The research paper deals with the formation of new scientific decisions regarding the improvement of the processes of resource management of agrarian enterprises on the basis of economic diagnostics of biofuel consumption. In the course of the research, the essence of the research paper is revealed and the features of the use of tools of economic diagnostics in relation to a particular energy resource as the basis for substantiation of effective management decisions concerning resource management of a modern agricultural enterprise are described. The research methodology is based on the system approach, the identification of causal relationships (deduction, induction) and the synthesis of factors that influence the implementation of the development potential and improvement of resourcing for the operation of modern agricultural enterprises in Ukraine. The research paper systematically presents the processes of providing agricultural enterprise with fuel resources as an element of the resource management system, which focuses on the direction of biofuel consumption, its economic diagnostics, the identification of problems, prospects of use and developmental prerequisites. It is shown that structured integrated economic diagnostics of biofuel consumption by agricultural enterprises as part of a certain system, action algorithm, to a large extent positively influences on the success of application in practice of the tools of resource management of these enterprises, increasing the soundness of managerial decisions in this area. This contributes to a more efficient organization of the processes of the agrarian enterprises of Ukraine, giving an opportunity to respond adequately to the variability of the market environment and create the preconditions for the long-term development.

The prerequisites of optimal plan for resource management of an agricultural enterprise to get the maximum profit with ensuring acceptable dynamics of resource potential are analyzed in the article. It is established that the maximum level of economic return is possible in special condition with corresponding alternation of resource-restoring and intensive mode. Moreover, the intensive mode is inefficient in special economic conditions due the aftereffect of this mode critically reduces the resource potential of an agricultural enterprise. It is proved that the optimal plan of the proposed mechanism resource management has common features with an intensive resource using mode than with a resource-restoring one. It indicates about the economic orientation of optimal resource management. The resource-restoring practice is a necessary tool for ensuring a sustainable level of resource potential. Based on the results of a comparative analysis with alternative scenarios for the development of resource management practices, the effectiveness of the optimal plan is proved. Effective management of production conditions that form the resource potential of agricultural enterprises creates competitive advantages in the form of additional economic benefits. This is a necessary prerequisite for the reproduction of resources of an agricultural enterprise as the basis of sustainable development of agricultural enterprises. It is proposed to use the principles of dynamic programming in the resource management of agricultural enterprises. Dynamic programming is defined as an effective alternative to adaptive mechanisms for improving the management of the resource potential of agricultural enterprises. The main advantage is the implementation of the goal-setting function of the management system in the system of strategic planning of enterprise development.

Today, the problem of increasing the efficiency of large Russian industrial enterprises is one of the most important national economic problems of the domestic economy. Purpose of the study. In this regard, the purpose of the study of this work is to improve the processes of prepa¬ring and mak-ing managerial decisions on the strategic and operational management of industrial enterprises of our country in the current conditions of global instability and increasing international competition. Materials and methods. The scientific provisions presented in the article are an integral set of measures that ensure the implementation of both strategic and operational management algorithms for industrial enterprises. At the same time, the methods of mathematical modeling and financial and economic analytics were used. Results. The results of the study are: a well-founded set of scien-tific provisions on the strategic management of industrial enterprises, as well as a predictive and adaptive approach to the operational management of production companies in the conditions of both stable development of the world economy and international financial and economic crises. On the basis of the developed sets of scientific provisions, sets of mathematical models for the stra-tegic management of industrial enterprises and their operational management are formed. Conclu-sion. The scientific provisions and materials presented in this article enable the heads of industrial enterprises to form holistic and comprehensively justified strategies for their long-term development, as well as algorithms for operational management of industrial divisions of enterprises during peri-ods of global instability.

One of the priority strategic tasks of state policy is the formation of an effective competitive agro-industrial production, which becomes possible if there is the necessary financial support for agricultural enterprises. The financing process in this case is the basis for solving this problem. The article examines the process of financing an agricultural enterprise as a special process that includes financial support and the use of capital. Financial support plays a special role for an agricultural enterprise, since the use of capital is predetermined by the specifics of the activity. One of the ways to finance the agro-industrial complex is self-financing, this allows you to cover current costs, but in the long term does not allow you to increase profits due to an increase in cost. It is economically justified to use debt financing. The peculiarities of agricultural activities lead to the need for financial support from the state. The article discusses the most relevant form of support, namely, subsidizing interest rates on loans.

The purpose of the scientific research is to form the process of personnel provision at the agricultural enterprise and personnel management of the agricultural enterprise to increase its efficiency, identifying key components of personnel provision and their impact on the effective activity of the enterprise. As a result of the study, the place of Ukraine as a country-exporter of agricultural products, especially cereals, in the world space was shown. The market trends of the agricultural sector of Ukraine for 2014 – 2019 are analyzed. The key problems of the agricultural labor market are identified. An organizational scheme-algorithm for the formation of the process of effective personnel provision at agricultural enterprises is proposed, considering the main stages, which is based on a systematic approach. Within the framework of the system-process approach, it is proposed to implement the PDCA methodology, which allows effectively manage the activities of an enterprise on a systematic basis for further effective management of the personnel provision at an agricultural enterprise. Also, significant components of the personnel provision process are identified and, using the analytic hierarchy process (AHP), the influence of these components on the key performance indicators of each individual enterprise are revealed.

Management accounting and management of an agricultural enterprise includes strategic planning and regulation of financial flows. Therefore, at the present stage, the development of measures to develop management accounting and improve the management of financial flows of agricultural enterprises is a significant problem. Management accounting and management of financial flows is the management of cash (financial) flows arising in the process of promotion of tangible and intangible assets. Besides, in the process of management accounting there is a purposeful distribution of financial resources in the logistic financial system of an agricultural enterprise. Management of financial flows is carried out both for the internal environment of the agricultural enterprise and for the external environment. The aim of the article is the justification of theoretical provisions and development of organizational and methodical approach to management of financial flows of agricultural enterprises in the system of management accounting. Objectives of the research: to determine the main components, directions and mechanism of development in the management accounting of financial strategy; to develop a method of management accounting for management of financial flows of developing enterprises, planning to expand their activities in the long term.

Introduction. The importance of personnel management on a strategic basis is determined by the importance of its willingness to work effectively in the long term.This is due to the improvement in its qualification level in making effective managerial decisions, taking into account the trends in the influence of environmental factors in the long term and the strategic priorities of sectoral development of the state. In connection with this, differentiation of approaches to strategic personnel management is noted relevance. Therefore, the purpose of this article is to determine strategic approaches to the personnel management of agricultural enterprises in the process of substantiating of the differentiated development strategies. Methods: analysis and synthesis, analogies, expert method, method of functional analysis. Results. The role of agricultural enterprises, as the main group of producers of the sector, was established by the share of gross output for the period from 2010 to 2018. The profitability levels of agricultural enterprises production were analyzed for various types of products. The prevailing profitability was noted by type of crop production and the prevailing loss rate, except for milk production, by type of livestock production. The expediency of deepening the strategic approach to the personnel management of agricultural enterprises has been proved with differentiation of its role in the implementation of differentiated management strategies in accordance with the three identified groups of enterprises. Four criterias for strategic personnel management in agricultural enterprises were identified: a group of enterprises for which the corresponding strategy is more relevant; emphasis in enterprise management; direction of work of management personnel; emphasis on the implementation of work regarding staff. Discussion for further research are to detail the three identified strategies for the three characteristic groups of agricultural enterprises and to determine the tasks of managerial and production personnel in their formation and implementation. Currently, in all regions of Republic of Belarus much attention is paid to improving the functioning of agricultural enterprises. Due to the fact that their level of liquidity and profitability to a large extent becomes dependent on the current state of the state food market, its ability to meet the needs of legal entities and the population and the ability to purchase high-quality agricultural products have a great influence on agricultural export growth indicators and dependence countries from food imports. In view of this, the concepts of financial results and their role in the development of the activities of an agricultural enterprise are disclosed in this article. The relevance of the topic of this study is due to the fact that at this stage of the development of agriculture in the Republic of Belarus, not only a significant amount of state assistance to agricultural enterprises plays an important role, but also an increase in the efficiency of the agricultural enterprises themselves, an increase in their added value and their products.

Abstract. Today there is an intensification of activities and the associated increase in the dynamics of change in all sectors of the economy, including the agrarian sector, in Ukraine and throughout the world. This makes it urgently necessary for agricultural enterprises to adapt to such conditions in order to ensure the efficiency of their activities and long-term competitiveness. The most effective way to address this issue is to introduce development management of agricultural enterprises. The article considers the concept of «development» and «enterprise development», clarifies the meaning of the concept of «enterprise development management», and defines the purpose of such management. In accordance with the content and the proposed definition of the concept of «enterprise development management», the study highlights its characteristic features. It analyzes the main indicators of development of the agricultural enterprises in Ukraine, which demonstrated deterioration in the dynamics of their performance. The findings show the importance of development management of agricultural enterprises. To find a solution, the article suggests an algorithm for development management of agricultural enterprises that is developed, substantiated and based on the tools of strategic management. Adherence to such an algorithm will contribute to the effective realization of the potential of enterprises, rapid adaptation to changes in the external environment, the formation and implementation of effective development strategies, which will ultimately ensure economic, social and environmental efficiency and long-term competitiveness. The proposed algorithm is typical for agricultural enterprises of different organizational and legal forms of management, size, specialization, etc. and at the same time flexible to take into account the peculiarities of certain types of enterprises, which enables to achieve maximum efficiency of enterprise development on the basis of specification of its certain stages. According to the general theory of systems, agricultural enterprises are from the category of closed systems in interaction with the external environment and they are close to the category of open systems. The decision maker (DM) needs to have information about the current state of the external environment with statistical analysis of the level achieved and forecasts for the future. Therefore, the task of improving the methods substantiating managerial decisions, using the criterion approach with simulation modeling of agricultural enterprises, is relevant. In the course of building the required model, three subtasks were solved: a conceptual model was built, which was transformed into a machine model, calculations were carried out, and the results were interpreted. Simulation modeling of the agricultural enterprise using a computer should study the performance of the agricultural enterprise before it is designed, at the stage of its setting up and in the course of its operation.
