A number of countries have specially designed educational programs for both healthy and students with disabilities. Differences in the education systems of countries reveal differences in the teaching of geography and the application of inclusive education. This article provides information on the geography curriculum, syllabus, lesson hours, textbooks in Finland, Germany and Denmark’s secondary schools, and compares them with Azerbaijani schools. At the same time, the general content and differences of inclusive education in those countries are reflected. Introduction. The problems of inclusive education in the system of secondary vocational education have recently become particularly relevant due to the increasing number of students with limited health opportunities and disabilities. Therefore, there is an urgent need to find the best ways to build an educational route for students of these categories. Such an educational trajectory should not only include special conditions that ensure the satisfaction of the special educational needs of such students, but also be aimed at mastering the professional competencies necessary for a modern competitive individual in the labor market. The main tool for implementing the inclusive model of education should be considered an adapted educational program of secondary vocational education. However, the implementation mechanism of this normative document still continues to raise many questions and difficulties. That is why this study was conducted, which involved teachers and masters of vocational training in the system of secondary vocational education, aimed at identifying the difficulties that arise in the implementation of adapted educational programs. The obtained results demonstrated the ambiguity of the current situation in the field of building and implementing an inclusive model in the system of secondary vocational education and allowed us to offer the authors possible solutions to these situations.

The subject of this research is the question of balance in application of quantitative and qualitative methods of research in studying the problems of inclusive education and personality with special educational needs. The goal is to demonstrate that the use of qualitative methods gives objective results even on the small sample of persons under test. The novelty consists in proving the fact that qualitative methods of research have substantial priority in examination of inclusive problems of inclusive personality. The conducted empirical research illustrated that it is possible to effectively identify coping strategies for the students with limited health conditions as well as normotypical, using the autobiographical method on the small sample of persons under test. Analysis of the problems of inclusive education oriented towards considering inclusive needs of the students with disabilities can be efficiently realized using the methods that do not suggest studying the large array of information and wide range of participants of the research. The absence of quantitative data processing in qualitative research of inclusive education is not considered a shortcoming of such research.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

The article contains the results of a study focused on identifying problems of inclusive higher education in Russia. The author, based on the systematization of scientific and scientific-methodological literature, identifies the main methodological approaches to building an inclusive higher education system in modern Russia, conducts a survey of students with disabilities and disabilities, as well as conditionally healthy students studying in inclusive study groups, about the features the functioning of the modern system of inclusive higher education. The results of a qualitative and quantitative analysis of the survey data allowed the author to identify the problems of modern vocational education of persons with disabilities and disabilities.

Background. The modern education system needs competent and qualified specialists, including psychologists who work with students with disabilities. Training psychologists who are able to work in a modern system of inclusive education is becoming the most important task of higher education. Professional training involves the formation of objective ideas about a person with disabilities. Aim. The paper aims to identify the ideas of psychology students about the personality of an individual with disabilities. Materials and methods. The study involved 53 3rd-year psychology and pedagogy students of Omsk State Pedagogical University. Content analysis was used to analyze students essays. Three categories were identified and characterized: “Perceptions of a person with limited health opportunities”, “Perceptions of oneself”, “Perceptions of the social environment”. Results. It has been established that the highest frequency is inherent in the category “Perceptions of a person with limited health opportunities”, which reflects well-formed representations of students about the personal qualities and psychological needs of people with disabilities. The ideas about the social environment of persons with disabilities, as well as about their own personality, were formed to a lesser extent. Conclusion. The obtained results allow us to draw general conclusions regarding the fragmentation of ideas about a person with limited health opportunities. The psychology students have the right ideas about the psychological resources needed by people with impaired development for successful social integration and partially correct ideas regarding the needs of this category of people. The obtained data reveal new information about the features of the formation of professional ideas in psychology students specializing in the psychological and pedagogical support of people with limited health opportunities.

Purpose This paper provides a detailed analysis of inclusive education policies in the context of major system reform in Wales, United Kingdom. Wales is currently undergoing the most significant changes to its education system since political devolution from the U.K. Government in 1999. Key to these changes is the new Curriculum for Wales and the Additional Learning Needs (ALN) regulations; alongside these and wider system-level reforms there is ambition to create an inclusive education system in Wales. This paper explores how inclusion is articulated and communicated within the key policy and guidance documents, using two continuums—“practice” and “values”—to map and interpret these documents. Design/Approach/Methods This paper uses critical policy analysis to make sense of these various inclusive education policy reforms in Wales. Findings The analysis reveals that despite a foregrounded commitment to inclusion there is disparity both within and between the policy and guidance documents. Originality/Value The paper highlights the lack of coherence of key messages articulated through education policy documentation in Wales, providing insight into the emerging national education system reforms, as well as developing an approach for evaluating inclusive education systems in other jurisdictions.

The curriculum is a set of subjects and educational programs provided by an educational provider that contains lesson plans that will be given to participants in one period of education. The preparation of these subjects is adjusted to the circumstances and abilities of each level of education in the delivery of such education and employment needs. The length of time in a curriculum is usually adjusted to the aims and objectives of the implemented education system. This curriculum is intended to be able to direct education towards the direction and objectives intended in overall learning activities. The curriculum according to law number 20 of 2003 article 1 paragraph 19 is a set of plans and arrangements regarding the objectives, content, and learning materials as well as the methods used as guidelines for organizing learning activities to achieve certain educational goals.

Researched is the problem of developing inclusive Higher education with an emphasis on the success of its completion and subsequent effective employment of graduates is very urgent. Today the number of students with disabilities requiring such training is estimated in the thousands. The accumulated experience of inclusive education confirms that vocational education, including higher education, provides the best vocational rehabilitation and subsequent successful employment of people with disabilities in the labor market. A key contribution to solving this problem is made by universities that create adapted educational programs for this category of students. The article summarizes the experience of the Bauman University on the creation of adapted basic professional educational programs for students with disabilities. The features of the organization of the inclusive educational process of learning, the features of the development and implementation of its methodological support: curricula, calendar educational schedules, competency matrices, work programs of disciplines and practices, assessment and other teaching materials are analyzed. The development and institutionalization of adoptive basic professional educational programs allows the university to pursue a targeted policy of attracting students with disabilities to higher education and ensures the success of mastering professional higher education programs approaching 90%, with 100% successful subsequent employment of graduates.
