CONCEPTUAL APPROACHES TO FINANCIAL SUPPORT OF THE SOCIAL SPHERE

The article presents the basic conceptual approaches to the interpretation of the definition of the social sphere and the mechanism of its financial support, gives the views of Russian and foreign scientists on the nature and content of the studied economic category, considers the existing problems in solving social issues in the conditions of market economic relations, models and features of financial The social security mechanism used in Russia and abroad assesses the role of the social sphere in the development of the economy.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

Gendering human security is useful for making explicit the role of practice and actors, and the power relations between them, attributed through socialized and naturalized characteristics of the feminine and masculine. It offers analytical and empirical insights that release human security discourses from the stranglehold that a state-based, militarized security perspective has thus far had on the definition of security as a whole. A gender-based human security analysis reveals what human security means when understood through the power and practices of domination and marginalization, and more specifically the extent to which the militaries are capable of contributing to human security today. In feminist approaches as well as many human security perspectives, security has been delinked from the state and discussed in terms of other referent objects. Feminist and human security share a “bottom-up” approach to security analyses, but feminists have identified a gender blindness in human security theory. Gender is a primary identity that contributes to the social context in which the meaning and practice of security unfolds. Gendering human security exposes how the security needs of individuals are also identified in relation to specific groups, which reflects the feminist understanding of humans’ relational autonomy and implies that human security is not individual but social security when gendered.

Based on the analysis of current legislation governing administrative relations in the security and defense sector, the article analyzes the place and role of social security in the national security system and formulates a number of scientifically sound proposals for further intelligence in this area. It is emphasized that a characteristic feature of the organizational and legal mechanism of national security of Ukraine in the social sphere as an object of public administration is the loss of the category of social security integrity of clearly defined areas of public relations, as the interests of individuals and forms of government do not always coincide. The mechanism of social security is in a state of constant transformation, reflecting in most cases the negative consequences of a non-systemic approach to creating an effective model for countering challenges and threats.

Negative trends in the social sphere and the social problems that exist because of this lead to a sharpening of state national security issues. At the same time, domestic and foreign scholars do not pay sufficient attention to the psychological component of social security, which characterizes the subjective assessment of the state of the social sphere development by the population. This very aspect of social security has become a basis for the formulation of the research goal as an analysis of the state of social security of Ukraine in a regional context in accordance with the system of indicators taking into account the psychological component. The main methods of the investigation are analysis, synthesis, comparative analysis, cluster analysis method. The practical result is the definition of the main components of national security, special attention is paid to the analysis of the interpretation of the definition of “social security” by domestic scientists. The expediency of allocating the psychological component of social security has been substantiated. The list of social security indicators has defined in accordance with the methodological recommendations for calculating the level of economic security of Ukraine, namely: the ratio of nominal wages to the subsistence minimum per working age person; the ratio of the size of the labor pension to the subsistence minimum of the disabled persons; the number of HIV-infected persons with the first diagnosis, persons per 100 thousand people); the number of patients with active tuberculosis with the first diagnosis, persons per 100 thousand people; level of crime. The so-called indexes of social tension have been added to this list, which take into account the psychological aspect of the population of the state, namely: arrears of wages; the level of payment by the population of housing and communal services; the level of registered unemployment; the number of employees who were in forced full-time employment. A cluster analysis of the regions of Ukraine has carried out on the basis of the listed social security indicators, which resulted in the definition of regions with high indicators of social security, namely: Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Luhansk, Odesa and Kharkiv regions.

Introduction. For a more accurate assessment of dynamics and achievement of set goals in the social sphere, research on methodological issues of social security and the development of indicators system for its assessment and monitoring are relevant. Theoretical analysis. The article examines theoretical aspects of the “social security” definition, identifies approaches to the definition of this concept and methodological difficulties in interpreting the assessment of the regional systems’ socio-economic security. Empirical analysis. To analyze the dynamics of the Russian regions’ social security level, an integral index was compiled on the basis of statistical indicators and a social security rating of 82 Russian regions was built. It includes 16 indicators in 5 groups, characterizing the main sphere of social security. Results. The revealed polarization of the Social Security Index values indicates the uneven social development of Russian regions, which is a significant threat to the economic security of the national economy as a whole and economic development in particular. Conclusions. The analysis made it possible to assess the level of Russian regions’ social security, to compile a rating and grouping of Russian regions according to the level of social security.

The paper examines and compares how the major sociological theories treat axiological issues. Value-driven topics are analysed in view of their relevance to society in times of crisis, when both societal life and the very structure of society undergo dramatic change. Nowadays, social scientists around the world are also witnessing such a change due to the emergence of alternative schools of sociological thought (non-classical, interpretive, postmodern, etc.) and, subsequently, the necessity to revise the paradigms that have been existed in sociology so far. Since the above-mentioned approaches are often used to address value-related issues, building a solid theoretical framework for these studies takes on considerable significance. Furthermore, the paradigm revision has been prompted by technological advances changing all areas of people’s lives, especially social interactions. The global human community, integral in nature, is being formed, and production of human values now matters more than production of things; hence the “expansion” of value-focused perspectives in contemporary sociology. The authors give special attention to collectivities which are higher-order units of the social system. These units are described as well-organised action systems where each individual performs his/her specific role. Just as the role of an individual is distinct from that of the collectivity (because the individual and the collectivity are different as units), so too a distinction is drawn between the value and the norm — because they represent different levels of social relationships. Values are the main connecting element between the society’s cultural system and the social sphere while norms, for the most part, belong to the social system. Values serve primarily to maintain the pattern according to which the society is functioning at a given time; norms are essential to social integration. Apart from being the means of regulating social processes and relationships, norms embody the “principles” that can be applied beyond a particular social system. The authors underline that it is important for Ukrainian sociology to keep abreast of the latest developments in the field of axiology and make good use of those ideas because this is a prerequisite for its successful integration into the global sociological community.

<span><em>This study aims to explain the influence of the Social Security </em><span><em>program on performance and job satisfaction and job stress as a mediating </em><span><em>variable. In addition, this study also describes the effect of job satisfaction on </em><span><em>the performance and the effect of work stress on performance. The relationship of </em><span><em>each variable in this research is to be measured by conducting a survey on 145 </em><span><em>employees of private companies that included in Social Security program on </em><span><em>DIY and Solo. Then the path analisys used to test the effect of social security </em><span><em>program performance in mediation by job satisfaction, performance and job stress</em><span><em>, job satisfaction, and examines the effect on the performance and the effect of </em><span><em>work stress on performance. The results showed that the social security program </em><span><em>significant positively affects job satisfaction and performance. Job satisfaction was </em><span><em>also positively and significantly affect performance. Even though mediating role </em><span><em>of job satisfaction in the relationship between social security program performance </em><span><em>partial. Because merely direct relationship between social security program with </em><span><em>greater performance than the mediating role of job satisfaction. Social Security </em><span><em>program did not significantly affect the stress of work, as well as job stress did </em><span><em>not significantly affect performance. Therefore, the mediating role of work stress </em><span><em>on the relationship between social security program with the performance did not </em><span><em>occur. The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.
