The object of research is the state regulation of the turnover of cosmetic products and some aspects of their implementation in Ukraine. Investigated problem. The issue of import substitution of Ukrainian cosmetic products and the increase in their production and sales in the Ukrainian and foreign markets is an urgent reason for the dynamic development of the cosmetic industry and the diversification of its traditional forms and directions of application. The solution to these problems mainly depends on the level of technical regulation by the state and requires proper legislative support in accordance with the requirements of international standards and EU directives. The main scientific results. The foreign experience of regulatory support and state regulation of the turnover of cosmetic products (CP) is summarized. The problems of technical regulation of cosmetic and medicinal cosmetics in Ukraine are identified. An addition to the draft national technical regulation for cosmetic products is proposed and recommendations for its rational use are given. The prospects of introducing quality management systems at enterprises engaged in activities at all stages of the CP life cycle are determined. Innovative technological product. A model has been developed to improve the current regulatory and technical framework governing the CP turnover in Ukraine, and an algorithm for its implementation is presented. The relevance of methods and means of ensuring the quality, safety and effectiveness of CP by introducing quality management systems at all stages of its life cycle is determined. The scope of the innovative technological product. The developed proposals are recommended for implementation in the system of state regulation of the CP turnover in order to ensure its quality, effectiveness and safety for the health of consumers.

Recently the issues of quality management are becoming urgent in Lithuania. They are discussed and aspiration greatly improve the quality of activity in institutions of education are declared. But in the sphere of education the tendency to speak more than really work still remains. Many education organizations define quality as the major priority of their activity. But to declare or define is one thing and seek for that quality is another thing. The application of ISO standards in institutions of education still remains problematic. It is often tried to create own distinctive standards while ISO standards are acknowledged and applied on an international scale. It is understandable that institutions of education are specific and they rather differ from, let`s say, business organizations. Nevertheless, international ISO standards can and must be applied. Considering the process approach which is fixed in the ISO standards, every organization should effectively manage all occurring processes. Everything what happens in the processes later reflects in production or service in one way or another. According to this approach, the management of processes is rather complicated in organizations of education. The management of such processes, if it exists at all, is divided and fragmental. The application of statistical methods analyzing quality management issues in organizations of education is also problematic. It is undoubtedly that implement of quality management systems in organizations of education is especially urgent because it is a grave tool to basically improve the activity in all organizations of education. <p>The implementation of Quality Management System (ISO 9001) by BP2T in both Sidoarjo and Sragen Districts has been considered successful in transforming the existing paradigm of service which had been criticized as being irresponsive, untrustworthy, and not oriented toward public interest. The existence of service culture oriented toward public interest has been in doubt due to the prevailing perception that quality culture has not developed within the Government’s bureaucratic environment. This study has aimed at: 1) analyzing the Government employers’ attitudes toward the implementation of ISO 9001: 2) explaining the impacts of the attitudes on the service behaviors among those Government employers who are more responsive toward the public interest. The study shows that there has been a significant positive attitude among the employers toward the implementation of ISO 9001 which has, in turn, positively correlated with their responsive service to the public.</p><p>Key words: ISO 9001, employees’ attitudes and behaviors, BP2T, Government employers</p>

The article noted that feed-in tariffs are effective enough to attract consumers to participate in the process of improving power quality and reactive power compensation. It is shown that the application of premiums and discounts must not modify the revenues of the budget of ESO. Otherwise there is a contradiction to the principles of state regulation of tariffs for services of natural monopolies. In this case, legal barriers do not allow to use the model in practice. The proposed criteria that must be considered in the development and approval of the scale of discounts and allowances to ensure the legal purity of the incentive rate, to avoid its cancellation, as it was in 2000. Then, the proposed mechanism of discounts and allowances with the support of the Antimonopoly service and the Ministry of justice of the Russian Federation was cancelled as violating the principles of state regulation of tariffs in the conditions of the natural monopoly position of the network organization.

The HRN EN ISO/IEC 17020:2005 requirements have been applied to the auditing of the operation of the stations for technical inspection of vehicles which, as part of the system of technical inspections and registration of vehicles in the Republic of Croatia is carried out by the Croatian Automobile Club, based on the public accreditation issued by the Ministry of the Interior of the Republic of Croatia. The direct consequence of the application of this standard, i. e. the implementation of the quality management system is the improvement of the quality and efficiency in performing the respective activity, thus raising the level of technical roadworthiness of vehicles, i. e. traffic safety on the roads in the Republic of Croatia. Total Quality Management (TQM) adalah sebuah filosofi manajemen yang dapat membantu organisasi untuk memiliki konsistensi akan efektivitas dan efisiensi dari produksi dari organisasi. Motivasi dari penelitian ini adalah disebabkan oleh adanya peluang untuk excess of inventory, defect serta over-processing didalam keseharian proses produksi dari Georgette Textiles meskipun dengan adanya implementasi TQM. Penelitian ini dimaksudkan untuk mengevaluasi efektivitas dari implementasi TQM pada Georgette Textiles. In-depth interview dengan Ibu SH dilakukan oleh peneliti untuk memperoleh informasi mengenai efektivitas implementasi tersebut. Dapat disimpulkan bahwa Georgette Textiles memiliki efektivitas dalam implementasi total TQM meskipun terdapat isu didalam waste management namun hal tersebut dapat ditoleransi. Meski demikian quality benchmarking dapat dilakukan untuk meraih kecemerlangan bisnis dan mengeliminasi quality gap didalam produksi.
