This article provides an anatomical analysis of the political intrigue within quality assurance and management mechanisms of higher education institutions in East Africa. Actionable strategies are hence proposed for circumventing the negative effects of such intrigue in order to ensure quality service delivery within the institutions while respecting the need for diversity and innovative practices in research and education. We recognize that the primary responsibility for quality assurance and quality management lies with the higher education institutions themselves, rather than with any outside body. The article therefore discusses issues of autonomy internal to the institutions and those external - between the institutions and regulatory cum oversight bodies that have perpetually riddled the efficiency of quality enhancement. The article draws its data and information from international, national, and institutional policies as well as refereed studies on quality assurance and quality management, especially those highlighting political intrigue in the processes. It has been observed that quality assurance of higher education processes is desired to enhance quality in the response of higher education to labour market needs. However, the article reveals the existence of immense negative politicking and intrigue in the quality assurance processes in higher education institutions in East Africa which are responsible for compromising the quality of services delivered by the institutions. It is argued that being an indicator for organisational performance, the continuous monitoring and enhancing of quality of higher education should be the primary goal and objective of all stakeholders of higher education in East Africa, meaning that quality assurance processes should be embedded in the conducting of the routine business of the institutions.

The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

In the paper it notes: the quality of education is a series of systemic-social qualities and characteristics that define the system of education adopted requirements, social norms, the state educational standards. The authors believe that quality education depends on the quality of requirements (goals, standards and norms), quality resources (programs, personnel potential, contingent of entrants, logistics, Finance, etc.) and the quality of the educational process (scientific and educational activities, management, educational technology), which directly provide the training. The novelty of this work is that the country's accession to the Bologna process has resulted in the need for corresponding harmonization of the current quality assurance system of higher education to the commitments made. Quality assurance of higher education at the state level is achieved by development of normative-legal, organizational, methodological and other documents regulating the system of state quality control of education. The authors note that in the implementation of many activities that should contribute to quality assurance in higher education. The subject of the study is that the current quality assurance system (external expert evaluation of activities of higher education institutions) is now at the stage adaptation of the national system of quality assurance standards and guide lines for quality assurance in the European higher educatio narea. In particular, the formation of the monitoring system and definition of rating of higher educational institutions, which in the assessment activities of the University focuses on international indicators (indicators). Even today, some universities are turning to international accreditation agencies. The study's findings is that the system of legal acts regulating the functioning of higher education, while maintaining a certain level of state regulation of activities in the field of higher education, provides an opportunity to ensure greater compliance with the professional qualification level of training of specialists for the requirements of the social division of labor and mobility system of training of specialists on the labor market. At the same time, the analysis of normative-legal acts on higher education shows that, despite the progressive legal instruments adopted in recent years aimed at the development of the education system, they still characterized by inconsistency, ambiguity, and the impossibility of monitoring the implementation of certain provisions. For the solution of problems a rising in the process of quality management of higher education, the need for further improvement and development framework. Important measure to improve the quality of education and management is the implementation of quality management systems in higher education institutions.

Based on the results of the analysis of world experience on the participation of higher education graduates in assessing the quality of educational activities of higher education institutions and the quality of higher education in general, the possibility of including students in expert groups for monitoring the quality of higher education has been substantiated. There was considered the history of implementation the toolkit for surveying the students into the mechanisms of monitoring the higher education quality. Comparative analysis of the domestic experience on attracting the higher education graduates to the assessment of higher education quality with the relevant foreign experience has been conducted. The peculiarities of the organization and conducting of students surveys within the framework of the international consortium "Student experience in the research university" are determined. The authors have considered the prospects of use of the online survey toolkit for the quality control system in higher education, as well as the level of professional activity of universities. The requirements for a software product, that the expert in assessing the quality of higher education can use to ensure the effectiveness of online surveys of students and the guaranteed achievement of the goal of appropriate monitoring are given. The advantages and disadvantages of online surveys of students as a tool for monitoring the quality of higher education have been identified. The benefits of using the cloud service survey by the organizer for development of the questionnaire for students surveys and analysis of the received answers have been proved. In addition, the paper provides conclusions on the possibility of using the online survey of students in the system for quality assurance in higher education both at university and at the state level, as well as practical recommendations on the use of questionnaires for higher education applicants in the framework of mechanisms for monitoring its quality. The directions of further scientific researches concerning the development and using cloud technologies for assessing the level of quality assurance in higher education institutions, the quality of educational activities and higher education as a whole have been formulated.

The article discusses the main approaches to quality assurance in higher education in Finland. The relevance of studying the experience for Ukraine is determined. Quality assurance in higher education is governed by the legal framework of the country. External evaluation is carried out by the Finnish Education Evaluation Center (FINEEC). The objectives of the FINEEC are: evaluation of education, teaching, teachers and activities of higher education institutions; development of educational evaluation; evaluation of the results of training in basic education, higher secondary education and training, basic education in the arts. Finnish higher education institutions are primarily responsible for the quality of education. Self-esteem is accomplished through a digital platform. Program accreditation aims to increase international recognition. The author notes that Higher Education Institutions are actively involved in external evaluations. The quality assurance mechanism of education is constantly being improved. The results of the external evaluation are used as a benchmark for internal evaluation. Higher education institutions select a national or international team to audit. Particular attention is paid to the accreditation of programs. The analysis of the quality assurance system of higher education gives grounds to claim that it is an effective organization, which provides the necessary resources (academic and administrative staff, students, scientific and administrative leaders, financial, material, information, scientific, educational resources, etc.); effective activity of relevant bodies that ensure the quality of higher education of the country; designation of audit teams; identifying audit objectives; undergoing appropriate procedure; defining clear evaluation criteria that demonstrate the effectiveness and quality of the evaluation. The outlined approaches and methods of quality assurance of education serve as an example of imitation for quality assurance of higher education of Ukraine and a guideline for its development.

The quest for quality has evolved as a major concern for higher education institutions (HEIs) in developing world. A majority of these countries have adopted quality assurance and accreditation (QAA) policies in order to improve the quality of higher education services. However, implementation of QAA has generated diverse responses among different types of HEIs as their mission and scope of work vary from one another. As a result, implementing a QAA in a public HEI is not a straightforward process.  The current research examines the challenges faced by public universities in Afghanistan as they implement a QAA system. More specifically, the study investigates how sensemaking and sensegiving occur as QAA is implemented at teaching vs. research universities, and ways that key-informants at various institutions make use of sensemaking and sensegiving as a tool to interpret the policy.

Meta-evaluations by Quality Assurance Agencies (QAAs) aim to evaluate the quality of the evaluators of quality assurance. While such evaluations are the norm, especially in Europe, they are rare in Africa. A critical literaturereview was conducted to ascertain whether meta-evaluations were conducted in Namibia. The study estab-        -lished that such evaluations have yet to be practiced in the country. Drawing on Clark’s model of the organisa- -tional analysis of higher education institutions and the higher education system as an analytical lens, and based on the African Standards and Guidelines for Quality Assurance and some cases of meta-evaluation byQAAs, we argue for the need to conduct such evaluations in Namibia. The article provides an overview of QAAs’ operations and functions, as well as the current external quality assurance system for higher education inNamibia and justifies the necessity of meta-evaluation in the Namibian context in order to enhance the capacity of QAAs and the quality of higher education institutions. In this article, the use of the actualization of the problem of the knowledge management process, which is due to the need to mobilize scientific activity, practical implementation of scientific results and improve the quality of higher education. In the latest conditions of the pandemic crisis, there are significant changes in the organization of the culture of knowledge management and quality improvement in the modern system of higher education. The effectiveness of distance learning and distance organization of higher education comes to the fore. This necessitates the improvement of management models of higher education institutions and changes in the functions of key actors in management models. It is concluded that modern knowledge management in the higher education system cannot be limited to the process of knowledge creation, knowledge exchange and their implementation. Currently, the higher education system faces the need to address the impact of knowledge management culture on the performance of individuals, groups and organizations in order to improve the quality of education. The culture of knowledge management is closely linked to the organizational culture of higher education institutions. Within the system of higher education, one can observe different dynamics of development and the relationship between organizational and information culture. Quality management goals in higher education management are usually met by a number of small additional projects. The philosophy of total quality management is essentially large-scale, inspiring and comprehensive, but its practical implementation is carried out in stages and consistently. Effective and long-lasting changes are based on a large series of small and achievable projects.

The article considers the issue of improving the system of higher education institutions internal management. The purpose of the article is to analyze the regulations on the quality of education and the formation on this basis of approaches to improve the system of internal quality management of higher education institutions. To achieve this goal, the following tasks have been solved: the legislative acts in terms of regulating the quality of higher education have been analyzed, the interpretation of the quality of education in the relevant Laws of Ukraine has been studied; the concept of the quality system of higher education institutions has been improved; the conceptual bases of improving the management of the system of improving the quality of higher education institutions have been substantiated; the system of measures and procedures used in ensuring the quality of higher education have been studied; the basic components of the decision-making system to ensure the quality of higher education institutions have been identified. The object of the study is the legislation on the management process of improving the quality of higher education institutions. The subject of research is the theoretical and methodological and practical issues of management of the quality assurance system of higher education institutions. The following methods were used in the study: structural-logical analysis - to build the logic and structure of work; system analysis and synthesis - to study the essence of the subject of study; system approach - to improve the system-targeted approach to the management of the system of improving the quality of higher education institutions. In this article, based on the analysis of the relevant legal framework, the provisions on the management of the internal system of quality assurance of higher education institutions in the context of improving the methodological foundations of such management have been further developed, the system of measures and procedures used to improve the quality of higher education decision-making systems to ensure the quality of higher education institutions has been analyzed. In the format of the practical significance of the works, it is possible to determine the possibility of their use in the management of higher education institutions of all forms of ownership in order to achieve the appropriate quality of their results.

The quality of higher education is the main feature of HEI. There are several approaches to assessing the performance of educational institutions. One of the leading process approaches is based on the principles of TQM (Total Quality Management) and the requirements for quality management systems of the International Organization for Standardization ISO. The basis for assessing the quality of higher education and training, as well as the quality of HEI’s activities are educational standards. The Ukrainian standards include: state standard, industry standards, HEI’s standards. The international standards of ENQA education quality guarantees include: standards for internal quality assurance of HEI, standards for external quality assurance of HEI, the European standards for external agencies of quality assurance. There are several models of education quality management systems: model of quality management system according to the international standard ISO 9001:2000 (DSTU ISO 9001:2001); the model of the European Foundation for Quality Management (EFQM) and its modifications for HE; the model of the Center for Higher Education Policy Studies (CHEPS) of the University of Twente (Netherlands); model of the Association of Universities in the Netherlands (VSNU); Belgian-Dutch model (Expertgroep HBO); Malcolm Baldrige National Quality Award in the field of education; benchmarking model for Australian universities and others. According to most researchers, there are some advantages in creating a quality management system of higher education institution in the context of the TQM ideology, which involves the application of process and systemic principles. The comparative characterization of factors influencing the quality of education in comparison with the principles of TQM, EFQM’s criteria and the requirements of the international standard ISO 9001:2000 and interdependent business processes. In the universities of the USA, France, Great Britain and other developed countries, the problems of general process quality management are considered in three planes. The study of the positive experience of developed countries, HEIs of which are included in the world rankings, and graduates are in demand in the labor market, allows to form a mechanism for implementing the TQM principles both at the state and regional levels.
