Total Quality Management (TQM) is a method of organizational improvement that is quite widely used in the world. Unfortunately, there are still many failures in its implementation, especially in Indonesia, for many reasons. The aim of this study was to determine the readiness of organizations and individuals in implementing TQM and its influence on the quality performance in Indonesia's manufacturing industries. The sample of this research consisted of 48 employees from about 20 privately owned companies at Jakarta, Bogor, Depok, Tangerang, and Bekasi (Jabodetabek) areas, Indonesia. The data were collected through interviews and questionnaires, followed by statistical analysis with Structural Equation Modelling using Partial least squares (PLS) method. The results of this study indicated that, within the sector, the individual and organizational readiness in implementing TQM, as well as their quality performance, was found to be at a good level. Furthermore, the level of individual and organizational readiness in implementing TQM showed a significant effect on the quality performance, with the significance levels of 84% and more than 99%, respectively. Accordingly, 43% variation on quality performance was influenced by the individual and organizational readiness in implementing TQM, and the rest (57%) was influenced by other factors.

В условиях достижения высоких показателей УИС особую роль приобретает институт Федеральной службы исполнения наказаний в части достижения и укрепления правопорядка в обществе. Представляется важным обеспечить выявление и предупреждение преступности за счет установления надежной охраны и надзора за осужденными, отбывающими наказание на территории объектов УИС. В связи с этим особая роль отводится функционированию КПП, обеспечивающих контроль за проходом людей и проездом транспортных средств на территорию объекта. Именно КПП идентифицируется как наиболее уязвимое место в части проникновения запрещенных предметов и веществ. Вышесказанное обуславливает актуальность исследования, связанного и изучением методов и средств, способных снизить число запрещенных предметов, доставляемых на территорию учреждений УИС за счет эффективной работы досмотровых групп. Цель исследования: изучение специфики работы досмотровых групп на КПП в учреждениях УИС и способов повышения их эффективности для предупреждения проникновения запрещенных предметов. Методы исследования: анализ теоретических, нормативно-правовых источников; общенаучные методы (логический, системно-функциональный, обобщение, анализ и синтез), а также частнонаучные методы (статистический, документальный). Результаты: раскрыто назначение деятельности КПП, их виды и требования к оборудованию для пропуска людей, автомобильного и железнодорожного транспорта. Выделены запрещенные предметы, пользующиеся спросом у осужденных, и каналы их доставления. Рассмотрены проблемы действующих КПП через призму их проходимости. Обоснована важность технического и организационного совершенствования КПП для повышения эффективности правопорядка в учреждениях УИС. Выводы: проблема проникновения в учреждения УИС запрещенных предметов и веществ связана с деятельностью КПП. Требуется постоянное использование передовых технических средств, способствующих эффективной деятельности учреждений УИС и оптимизации работы досмотровых групп на КПП. Представляется необходимым обеспечить финансирование на приобретение соответствующих средств контроля и надзора на КПП, а также оптимизировать порядок предупреждения правонарушений в учреждениях УИС. In the conditions of achieving high indicators of the penal system, the Institute of the Federal penitentiary service plays a special role in achieving and strengthening the rule of law in society. It is important to ensure the detection and prevention of crime by establishing reliable protection and supervision of convicts serving their sentences on the territory of penal institutions. In this regard, a special role is assigned to the functioning of checkpoints that control the passage of people and vehicles to the site. It is the checkpoint that is identified as the most vulnerable place in terms of penetration of prohibited items and substances. The above explains the relevance of the research related to the study of methods and means that can reduce the number of prohibited items delivered to the territory of penal institutions due to the effective work of inspection teams. The purpose of the study: to study the specifics of the work of inspection groups at checkpoints in penal institutions and ways to improve their effectiveness to prevent the penetration of prohibited items. Research methods: analysis of theoretical, regulatory and legal sources; General scientific methods (logical, system-functional, generalization, analysis and synthesis), as well as private scientific methods (statistical, documentary). Results: the purpose of checkpoints, their types and requirements for equipment for passing people, road and rail transport are revealed. Prohibited items that are in demand among convicts and their delivery channels are highlighted. The problems of existing checkpoints are considered through the prism of their patency. The importance of technical and organizational improvement of the checkpoint for improving the effectiveness of law and order in the institutions of the penitentiary system is justified. Conclusions: the problem of penetration of prohibited items and substances into penal institutions is related to the activities of the checkpoint. It is necessary to constantly use advanced technical tools that contribute to the effective operation of penal institutions and optimize the work of inspection teams at checkpoints. It is necessary to provide funding for the purchase of appropriate controls and supervision at the checkpoint, as well as to optimize the procedure for preventing offenses in the institutions of the penitentiary system.

Purpose This study aims to examine the influence of paradoxical leadership (PLSH) on the extra-role service behavior of frontline employees. It analyzes not only direct but also indirect influence through mechanisms that improve the learning (self-improvement) and communication (voice) capabilities of hospitality employees. Design/methodology/approach Data were gathered through structured questionnaires administered to a sample of frontline employees from Spanish hotels. A structural equations model was used to evaluate the theoretical model proposed. Findings The results show both a direct positive effect of PLSH on extra-role service and a mediating effect of employees’ improvement-oriented behaviors on this relationship. These results support the idea that employees under paradoxical leaders seek both self-improvement and organizational improvement through their voice to provide guests with excellent service. Research limitations/implications The findings extend understanding of PLSH’s effects on the hospitality industry through its impact on extra-role service, an essential element of hotel success. Originality/value This study addresses the lack of research on hospitality leadership by analyzing the effects of PLSH on employees’ communication and learning behaviors, as well as on their extra-role service. The authors argue that some behaviors that help hotels compete (e.g. extra-role service) can have paradoxical implications for employees.

Abstract With a conceptual basis in conservation of resources theory, this paper investigates the relationship between employees' career plateau beliefs and their voice behavior, using parallel arguments that reflect resource-conservation versus resource-acquisition logics. The career plateau beliefs–voice behavior link, whether negative or positive, might be invigorated when employees encounter adversity in the workplace, such as due to work pressures (work overload and work–family conflict) or because of how their organization makes decisions (organizational politics and organizational underperformance). Survey data from employees in the Canadian information technology sector provide empirical support for the resource-acquisition logic: career plateau beliefs enhance employees' propensity to offer ideas for organizational improvement, particularly if they suffer from excessive workloads or conflicting work–family demands, perceive organizational decision making as political, and are unhappy about their organization's performance. These novel insights point to the critical role of a stagnated career in triggering, instead of dampening, proactive voice behaviors.

В статье рассмотрены основные технические средства – береговые радиолокационные станции, которые как объект эксплуатации, представляют собой сложную техническую систему, состоящую из конструктивно оформленных элементов с разным уровнем надежности, и часто имеющих самостоятельное назначение, свои частные цели и задачи функционирования. Этап эксплуатации технических средств играет особую роль в процессе жизненного цикла системы управления движением судов (СУДС), поскольку все усилия, затраченные на создание высококачественной системы, могут быть сведены на "нет" неправильно или нерационально организованной эксплуатацией. Следовательно, эксплуатация должна обеспечивать наибольшую эффективность функционирования технических средств. Поэтому, проблема повышения уровня эксплуатационной надежности технических средств СУДС является актуальной, ибо повышение эффективности эксплуатации портов, флота и обеспечение чистоты среды немыслимо без технического, методического и организационного совершенствования береговых СУДС, оборудованных современными средствами радиолокации, связи, телевидения и программно-аппаратными комплексами. Поэтому, объектом исследования являются береговые радиолокационные станции, предмет – их тактико-технические характеристики. Цель исследования – анализ работы технических средств действующей СУДС порта Новороссийск, осуществляющих сбор и передачу информации о судоходной обстановке в районе действия, для интерференционного анализа конфигурации береговых радиолокационных станций при различных параметрах антенн. The article discusses the main technical means - coastal radar stations, which, as an object of operation, are a complex technical system consisting of structurally designed elements with different levels of reliability, and often having an independent purpose, their particular goals and objectives of functioning. The operational phase of the technical means plays a special role in the life cycle of a vessel’s traffic service (VTS), since all the efforts spent on creating a high-quality system can be canceled out by improper or inefficient operation. Consequently, the operation should ensure the highest efficiency of the functioning of the technical means. Therefore, the problem of increasing the level of operational reliability of the technical means of the VTS is urgent, because increasing the efficiency of the operation of ports, the fleet and ensuring the cleanliness of the environment is unthinkable without the technical, methodological and organizational improvement of the coastal VTS equipped with modern means of radar, communications, television and software and hardware complexes. Therefore, the object of research is coastal radar stations, the subject is their tactical and technical characteristics. The purpose of the study is to analyze the operation of the technical means of the operating VTS of the port of Novorossiysk, collecting and transmitting information about the navigational situation in the area of ​​operation, for interference analysis of the configuration of coastal radar stations with various antenna parameters.

The article covers the international standards and reveals their features in the context of the formation of the judiciary as a basis for improving the guarantees of independence of the court and judges. It is established that the reorganization of the judiciary will affect the relationship between the Supreme Council of Justice and the Supreme Qualification Commission of Judges of Ukraine. Ensuring the independence of the judiciary is currently one of the main priorities of this reorganization. It is determined that the main principles of independence of the judiciary and judges are legality, freedom of personal beliefs, in particular, a high level of legal awareness. It is established that one of the guarantees of the independence of the court and judges is the procedure of selecting candidates for the position of a judge. It was found out that a judge could not be subject to disciplinary action for a court decision that he had made, except in cases of a crime or disciplinary misconduct. It is proved that the main grounds for bringing a judge to disciplinary responsibility are: 1) cases of frequent reversal of court decisions made by a particular judge, based on the grounds of their illegality and/or unfoundedness; 2) non-compliance by a judge with the requirements of procedural decisions, which provide the basic principles of the tasks of court proceedings, or failure to take into account some evidence that is present in the case file during the trial and the relevant court decision. It is established that the international standards of formation of the corps of judges are divided into 1) standards that determine the procedure for selection of staff for the position of a judge; 2) standards that contain requirements for personnel applying for the position of a judge; 3) standards that define the features of the training of judges; 4) standards that define guarantees in the course of judges’ performance of their duties. It is proposed to identify areas of legal and organizational improvement of forming the judiciary in Ukraine as the prospects for further research in this direction.

Abstract This paper examines how the shift to knowledge and innovation economy has created new sites for the commodification of language and communication in the context of organizational consulting. The data come from a consultant-led development and training program of the management teams of a Finnish educational organization. In the study, the year-long training was videotaped (45 h) and followed ethnographically. By using rhetorical discourse analysis as a method, we examine how the consultant-led training activities present the role of language and communication in changing working life. The results show how the activities factualize the transformation of work and the centrality of language in this transformation. They conceptualize language and communication as key elements of professional competence and resources for organizational improvement. Moreover, they construct causal relations between organizational success and the ability to assess and modify one’s own communicative behavior. With its focus on language awareness and contextual variation the training differs from settings examined in previous studies where the mechanisms of commodification are based on standardization practices. In conclusion, we reflect the training programs both as indicators and vehicles for social change and discuss how they act as spaces where the new worlds of work are discursively construed.

PurposeIn this paper, we contribute to the theorizing of patient involvement in organizational improvement by exploring concepts of “learning from patients” as mechanisms of organizational change. Using the concept of metaphor as a theoretical bridge, we analyse interview data (n = 20) from participants in patient engagement activities from two case study organizations in Ontario, Canada. Inspired by classic organizational scholars, we ask “what is the organization that it might learn from patients?”Design/methodology/approachPatient involvement activities are used as part of quality improvement efforts in healthcare organizations worldwide. One fundamental assumption underpinning this activity is the notion that organizations must “learn from patients” in order to enact positive organizational change. Despite this emphasis on learning, there is a paucity of research that theorizes learning or connects concepts of learning to organizational change within the domain of patient involvement.FindingsThrough our analysis, we interpret a range of metaphors of the organization, including organizations as (1) power and politics, (2) systems and (3) narratives. Through these metaphors, we display a range of possibilities for interpreting how organizations might learn from patients and associated implications for organizational change.Originality/valueThis analysis has implications for how the framing of the organization matters for concepts of learning in patient engagement activities and how misalignments might stymie engagement efforts. We argue that the concept and commitment to “learning from patients” would be enriched by further engagement with the sociology of knowledge and critical concepts from theories of organizational learning.

The quality of training institutions is an important part of human resource management that needs to be improved. PPSDM Apparatus needs to carry out organizational improvement strategies. Quality training happens if it is supported by all elements of quality education, both training institutions, widyaiswara, and fasilitator of professional training, curriculum relevant to the aims and objectives of training program, the availability of facilities and infrastructure relevant to the needs of training implementation.
