It is in the nature of social policy for social welfare services to adapt to the social demands that arise as a result of changes in social structure. Meanwhile, it is a distinguishing feature of social welfare that special attention is paid to specific social groups, particularly vulnerable and difficult communities. The economic, political, and social factors of a society influence the direction of social service policy objectives, which is also influenced by the broader trend of social development, particularly global modernization and the transformation of local social structures. As a result, sorting out and analyzing the external environment and circumstances of the development of social services is both theoretical and practical.

In the article there are analyzed external links of the large multidisciplinary institution of the social support of the population «Scientific and Practical Center of Rehabilitation» from the point of view of the identification of relationships of social partnership in them. These relationships were shown to have diverse forms and are implemented in terms of the participation of representatives of various sectors in the activity of collective bodies of institution’s management. There is demonstrated the significant role of relationships of the social partnership in the determination kinds, volumes, quality and circumstances of the provision social welfare services to the population.

本文通過對歐洲社會福利政策研究中社會排斥和社會融合取向的作用進行簡要的歷史回顧,並反思社會排斥為主的福利政策研究取向對中國福利政策研究的影響。通過對有關農民工社會福利制度現狀的研究文獻綜述,筆者發現,大多數的研究實際上都是取自社會排斥角度,在探討社會排斥研究模式可能在中國社會福利研究體系中可能存在的困難和不足,筆者提出重新整合社會排斥和社會融合的必要性。第一,整合社會融合的研究模式與中國政府提出的社會和諧目的相一致;第二,整合社會融合的研究模式凸顯社會資本在幫助農民工融入城市的重要作用,有利於減少社會因福利支出而增加的經濟負擔,容易為政府所接受;第三,整合社會融合的研究模式可以進一步促進福利主體間的合作,包括與政府的合作,市民社會之間的協作和融合等;第四,整合社會融合的研究模式有助於政策研究者有技巧和彈性地與政府溝通,有助於政策的落實與實現;最後,整合社會融合的研究模式有助於發展農民工在城市中的代言人,如社會工作者隊伍和 NGO 機構等。 This article begins with historical review on the roles of social exclusion and social inclusion in social welfare policy research in European area. And then critical reflect on the difficulties of social-exclusion-focused research model which domains the Chinese social welfare policy area. Basing on the literature review, through discussing on the current difficulties and insufficiencies of peasant workers' social welfare in China, the integrated model which should view social inclusion and social exclusion as one whole to be social welfare policy research model was proposed to meet the ultimate goal of social welfare policy. The importance of the integrated model was also discussed in the article as: First, integrating social inclusion perspective is consistent with the social harmony tenet which is highlighted by government; Second, integrating social inclusion perspective pays more attention on the functions of social capitals which may play an important role in facilitating peasant workers to adapt to urban cities, at the same time, social capitals may reduce the social welfare economic burden which can be easily accepted by government and facilitate the collaboration with government. Third, integrating social inclusion into social welfare policy research may facilitate the collaboration with government and reduce the tension between urban and rural. Forth, under the integrated model, social welfare policy researches may communicate with government flexibly and get more government support to make the policy realized; and finally, the agencies who can stand for the voices of peasant workers, such as social work team, NGO institutions can be developed rapidly.

China's welfare system has been a typical ‘residual welfare regime’, but the economic reform and market-oriented transformations in recent decades have weakened the original well-balanced ‘residual’ and ‘needs’ pattern. Marketisation of social welfare has intensified social inequality as those who are less competitive in the market-oriented economy have encountered tremendous financial burdens in meeting their welfare needs. In order to rectify the social problems and tensions generated from the process of marketisation of social welfare, the Chinese government has adopted different policy measures to address the pressing welfare demands from the citizens. This article examines how a local government in Guangzhou, capital city of Guangdong province, has responded to the call of the central government in promoting social harmony in the context of growing welfare regionalism emerging in mainland China. More specifically, with reference to a case study of Guangzhou, this article discusses how Guangzhou residents assess their social welfare needs and expectations, and how they evaluate the municipal government's major welfare strategies. It also reflects upon the role of the state in welfare provision and social protection, especially when many social welfare and social services have been marketised in the last few decades in China.

Because social welfare policy tends to be among the least-preferred courses in the social work curriculum, using contemporary films to augment the course content may help students gain awareness of the nature of the relationship between micro- and macro-level social work. Films may also help to bring abstract policy concepts into a more grounded and focused format. The purpose of this article is to explore the use of contemporary film in teaching social welfare policy in courses by presenting three films as case examples along with suggested discussion questions for each. The article concludes by discussing a framework and criteria for the selection and use of films for social work curricula.

Civil organisations services and care operating in the social field are an important part of the social network since they contribute to the social inclusion and increasing life quality of excluded social groups. The Social Welfare Issuer (PMKS) is a person or family who, because of an obstacle, difficulty or disruption, can not carry out their social functions and therefore can not establish a harmonious and creative relationship with their environment so that they can not fulfill their (physical, spiritual and social) needs adequate and reasonable (Thamrin, Masril & Sembiring, 2016). This research has a point to find out how an illustration the depth to live happily and prosperous people the scavengers. A method is executed by qualitative narrative, by interview depth and observation. Researchers had conducted interviews with two subjects that work as scavengers. Results in getting is the depth to  live happily of both the subject of very simple with the fulfill of needs and there is also social security for them. They could only fulfill their needs by gathering used goods erratic the amounts of each day and it becomes happiness its own for both subject. However in fact what happens is that social services agency and the central administration has not given a guarantee or assistance which could be used by both subject. Researchers advice for governments is to give the assurance that it is set in accordance with law social welfare, so that the scavengers can receive their rights .

The object of the research is to determine the major lines in forming the social process mechanism and elaborate the recommendations on improving the social policy of agricultural farming community. The article examines the social factors, indicates the trends of making management decisions on the social process of agricultural enterprise, reviews the theoretical aspects and outlines the basic arrangements of forming the social process mechanism, proposes the milestones of forming and implementing the social policy system, as well as defines the method of analyzing social process. The elaborated recommendations on improving the social policy of agricultural farming community, which consist in selecting effective forms and methods of satisfying the demands of different social groups and their sources of financing, are of practical importance.
