The article considers issues related to the development of a creatively active personality of a preschool child through art pedagogy. The essence, goals and objectives of art pedagogy in the context of preschool education are determined. Possible problems of art pedagogy technologies’ implementation are highlighted: at the organization level of the subject-spatial environment, the readiness of children, teachers and parents. The ways and means of resolving the identified problems are also presented: systematic work with teachers and parents included in joint parent-child projects and ways of transforming the developing subject-spatial environment in preschool educational organizations is proposed. The Reggio approach is presented as one of the most successful forms of implementation: the international experience of applying this approach in preschool organizations is described. Also presented is the practice of Reggio approach implementing on line with art pedagogy in working with teachers and parents, carried out at the Southern Federal University in the form of a short-term project.

In the modern system of preschool education, it is necessary to search for new forms, means and methods of working with the parents of students, focused on involving them in a single educational space for the full development of the child’s personality. Reformations that touched the sphere of preschool education, arouses the problem of cooperation and partnership between preschool teachers and parents as the most important. This article is based on the analysis of the researches of Russian scientists of the past and present, this is why it substantiates the importance and necessity of working on the problem of development the ethno-cultural identity of children of the preschool age in cooperation with their families. It is stated that there are some contradictions between the necessity of developing an ethno-cultural identity of children of the preschool age and the lack theoretical and practical researched of this aspect in the preschool educational system. These facts make the problem of our research particularly relevant. The aim of the research is to define the problem sphere of improving pedagogical skills in the ethno-cultural practice of preschool educational organizations.

The relevance of the article lies in the need to present and introduce Western trends of the scientific foundations of mentoring into the vocational education system, namely preschool educational organizations (PEO) of the Russian Federation. On the world stage, there is a focus on the transformation of the entire educational system expressed in improving the efficiency of educational organizations in accordance with various educational standards: increasing/decreasing the duration of training, revising educational programs and transferring them to a distance format. The domestic experience of research in the field of mentoring (the research was carried out on the basis of the Institute of Psychology and Education of Kazan Federal University) demonstrates modern approaches that can be applied in practice by future and current heads of preschool educational organizations. Long-term research in the field of domestic and foreign mentoring as a factor in increasing the professional competence of novice teachers (Clarin, 2016; Golman, 2019; Whitmore, 2009), as well as teachers with sufficient experience in teaching activities in an educational organization; the study of the “inclusion” of Western methods and techniques of mentoring (budding, shadowing, coaching, advising) in the activities of the head and teaching staff of a preschool educational organization – these and other aspects have been the subject of previous research by the author. The purpose of the article is to apply Western trends in management activities at the level of educational organizations. The article reveals the main approaches of mentoring reflected in the stages: “briefing”, “explication” and “evolution”, in the process of accompanying novice teachers by managers in the practice of the educational organization. The article is for teachers and managers of the education system.

In this article contemporary scholarly thoughts about the significance of artistic labor for the development of preschool children are considered. According to the scientific researches it is clarified that contents of artistic labor for preschool children have considerably expanded in the modern system of preschool education of Ukraine during the last 20 years, it is connected with a large amount of new materials which are accessible for children, attention of teachers and parents, increased opportunities of ideas exchanging with the help of the Internet and new educational tendencies. The concept of artistic labor and its development during the last 30 years has been analyzed. Factors of influence on extension contents of artistic labor of preschool children are clarified. It is discovered that conception about surrounding subject, natural and social world becomes the basis for creative activity of children. That is why forming of the subject and practical competence is a necessary condition for development of artistic and creative abilities of preschool children. It is important to acquaint children with different kinds of artistic creativity, to enrich their knowledge about materials and their properties, the possibilities of intended use, to develop skills and abilities of working with different kinds of materials, aesthetic taste, a positive attitude towards artistic activity, culture of work. Features of the use of artistic labor in order to form the subject and practical competence of preschool children are considered. The tasks of subject and practical activity, which can be solved on classes on artistic labor, are given.

The article analyzes the tasks of implementing the national project "Education" in the region using the example of the Komi Republic. The article examines the conditions for the implementation of a national education project based on the example of the public servant “preschool education”. Based on monitoring indicators of the provision of pre-school education for children aged 1 to 6 years old in educational institutions in the Komi Republic, an assessment is made of the process of providing services by local authorities. The positive dynamics of the provision of public services in terms of the availability of preschool education in the territory of the Komi Republic is revealed. This indicator is ensured by the construction, re-equipment of premises in existing preschool educational institutions, the redemption of premises for placement of nursery groups, as well as by the development of varied forms of preschool education: groups for short-term stay of children, counseling centers of various kinds, groups for the supervision and care of preschool children ages organized by individual entrepreneurs. The article provides a grouping of municipalities by the effectiveness of the provision of public services of preschool education. The article also analyzes the results of the implementation of the national project "Demography", one of the directions of which is the creation of additional places in preschool educational institutions for children under the age of 3 years. Positive factors in the development of the market for preschool services are the presence of a private business and the creation of private preschool educational organizations in the region, the creation of groups for the supervision and care of preschool children organized by individual entrepreneurs. Important for the Far North region is the creation of groups of short-term stay of children in municipal organizations. The analysis shows the activity of government bodies in creating consultation centers for methodological, psychological, pedagogical, diagnostic and advisory assistance to parents in the education and upbringing of preschool children, centers for play support, leisure activities, weekend groups, parent-child club, groups for children disabled people. Digitalization of public administration is implemented through the creation of a regional electronic register of children in need of places in preschool educational institutions of the Komi Republic, which provides the possibility of a "transparent" procedure for the provision of services for receiving applications, registering and enrolling children in preschool educational organizations in electronic form.

The purpose is determination of the design features of the subject-spatial environment for children with disabilities. Identifying the features and aspects of artistic and color solutions when organizing the modern inclusive space for children with special needs, as well as the feasibility of using special equipment and its location in the space of preschool institutions. Methodology. The research is based on a systematic approach that allows us to consider the architectural environment of preschool educational institutions as a hierarchically subordinate integrity. We also used methods of historical, comparative and typological analysis, and field surveys. Results. The article considers the features of the design of the subject-spatial environment for children with disabilities. Particular attention is paid to the creation of special therapeutic zones when planning premises for children with disabilities. The application of harmonious and expressive artistic and coloristic solutions, as well as taking into account the availability of special equipment and its appropriate placement in an inclusive space are considered. Scientific novelty is to determine the features of the formation of subject-spatial environment of inclusive preschool education and systematization of previous research on this topic. Practical significance is to develop project recommendations for the design of inclusive preschools, determine the compliance of their subject-spatial environment to modern requirements and modern regulations, identify the impact of new trends in the formation of the internal environment of kindergartens for children with special needs.

Constructivism, as a theory about learning and knowledge, is the subject of a large number of both theoretical and empirical researches. Views on the values of constructivism range from advocacy to refutation. What is characteristic of modern educational policy is the focus on productivity, activity and knowledge that will be applicable in real life circumstances. The basic idea of constructivism is based on these assumptions. In this paper, we deal with the question of why this approach is extremely important in early childhood. The preschool period is one of the most sensitive periods in development. It is characterized by numerous regularities and specifics, which should be followed within every program intended for the upbringing and education of children in the preschool period. Preschool children are characterized by curiosity, desire to learn, activity but also short-term maintenance of intentional attention, rapid fatigue and loss of interest in things that are familiar to them. Therefore, the constructivist approach in this period is very suitable, because it does not insist on imposing certain knowledge, but suggests an activity based on interests. The modern preschool institution has the task of providing children with a favorable social and material environment that will encourage development through activity and gaining experience and thus support the realization of their potential. The article actualizes the development of preschool children, taking into account the sociocultural characteristics of the village. The authors, based on the analysis of the socio-cultural space of the villages of the Aginsky Buryat District, have identified their features that affect the development of preschool children living in them, which include: a collectivist worldview, valuerational approach to the world; restraint in the manifestation of feelings; leafiness. In the article, on the basis of the implemented innovative projects in preschool educational organizations of the Aginsky Buryat District, the relationship between the socio-cultural characteristics of the village and the development of preschool children is revealed. Thus, the presented experience of preschool educational organizations for the implementation of innovative projects is aimed at the development and familiarization of preschool children with the national culture, contributes to the education of a patriotic person who knows and loves his native land, the formation of a positive national identity, a person who respects his people, his culture and traditions, as well as the wide creation of individual, family, joint projects in order to improve the quality of preschool education in kindergartens. The article provides examples of various educational practices, implemented in preschool educational organizations of the Aginsky Buryat district, in which analytical work has been carried out as well as the criteria base and a developing subject-spatial environment. The authors believe that the development and implementation of innovative projects, the creation of an open cultural and educational environment in preschool educational institutions based on the integration of folk pedagogy and modern educational practices, taking into account the socio-cultural characteristics of the village, is an urgent and promising activity in the field of preschool education related to improving its quality. A system was built up around a minicomputer to process in real time pressure and flow signals collected during the course of three ventilatory mechanics tests: the calculation of the lung volume, the evaluation of the static lung compliance, the analysis of the forced expiratory performance. The subject is seated in an open body Plethysmograph, which allows for the instantaneous calculation of changes in the volume of his thorax and abdomen. The system is controlled through a graphics console which displays the sampled curves and the results of data processing. In addition, the signals can be stored on demand onto a magnetic tape so that the method can be tested and improved off line. The results obtained in healthy volunteers are highly reproducible. A close correspondence is found both in patients and volunteers between computer-derived and hand-calculated results. The computerized system has become a standard equipment of our Lung Function Department, where it allows for a rapid quantitative analysis of lung volumes, lung elasticity and bronchial airflow.

Today, worldview, spiritual and moral problems that have always been reflected in education and upbringing come to the fore in society. In this situation, there is a demand for philosophical categories. One of the priority goals of education in modern conditions is the formation of a reasonable, reflexive person who is able to analyze their actions and the actions of other people. Modern science is characterized by an understanding of the absolute value and significance of childhood in the development of the individual, which implies the need for its multilateral study. In the conditions of democratization of all spheres of life, the child ceases to be a passive object of education and training, and becomes an active carrier of their own meanings of being and the subject of world creation. One of the realities of childhood is philosophizing, so it is extremely timely to address the identification of its place and role in the world of childhood. Children's philosophizing is extremely poorly studied, although the need for its analysis is becoming more obvious. Children's philosophizing is one of the forms of philosophical reflection, which has its own qualitative specificity, on the one hand, and commonality with all other forms of philosophizing, on the other. The social relevance of the proposed research lies in the fact that children's philosophizing can be considered as an intellectual indicator of a child's socialization, since the process of reflection involves the adoption and development of culture. Modern society, in contrast to the traditional one, is ready to "accept" a philosophizing child, which means that it is necessary to determine the main characteristics and conditions of children's philosophizing.
