a model for safety risk evaluation. The research on the traffic safety risk with respect to the infrastructure of the rail transport system was divided into three stages. The Plan–Do–Check–Act (PDCA) model can be used for investigating the problem of managing railway traffic safety risks in the Lithuanian railways. The main threats to railway infrastructure objects are defined, and the catalogue of technical parameters of level crossings of the Lithuanian railways is presented. The maximum allowable train speed, the intensity of railway and road traffic, as well as the size (width) and visibility of level crossings from the train driver’s cab are chosen as the main criteria for evaluating the vulnerability of a level crossing. The logistic regression method has been applied to rank and assess the safety of level crossings of the Lithuanian railways. The validity of the model developed in the present work for assessing traffic safety risks at level crossings of Lithuanian railways is about 86%. The suggested risk evaluation model is flexible and can be easily adapted for the evaluation and monitoring of safety risk of other elements pertaining to railway infrastructure. Finally, the basic conclusions and recommendations are provided.

Using specific science methods and through a model, authors have determinated how investments in the railway infrastructure influence the whole railway system. We have based our research on experience and on results that have been found out in Austria, Argentina, Bolivia, Brasil, Chile and Venezuela. Based on scientific studies about the conditions of the Slovenian railway system, on Methodology for determination of the investment's measures and definition of conditions for a justified realisation and on Calculation of the expected number of freight trains, authors give results that confirm our hypothesis.

Development of modern railways largely depends on the control of intactness of the wheel pairs and rails. It is impossible to ensure safety and increase the speed of railway traffic without providing such control. Detection of the wheel pairs’ and rails’ wear and damage is one of the key problems of railway science. Many scientific works are accomplished and lot of devices are elaborated in this field, but the mentioned problem still remains urgent. In order to increase the traffic safety, the group of authors has proposed a constructional scheme of the mobile device for detection of wheel pairs’ and rails’ wear and damage, which will have increased accuracy of measurement. Increasing of accuracy of measurement is carried out on the basis of development of mathematical model, which provides the realization of equal wear of wheel pairs’ as well as ones no equal wear. By installation of the proposed device on each wheel pair of each railcar of the rolling stock, the automatic control of wheel pairs’ and rails’ condition will be achieved. Namely: -Detection of the worn out wheel pair and determination of wear degree; -Detection of the damaged wheel pair; -Identification of the worn out or damaged wheel pair. Besides, on the basis of elaborated mathematical model: -Detection of the worn out rail; -Detection of the damaged rail; -Identification of location of the worn out or damaged rail. The obtained information will be constantly connected to the locomotive computer system. Therefore, for checking rolling stocks, there will no longer be need to build expensive stationary systems, to move trains great distances for their inspection and in the result, the time lost for stoppage will be saved. So, with the help of proposed mobile device, the traffic safety increases and at the same time expenses for detection of wheel pairs’ wear and damage decrease, which results in significant economic effect.

Safety is very important aspects of construction projects which are the most hazardous endeavors have many work-related injuries and accidents. Accordingly, safety factors must be considered in project lifecycle from beginning of a project to its end. To improve project safety, the definition of safety factors and determination of their importance are necessary. In some of the previous researches several safety factors are introduced. In this paper, safety factors in construction project are reviewed and categorized as well as an exhaustive classified catalogue of critical safety factors in construction project which don't have unnecessary details is developed. The identification of the critical safety factors which are categorized in four main groups consists of safety approach, safety engineering, safety management and safety on construction site will enable appropriate allocation of limited resources.

In the article various approaches to determination of quality of labor life are considered and on their basis author´s definition of this concept is given. As an element of quality of labor life the special attention is paid to a control system of labor protection. The acts and normative documents regulating labor protection in the Russian Federation are provided in the article. Process of development and deployment of a control system of labor protection at the enterprise is presented in the form of creation of business process by IDEF0 technique. The program of formation of a control system of labor protection according to requirements of GOST 12.0.230-2007 is also developed.

In the modern world, where more and more vehicles appear every day, the issue of traffic safety is becoming more acute. The most prospective method of traffic safety management, on our opinion, is the analysis of statistical data on road accidents (hereinafter accidents), which allows to determine the accident levele, causes of accidents, evaluate the effectiveness of implemented measures to improve traffic safety and more. As the main task of traffic safety ensuring is to reduce accident level and severity of the accidents consequences, and especially to reduce accidents with fatalities to a minimum, the analysis of accident statistics data plays a key role and is an integral part of a comprehensive approach to solve the issue of the traffic safety management. Qualitative analysis of accidents by various indicators allows determining the main causes that impact on the occurrence of accidents and the severity of their consequences. This article considers the formation of characteristics of seasonal changes in accident level on the network of state roads of Ukraine. The study allows identifying the features and patterns of annual dynamics of road accidents with the definition of monthly maximum and determining the features of seasonal stability of accident level indexes. Taking into account the seasonal variability of the accident level allows rationally planning the activities of transport organizations directed on preventing road accidents and reducing the severity of their consequences. The Intermodal Surface Transportation Efficiency Act (ISTEA) mandates that individual states develop six transportation infrastructure management systems. One of these systems, the safety management system (SMS), focuses on reducing the number of roadway traffic accidents, injuries, and fatalities by considering the safety needs of the driver, vehicle, and roadway. This necessitates cooperation among state, city, and county roadway agencies as well as diverse public and quasi-public agencies. States have made significant advances toward implementing SMSs. The safety community recognizes that it is time to coordinate safety activities and responsibilities. Even if it is not mandated by Congress, as recent actions indicate, a large number of states are expected to implement elements of their SMS work plan. With this implementation comes the need for the evaluation of SMS's effectiveness in increasing traffic safety and ultimately reducing the number and severity of accidents. The challenge in evaluating SMS effectiveness is that many of the activities undertaken will not be directly quantifiable by accident statistics. Discussed here are some of the impediments, concerns, and design issues in an evaluation of SMS effectiveness in increasing traffic safety. Knowledge of these impediments and determination of an appropriate experimental design will enable the prior planning required to perform valid effectiveness evaluations.

Introduction. The paper presents the thesis about the advantages of the process approach in the development of measures aimed at improving the efficiency of rubber products, using rubber-containing waste as raw materials. In addition, the insufficiency of existing approaches to the definition of business processes using typical raw materials, on the basis of which the author’s definition of the business process is proposed, is substantiated. The main approaches to improving the efficiency of such business processes is formulated, defined on the construction of the participants’ interaction system to meet their basic requirements. Moreover, the importance of studying the information space is highlighted, in which the formation of business processes is displayed.Materials and methods. The research of the influence of information space on the formation of business processes for the production of rubber is carried out on the basis of such methods as the analysis of industry statistics, the study of legal acts that determine various aspects of the functioning of production and economic systems. The determination of the current state of the information space requires the research of materials of the state statistics service, marketing agencies and large enterprises of the rubber industry, using worn rubber products as raw materials. The requirements of suppliers of raw materials are also determined by an expert survey.Results. As a result, the list of the main participants and the main requirements are identified. The authors show the significant impact of the resource factor on the efficiency of business processes for the rubber production. Therefore, The authors present the model of the participants’  interaction at the stage of collecting raw materials.Discussion and conclusions. The list of the main factors hindering the development of the rubber products production is determined and ways to overcome the negative impact of factors by reviewing the mechanism of the business processes formation are considered.

Railway in Vojvodina have been built since 1856.According to a peace treaty it became a part of a railway network of a new country in 1918.Rails on that territory were not as destroyed in Vojvodina as they were in Serbia during the World War I but they were damaged and had barely any transporting ability. After the annexation of Vojvodina to Serbia, the existing rails were reconstructed, new rails and railway infrastructure were built and some new rules regarding railway traffic were introduced. During the first couple of years railway system in a new country was not centralized and it was controlled by five different regional sections, one of which was located in Subotica for territory of Backa, Banat and Baranja. In the period from 1923/24 to the World War II the railway system was centralized. Regarding the difficulties and problems that the new country had encountered, the development and the results of a management between the two World Wars were satisfying

The original RailML specification comes from 2002 and was defined using XML. Files in the RailML standard can be used for storing and exchanging data between numerous interfaces of railway ICT systems. Current version 2.4 includes rolling stock and railway traffic management, timetables, passenger information as well as booking and selling tickets. In the upcoming version of the RailML 3.1 standard, the subcheme is included, which is intended for the description of railway interlocking systems. In addition, compliance with the object-oriented, abstract data model for the railway infrastructure, defined in the UIC IRS 30100 standard (RailTopo-Model, RTM), will be ensured. In the paper, the authors discuss the current state of RailML and its perspective. Particular attention is paid to the use of RailML for the description of railway interlocking systems. The authors also present their proprietary software which allow to edit, visualize and verify RailML files.
