Digital diffusion in healthcare is poised to usher delivery of care in integration with software as a service to the edge. Time compression due to the latter may catalyze the convergence between "sense and response" in a manner which may enhance quality of service (QoS) or quality of care at the point of contact (PoC). Digital transformation is likely to influence the broad spectrum of instances ranging from high acuity patients to preventive care scenarios. Access to healthcare for individuals before they become patients may eventually lead to improved health and reduced healthcare cost.

The article presents selected issues related to the digital transformation of Poland from the perspective of local government. It poses the following questions: How should we understand the digital transformation in general and the digital transformation of local government? Why should local government choose this path for transformation and what impact does it have? The article uses the method of analysis and criticism of the literature. The conclusions drawn from the research are as follows: the digital transformation of local government is the entirety of the changes taking place in it in terms of the services, processes, resources, organizational culture and competences using digital technologies. The purpose of these changes is to improve the quality of life and achieve the goals of sustainable development. Each local government unit must enter the path of digital transformation. It is an objective of necessity resulting mainly from social needs (expectations) for which the local government has been appointed. These needs can be divided into several categories. Residents require easier shopping and handling of administrative matters, as well as access to information and efficient communication. They also report the need for improving the conditions of work, maintaining employment, and accessing professional development. The expectation of reduced social inequalities remains valid. Residents and entrepreneurs expect Internet access and free mobility, and the latter also require support in optimizing business processes. In the conditions of developing the digital economy, we also expect the creation of an efficient system of warnings about threats and ensuring safety on the Internet. All aspects cause changes in the economy and the financing of local government. These mainly concern its functions and scope of performed tasks, the how social needs are satisfied and the tools used.

Current development and management of economic activity is largely associated with the implementation of the concept of the digital economy, which poses new challenges for business intelligence. The set of tasks is formed in order to develop business intelligence so that it matches the improved management of economic subjects, and to ensure the quality of business processes when digital technologies are introduced. Improved management based on the concept of the business environment implies that monitoring principles are used to analyze the behavior of external business environment participants with the purpose to build a rational partnership relationship. The digital economy creates information opportunities in this area, as it provides the access to Big Data and their processing using Big data analytics technologies. With regard to the requirements of management, the article analyzes the behavior of elements of the internal business environment to develop a management solution to improve the effectiveness of their behavior. The high quality of the solution is provided by the information model being a highly adequate image of a particular object under control and the ability of the control apparatus to fully realize the volume of its inherent functions. Under these conditions, the digital transformation of analytical processes is based on its own information platform, which should use breakthrough digital technologies. The research uses such methods as systemic analysis to generalize the modern concepts of economic system management, development of digital technologies and their introduction into management decision-making processes.

An important area of services research gathering momentum is the ability to take a generic business process and instantiate it by selecting services that meet both the functional and non-functional requirements of the process owner. These non-functional or quality-of-service (QoS) requirements may describe essential performance and dependability requirements and apply across different logical layers of the application, from business-related details to system infrastructure; i.e., they are cross-cutting and considered multidimensional. Configuring an abstract business process with the “best” services to meet the process owner’s multidimensional end-to-end QoS requirements is a challenging task as there may be many services that match to the functional requirements but provide differentiated QoS characteristics. In this chapter we explore an approach to discover services, differentiated by their QoS attributes, to configure an abstract business process by selecting an optimal configuration of the “best” QoS combinations. The approach considered takes into account the optimal choice of multi-dimensional QoS variables. We present and compare two solutions based on heuristic algorithms to illustrate how this approach would work practically.
