Research on rural consumption is an important prerequisite for analyzing rural consumption market. The research on rural consumption in Sichuan province shows that the trend of rural consumption is good, the demand is huge, the will is strong, the structure is optimized and the environment is improved, but it is influenced by Covid-19. It also reflects farmers limited disposable income, lack of social security, lack of financial support and new consumption ecological weakness.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

From national security and social security to homeland and cyber-security, “security” has become one of the most overused words in culture and politics today. Yet it also remains one of the most undefined. What exactly are we talking about when we talk about security? This book examines the discursive versatility and semantic vagueness of security both in current and historical usage. Adopting a philological approach, the book explores the fundamental ambiguity of this word, which denotes the removal of “concern” or “care” and therefore implies a condition that is either carefree or careless. Spanning texts from ancient Greek poetry to Roman Stoicism, from Augustine and Luther to Machiavelli and Hobbes, from Kant and Nietzsche to Heidegger and Carl Schmitt, the book analyzes formulations of security that involve both safety and negligence, confidence and complacency, certitude and ignorance. Does security instill more fear than it assuages? Is a security purchased with freedom or human rights morally viable? How do security projects inform our expectations, desires, and anxieties? And how does the will to security relate to human finitude? Although the book makes clear that security has always been a major preoccupation of humanity, it also suggests that contemporary panics about security and the related desire to achieve perfect safety carry their own very significant risks.

We analyzed the changes in, and sources of, income for the elderly from 1989 to 1999 using data from The Survey of the Health and Living Status of the Elderly in Taiwan (Bureau of Health Promotion, 2009). Monthly monetary income was higher in 1999 than 1989, and was higher for males than females. Approximately half of the females stated that money from private income was their main source of income and their income from employment, savings, and investments was lower than that of males. The number of elderly whose main source of income was a government allowance, in the form of social security, increased in the 10-year period with twice as many females being dependent on this source of income as males. The results suggest that there is a connection between low monetary income and so-called affection income as the main source for the elderly. Those receiving financial support from sources including private income and other relatives, had much lower monetary income than those who relied on employment, retirement pension, or savings.

The relevance of the article lies in the analysis of domestic experience, to improve the current state of the social sphere of Ukraine, the order of social status. Identify the positive features of social protection of internally displaced persons in our country. Identify practical transformation tools for Ukraine in this area. The current time requires the elimination of the existing difficulties of internally displaced persons, the development of civic consciousness, the strengthening of national unity and multi-level cooperation, international, but taking into account their own realities. A significant force in helping the authorities to every migrant, to every person, to a family that has received the status of internally displaced is the existing experience of Ukrainian practice, gained from the experienced trials. The main purpose of the study is to study the needs of internally displaced persons in order to determine priority areas for minimizing the negative manifestations of their integration in host communities, realizing the positive potential of forced internal migration of the population in Ukraine, taking into account the characteristics of individual regions and lessons from national experience. The article examines the state of expenditures on social security, including social protection of internally displaced persons, analyzes the financial support of citizens of various segments of the population in accordance with the status of internally displaced persons. An infographic of the integration of immigrants in the proportional regional spectrum of the country’s geography is given. The indicators of budget expenditures of Ukraine an analyzed according to the economic classification. Highlights the positive dynamics of the functioning of social security. The scientific concept of stratification of the analysis of the needs of each link of the internal movement of micro level modeling a developed. Identifying priorities and focusing resources on improving the life of internally displaced persons allows you to overcome crisis phenomena and have a high level of advantages in policy regarding the strategy of social work on adaptation and integration.

The features of financing social transfers through the main forms of social protection – social security, social insurance, and social assistance – are investigated. Weaknesses and ways to improve the domestic social protection system are identified. Approaches to solving financing problems in the field of social protection of the population are proposed.

Introduction. The state of financial provision of social protection at the expense of budgetary funds is an important issue for each state. Purpose. The purpose of the article is to scientifically substantiate the theoretical foundations of social protection of the population and the sources of its financial support. Results. Expenditures on social protection of the population occupy a significant place in the state expenditures of Ukraine. Through the system of social protection during 2010–2016, about 23% of GDP was allocated. A tendency towards a decrease in their share (in 2016 – 18,2%) was revealed. Budget financing takes the lead in the system of sources of financial support. Due to the budget system, 10.8% is distributed, while in the structure of total expenditures of the Consolidated Budget expenditures on social protection and social security make up 59,6%. A comprehensive analysis of the dynamics of volumes and structure of budget financing during 2007–2017 was conducted. A tendency towards annual growth of expenditures on social protection has been established, and it has been found that their growth rates during the investigated period significantly exceeded GDP growth rates. A significant level of centralization is established. Such a situation requires the optimization of budgetary expenditures on social security and social security and the modernization of sources of their financial support. Conclusions. The main vectors for improving the budget financing of social protection and social security in Ukraine are: – decentralization of budget financing of social protection and social security; – provision of social transfers based on the verification of the property and financial status of the recipients; – the targeted nature of social assistance; – monetization of subsidies; – optimization of the state policy in the labor market with a view to its rapid adaptation to structural changes taking place in the economy; since socially-market economy is aimed not only at social protection, but also the creation of such an organizational and economic mechanism that would contribute to reducing the part of the population that needs state paternalistic care (social assistance).

Abstract With the help of narratives of migrant workers in Kuala Lumpur, Malaysia, this article seeks to understands the impacts of the covid-19 (known as the 2019 novel coronavirus) pandemic on the rights of their children and children’s siblings in Pakistan. The pandemic impacted the flow of remittances to their families, which further impacted children’s right to education, livelihoods and food. They also revealed that the pandemic had impacted their children’s right to protection, play and development. Children had lost the freedom to play and go outside, socialise and learn. Migrant workers’ children and siblings with limited financial support should have been provided with adequate financial and social security support by Pakistan, but they were not. They also revealed that during the pandemic, children were also regular victims of harsh treatment and physical abuse by adult family members, reflecting the exacerbation of issues of breaches of their fundamental right to protection and emotional integrity.
