Abstract: An important stream of cultural policy thinking in recent years has concerned the cluster of public policy interests often subsumed within the term "social cohesion," yet conceptual and analytical examination of the linkages between social cohesion and culture (and, by extension, cultural policy) is young and underdeveloped. To address this situation, cultural researchers from Canada and Europe came together in Edmonton, Alberta, May 26-27, 2000, to participate in a round table entitled "Making Connections: Culture and Social Cohesion in the New Millennium." The round table was co-organized by the Canadian Cultural Research Network (CCRN) and the Cultural Information and Research Centres Liaison in Europe (CIRCLE) and sponsored by the Department of Canadian Heritage. This paper briefly reviews the main themes and ideas presented during this event. Résumé : Un courant important dans la conception des politiques culturelles des dernières années porte sur le groupement d'intérêts en politique publique souvent inclus dans la catégorie « cohésion sociale ». Pourtant, l'examen conceptuel et analytique des liens entre la cohésion sociale et la culture (et, par extension, les politiques culturelles) est jeune et sous-développé. Pour faire face à cette situation, des chercheurs culturels du Canada et de l'Europe se sont réunis à Edmonton, Alberta, les 26-27 mai 2000, pour participer à une table ronde intitulée « Établir des liens : la culture et la cohésion sociale dans le nouveau millénaire. » La table ronde fut organisée conjointement par le Réseau canadien de recherche culturelle (RCRC) et le Réseau d'information sur la recherche culturelle en Europe (CIRCLE) et parrainée par le ministère du Patrimoine canadien. Cet article passe brièvement en revue les idées et thèmes principaux présentés lors de cet événement.

Abstract: This discussion takes both a cultural and economic perspective in looking at examples wherein reducing the Canadian Internet deficit would serve the public interest, and examines the prospects for addressing the deficit with public policy. The author suggests that the Internet is important for public policy because it is a medium for delivering the "cultural sector" of the economy. Policymakers, he argues, should take a lively interest in Canadian content on the Internet for the same reason that they have historically taken an interest in the country's cultural expression more generally. After addressing the issue of access, the paper asserts that there remains a solid economic justification for public support of arts and culture, including the Internet, and provides pragmatic reasons for an activist cultural policy. Résumé : L'auteur emploie à la fois une perspective culturelle et une économique pour considérer des situations où réduire le déficit Internet canadien servirait l'intérêt public, et examine la possibilité de diminuer ce déficit au moyen de politiques publiques. Il croit qu'Internet est un champ important pour la politique publique parce que c'est un moyen efficace de livrer au public le « secteur culturel » de l'économie. À son avis, les décideurs politiques devraient s'intéresser vivement au contenu canadien sur Internet pour la même raison qu'ils se sont intéressés dans le passé aux expressions culturelles du pays en général. L'article, après avoir adressé la question d'accès, soutient qu'il y a encore aujourd'hui une justification économique solide pour que le gouvernement continue à appuyer les arts et la culture, y compris Internet, et donne des raisons pragmatiques pour une politique culturelle engagée.

رامت هذه الدراسة، بناء على تجربة مجالس الشباب بالمغرب، تتبع تلكم العلاقة التي تربط بين فئة الشباب من جهة والسياسات العمومية من جهة أخرى. ولا شك أن طبيعة هذا البحث قد طرحت ثلة من الأسئلة التي تستدعي استقراء يمَّكن من الإجابة عنها، وهي من قبيل: ما أبرز التحولات الطارئة على فئة الشباب نتيجة انخراطهم في مجالس الشباب؟ وكيف لتلك الفئة أن تؤثر في السياسات العمومية المحلية؟إن الفرضية التي تنطلق منها الدراسة، بناء على تجربة مجلس الشباب لمدينة ورززات، مفادها أن الشباب الذين يعارضون استراتيجية سياسة عمومية محلية ينتهي بهم الأمر بقبول هذه الاستراتيجية بعد إدماجهم في تدبير هذه الأخيرة.ومن أجل تبيان ذلك، أجريت مجموعة من المقابلات النصف موجهة، ما بين شهري ماي/أيار 2017 وماي/أيار 2019، بحيث عقد لقاء مع ممثلي التنسيقية الوطنية لمجالس الشباب بالمغرب، فضلا عن ممثلي مجلس الشباب بمدينة ورززات، بالإضافة إلى مستشارين جماعيين بنفس المدينة. لقد أظهرت المعطيات الميدانية للدراسة، ما للشباب من قدرات على الانخراط في الأنشطة المرتبطة بالسياسات العمومية المحلية، غير أن ذلك الانخراط يعطي نتائج عكسية للدوافع التي من أجلها أسس هؤلاء الشباب مجلسهم. إذ بينت نتائج الدراسة، أن مجالس الشباب تساهم في خلق نوع من التقارب بين الشباب وممثلي السلطات العمومية على المستوى المحلي، مما يسهل دمج هذه الفئة في السياسات العمومية المحلية. بالمقابل، يساهم هذا الإدماج في تغيير وتوجيه مطالب فئة الشباب بعد إشراكهم في السياسات واللجان المحلية، كما يساهم ذلك في دفعهم إلى تبني خطاب مماثل لخطاب ممثلي السلطات العمومية المحلية. This article deals with youth councils, one of the mechanisms for participatory democracy established in Morocco. Their objective is to facilitate the full and active participation of young people in public policy design and implementation. This article specifically addresses the use made by different types of local actors of this facility. How do youth councils impact youth who are participating in these structures? How do youth manage to influence local policies? Those are the two main questions that we will try to answer in this paper. The link between youth and public policy is linked to the use made by young people of the public participation mechanism. In this sense, it is critical to try to understand how actors who openly challenge one or more aspect of the public intervention end up becoming actors themselves within that public policy. We will try to demonstrate, from the experience of a youth council established in the city of Ouarzazate, that young people challenging public interventions end up accepting the precise interventions they vehemently opposed once they start joining the formal participatory structures. This research is based on the collection of qualitative data from semidirect interviews with members of the national coalition of youth councils, with young people organized around the local youth council and with local elected officials in Ouarzazate. Field surveys show that young people organized around a socalledparticipatory mechanism can ensure their entry into local public action, but as a result, adopt a position at the opposite of what it originally was. This participatory mechanism manages to brings young people closer to government representatives and, as a result, impacts on their demands. The youth council’s process thus helps to mediate the approval of the official state discourse by young people who previously challengedlocal public action. Cet article porte sur un dispositif participatif mis en place au Maroc : les conseils des jeunes. Ceuxci ont pour objectif d’associer la jeunesse marocaine à l’élaboration des politiques publiques locales. Il vise à interroger les usages différenciés de ce dispositif par les acteurs de l’action publique locale. Comment les conseils des jeunes transforment les jeunes qui y participent, mais également comment ces derniers parviennentils à influencer l’action publique locale ? Telle est la question à laquelle nous voudrions présenter des éléments de réponse dans le cadre de cette recherche. La question du lien entre jeunes et politiques publiques est liée à l’usage des dispositifs publics par cette catégorie sociale. Dans ce sens il est important ici de chercher à comprendre comment des acteurs qui contestent ouvertement un ou plusieurs aspects de l’intervention publique finissent par devenir acteurs de cette même politique publique. L’hypothèse à démontrer dans ce cadre, à partir de l’expérience du conseil des jeunes de la ville de Ouarzazate, est que les jeunes qui contestent une stratégie d’une politique publique locale finissent par accepter cettestratégie suite à leur entrée dans l’action publique locale. Cette recherche s’appuie sur le recueil des données qualitatives issues d’entretiens semidirectifs réalisés entre mai 2017 et mai 2019 auprès des membres de la coordination nationale des conseils des jeunes, des jeunes mobilisésautour du conseil des jeunes et des élus locaux dans une ville ayant une situation socioéconomique différente des grandes métropoles marocaines: Ouarzazate. Les enquêtes de terrain montrent que les jeunes organisés autour d’un dispositif qualifié de participatif sont capables d’assurer leur entrée dans l’action publique locale, mais cela engendre des effets inverses à leur position de départ. Ce dispositif participatif ne permet que de rapprocher les jeunes des représentants des pouvoirs publics et de modifier, en conséquence, leurs revendications. Le dispositif du conseil des jeunes contribue ainsi à approuver le discours officiel par des jeunes qui contestaient auparavant une action publique locale.

Abstract: In this paper we argue that the performance and actions of companies in the cultural industries can only be understood in the context of the environment in which the industries operate. We examine the microeconomic environment, the regulatory environment, the technological environment, and the global competitive environment of the cultural industries and consider some of the implications for public policy and for the conduct and competitive strategies of companies. The approach adopted is to identify the major issues, provide a state-of-the-art review of the literature, and identify where additional research is needed. The argument is made that economic analysis of the environment is essential to an understanding of the conduct of companies in cultural industries. Such economic analysis permits explanation of, for example, how companies are likely to respond to changes in the external environment, why products of the cultural industries are traded extensively, why the U.S. dominates that trade, and why some particular business strategies are increasingly important. We argue that economic analysis is a prerequisite to sound public policy formulation because companies tend to respond to regulations according to their economic interests. Résumé: Dans cet article, nous affirmons que les actions et les résultats d'entreprises dans les industries culturelles ne peuvent être comprises qu'en faisant référence au milieu où ces industries fonctionnent. En conséquence, nous examinons les milieux de la micro-économie, de la réglementation, de la technologie et de la concurrence globale des industries culturelles, et considérons quelques-uns de leurs effets sur la politique publique et la conduite et les stratégies compétitives des compagnies. L'approche adoptée consiste à identifier les questions majeures, effectuer un examen très actuel de la documentation sur le sujet, et identifier quelles recherches additionnelles seraient requises. Nous affirmons que l'analyse économique du milieu est essentielle afin de comprendre pourquoi les entreprises dans les industries culturelles agissent comme elles le font. Une telle analyse économique peut nous permettre par exemple d'expliquer comment les entreprises réagiraient face à un changement dans l'environnement externe, pourquoi les produits des industries culturelles font l'objet d'un commerce si intense, pourquoi les États-Unis dominent ce commerce, et pourquoi certaines stratégies commerciales deviennent de plus en plus importantes. Nous affirmons que l'analyse économique est une condition préalable à la formulation d'une politique publique saine, parce que les entreprises tendent à privilégier leurs intérêts économiques quand ils réagissent à de nouvelles réglementations.

Background  Choices facing a Canadian scholarly journal such as Canadian Public Policy/Analyse de politiques (CPP/Adp) include both its degree of Canadian content and its level of internet accessibility. Analysis  The “Canadian-ness” of CPP/Adp handicaps its upward citation score trend but is intrinsic to informing Canadian public policy. Internet open access would not likely boost citation scores but would likely enhance its policy role. Open access hasn large negative revenue implications. Conclusion and implications  CPP/Adp chose not to reapply for the Social Sciences and Humanities Research Council Aid to Scholarly Journal program. e revenue loss of meeting the program’s new open access criteria, even with the permitted one-year embargo, was estimated to exceed the prospective grant. e CPP/Adp continues other timely ways to make content internet accessible.Contexte  Les choix pour une revue savante canadienne telle que Canadian Public Policy/Analyse de politiques (CPP/Adp) incluent à la fois sa proportion de contenu canadien et son accessibilité sur internet. Analyse  Le caractère canadien de CCP/Adp limite combien on le cite mais est indispensable par ce qu’il contribue à la politique publique canadienne. À ce titre, un libre accès à la revue sur internet ne ferait probablement pas augmenter son indice de citations mais améliorerait son impact sur les politiques. Le libre accès en revanche occasionnerait une baisse de revenus. Conclusion et implications CPP/Adp a choisi de ne pas se réinscrire au programme Aide aux revues savantes du Conseil de recherches en sciences humaines. CPP/Adp, en rencontrant les nouveaux critères de ce programme pour le libre accès—même avec la période d’embargo de 12 mois permise—perdrait davantage de revenus que le montant probable de la subvention. CPP/Adp a donc recours à d’autres méthodes opportunespour rendre son contenu accessible en ligne.

<p>A partir da discussão sobre o grau de efetividade da participação social na formulação de políticas públicas, este artigo apresenta um caso de sucesso em que parte das demandas de movimentos sociais entra na agenda governamental e se torna uma política. Para fazer a análise do Plano Juventude Viva – uma política com foco nos homicídios de jovens negros e no racismo institucional –, o estudo adota uma estratégia analítica que combina teorias de movimentos sociais e participação com teorias sobre políticas públicas. O histórico de construção dessa agenda temática pelos ativistas de movimentos e dos apoios recebidos revela como o problema dos homicídios de jovens negros se tornou uma pauta prioritária em fóruns participativos. Em seguida, o artigo mostra o momento em que se abre uma janela política, gerando uma oportunidade para ativistas, na burocracia estatal, de explorar a inserção dessa temática na agenda governamental. A análise da configuração institucional da arena decisória no governo e dos atores ali presentes, por fim, explica a política final adotada e seu conteúdo. A contribuição da análise institucional para a explicação da efetividade é um achado que sugere uma possibilidade analítica para a agenda de pesquisa sobre participação e políticas públicas.</p><p> </p><p>THE BLACK SOCIAL MOVEMENT IN THE FORMATION OF THE GOVERNMENTAL AGENDA: a case study of the Plano Juventude Viva</p><p>Based on studies analyzing social participation effectiveness into public policy formulation, this article presents a case of success in which part of the demands from social movements were adopted as a government policy. In order to analyze the “Young Persons Living Plan” – a policy focusing on the high levels of homicide among young black people in Brazil and on institutional racism – this study adopts an analytical strategy which combines theories of social movement and participation with public policy theories. The historical construction of this issue by social movement activists and also the support received by other political actors reveals how the issue of homicide among black youths became a priority agenda in participatory forums. Subsequently, the article shows the moment where a political window is opened which produced an opportunity for activists inside the state bureaucracy to explore the entering of the issue into the government agenda. Finally, the analysis of the institutional configuration of the decision-making arena within the government apparatus and of the political actors involved in the process explains the final public policy adopted and its substantive content. The contribution of the adopted institutionalist perspective to explain effectiveness is considered to be a useful finding for the research agenda on participation and public policies.</p><p>Keywords: Social movements. Multiple streams model.</p><p> </p><p>LE MOUVEMENT SOCIAL NOIR DANS LA FORMATION DE L’AGENDA GOUVERNEMENTAL: une étude de cas du Plano Juventude Viva</p><p>A partir de la discussion sur le degré d’efficacité de la participation sociale dans la formulation de la politique publique, cet article présente un exemple de réussite où une partie des revendications des mouvements sociaux sont entrées dans le programme du gouvernement et devenues une politique. Pour ce faire, l’analyse du Plan Jeunesse Viva – une politique axée sur les homicides chez les jeunes noirs et le racisme institutionnel – notre recherche adopte une stratégie d’analyse qui combine les théories des mouvements sociaux et de la participation avec les théories des politiques publiques. L’histoire de la construction de ce programme thématique par les militants des mouvements et le soutien reçu révèle comment le problème des homicides des jeunes noirs est devenu une priorité au programme des forums participatifs. Ensuite, l’article montre à quel moment le politique s’ouvre à la revendication, créant ainsi une opportunité pour les militants appartenant à la bureaucratie d’Etat de mettre cette question à l’ordre du jour du gouvernement. L’analyse de l’organisation institutionnelle de la structure de prise de décision au sein du gouvernement ainsi que des acteurs présents, explique la politique finale adoptée et son contenu. L’objet de l’analyse institutionnelle que nous avons aadoptée pour expliquer l’efficacité est de trouver ce que suggère une capacité d’analyse à la recherche d’ordre du jour sur la participation et la politique publique.</p><p>Mots-clés: Mouvements sociaux. This paper presents a framework for formulating the optimal public policy for government-operated gambling. The goal of public policy with respect to government-operated gambling is typically stated as “harm minimization.” This claim masks the possible trade-off between an increase in social harm (H) and the government’s incremental net revenue (R) from increased gambling activity. Using a graphical approach, we depict first the feasible combinations of H and R, and then identify the combinations that could be classified as efficient, thereby allowing the minimum social harm for any given level of the government’s incremental net revenue from gambling. We indicate how the optimal combination of H and R could be identified and realized in both the short and long run. We then utilize the body of research on gambling and its effects to qualify what this trade-off operates in the real world.RésuméCe document présente un cadre pour l’élaboration d’une politique publique optimale encadrant les jeux de hasard gérés par le gouvernement. L’objectif d’une politique publique en matière de jeu géré par le gouvernement vise généralement une « minimisation des méfaits ». Cela permet de dissimuler le compromis possible entre une augmentation des dommages sociaux (H) et le revenu net supplémentaire du gouvernement (R) provenant d’une augmentation des activités de jeu. À l’aide d’une approche graphique, nous décrivons d’abord les combinaisons possibles entre les méfaits sociaux et les revenus (H et R), puis nous identifions les combinaisons « efficaces », ce qui permet de réduire au minimum les méfaits pour la société à tout niveau des revenus nets supplémentaires tirés du jeu par le gouvernement. Nous indiquons comment la combinaison optimale méfaits/revenus pourrait être établie et réalisée à court et à long terme. Nous utilisons ensuite le corpus de recherches sur le jeu et ses effets pour qualifier à quoi ressemble ce compromis dans le monde réel.
