Subject. We consider economic relations and problems within the framework of spatial development of settlements and constituent entities of the Russian Federation. Objectives. We focus on the development of a methodology for assessing the spacial spillover effects of investments in transport infrastructure and their monetization, considering the network and spillover effects, socio-economic characteristics, geographical location, and the level of connectivity of territories. Methods. The study employs methods of economic, statistical analysis and synthesis, and comparison. The works of economists on the problems of transport accessibility, spatial development and the impact of transport infrastructure on the dynamics of economic growth serve as the theoretical basis of the study. Results. We tested the proposed methodological toolkit, presented the results of assessing the spillover effects of investments in transport infrastructure based on the materials of the Central Federal District according to data for 2020. We determined the secondary effects of infrastructure investments, assessed the size of ‘exports’, ‘imports’ and the real size of investments in transport infrastructure, considering the secondary effects for the subjects of the Central Federal District. Conclusions. The numerical estimates of the spillover effects of investments in transport infrastructure for the subjects of the Central Federal District obtained in the work can be used in practice, when planning the development of territories and assessing the socio-economic effects of regional and interregional transport projects.

Fasciolosis is a helminthozoonotic disease that affects mammals of many species, domestic, wild ruminants and humans. The following species of fasciolae are known: Fasciola hepatica (L., 1758); F. gigantica (Cobbold, 1885); F. jacksoni (Cobbold, 1869); F. halli (Sinitsin, 1933); F. californica (Sinitsin, 1933); F. indica (Warma, 1953). In Russia in ruminants only two species were found: Fasciola hepatica and F. gigantica. Fasciolosis occurs in many countries world-wide and in Russia also. It causes significant economic losses in Russia and has social importance also. Regional aspect of the disease is not sufficiently studied, which became the aim of our study. The aim of the present study: was to estimate the prevalence of fasciolae infection in the cattle in the Central Federal District of the Russian Federation. Post-mortem veterinary-sanitary examination aimed to detect fasciolae in the liver of the cattle was conducted accordingly to «Pravila veterinarnogo osmotra uboynykh zhivotnykhi veterinarno-sanitarnoy ekspertizy myasa i myasnykh produktov» (17.06.1988) (Rules of veterinary inspection slaughtered animals and veterinary-sanitary examination of meat and meat products). The examinations were performed in 2016 at abattoirs in Balashikha district of the Moscow region. The results of examination of the livers from 250 slaughtered cattle from the Ryazan region, 59 slaughtered cattle from the Voronezh region, 96 slaughtered cattle from the Tula region, 157 from the Smolensk region are as follows: the slaughtered cattle in the Ryazan region were infected with F. hepatica (50 livers out of 250) with an infestation extensity (IE) = 20%, with an infestation intensity II = 9–112 ex/head, the cattle in the Voronezh Region was infected with F. hepatica (12 out of 59) with an infestation extensity (IE) = 20.3%, with an infestation intensity (II) = 5–93 ex/head, the slaughtered cattle from the Tula region were infected with F. hepatica (21 out of 96) with an IE = 21.9%, with an II = 12–117 ex/head, and the cattle from the Smolensk region were infected with F. hepatica (43 livers out of 157) with an IE =2 7.3%, with an II = 21–129 ex/head. The results of the study show that in the Ryazan, Voronezh, Tula and Smolensk Regions disease prevention measures need to be taken by farmers and managers of livestock farms to reduce the impact of the disease.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

Introduction. There have been given results of the assessment of quality and safety of hydrobionts exampled by fishes as main objects of amateurish fishing in water bodies of the Central Feddral District of the Russian Federation. Fishery water bodies on this territory are exposed to anthropogenic impacts and lead in the concerning volume of polluted effluent discharge in Russia. The purpose of this study is to assess the quality and safety of hydrobionts on the example of fish - the main objects of amateur fishing in the reservoirs of the Central District of the Russian Federation. Material and methods. Fish catching was carried out in the summer-autumn period in 2013-2017. The volume of the survey sample was about 1500 fishes. The species composition of helminths in 15 fish species from three families Cyprinidae, Percidae and pike (Esocidae)is was determined by parasitological examination. The safety of fish was evaluated using parasitological and toxicological methods. Results. Fish from water bodies of the Lipetsk, Tambov, Belgorod, Bryansk and Tver areas has been ascertained to be facultatively available for human consumption. Clinical signs of the disease were observed in fish infected with metacercariae trematodes (posthodiplostomum and apophallus) in the form of black spots on the body. Among the detected worms, 2 species can be potentially dangerous for warm-blooded animals and humans - Pseudamphistomum truncatum (Trematoda: Opisthorchidae) and Apophallus muehlingi (Trematoda: Heterophyidae). Analysis of fish contamination with heavy metals showed excess of the permissible cadmium content in fish tissues. Conclusion. The conducted research showed the urgency and social significance of studies on monitoring for water objects and the need to implement the preventive work with the population in such a densely populated part of the Russian Federation as the Central Federal District.

Climate change is a serious, widespread threat and requires an urgent global response, including in the management of environmental risks. The authors of the study, the results of which are presented in this article, first of all, set the task of assessing the ESG risks of Russian companies at the regional level. The methodology of the study was based only on the analysis of environmental risks due to the historical features of the development of the Russian Federation, the approach of S&P Global in the field of corporate sustainability assessment was adopted, and then the initial values of the companies ‘ E-ratings were adjusted using the impact map developed by the United Nations. To test the proposed approach to assessing environmental risks, we used a sample of data on types of economic activity in the context of the subjects of the Russian Federation. As a result of applying the proposed approach to data sampling, companies were assigned to one of the three categories that determine their exposure to E-risk: high, moderate, and low environmental risk. The E-risk exposure was also assessed based on the company’s regional affiliation to the relevant federal district. The main conclusion of the study was the confirmation of the need to improve the quality of analytics of companies ‘ exposure to environmental risks, the need for more detailed information disclosed by companies.

Транспортная инфраструктура является одним из факторов социально-экономического и пространственного развития территорий. Принятый в 2018 г. комплексный план модернизации и расширения магистральной инфраструктуры призван разрешить ряд инфраструктурных проблем России, обеспечить развитие транспортных коридоров, повышение экономической связанности. В ходе исследования выявлено, что, несмотря на достижение ряда позитивных изменений в магистральной инфраструктуре, полноценная реализация плана может быть поставлена под угрозу, что обусловлено рядом системных и организационных рисков и проблем. The developed transport infrastructure is one of the factors for the Russian Federation socio-economic and spatial development, as it ensures the area-to-space relationship, helps to reduce the economic distance and increase the migration and transport mobility of the population, etc. However, to implement these objectives successfully, it is necessary to expand and modernize the transport infrastructure, taking into consideration the promising trends. A significant role is assigned to the Federal strategic documents that set out the main provisions, forms, methods and tools for implementing the state policy. The purpose of the article is to identify and systematize risks in implementing the Comprehensive plan for upgrading and expanding the trunk infrastructure until 2025 based on the results of the first full year of its implementing. Methods of monographic, comparative analysis and synthesis, economic and statistical analysis were used during the research. As a result, it was found that the implementation of the Comprehensive plan may be jeopardized, mainly due to non-compliance with the project deadlines as well as due to the institutional risk problems, which were highlighted: inadequate regulatory and methodological framework, that complicates the implementation; difficulties in monitoring the implementation; low level of the list of activities coordination. There are organizational problems and obstacles to the implementation of the plan containing the provisions of the Russian Federation President Decree of May 7, 2018 No. 204 "On the national goals and strategic objectives for the Russian Federation development for the period untill 2024". Studying the plan settings and the main outcomes of its implementation as well as the results of the content analysis of the experts and scientists expert opinions allowed to identify and substantiate the key risks and challenges in the implementation of the Comprehensive plan, which will help to achieve the set goals and objectives. The results of the work can be used by researchers in conducting their research on similar topics, as well as in the activities of the Federal and regional authorities in the development and adjustment of strategies and programs for socio-economic, transport and spatial development.

The review used the data from operational monitoring carried out by the Reference Center for Monitoring over HFRS – “Kazan Research Institute of Epidemiology and Microbiology of the Rospotrebnadzor”, based on official data provided by the Rospotrebnadzor institutions in the constituent entities of the Russian Federation. Statistical processing was conducted using conventional methods of variation statistics applying the Excel program. Over the past decades, hantavirus diseases have become very relevant and spread throughout the world. In the territory of the Russian Federation, natural foci of HFRS are located in the European part of the country, Western Siberia and Far East. The most epidemically active foci are situated in the European part of Russia. Over the past decade, the intensive incidence rate of HFRS in the Russian Federation stayed within the range of 3.0–9.5 per 100 thousand of the population, the long-term average annual indicator – 5.2 per 100 thousand of the population. In 2020, 3845 cases of HFRS were registered (2.62 per 100,000 of the population). There was a decrease in the incidence of HFRS by 3.6 times, compared with the indicators of 2019. A factor that may have influenced the decrease in the incidence of HFRS was the depression of the epizootic process among small mammals, the main carriers of HFRS pathogens, due to natural and climatic factors. The nature of the distribution of HFRS incidence across the territory of the Russian Federation in 2020 was heterogeneous. Statistical processing of the data made it possible to identify 5 groups of territories that differ in the level of HFRS incidence. Almost all constituent entities of the Volga Federal District and the Kostroma Region belonging to the Central Federal District were classified as groups of territories with high and very high incidence rates. In 2021, the deterioration of the epidemiological situation is predicted in the summer-autumn period of the year in the Volga Federal District and four entities of the Central Federal District.

Inflation is a complex multilateral process, which, in general, has a negative impact on the economy, reduces the level of economic activity of the population and leads to a decrease in the level of real income. The article studies the main constituent elements of the inflation category, reveals the parameters of the impact on the economy of the inflation process, studies the dynamics of factors affecting the forecast inflation rate in the Southern Federal District, develops a regional multifactor inflation model, and based on the approximated data, a forecast of the annual inflation rate is constructed in the Southern Federal District at the end of 2020. The most significant factors affecting the inflation rate in the Russian Federation were identified from the position of the direction of their influence: acceleration or deceleration of inflation, as well as from the point of view of their degree of influence on the inflation rate. At the same time, the influence of the coronavirus pandemic and fluctuations in the oil market on the economic parameters in the Russian Federation in 2020, on the price level of individual food and non-food products was examined. The analyzed indicator of the inflation rate is defined as an indicator of the state of the economic situation in the country, it is revealed that this variable will be dependent. Using the methods of correlation and regression analysis, a mathematical expression is found in the form of a regression model and its adequacy and statistical significance are evaluated. The coefficient of pair correlation, which characterizes the degree of statistical dependence between two variables, without taking into account the influence of other variables, was adopted as the main indicator characterizing the relationship between the analyzed variables. As a result of the calculations, a model of multiple linear regression of the inflation rate was built, the average monthly nominal accrued wages of the employees of the organizations were approximated, and approximation equations were obtained, which made it possible to build an inflation rate forecast for the Southern Federal District for 2019-2020.

Result: The most important condition for ensuring the sustainability of socio-economic systems is competitiveness. The processes of globalization have increased attention not only to the cross-country component of competitiveness but also to the formation, evaluation, and development of the competitive advantages of individual regions. Due to the fact that it is the complex of various competitive advantages of a region that predetermines its competitive position among other regions and provides attractiveness in the context of the main target groups whose inflow the region needs for further development, it becomes very important to compare competitive advantages based on their quantitative and qualitative measurement. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Differentiation of the Regions of the Central Federal District of the Russian Federation According to the Level of Competitive Advantages is presented in a comprehensive and complete manner.

Nowadays analysis of various econometric models is used to study a significant amount of updated statistical information and find out relationships between statistical economic indicators, that were not investigated earlier. Main idea of investigation in this research work — to find out whether factors influence on the GRP, Consumption, Profit of the organizations and Investments or the model is outdated and non-applicable nowadays. The results obtained in the framework of this research will give us understanding changing which factors (exogeneous variables) — for example, increasing or decreasing credit and deposit rates, tax rates will rise national income, consumer expenditure, investment and operating surplus and, as a result, will accelerate economic development of the Russian Federation. The purpose is to evaluate whether the Menges model which includes all the indicators mentioned as dependent variables is applicable in the modern conditions of the Central Federal District in Russia or not and to find out whether there are other factors which also have an impact on endogenous variables. The object — a set of the panel data of economic statistical information of the Central Federal District in Russia (2008–2013). The subject — the reduced form of Menges model including GRP, Consumption, Profit of the organizations and Net Investments. According to our research, it is reasonable enough to increase the volume of industrial production in order to increase GRP both economically and with the help of the Menges econometric model. Besides that, it is also reasonable to increase the volume of industrial production in order to get a higher cost of investment.
