The experience of distance education in system of higher education in Azerbaijan

The purpose of this study is to study and analyze the experience of distance education in the higher education system of Azerbaijan. This study is a qualitative study that explores distance learning practices, and document analysis of quality methods has been used. The study identified the history of distance education, the world's first distance education schools, higher education institutions. At the same time, during the pandemic, statistical indicators of the change of the form of education and the transition to distance education and the number of students were determined in connection with the suspension of the teaching and learning process in Azerbaijan. The decisions of the Ministry of Education regarding the introduction of distance learning were commented in the study. During the pandemic, the difficulties encountered in starting distance education were identified. Complex events held in educational institutions were discussed. It reflects how distance education is applied in higher education institutions and a number of measures taken by the Ministry of Education to adapt to this form of education, which is a sudden transition for students and educators. Today, the system of higher education around the world continues to take measures to effectively organize educational activities in the context of the COVID-19 pandemic. All METHODS OF TEACHING AT HIGHER EDUCATIONAL ESTABLISHMENTS Issue I (81), 2021 131 countries of the world had to face unexpected difficulties in connection with the introduction of self-isolation. The higher education system was "on the front lines" with a large number of people. The closure of higher education institutions and the emergency transition to distance learning have led to obvious problems, mainly due to insufficient technical equipment, lack or poor preparation of both teachers and students to work in the new environment. These and other problems pose another challenge to the higher education system in a critical situation. At the same time, along with the obvious challenges and problems, the new format of distance learning provides a wide range of opportunities and prospects for change and improvement of educational systems, for which the critical situation creates forced conditions. The article substantiates the importance of effective distance learning in higher education in the context of the COVID-19 pandemic and outlines the main problems of the individual in the relationship "teacher-student" in quarantine. The current stage of informatization of society cannot be imagined without the introduction of information and communication technologies in all parts of the education system, educational institutions and government. These technologies are especially relevant in quarantine, as they allow you to implement distance learning. It is also important that distance education expands and renews the role of the teacher, makes him a mentor-consultant who should coordinate the cognitive process, constantly improve the courses he teaches, and increase creativity and skills in accordance with innovations and innovations. During distance education, there is also a positive impact on higher education: increasing their creative and intellectual potential through self-organization, the desire for knowledge, the use of modern information and telecommunications technologies, the ability to make responsible decisions. The analysis of the research devoted to distance educational process, has allowed to reveal its other basic features, in particular: orientation on independent cognitive activity; significant potential opportunities for distance learning to intensify educational and cognitive activities; the possibility of organizing open learning, expanding the audience of consumers of educational services; integration of world educational services; reduction, under certain conditions, of material costs for the organization and implementation of the learning process.

This chapter gives an overview of Indian Higher Education system with special reference to Open and Distance Learning. It enlists the merits and limitations of Open and Distance Learning system. It also focuses on complexities and weaknesses of Indian Higher Education comparing it with the educational policies in other Asian Countries. The chapter describes the limitations of Higher Education System in India and discusses the reforms and restructuring announced by the ministry of education in India. The issuance of the Law No. 20 of 2003 concerning the National Educational System further strengthened the existence of the Distance Education System which was regulated further through Ministry of Education and Culture Regulation No. 24 of 2012 and Ministry of Education and Culture Regulation No. 109 of 2013. The issuance of both regulations also provided opportunities for public and private higher education institutions to administer distance higher education platform, so that universities in Indonesia had many opportunities to provide their learning services through distance learning. Accompanied by technological advancements, the distance learning process got the opportunity to meet the community’s expectations for the reach of higher education. Serious management was needed in managing the teaching and learning process in distance education. Each media had its own characteristics and capabilities in reaching its audience. Therefore, it was necessary to observe what media that should be used in the teaching and learning process. To answer this problem, through ethnomethodology methods based on constructivist thinking, and based on the theory of diffusion-innovation, media interpersonal communication, and decontextualisation of messages, the results of this study provided an overview of how media selection and media utilization in the teaching and learning process in the distance education method.

The article studied the principles of distance education in the educational process and its use in distance learning in Ukrainian higher education institutions. The research was developed through an exploratory and empirical study. The results proved the effectiveness of introducing distance learning in the higher education system; as it helps in the formation of new management approaches in the distance education system. Based on the analysis, proposals were developed for the organization and improvement of distance education at the university.

Currently, in the context of severe quarantine restrictions, one of the promising areas of the formation and development of the higher education system is the problem of its comprehensive informatization, which is based, first of all, on improving the information and educational environment for learning and the development of distance learning. Therefore, serious attention is paid to the development and implementation of modern information technologies in teaching practice. All this fully applies to the development of distance learning, which allows each person to improve their educational level with a minimum interruption from production, in their free time and according to an individual training program. Taking this into account, at the present stage of reforming the higher education system in the world, it is becoming more and more difficult to look for effective directions for training highly qualified specialists using traditional teaching aids, to respond promptly and promptly to the emerging needs of the labor market without understanding a large amount of relevant and accurate information. The article carried out a theoretical and methodological study of the very essence of distance education, and also investigated the main methods for assessing this type of education in a pandemic situation. The novelty of the article lies in the acquisition of the development of theoretical and methodological aspects of methods for assessing distance education in COVID-19 conditions.

Este texto tem como objetivo apresentar uma concepção de práticas de campo e sua função na formação de professores de Geografia. A história dos cursos de formação de professores, junto com as bases legais que regem o currículo e o sistema de ensino superior demonstra a existência de uma relação integrada entre os momentos de campo e o processo de formação de geógrafos que atuarão em sala de aula. A identificação desta relação propicia um caminho de construção da sistematização das práticas de campo para que seja gerada uma concepção fundamentada teórico-metodologicamente. Os momentos de constituição das práticas de campo, planejamento, execução e avaliação integram os processos de aula e trabalho. A compreensão é gerada a partir do entendimento do sistema de relações estabelecido. O campo oferece na formação de professores de Geografia dinamicidade, integração universidade- sociedade e riqueza no ensino e aprendizagem através dos momentos do desvendar-mundo pela ótica da ciência geográfica. The history of professors training courses, along with the legal bases governing the curriculum and the higher education system demonstrates the existence of an integrated relationship between the moments of field and the process of training geographers who will act in the classroom. The identification of this relationship provides a way to build the systematization of field practices, so that a theorical and methodologically based conception can be generated. The moments of constitution of the field practices, planning, execution and evaluation integrate the processes of class and work. The understanding is generated from the understanding of the system of relationships established. The field offers in the training of professors of Geography dynamics, integration university-society and richness in teaching and learning through the moments of the unravel- world from the perspective of geographical science. Технологии меняют образ жизни и деятельность человека. Глобальная сеть Интернет облегчает быстрый доступ к полезной информации. Социальная, культурная и образовательная конкурентоспособность находятся под влиянием образовательных технологий, которые положительно влияют на стиль, продолжительность и метод обучения в высших учебных заведениях. Дистанционное образование возможно применять и как полноценную самодостаточную форму, и как дополнение к классическому обучению в аудиториях. Автор рассматривает в статье дистанционную форму обучения как альтернативу традиционной форме преподавания в вузах на время периодов самоизоляции (пандемии, сезонные карантины), а также как дополнение к традиционным формам обучения. Анализируются проблемные и положительные аспекты применения данной формы. Указаны возможные форматы обучения в условиях дистанционного образования. Выделены сильные и слабые стороны использования некоторых технологий. Technologies alter the way of living and work of a person. The Internet world network makes it easier to quickly access useful information. Social, cultural and educational competitiveness are influenced by educational technologies that positively influence the style, duration and method of education in higher education institutions. Distance education can be used as a full-fledged self-sufficient form, or as a Supplement to classical training in classrooms. The author considers distance learning as an alternative to the traditional form of teaching in higher education institutions during periods of self-isolation (pandemics, seasonal quarantines), as well as as an addition to traditional forms of education. The problem and positive aspects of using this form are analyzed. Possible formats of training in the conditions of distance education are specified. The strengths and weaknesses of the use of certain technologies are highlighted.

The Kyrgyz higher education institutions are failing to meet the newly emerging challenges. Despite the efforts and jobs done, the effective results are not being achieved in the education and research sphere as desired. In this article, we give the examples of “Lean principles” implementations around the world as one of the solutions to the above mentioned challenge. In the last part of the article, we discuss a status quo of these principles in Kyrgyz higher education system.
