Inflation is a complex multilateral process, which, in general, has a negative impact on the economy, reduces the level of economic activity of the population and leads to a decrease in the level of real income. The article studies the main constituent elements of the inflation category, reveals the parameters of the impact on the economy of the inflation process, studies the dynamics of factors affecting the forecast inflation rate in the Southern Federal District, develops a regional multifactor inflation model, and based on the approximated data, a forecast of the annual inflation rate is constructed in the Southern Federal District at the end of 2020. The most significant factors affecting the inflation rate in the Russian Federation were identified from the position of the direction of their influence: acceleration or deceleration of inflation, as well as from the point of view of their degree of influence on the inflation rate. At the same time, the influence of the coronavirus pandemic and fluctuations in the oil market on the economic parameters in the Russian Federation in 2020, on the price level of individual food and non-food products was examined. The analyzed indicator of the inflation rate is defined as an indicator of the state of the economic situation in the country, it is revealed that this variable will be dependent. Using the methods of correlation and regression analysis, a mathematical expression is found in the form of a regression model and its adequacy and statistical significance are evaluated. The coefficient of pair correlation, which characterizes the degree of statistical dependence between two variables, without taking into account the influence of other variables, was adopted as the main indicator characterizing the relationship between the analyzed variables. As a result of the calculations, a model of multiple linear regression of the inflation rate was built, the average monthly nominal accrued wages of the employees of the organizations were approximated, and approximation equations were obtained, which made it possible to build an inflation rate forecast for the Southern Federal District for 2019-2020.

The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The statistics of change of number of rural settlements of the Volgograd region are resulted.

The article presents a comparative analysis of the level and structure of poverty of the Russian population using two different concepts of poverty definition — the absolute income criterion currently used by Rosstat, and the AROPE indicator of poverty and social exclusion. The paper also attempts to assess how the change of the methodology for determining poverty can affect the existence of the poverty status of individuals. The study is carried out both at a national level and at a federal district level. The empirical basis of the paper is selective observation of income of the population and participation in social programmes, conducted by Rosstat in 2017. The results show that in transition from the absolute income criterion to the multi-criteria AROPE index, the poverty level of the population of the Russian Federation significantly increases. The highest growth of poverty is among people over working age. The age structure of poverty also changes significantly. With AROPE, the proportion of older persons among the poor increases and the proportion of children decreases. It is also shown in the article that the transition from the current official methodology of poverty definition to the definition in accordance with AROPE’s methodology can lead to loss of the poverty status by part of the population, which, in case of the official transition to using AROPE index as a criterion for receiving social support, can have a negative impact on their socio-economic situation. The obtained results vary significantly by federal districts of the Russian Federation.

Climate change is a serious, widespread threat and requires an urgent global response, including in the management of environmental risks. The authors of the study, the results of which are presented in this article, first of all, set the task of assessing the ESG risks of Russian companies at the regional level. The methodology of the study was based only on the analysis of environmental risks due to the historical features of the development of the Russian Federation, the approach of S&P Global in the field of corporate sustainability assessment was adopted, and then the initial values of the companies ‘ E-ratings were adjusted using the impact map developed by the United Nations. To test the proposed approach to assessing environmental risks, we used a sample of data on types of economic activity in the context of the subjects of the Russian Federation. As a result of applying the proposed approach to data sampling, companies were assigned to one of the three categories that determine their exposure to E-risk: high, moderate, and low environmental risk. The E-risk exposure was also assessed based on the company’s regional affiliation to the relevant federal district. The main conclusion of the study was the confirmation of the need to improve the quality of analytics of companies ‘ exposure to environmental risks, the need for more detailed information disclosed by companies.

This article is devoted to the study of the negative aspects of the impact of the Internet on the life and health of persons who have not reached the age of majority in Russia (that is, the age of 18), as well as the criminal law and forensic possibilities of countering this. In the article, the authors goes by the types of information that are legally prohibited for distribution among minors in the Russian Federation. Having analyzed the types of this prohibited information, the authors identified exactly those types that can threaten the life and health of children. The article examines the problematic aspects of familiarizing minors with such information on the Internet, analyzes the norms of the Criminal Code of the Russian Federation, which provide for criminal liability for the distribution of this information on the Internet. The practical aspect of this study is expressed in the analysis of the issues of qualification of such crimes, their differentiation with similar elements of administrative offenses. As a result of the analysis of these criminal law norms, the authors have identified a number of gaps that need to be filled. In this regard, in order to increase the effectiveness of the criminal law struggle against the negative impact of the Internet on the life and health of minors, some amendments to the articles of the Criminal Code of the Russian Federation are proposed. The article also analyzes the forensic aspects applicable to this topic, namely, it examines some features and problems of identifying, disclosing and investigating crimes committed against minors with the use of the Internet. The author's conclusions and suggestions on this matter are expressed.

The strategic factor for economic growth of the Russian regions is the activation of innovative processes. The problem of increasing innovative activity has been particularly acute in recent years due to the unfolding crisis and extended restrictions on the budget expenditures. The goal of this article consists in the analysis of indicators of innovative activity, and assessment of the impact of budget investments in fixed capital upon the indicators of innovative process in the Central Black Earth Region. The analysis employs the available statistical data on financing of investment processes and results of innovative activity in the Russian Federation, Central Federal District, and Central Black Earth Region. The research relies on the system approach, economic-statistical, logical and expert methods of analysis. The conducted analysis reveals the insufficient level of innovative development in all six zones of the Central Black Earth Region. The innovative processes in the Central Black Earth Region are characterized by low output of innovative products and investment in research and development. The dynamics of innovative processes in the region is of differential nature. There are substantial interregional differences in the indicator values of the expenditures for research and development, and innovation activity, as well as the volatility of indicators of production of innovative goods and services. The clear outsider in the Central Black Earth Region in the Oryol Oblast. The author formulates recommendations that can be used by the authorities of the constituent entities of the Russian Federation in elaboration of state support measures for innovative activity in the Central Black Earth Region aimed at acceleration of their economic development.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation. The article is devoted to the assessment of changes in the budgets of the constituent entities of the Russian Federation that are part of the Ural Federal District, which they have undergone in connection with the change in the macroeconomic situation in the country and regions. The article provides an overview of scientific research on the topic under consideration. On the basis of open official data, using general scientific methods, the influence of the introduced restrictive measures related to the fight against the spread of coronavirus infection on the regional budgets of the constituent entities of the Russian Federation of the Ural Federal District is shown. The analysis is carried out in the context of the structure of sources of formation of budget revenues, as well as in the areas of spending financial resources of the regions of the Ural Federal District, an assessment of the balance of the studied budgets is given. Comparative analysis was carried out for the first half of 2019 and 2020. The results obtained indicate that in the revenue part of the studied budgets of the constituent entities of the Russian Federation, tax revenues from profits and incomes have significantly decreased. All the regional budgets under consideration show an increase in gratuitous receipts. In the expenditure part of the budgets, the increase is mainly noted in the sections "Healthcare" and "Social policy". Thus, measures of state support in the first half of 2020 made it possible to maintain a budget surplus in four of the six subjects of the Russian Federation of the Ural Federal District. However, the current situation with the spread of coronavirus infection does not allow making optimistic forecasts for the further filling of the revenues of regional budgets. The situation is similar with the expenditure side – they will increase due to the growth of social expenditures, which will affect the balance of regional budgets.

Development model based on the export of raw materials and high dependence on external economic conditions are among the main strategic threats to the national security of the Russian Federation in the field of economy. So, a number of states, not without reason, are trying to realize these threats in order to achieve their geopolitical goals by imposing different restrictions, various prohibitions and multiple sanctions. Some results of the analysis of the impact of the anti-Russian sanctions on the Russian foreign trade in 2014-2016 I present in this article. For the sphere of foreign trade, it is shown that the negative impact of prohibitions and sanctions, as well as adverse external and unfavourable internal processes and factors, had a greater impact, first of all, on the fuel and energy, petrochemical and machine-building complexes. The subjects of the Russian Federation with a high concentration of export and import, oil and gas extraction and metal-production were affected stronger than other regions. Along with this, the impact of sanctions and the response of the Russian government are stronger on the export of Russian products than on imports.

Subject. We consider economic relations and problems within the framework of spatial development of settlements and constituent entities of the Russian Federation. Objectives. We focus on the development of a methodology for assessing the spacial spillover effects of investments in transport infrastructure and their monetization, considering the network and spillover effects, socio-economic characteristics, geographical location, and the level of connectivity of territories. Methods. The study employs methods of economic, statistical analysis and synthesis, and comparison. The works of economists on the problems of transport accessibility, spatial development and the impact of transport infrastructure on the dynamics of economic growth serve as the theoretical basis of the study. Results. We tested the proposed methodological toolkit, presented the results of assessing the spillover effects of investments in transport infrastructure based on the materials of the Central Federal District according to data for 2020. We determined the secondary effects of infrastructure investments, assessed the size of ‘exports’, ‘imports’ and the real size of investments in transport infrastructure, considering the secondary effects for the subjects of the Central Federal District. Conclusions. The numerical estimates of the spillover effects of investments in transport infrastructure for the subjects of the Central Federal District obtained in the work can be used in practice, when planning the development of territories and assessing the socio-economic effects of regional and interregional transport projects.
