The article considers the theoretical aspects of the digitalization of economic relations in Russia, identifies the features of the digital transformation of the economic system and the formation of the digital state. The advanced industries and the most developed digital technologies by Russian companies are identified. The focus is on the digitalization of the financial sector: the main trends and directions of the process are identified, the level of development and implementation of financial technologies in the framework of the formation of the fintech industry is considered.

The aim of the article is to present the role of the financial system in economic growth and development. The first part presents the traditional understanding of the relationship between the economic system and economic growth. The second part presents the experience of financial crises and their impact on the conversation on the mutual relations between the financial sector and the real sector. The third part shows the role of the state in the financial system. The article describes the arrangement of interrelated financial institutions, financial markets and elements of the financial system infrastructure.  It shows what part of the economic system the financial system is, and whether it enables the provision of services allowing the circulation of purchasing power throughout the economy. The article presents the important role of the financial system, the role related to the transfer of capital from entities with savings to entities that need capital for investments. It shows the financial system as a set of logically related organizational forms, legal acts, financial institutions and other elements enabling entities to establish financial relations in the real sector and the financial sector, and this system forms the basis of activity for entities using money, enabling the conclusion of various economic transactions, in which money performs various functions. The article also presents the concept of a financial crisis as a situation in which there are rapid changes in the financial market, usually associated with insufficient liquidity or insolvency of banks or financial institutions, and as a result, a decrease in production or its deepening. The article also includes issues related to the impact of public authorities (state and local authorities) on the financial system in the economy.

The purpose of the research is to study the problems of the competence interface of personnel management of business structures in the context of digital transformation and to justify the organizational and managerial measures for its development and effective use. The analysis of various approaches to highlighting the competencies of personnel in the digital economy, by which is meant the confident and selective use of information and communication technologies in the ecosystem, is presented. It is determined that the use of digital technologies is a prerequisite for ensuring the competitiveness of business structures. The leading role of “soft” skills, including both cognitive and socio-behavioral abilities, is substantiated. A three-module model of personnel competencies in the context of digital transformation is suggested, in which such digital competencies and skills as: working with digital technologies, creative thinking and behavior, professionally oriented skills in the field of production and managerial activities are highlighted. The use of the competency-based approach to the digital transformation of economic processes helps to increase the adaptability of the existing system of economic relations to the conditions of the new technological structure, and provides the possibility of introducing end-to-end technologies into management decision-making processes in order to increase their efficiency.

This paper focuses on Dubai’s positive attitude toward the digital transformation of the financial sector and the development of fintech due to the growth of financial technology. After a review of the fintech literature, the paper highlights Dubai’s dynamic financial ecosystem, including the diffusion of innovative digital technologies related to fintech. Among the main factors explaining the unstoppable growth of financial technology in Dubai are a flourishing of innovative fintech startups that have revolutionized the financial service sector, a private sector interested in partnering with financial ventures, an appropriate regulatory regime, and updated to the evolution of fintech, and supportive government policies. Regarding Dubai’s post-COVID efforts toward the digital transformation of the financial sector, the paper argues that the emirate’s fintech ecosystem represents a challenging paradigm for the business world.

Digital technologies and their tools are fundamentally changing not only the technological order, but also the economic system. Recently, researchers and the business community attention has been focused on digital companies born in the era of the modern Internet and offering value propositions based on digital technologies and their cross-border properties. But how multifaceted and heterogeneous the nature of the technologies is, so complex and multidimensional is the process of their implementation, which transforms not only the company’s IT environment, but also the whole strategic management system. In the process of this transformation, companies face a range of challenges that can lead to devastating consequences. Understanding the sources and nature of these challenges allows to find ways to overcome them and transform them into competitive advantages. The structure of the article includes two blocks. The first block summarizes evolutionary ideas about transformation through its main constructs, parameters, and stages. The second block shows the study and systematization of the challenges that lead the waves of digital transformation in the context of their impact on the parameters of the strategic management system.


The article describes the main threats and opportunities for the use of digital technology by universities. We considered the features of the functioning of universities in the digital economy. In the study, we applied the method of a balanced scorecard, which allows integrating estimates of diverse activities to assess the overall result of the university’s socio-economic system in the development of digital technologies. Achieved results. An original balanced system of indicators of the digital transformation of the university has been formed. The study will improve the effectiveness of tactical and strategic management of a university due to the authors' recommendations for the formation of indicators for assessing and regulating the digitalization processes at the university.

The increasingly stellar attraction of the digital technologies and the growing, though not universal, consensus of the need to build a sustainable future, are two powerful trends within society. The aim of this article is to offer an exploratory review of how the leading companies within the digital transformation market have addressed sustainable development. As such, the article’s originality and value lie in offering a review of current corporate thinking within that market. The study adopts an inductive, qualitative approach based on an examination of published company reports, and identifies six major sustainability themes being actively promoted and supported. The article concludes that the current sustainability objectives of the technology companies are driven as much by commercial reality as any altruistic motives, and that support and promotion of the circular economy may offer the best opportunity for digital technologies to meaningfully impact sustainable development.

The financial crisis that emerged during 2007 and overwhelmed the financial system in late 2008 also brought to the fore some of the obvious failings of the style of modelling that had been fashionable in central banks in the previous decade. The shift to Dynamic Stochastic General Equilibrium models (DSGE) of whatever sort left no real scope for money and financial markets to have an impact on the real economy. This was in part because equilibrium models based on theory are unlikely to be designed to cope with a period of disequilibrium, which is when the financial system becomes important in macroeconomics. DSGE models come in various guises, and it was common to operate with a three-equation model with demand, supply and the interest rate as the equations. It is hard to see how the financial sector could fit into this, or what use it would be even if it were included. Larger DSGE models that respect the national income identity are easier to augment with a financial sector; but even that developed by the US Federal Reserve (see Edge, Kiley and Laforte, 2010) tends to return to equilibrium rather more rapidly than seems reasonable.
