The prerequisites of optimal plan for resource management of an agricultural enterprise to get the maximum profit with ensuring acceptable dynamics of resource potential are analyzed in the article. It is established that the maximum level of economic return is possible in special condition with corresponding alternation of resource-restoring and intensive mode. Moreover, the intensive mode is inefficient in special economic conditions due the aftereffect of this mode critically reduces the resource potential of an agricultural enterprise. It is proved that the optimal plan of the proposed mechanism resource management has common features with an intensive resource using mode than with a resource-restoring one. It indicates about the economic orientation of optimal resource management. The resource-restoring practice is a necessary tool for ensuring a sustainable level of resource potential. Based on the results of a comparative analysis with alternative scenarios for the development of resource management practices, the effectiveness of the optimal plan is proved. Effective management of production conditions that form the resource potential of agricultural enterprises creates competitive advantages in the form of additional economic benefits. This is a necessary prerequisite for the reproduction of resources of an agricultural enterprise as the basis of sustainable development of agricultural enterprises. It is proposed to use the principles of dynamic programming in the resource management of agricultural enterprises. Dynamic programming is defined as an effective alternative to adaptive mechanisms for improving the management of the resource potential of agricultural enterprises. The main advantage is the implementation of the goal-setting function of the management system in the system of strategic planning of enterprise development.

Introduction. The system of restrictions in resource use in agriculture is ineffective, because it is artificiality in managerial influence. However, objective conditions have a significant impact. On the one hand, the resource potential of an agricultural enterprise is based on mechanism of biological systems development and management practice should be based on them. On the other hand, the management of an agricultural enterprise is guided by the strategic goal of maximizing the return of resources and its purpose in generating profit. Thus, there is a contradictory process of ensuring the productive capacity of natural resources and the formation of appropriate financial and economic performance of attracted resources at the heart of resource potential management. Methods. Studies are conducted on the basis of abstract and logical, and constructive methods. The methodological basis in preparing the material made dialectical method of knowledge of social and economic phenomena. Results. The initial problems of instability of resource use are analyzed in the course of the research. The solution of it is put in the formation of the main components of the mechanism of resource management of agricultural enterprises potential. It is established that a mandatory element is to take into account the time factor when planning resources and forecasting the profitability of the economic model of an agricultural enterprise. It is proved that the mechanism of resource management of agricultural enterprises potential should be based on the development of the economic potential of management practice. It is proposed to use the principles and methods of financial and investment management in the resource potential management system of agricultural enterprises. Discussion. Therefore, the of resource management of agricultural enterprises potential is to determine ecologically acceptable sequence of technological regimes for growing cultures in science-based agriculture and implementation marketing benefits in existing and future financial and economic conditions. The implementation of the mechanism concept ensures effective balancing of a wide range of tasks, which is the basis for sustainable development of an agricultural enterprise. Introduction. Ensuring the effectiveness in special circumstances is the most important factor of good implementation of the system of controlling, monitoring and diagnostics in the management practice of an agricultural enterprise. It means to be able to adapt to the conditions of formation and implementation of innovations. Obviously, this requires not only expanding the functionality of controlling, monitoring and diagnostics, but also a corresponding reorganization of management practices. Methods. Studies were conducted on the basis of general scientific methods, abstract and logical, and constructive methods. The methodological basis in preparing the material made dialectical method of knowledge of social and economic phenomena. Results. In the course of the research, the conditions for the functional efficiency development of the controlling, monitoring and diagnostics system as a coordinating system of the enterprise management were analyzed. It is established that unjustified differentiation of economic activity leads to the loss of connecting links. In this way, the monitoring function is limited by the capabilities of local controlling. The new essence of effective organization of management practice of an agricultural enterprise with the transition of its perception from the traditional model to the modern one is proved. The main function of the system of controlling, monitoring and diagnostics is determined by the goal-setting of management practice. It is proposed to use the principles of adaptive organization of the agricultural enterprise to implement the functional load of the controlling, monitoring and diagnostics system. Discussion. An adaptive organization is a dynamic system. So it requires appropriate indicators to track processes in a diverse dimension. Moreover, the effectiveness of the implementation of processes requires diagnostics for determine its optimality for replication in the current and future activities of enterprises. Determining optimality attributes requires appropriate monitoring and quick updating. Therefore, the main perspective is in systematization the information functions of controlling, monitoring and diagnostics and integrating them into the management activities of agricultural enterprises. It is established that for the effective functioning and ensuring a high level of competitiveness of agricultural formations it is necessary to qualitatively develop all the constituent elements of the resource potential of the business entity. The main place in this belongs to the assessment and effective use of fixed assets, material, labor, financial, information components of the resource potential of the agricultural enterprise as a basis for successful and socio-economic development of the whole system. It is determined that the strategically oriented resource potential of agricultural formations is the availability of a sufficient number of quality resources of the economy and strategic competencies in the management to form and implement a strategy of action to achieve the goals of the enterprise. Methods for assessing the effectiveness of resource management of agricultural formations are studied. The method of determining the integrated indicator of the efficiency of the resource potential of the enterprise in terms of financial, material and labor resources is considered. Integral assessment allows you to compare the achieved level of management efficiency as a whole resource potential of the enterprise and its individual components for a certain period, for a better understanding of the situation, the period is chosen not less than 5 years. Formed stages of the process of forming strategic management of resource potential of agricultural formations which include strategic analysis, development of strategic goals, formation of strategic standards, strategy selection depending on the level of resource potential, formation of measures to ensure effective strategy implementation, evaluation and control of the proposed strategy. The assessment of the level of efficiency of resource potential management and its components of agro-formation is carried out and the matrix of actions according to the reached level of efficiency of resource potential management is filled. The calculation of single, group, complex and integrated indicator of efficiency of management of resource potential of agroforming is carried out. The defined level remains only at a sufficient level, which necessitated the formation of an overall strategy for resource management. A system of strategic management of resource potential is proposed, which demonstrates the process of formation of resource potential and exerts managerial influence on economic processes and its strategic development. The system of strategic management of resource potential is primarily focused on the effective implementation of the functions that underlie agricultural formation. The basis of the developed system was the task of rational and balanced formation of resource potential and to ensure the competitiveness of the economy.

The purpose of the paper is to identify an effective method for assessing economic security and to formulate conceptual and strategic directions for raising the level of economic security of agricultural enterprises operating in conditions of instability and uncertainty. Methodology. In the process of research, general scientific and specific research methods were used. In particular, the method of statistical analysis was used in determining the dynamics of the number of agricultural enterprises. The methods of synthesis and analysis were used to identify the negative trends that affect the activities of agricultural enterprises. Using from abstract to specific methods, an algorithm for assessing the level of economic security of agricultural enterprises and the formation stages of the enterprise economic security concept were determined. Results. The article defines the main modern functioning tendencies of agricultural enterprises. It is suggested to use such means as financial, human resources, legal, informational, organizational to ensure the proper level of economic security of agricultural enterprises. The article states that the methodology for assessing the level of economic security consists of two approaches: qualitative and quantitative determination of the level of economic security. The authors systematize the indicators for assessing the level of economic security of the agricultural enterprise. The basic features of the economic security concept of agricultural enterprises are determined. The general strategies of the enterprise are described, which can be used both for agricultural enterprises and for other companies of different branches of the economy, in accordance with the level of economic security. Practical meaning. The article provides materials that give an understanding of the algorithm for assessing the level of economic security of an agricultural enterprise. The authors present the systematization of components and indicators for assessing the level of economic security, which in practice allows the most effective and reliable determination of the level of economic security. The detailed description of the company’s general strategies allows us to identify and implement precisely the strategy that will maximize the level of economic security of the enterprise. Strategic directions improved by authors for the formation of economic security of agricultural enterprises provide the opportunity to identify the necessary tools, with the help of which it is possible to achieve the maximum level of economic security of the enterprise. Value/originality. The paper analyses the methodology of evaluation and conceptual-strategic directions of economic security of agricultural enterprises, which proves the urgency and necessity of the considered issues. The presented results of the research and the propositions on the strategic improvement of the economic security level of agricultural enterprises can improve the efficiency of the enterprises of the agrarian sector. Taking into account the significant contribution of agriculture to the country’s economy, the research allows improving not only the performance of individual enterprises but also the effectiveness of the national economy as a whole.


The article covers the process of statistical observation in agricultural statistics of Ukraine. It is established that the sta-tistical data are based on the reporting of agricultural enterprises and is the basis for the compilation of 19 statistical forms, namely 9 year, 1 semester, 2 quarter, 7 months. It has been found that product balances are calculated for the most important products annually, quarterly and monthly at the country level. Balances in terms of agricultural enterprises and households are in the regions. In product balances, an assessment is made of output, intermediate consumption and value added. Different methods have been formed on the basis of calculations of the basic statistical indicators of production of crop and livestock production. In the analysis of statistical reporting, a list of shortcomings in the objectivity of the reflection of transformational changes in the domestic agricultural sector of Ukraine is distinguished. When conducting the All-Ukrainian Agricultural Census, it is necessary to allocate from the whole set of farms of the corporate sector of the agrarian economy a group of subsidiaries with the use of an expanded system of indicators that will allow them to assess the state of their resource potential and development prospects, to conduct a comparative analysis with other subjects of agribusiness that are not part of agroholdings and other agro-industrial associations. In the course of the research it was discovered that agroholdings and other agro-industrial associations are not subject to statistical study, but their activity plays an important role in agricultural production. We consider it necessary to develop the legal regulation of the activities of all members of the agroindustrial association for the analysis of their activities as legal entities on the basis of consideration of consolidated financial statements submitted by them to the State Statistics Service of Ukraine. It has been established that the agricultural census is an indispensable element of agrarian statistics, since it is not possible to obtain the most complete and detailed information on the current state and prospects of the development of agricultural business entities, the availability and use of their resource potential without end to end, which will eventually allow them to form an effective agrarian and food policy. The study found that the structural indicators of gross output and gross value added of agriculture is affected by the fact that the level of current prices used in calculations of household products by 30-40% higher than the price level for similar products of "non-financial corporations" of agricultural purpose . At the same time, differences in current prices in the regions of Ukraine also lead to inequality of physical volumes of production and value added; therefore, it is necessary to improve the work of the national accounting system for the formation of common comparable prices for agricultural products and to evaluate the volumes of production and value added on the basis of special calculations. We believe that in order to avoid problems arising when calculating cross-sectoral comparative analysis, it is necessary to improve the informational and methodological support of dynamic characteristics of gross value added in comparative prices. The priority directions of improvement of the current methodology of food balance production in accordance with inter-national standards have been formed, namely: further work on the methodology of calculating the level of consumption based on the balance of food resources in accordance with international standards, including determining the level of consumption in terms of nutrition elements; revision of the coefficients of conversion of food products into agricultural products, taking into account changes in the technology of its production; Expansion of the existing system of balance of food resources, etc. We believe that the lack of necessary opportunities in the development of statistical support for the functioning of the agro-food sector of the economy is due to the lack of financial resources for the collection of primary data. The main reasons for the weakness of the development of agricultural statistics are established. We believe that it is ne-cessary to establish a systematic assessment based on the use of the system of identical international criteria, which would help to carry out a detailed diagnosis and analysis of current statistical opportunities for each country. We have proposed the need to create an analytical center under the Ministry of Agrarian Policy and Food of Ukraine, which will ensure the integration of all state information resources about the country's agroindustrial complex, the creation of a single automated system for collecting and detailed analysis of data on the state of the domestic agricultural sector and agri-cultural infrastructure, forecasting the development of agricultural markets. The article considers the components of investment management processes to reproduce the resource potential of agricultural enterprises, which include investment strategy, principles and methods of management, objects and subjects of management. It is generalized that expanded reproduction is a constantly regenerative process of conducting production activities on an increased scale, which in agricultural enterprises is carried out under the influence of bioclimatic, economic, social factors that determine its specificity and characterize the use of resources and production and economic relations. It is argued that the resource potential of an agricultural enterprise should be considered as a set of labor, material, intangible, financial, innovative and managerial resources of a certain quantity and quality, which will help achieve development goals taking into account natural, climatic and economic conditions. The constituent elements of management of investment processes of reproduction of resource potential of agricultural enterprises are substantiated, which include: investment strategy, management goals, management factors, principles and methods of management on factors, management resources. The set of principles as a basis of tools of development and realization of investment strategy is systematized and supplemented by general economic principles and principles of planning, principles of coherence of investment strategy. .It is offered at development of investment strategy to supplement the allocated principles with the principle of a priority of a choice of directions of investment activity that will allow to allocate projects of the priority realization which correspond to the strategic purposes of the enterprise. It is argued that the specifics of investment activities of agricultural enterprises are due to the following factors: natural and climatic conditions, organizational and economic mechanism of management, investment climate (regulatory regulation of investment), and features of agriculture. It is highlighted that the main task of investment activity as an element of the reproductive system of the enterprise is to create sufficient resources at the initial stage - on the terms of simple reproduction, at the second stage - on the terms of expanded reproduction. The research paper deals with the formation of new scientific decisions regarding the improvement of the processes of resource management of agrarian enterprises on the basis of economic diagnostics of biofuel consumption. In the course of the research, the essence of the research paper is revealed and the features of the use of tools of economic diagnostics in relation to a particular energy resource as the basis for substantiation of effective management decisions concerning resource management of a modern agricultural enterprise are described. The research methodology is based on the system approach, the identification of causal relationships (deduction, induction) and the synthesis of factors that influence the implementation of the development potential and improvement of resourcing for the operation of modern agricultural enterprises in Ukraine. The research paper systematically presents the processes of providing agricultural enterprise with fuel resources as an element of the resource management system, which focuses on the direction of biofuel consumption, its economic diagnostics, the identification of problems, prospects of use and developmental prerequisites. It is shown that structured integrated economic diagnostics of biofuel consumption by agricultural enterprises as part of a certain system, action algorithm, to a large extent positively influences on the success of application in practice of the tools of resource management of these enterprises, increasing the soundness of managerial decisions in this area. This contributes to a more efficient organization of the processes of the agrarian enterprises of Ukraine, giving an opportunity to respond adequately to the variability of the market environment and create the preconditions for the long-term development.

The subject of the research – is a set of organizational-economic relations arising in the process of structural transformation of financial and credit relations in the agricultural business. The purpose of the article is a retrospective analysis of structural transformations of financial and credit relations in the agricultural business, evaluation of the effectiveness and feasibility of the introduction of agricultural receipts as a new instrument of lending to the agricultural business of the regions. Methodology of work – system-structural and comparative analyzes (to determine the effectiveness of the crediting mechanism according to the agricultural receipts of the farmers of the region); monographic (when studying the problems of the functioning of the mechanism of lending to agrarians by agrarian receipts) economic analysis (when carrying out a comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts); modeling and forecasting (when determining ways to overcome the existing deficiencies in the mechanism of lending to agrarian business entities of the region according to agrarian receipts). The results of the work – a retrospective analysis of the structural transformation of financial and credit relations in the agricultural business was carried out. The mechanism of crediting agrarians according to agrarian receipts and the scale of its distribution in the agrarian business of the region are considered. A comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts was carried out. In the framework of the pilot project “Agrarian receipts in Ukraine” of the international financial corporation (IFC) in partnership with the Swiss Confederation in Ukraine, the example of the Poltava region defined the effectiveness of the crediting mechanism according to the agrarian receipts of the agrarians of the region. The advantages and disadvantages of the mechanism of crediting the subjects of the agrarian business on agrarian receipts are noted. The ways to overcome the existing shortcomings of the mechanism of crediting the subjects of the agrarian business of the region according to agricultural receipts are determined. Conclusions – according to the results of the conducted research, the effectiveness of the mechanism of lending to the agricultural business of the regions according to agricultural receipts was proved, its advantages and disadvantages were noted, and attention was also focused. Proposed in Art. 7 of Law No. 5479-VI clearly delineate cases and restrictions on the debtor’s reimbursement of expenses incurred by the lender with the acquisition of the right to grow and harvest the pledged crop of agricultural products, which will ensure the principle of equality of parties on economic benefits and distribution of credit risks according to agricultural receipts.
