В статье рассмотрены основные технические средства – береговые радиолокационные станции, которые как объект эксплуатации, представляют собой сложную техническую систему, состоящую из конструктивно оформленных элементов с разным уровнем надежности, и часто имеющих самостоятельное назначение, свои частные цели и задачи функционирования. Этап эксплуатации технических средств играет особую роль в процессе жизненного цикла системы управления движением судов (СУДС), поскольку все усилия, затраченные на создание высококачественной системы, могут быть сведены на "нет" неправильно или нерационально организованной эксплуатацией. Следовательно, эксплуатация должна обеспечивать наибольшую эффективность функционирования технических средств. Поэтому, проблема повышения уровня эксплуатационной надежности технических средств СУДС является актуальной, ибо повышение эффективности эксплуатации портов, флота и обеспечение чистоты среды немыслимо без технического, методического и организационного совершенствования береговых СУДС, оборудованных современными средствами радиолокации, связи, телевидения и программно-аппаратными комплексами. Поэтому, объектом исследования являются береговые радиолокационные станции, предмет – их тактико-технические характеристики. Цель исследования – анализ работы технических средств действующей СУДС порта Новороссийск, осуществляющих сбор и передачу информации о судоходной обстановке в районе действия, для интерференционного анализа конфигурации береговых радиолокационных станций при различных параметрах антенн. The article discusses the main technical means - coastal radar stations, which, as an object of operation, are a complex technical system consisting of structurally designed elements with different levels of reliability, and often having an independent purpose, their particular goals and objectives of functioning. The operational phase of the technical means plays a special role in the life cycle of a vessel’s traffic service (VTS), since all the efforts spent on creating a high-quality system can be canceled out by improper or inefficient operation. Consequently, the operation should ensure the highest efficiency of the functioning of the technical means. Therefore, the problem of increasing the level of operational reliability of the technical means of the VTS is urgent, because increasing the efficiency of the operation of ports, the fleet and ensuring the cleanliness of the environment is unthinkable without the technical, methodological and organizational improvement of the coastal VTS equipped with modern means of radar, communications, television and software and hardware complexes. Therefore, the object of research is coastal radar stations, the subject is their tactical and technical characteristics. The purpose of the study is to analyze the operation of the technical means of the operating VTS of the port of Novorossiysk, collecting and transmitting information about the navigational situation in the area of ​​operation, for interference analysis of the configuration of coastal radar stations with various antenna parameters.

His role matures in young Church community, which is escapingfrom Jewish religion.Peter tramps the way from Jerusalem thru Antioch to Rome, confirming his appointing to thefirst among Apostles and to being Rock in the Church. Nascent Rome Church keeps this specialPeter’s succession. Clement, bishop of Rome, shows his prerogatives as a successor of Peter. Later,bishop of Cartagena, Cyprian, confirms special role both Peter and each bishop of Rome amongother bishops. He also was finding appropriate role for each of them. Church institution, basedon Peter and Apostles persists and shows truth of the beginnings and faithfulness to them innowadays papacy.Methodological elements Presented in the introduction let for the lecture of Gospel and patristictexts without positivistic prejudices presented in old literature of the subject.

A special role in the development of a pianist as a musician, composer and performer, as shown by the examples of the well-known, included in the history of art, and the most ordinary pianists, their listeners and admirers, lovers of piano music and music in general, are played by moments associated with psychotherapeutic abilities and music features. The purpose of the study is to comprehend the psychotherapeutic aspects of performing activities (using pianists as an example). The research method is a theoretical analysis of the psychotherapeutic aspects of performing activities: the study of the possibilities and functions of musical psychotherapy in the life of a musician as a “(self) psychotherapist” and “patient”. For almost any person, music acts as a way of self-understanding and understanding of the world, a way of self-realization, rethinking and overcoming life's difficulties - internal and external "blockages" of development, a way of saturating life with universal meanings, including a person in the richness of his native culture and universal culture as a whole. Art and, above all, its metaphorical nature help to bring out and realize internal experiences, provide an opportunity to look at one’s own experiences, problems and injuries from another perspective, to see a different meaning in them. In essence, we are talking about art therapy, including the art of writing and performing music - musical psychotherapy. However, for a musician, music has a special meaning, special significance. Musician - produces music, and, therefore, is not only an “object”, but also the subject of musical psychotherapy. The musician’s training includes preparing him as an individual and as a professional to perform functions that can be called psychotherapeutic: in the works of the most famous performers, as well as in the work of ordinary teachers, psychotherapeutic moments sometimes become key. Piano music and performance practice sets a certain “viewing angle” of life, and, in the case of traumatic experiences, a new way of understanding a difficult, traumatic and continuing to excite a person event, changing his attitude towards him. It helps to see something that was hidden in the hustle and bustle of everyday life or in the patterns of relationships familiar to a given culture. At the same time, while playing music or learning to play music, a person teaches to see the hidden and understand the many secrets of the human soul, the relationships of people.

Received 30 January 2021. Accepted for publication 20 March 2021 The Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC) does not have a legally binding verification regime. An attempt by the Ad Hoc Group of Experts, created by the UN Committee on Disarmament, to strengthen the BTWC by developing a legally binding document – the Protocol, was blocked by the United States in July 2001. The purpose of this work is to study the history, main provisions, significance and reasons for not signing the Protocol to the BTWC. The attention is paid to the events in biological weapons control, which have led a number of countries to the understanding of the necessity to develop the Protocol. The background of the US actions to block this document is the subject of special consideration. During the Second Review Conference on the Implementation of the Convention (8–25 September 1986, Geneva) the USSR, the German Democratic Republic and the Hungarian People's Republic proposed to develop and adopt the Protocol as an addition to the BTWC. This document was supposed to establish general provisions, definitions of terms, lists of agents and toxins, lists of equipment that was present or used at production facilities, threshold quantities of biological agents designed to assess means and methods of protection. The proposed verification mechanism was based on three «pillars»: initial declarations with the basic information about the capabilities of each State Party; inspections to assess the reliability of the declarations; investigations to verify and confirm or not confirm the alleged non-compliance with the Convention. The verification regime was to be under the control of an international organization – the Organization for the Prohibition of Bacteriological (Biological) and Toxin Weapons. However, the US military and pharmaceutical companies opposed the idea of international inspections. The then US Undersecretary of State for Arms Control and International Security, John Robert Bolton II, played a special role in blocking the Protocol. During the Fifth Review Conference in December 2001, he demanded the termination of the Ad Hoc Group of Experts mandate for negotiations under the pretext that any international agreement would constrain US actions. The current situation with biological weapons control should not be left to chance. Measures to strengthen the BTWC should be developed, taking into account the new fundamental changes in dual-use biotechnology. It should be borne in mind, that the Protocol, developed in the 1990s, is outdated nowadays.

Abstract In the presented text the author points out to anthropological as well as axiological foundations of the boxing fight from the viewpoint of Hegel’s philosophy. In the genial idealist’s views it is possible to perceive the appreciation of the body, which constitutes a necessary basis for the man’s physical activity, for his work oriented towards the self-transformation and the transformation of the external world, as well as for rivalry and the hand-to-hand fight. While focusing our attention on the issue of rivalry and on the situation of the fight - and regarding it from the viewpoint of the master - slave theory (included in the phenomenology of spirit), it is possible to proclaim that even a conventionalised boxing fight - that is, restricted by cultural and sports rules of the game - has features of the fight to the death between two Hegelian forms of selfknowledge striving for self-affirmation and self-realisation. In the boxing fight, similarly as in the above mentioned Hegelian theory, a problem of work and of the development of the human individual (that is, of the subject, self-knowledge, the participant of the fight) appears. There appears also a prospect of death as a possible end of merciless rivalry. The fight revalues the human way in an important way, whereas the prospect for death, the awareness of its proximity, the feeling that its close and possible, saturates the life with additional values. It places the boxer, just like every subject fighting in a similar or a different way, on the path towards absolute abstraction - that is, it brings him closer to his self-fulfilment in the Absolute, to the absolute synthesis. The Hegelian viewpoint enables also to appreciate the boxing fight as a manifestation of low culture (being in contrast with high culture), to turn attention to the relations which - according to Hegel - take place between the Absolute and the man, as well as to show which place is occupied by the subject both in the process of the Absolute’s self-realisation and in the German thinker’s philosophical system. Independently of the dialectical, simultaneously pessimistic and optimistic overtone of considerations connected with the very boxing fight (regarding destruction and spiritualisation on a higher level), it is possible to perceive farreaching appreciation of the human individual in Hegel’s philosophy since the Absolute cannot make its own self-affirmation without the individual, without the human body, without the fight aimed at the destruction of the enemy and without the subjective consciousness and the collective consciousness which appear thanks to this fight. Thus, it is justified to suppose that the foundation of the whole Hegel’s philosophy is constituted by anthropology and that in the framework of this anthropology a special role is played by the fight and by work, which changes the subject and his(her) environment. Admittedly Hegel does not emphasise it explicitly, nevertheless his views (with their centre, which, according to Hegel himself and his interpreters, is constituted by the Absolute) have, as a matter of fact, an anthropocentric character and the main source of the subject’s development is the struggle which, irrespectively of its result, always primarily leads to the destruction or even to the death of one of the sides, just like in the boxing fight. However, it is also a germ of the positive re-orientation of the subject, the beginning and a continuation of that what the phenomenology of the spirit describes as a movement towards absolute abstraction.

A systematization of approaches to the definition of «sustainable development» has been provided in this article. It has been concluded that there is no unambiguous definition of sustainable development. This term is interpreted by scholars from the standpoint of their own subjective judgments. The definition given in the national strategy of sustainable development of Ukraine until 2030 can be considered as the most acceptable. It has been noted that in the implementation of the concept of sustainable development, the regional (subnational) level should be the determining factor. This is due to the fact that the region is the subject of integration relations, where the goals of sustainable development are most adequate to its position in the system of management of the national economy and regional association. It has been noted that the implementation of sustainable development tasks at the regional level requires: development of socio-economic and environmental development programs; formation of local budgets taking into account the priority of goals and objectives of sustainable development; implementation of a set of measures for balanced development of regions. It has been determined that for further implementation of the concept of sustainable development in the regional dimension, it is necessary to develop a new methodology taking into account the effective allocation of productive forces. It has been emphasized that the deployment of productive forces is a tool to achieve effective implementation of the concept of sustainable development. A scheme to ensure sustainable development of the regions, taking into account the factors of the APF has been suggested by the authors. There are three main areas: development of sustainable development strategies for each region; the formation of local budgets taking into account the priorities and goals of sustainable development and the formation of an effective policy of the APF in the context of sustainable development. It has been noted that the last area is the main one and needs the most attention in the research process. It has been concluded that sustainable development in the region is possible through the development and implementation of regional strategies and programs of sustainable development, as well as in the development of coordinated regional development policy in the context of sustainable development and local budgets taking into account the priority of sustainable development.

Every educational system has its goals and objectives, curricula and modes of implementation. There is however the need for periodic assessment and evaluation. Specifically, this research paper sets out to evaluate the success or otherwise of the music education delivery system in Kwara state of Nigeria and its implications for the goals of music education in Nigeria. Data were gathered primarily from field situations using empirical and deductive methodologies and secondarily from government publications and other publications related to the subject matter. The paper observes that the noble idea of bi-musicality, a concept that stresses musical literacy in both one's own culture and that of the West is hampered by lopsidedness, crisis of perspectives and inadequate resource materials and persons. There is also a structural defect in the vertical relationship between the various levels of music education in the state. The paper further identifies public perception of music as a Christian subject as one of the obstacles to an effective music education delivery system in Nigeria. The paper concludes that until significant musical theories and conceptual approaches emerge from extensive fieldwork into Nigeria's diverse musical cultures, it will be difficult to develop and sustain an authentic and functional music education framework in Nigeria.

Statement of the problem. The question of the classification of housing legal relations into regulatory and protective ones is not debatable. But not because there is a consensus on this issue in the doctrine, but because until now it has not become the subject of special research. In some works, one can find a brief mention of the division of housing legal relations into regulatory and protective, but it is difficult to find a detailed presentation of the author’s position on this issue. Against the background of the active development of the classification of civil legal relations into regulatory and protective inattention to this issue in the science of housing law looks like a serious omission over the past decades. Goals and objectives of the study. The article discusses the main provisions justifying the classification under consideration, examines the attitude towards it in the literature of a housing legal nature. Research methods: the article uses a logical method, and above all such techniques as analysis and synthesis, functional and comparative legal methods. Results, brief conclusions: ignoring the classification in question leads to contradictions in the doctrine of housing legal relations, to the ingraining of unreliable ideas about the ratio of the categories included in this doctrine. It seems important to carry out further research of housing legal relations on the basis of a consistent classification of housing legal relations into regulatory housing legal relations and protective housing legal relations.

The article considers issues related to the development of a creatively active personality of a preschool child through art pedagogy. The essence, goals and objectives of art pedagogy in the context of preschool education are determined. Possible problems of art pedagogy technologies’ implementation are highlighted: at the organization level of the subject-spatial environment, the readiness of children, teachers and parents. The ways and means of resolving the identified problems are also presented: systematic work with teachers and parents included in joint parent-child projects and ways of transforming the developing subject-spatial environment in preschool educational organizations is proposed. The Reggio approach is presented as one of the most successful forms of implementation: the international experience of applying this approach in preschool organizations is described. Also presented is the practice of Reggio approach implementing on line with art pedagogy in working with teachers and parents, carried out at the Southern Federal University in the form of a short-term project.

‘Modernity’ has long been a working category of historical analysis in Russian and Soviet studies. Like any established category, it bears a history of its own characterised by founding assumptions, conceptual possibilities and lasting interpretive habits. Stephen Kotkin's work has played a special role in framing the kind of scholarship this category has enabled and the kind of modernity it has assigned to twentieth-century Russia. Kotkin's 1995Magnetic Mountainintroduced the concept of ‘socialist modernity’. His continued work with the concept in his 2001Kritikaarticle ‘Modern Times’ and his 2001Armageddon Avertedmarked crucial moments in the history of the discipline and have positioned the author as a pioneering and dominant voice on the subject for nearly two decades. Given the defining nature of Kotkin's work, a critical discussion of its impact on the way the discipline conceives of Soviet modernisation and presents it to non-Russian fields is perhaps overdue. Here, I approach Kotkin's work on modernity as the field's collective property in need of a critical, deconstructive reading for its underlying assumptions, prescribed master narratives, and resultant paradoxes.
