The main issues of quality management in the construction industry and their role in the company are highlighted in the article. The main subsystems of quality management are defined. The grouping of the most significant risks in construction from the point of view of quality assurance of documentary, personnel, material and technical support is conducted. The necessity of joint formation of quality management and risk management systems for the purpose of effective and long-term functioning of construction enterprises has been argued.

The problems and prospects of its application from the standpoint of management systems are highlighted. The article explores the role and importance of outsourcing for managing business processes at enterprises of the construction industry. Since the main purpose of managing construction enterprises is to achieve high technical and economic indicators, compliance with the terms of construction of objects and their construction, ensuring an increase in profitability and profitability of operations in the long-term perspective. This is possible with the use of outsourcing, which, unlike subcontracting, is aimed at providing profitability by concentrating on the performance of priority activities for which the construction company has the highest level of competence. Also, outsourcing involves taking risks and responsibilities of an outsourcing company for the quality of running business processes. This is a significant difference from the subcontract works and allows forming the long-term competitive advantages of the construction enterprise.

Today organizations are required to deal with and manage a variety of challenges in their day-to-day activities. Examples of these challenges are issues related to quality of products/services, environment, employees’ safety and health, corporate social responsibilities, risks and many others. In response to these challenges, several Management Systems (MSs) and Management Systems Standards (MSSs) have been introduced in recent years to systematically guide an organization to cope with these challenges. The need to create Integrated Management System (IMS) is the result of increase in the number of these MSs and MSSs. There are also evidences in literature and practice that organizations have slowly started to tackle the IMS issue. The journal papers’ related to MSs Integration field, highlight that in theory any two MSs or even more are potentially capable of being integrated. In this study, it will be shown that the attitudes and approaches behind the two important function-specific MSSs developed by ISO Organization, i.e. Quality Management System (QMS) and Risk Management System (RMS) are largely similar and complementary. Hence, the integration of these two MSs seems justifiable. The main driver for such integration is to reduce the number of MSs in an organization and hence to decrease the number of resources employed. Also it will be demonstrated that the integration of these two MSs will result in more significant background, cultural context, techniques, procedures and synergy to an organization.

Developing countries face various challenges in implementing bio-risk management systems in the laboratory. In addition, educational settings are considered as workplaces with biohazard risks. Every activity in a laboratory facility carries many potential hazards that can impact human health and the environment and may cause laboratory incidents, including Laboratory Acquired Infections (LAIs). In an effort to minimize the impact and occurrence of these incidents, it is necessary to evaluate the implementation of a bio-risk management system in every activity that involves handling biological agents. This study was conducted in an Indonesian higher-education institution, herein coded as University Y. This is a descriptive, semi-quantitative study aimed at analysing and evaluating the implementation of the bio-risk management systems used in laboratories by analysing the achievements obtained by each laboratory. The study used primary data that were collected using a checklist which referred to ISO 35001: 2019 on Laboratory Bio-risk Management. The checklist consisted of 202 items forming seven main elements. In addition, secondary data obtained from literature and document review were also used. The results show that out of 11 laboratories examined, only 2 laboratories met 50% of the requirements, which were Laboratory A and B, achieving good performance. Regarding the clauses of standards, a gap analysis identified leadership, performance evaluation, and support as elements with the lowest achievement. Therefore, corrective action should be developed by enhancing the commitment from management as well as improving documentation, policy, education and training.

The article discusses the features of implementation a risk management system in the framework of customs control. The relevance of the problems under consideration is due to the fact that the activities of customs authorities in practice, like no other area, are directly related to various risk zones. The main task of the customs authorities is very closely intertwined with the goals of risk management. This is a systematic identification and, most importantly, prevention and leveling of risks and threats arising in various fields of activity at any stage of crossing the customs border. Customs activity in the risk management system is not only a process of identifying risks, but also a way of thinking, without which the customs authorities may not react to various situations and provide for the necessary initiatives, and this process is usually called “risk analysis”. Of particular interest in this vein is the construction of a structured system by the risk management process. This is due to the need for a clear passage of all stages of customs control of goods when crossing the customs border while meeting all standards. The unification of such a process is necessary. Clarifies the concept of risk management in relation to the customs control system from an operational and practical point of view. The article considers such elements of the risk management system as: statistics, implementation of the risk management system in various countries, the advantages of customs risk management, the process of risk management in customs control. Particular attention is paid to the benefits of customs risk management. The elements of the risk management system are highlighted; the effectiveness of risk management in customs control is assessed. Analyzed the problems of the risk management system in customs control. Particular attention is paid to the advantages of customs risk management, which are classified according to the following criteria: achievement of the organization’s goals; improved management processes; improved public and business profile. Proposals for improving the risk management system in customs control are presented.

Many business leaders believe that a comprehensive risk management system provides an essential foundation for maintaining competitive advantages. Moreover, the company is today in the need to set up this device since its environment is unstable and it is constantly changing. In the current circumstances of the virulent pandemic COVID-19, risk management is gaining importance. The majority of Moroccan companies, especially SMEs, are still in an embryonic stage with regard to the practice of risk management. It should be noted that certain SMEs have set up, in particular in the food industry, a food risk management system since this is of a regulatory nature. The results of empirical research have shown that the implementation of a quality management system or an integrated quality and food safety system in the companies promotes risk management. The risk approach is a transversal approach that allows companies to improve their operation and be resilient.

This article is dedicated to the problem of the lack of a systematic approach in the creation of financial and business plans at construction enterprises. The current policy in the field of long-term management does not imply the existence of a strictly regulated procedure. As a rule, this process each time has a new structure and a new toolkit. And given the current trend towards clustering in the construction sector, such a situation could adversely affect the further development of the entire industry. The article suggests a description of the multi-level management system of a construction enterprise. This system is based on comprehensive programs that allow, through a centralized management function, to streamline the process of solving the basic tasks facing the construction company in the framework of the entire construction industry. The program method proposed by the authors is an addition to the already used planning methods and allows to overcome the difficulties that arise in connection with the territorial concentration of the construction complex.

Actuality and relevance of implementation of the risk management processes in the general system of management in organizations are justified in this article. Three major issues can be pointed out as referred to the implementation of the risk management system in modern organizations, such as 1) a high level of costs combined with relatively long payback period; 2) lack of the universal approach to the implementation of the risk management procedures; and 3) difficulties in identification of perspective directions of the systems under consideration. The basic directions of development of the risk management systems in the corporate structures are defined based on the results of comparative analysis of the experience of Russian and foreign companies. The activity in the field of risk management of such corporations as “Rusgidro”, “NMLK”, the Investment Company “RUSS-INVEST”, “Severstal”, “Gazpromneft”, “Metalloinvest”, “Philips”, “Nestlé”, and “Unilever” became the object of our research. Comparative analysis of practices of implementation of the risk management system has been performed based on the following criteria: organizational structure of management, register and prioritization of risks, structure and methods of risk management, and effectiveness of the risk management systems. The results of the study allowed identifying the following basic directions of development of the risk management systems in the corporations: amending register of prioritization of risks; increasing level of integration of the risk management procedures into the basic business processes of the corporations; expanding of use of the external assessments, credit rankings, etc. in the framework of implementation of the risk management procedures; increasing level of unification of methods of risk assessment and management that finally would be a prerequisite for improving effectiveness of the risk management systems in organizations.
