In modern conditions of increasing impact of global risks on the national economy, the role of financial support for the socio-economic development of the state is increasing. Financial problems are generated largely by the external environment. Consequently, in order to fulfill the tasks set by the government of the Russian Federation, it is necessary to develop a financial strategy that will allow, taking into account the highest external and internal risks, to ensure the development of the economy and social sphere. The article examines topical problems of finance in the context of economic globalization and the emergence of new challenges and threats at the mega-level, in other words, for all of humanity. Based on statistical data, expert assessments, analysis of scientific literature, the article proposes a set of measures to reduce the high level of global risks, and also considers the possibilities of ensuring an acceptable level of internal risks in the country. The study identified problems at all stages of the financial process, namely, in the formation, distribution and use of financial resources. On the basis of the analysis, conclusions were drawn and ways were proposed for solving urgent financial problems in the Russian Federation.

The Russian Federation is in the process of making major structural changes to its railway and electricity sectors. Both sectors will be at least partly vertically disintegrated, with the aim of creating competition in the “upstream” sector while maintaining state ownership and control of the monopoly “grid”. This paper examines the details of reform and restructuring in the context of the international experience with reform and restructuring in these two sectors, and considers the role of the Ministry for Antimonopoly Policy in reform, both in the past as an “advocate for competition” within the government, and in the future as the guarantor of non-discriminatory access to the grids by non-integrated upstream producers.

The article studies specific features of relatively new risks of declining the level of social and economic stability of states due to acts of terrorism and approaches to their estimation and prevention. Specificity of these risks are shown, which are connected with unlimited spheres of activity and methods of terrorists, vagueness of their reasoning and so on, which determines the high level of uncertainty in probability estimation, damages and other consequences of their activity. The structure of damages was systemized, within the frames of which direct and indirect damages in different fields of national economy and population of global community were identified. Estimation of such damaged which took place in different countries was provided. Unique characteristics of risks of terroristic attacks were given, which differ from other types of economic risks and predetermine the necessity to develop specific steps and strategies of their prevention. Key lines in the activity aimed at reducing risks of terroristic threats were discussed that stipulate disclosing basic factors promoting their appearance, estimation of conditions and trends in their development and elaboration of methods counteracting such threats. Legal basis of counteracting terrorism in the Russian Federation was considered that imply strengthening the role of state in the struggle against this phenomenon, for example by allocation of necessary finance resources directed to the development of accessible network of information, to the improvement of objects’ safeguarding, insurance protection of the population and other lines in anti-terrorist activity. The author discusses possible approaches to estimation of probability of terroristic attacks by using binary and multiple choice with regard to indicators showing conditions of their conducting.

Correlation coefficients between the results of political parties in the 2016 State Duma elections in the Russian Federation as a whole and in 26 regions, as well as in the elections of regional parliaments of 35 subjects of the Russian Federation in 2012–2015 were calculated. For the 2016 State Duma elections, data was used at all levels – regions, single-member electoral districts, TEC and PEC. It is noted that the “United Russia” correlations with all major parties are generally negative. A fairly high level of correlation is observed between the liberal parties. The main focus is on correlations between parliamentary opposition parties and parties with similar names. The correlation coefficients between the results of parties and candidates in the State Duma elections of 2011 and 2016 and the Presidential elections of 2012 and 2018 were also calculated, showing the stability of the geographical distribution of the electorate of the main parties. Regional differences in the nature of correlations between the main political parties are noted. It is assumed that correlations between parties reflect not so much their ideological closeness as the social closeness of their electorate. In this regard, it is noted that a positive correlation between the results of ideologically distant parties (“Yabloko” and the Communist party or “Yabloko” and “Rodina”) is associated with their reliance on the urban electorate and, perhaps, its most educated part. The reasons for voting for spoiler parties and the role of these parties in reducing the results of the main participants in the elections are discussed.

The article examines the ECHR legal nature and types of its decisions, analyzes the activities of the Government of the Russian Federation and the RF Ministry of Justice on the implementation of the European Court of Human Rights’ judgments. The author notes the role of the Plenum of the Supreme Court of the Russian Federation in ensuring uniform application of the Convention and Protocols thereto, ratified by the Russian Federation, by the courts of general jurisdiction. The author analyzes reasons for slow and incomplete implementation of the ECHR decisions, and comes up with the measures for their implementation. The article discusses peculiarities of the execution of the ECHR judgments in the Russian Federation: mechanistic execution of the decisions, lack of a systematic approach to the legislation analysis, absence of identification of causes for non-compliance of the regulations with the Convention on Rights of Man and Citizen, lack of coordination between bodies executing the ECHR decisions, inadequate budgetary procedures and lack of funds. The author proposes to analyze structural and general deficiencies in the national law and practice with regard to the ECHR decisions; provides recommendations to improve the mechanism for the judicial decisions’ implementation; determines lines of development for legal regulation of relations in the field of ECHR judgments’ implementation in the Russian legislation.

Economic security is an important system-forming element of the country of laws and the well-being of the population. The negative phenomenon of crime has a significant impact on all processes taking place in the socioeconomic sphere. The purpose of the study is to determine the degree of influence of criminal activity in the economic sphere of society on the state of economic security of the Russian Federation and the southern regions of the country in particular. The study is devoted to the search of ways to prevent crimes in the economic sphere, as well as ways to improve the investigation methodology. The methodological basis of the study is presented by the methods of formal logic (analysis, synthesis and analogy), general scientific (comparison), and specific methods of cognition (statistical method, typology method). As a result of the structural analysis of the state of economic and corruption crime in the Russian Federation and Krasnodar Krai in particular, the specific vectors of its influence on the living standards of the population and accordingly on the economic situation in the country have been determined. The trend in recent years, on the one hand, is characterized by positive dynamics in the form of a decrease in the total number of committed crimes. On the other hand, the proportion of economic and corruption crimes in the structure of the total number of officially registered crimes in Russia is characterized by growth. In addition, the damage caused by crime types under analysis also grows annually. This negative trend of illegal acts in the economic sphere damages the entire organizational and managerial activity of the government and negatively affects the state of national business. On the basis of the results of the study, specific measures which prevent economic and corruption crimes are proposed, the use of which will help to achieve the necessary level of economic security of Russia as a country with a well-developed infrastructure and an attractive socio-economic climate. Besides, the use of these measures will contribute to the normal functioning of the government machine and achievement of a high level and standard of living of the population.

The article discusses the most difficult issues arising in the qualification of remote fraud in the field of computer information. The article examines the relationship to the composition of fraud of such methods of fraud and breach of trust, such as the destruction, blocking, modification or copying of computer information in order to steal someone else’s property or obtain the right to someone else’s property. The investigated composition of fraud is distinguished from such adjacent compositions as fraud using electronic means of payment (art. 1593 of the Criminal code of the Russian Federation), fraud in the insurance industry (art. 1595 of the Criminal code of the Russian Federation), etc. The role of the social sphere in determining the degree of danger of computer fraud as well as possible errors in the qualification of art. 1596 in conjunction with other articles of the Criminal code of the Russian Federation.

13  February  2019,  Dmitry  Medvedev,  Chairman  of  the  Government  of  the  Russian Federation, approved the “Spatial Development Strategy of the Russian Federation for the Period up to 2025”. This document is undoubtedly a significant milestone in the formation of the state regional policy. However, its practical significance caused reasonable doubts among experts. First of all, attention was drawn to the basic term of “spatial development”. How does it differ from the “regional development policy”, the principles main goals and mechanisms of which have not yet defined? May the substitution of the concepts be a way of avoiding this fundamentally important task? They caused questions and uncertainty of the role of regions in the Russian Federation in ensuring the spatial development of the economy. Their place in this process is not specified. The Strategy actually did not take into account the differences of the Russian regions in terms of their socio-economic development and innovative potential. The overall conclusion of a significant part of the expert community was reduced to the need for: substantial refinement of the Strategy; concretization of its basic provisions; developing mechanisms to enhance the role the Russian regions in this process, taking into account differences in their levels of development and socio-economic potential. An attempt to demonstrate the significance of these differences was undertaken in this study, the results of which are summarized in this article.

As a global medical tourism market player the Russian Federation has promising opportunities. To estimate the potential of Russia both block and drivers of development were detected. The role of the quality management system was detected in terms of the federal project development. Problems of illegal export of funds abroad are relevant for Russia. Offenses related to the non-return of exported foreign currency earnings to the country, transfers of foreign currency abroad under fictitious contracts for the supply of goods, smuggling of cash currency and other forms of illegal export of funds pose a real threat to the country's economic security. The article considers the main areas of currency control carried out by customs authorities, analyzes the activities of customs authorities in the implementation of currency control for the period from 2014 to 2018. When writing the work, the following research methods were used: expert assessments, analysis, synthesis, system analysis, statistical analysis, formal legal, comparative legal methods. Based on the analysis of statistical data of the Federal Customs Service of the Russian Federation, the opinions of scientists and experts in the field of customs, conclusions are drawn about the most common violations of the currency legislation of the Russian Federation identified by customs authorities.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.
