The study is a current survey aims to answer some of the concerns regarding the level of understanding and practice of compulsory charity (muzzaki) on his obligation to pay alms in accordance with the guidance of Islam, alms management effectiveness by BAZ l LAZ by applying the principles of Good Governance Organization, so that the charity can act as community empowerment and poverty alleviation in the city of Padang. Data collection is done by spreading the questionnaires directly to the public compulsory alms (muzzaki). Of the 150 respondents were given a list of questionnaires, only 105 questionnaires can be used. From the results of research conducted can be concluded that a mandatory public charity (muzzaki) in Padang : understand the provisions of alms and tax laws in force; b ) practice to fulfill their zakat obligation is very high: c ) Understanding of the public on the benefits and effectiveness of the payment of zakat through BAZ LAZ is quite high , but the realization of Padang city communities , are majority make payments directly to mustahik zakat , and not many people through the Agency or amil zakat institutions exist: d) understanding and expectations high enough so that the organization alms (BAZ LAZ) can manage alms properly, effectively and economically, based on the principles of good organization governance. e) high expectations and hopes for the community to BAZ I LAZ always be one tool in the business community empowerment and poverty alleviation .

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. Model yang dilakukan cukup sederhana, maka pengelolaan pengaduan yang dilakukan oleh kota Bekasi dapat ditiru/ direplikasi didaerah lain.Kata Kunci: pengelolaan pengaduan, Kota Bekasi, situs web, sms center, harapan masyarakat

The impressive economic growth along with its strategic location have made the city of Batam as one of the best economic performer in Indonesia. For years, Batam has attracted foreign investors from countries such as Singapore, China, Korea, Taiwan and Malaysia. However, there was a significant decline in the period of 2013-2015. DetikFinance, an online media, reported and highlighted the fact that frequent labors demonstration and strikes were the main reasons as to why many multinational companies left Batam as well as the FDI decline. Utilizing Norman Fairclough’s model for Critical Discourse Analysis (CDA), this paper finds that DetikFinance’s reports are biased and the labors are painted in a non-favorable fashion: their demands are unreasonable and therefore counterproductive to the economy. In its reporting process as well as in the report texts, DetikFinance also dismisses the fact that during that period, the world economy, including Indonesia, is slowing down. Study reveals that DetikFinance media routines and ideology are in fact serving its own business interests and affect the way they construct and present their reports. In doing so, DetikFinance has violated the very principles of journalism by reporting imbalanced, unverified news and prevent them from serving the public, including business community, a comprehensive explanation of the matter.

A person in legal studies can be referred to as a legal subject because he commits the rights and obligations relating to certain matters. As in the early part of Surabaya mayor's draft regulation about the procedures of choosing the Board of Community Empowerment Institution of Local Village Village Institution, Citizen Association and the Neighborhood Association (draft regulation of surabaya’s mayor) that in order to regulate the relationship between Surabaya government with Community Empowerment Institution (LPMK), Citizen Association (RW and the Neighborhood Association (RT) as partners in the implementation of development in the city of Surabaya, the government of Surabaya has established the Mayor’s regulation No. 38 year 2016 on implementation of the Surabaya City Regulation number 15 year 2003 about the guidelines for forming the organization of resilience community of Kelurahan Institutions, RW and RT who are about to organize the electoral ordinances Management of LPMK, RW and RT. The draft of Surabaya’s Mayor regulation before it was confirmed was conducted socialization by the law of the secretariat of Surabaya area in Surabaya on 19 March 2019. This activity has been in accordance with Act No. 12-2011 where the socialization of the first to know the aspirations of the public in this case stakeholders related to the draft Perwali Surabaya. Article 21 of Act No. 25-2009 shows the purpose of a legal state relating to the so-called task of managing and organizing tasks. Related to the government in the modern state, Spelt and ten Berge, distinguishes them in the tasks of regulating and managing the tasks (ordenende en verzorgende taken).

ABSTRACTThis study aims to determine the extent of Direct Funding Assistance to Community (BLM) through National Program of Community Empowerment-Independent Urban (PNPMMandiri Perkotaan) affected to the increased well-being of poor families in the city of Surabaya, so the results of this study are expected to know whether this program can be continues as poverty alleviation programs in Indonesia in the future or not. The techniques of data collection used in this study was survey and questionnaire used as instrument given to the sample of the population which received BLM PNPMMP in Surabaya, and data were analyzed by descriptive method. The research finding showed that the Revolving funds have been distributed to the community through PNPM in Surabaya to revive economic activity through micro smallbusiness that has been very beneficial for economic activities so that they have no longer funding from money landers to fulfill the financial needs for funding their business progress, and they were able to increased their business until 20-30%, and it was impact on household well-being about 10 s/d 30%. This indicate that the Funding Assistance could resolved the families financial difficulties, and improved their own business, the quality of their family’s food, and there was also able to save money for their familiy purpose.ABSTRAKSIPenelitian ini bertujuan mengetahui besarnya pengaruh Bantuan Langsung Masyarakat (BLM) melalui Program  Nasional Pemberdayaan Masyarakat (PNPM) Mandiri bagi peningkatan kesejahteraan bagi masyarakat miskin di Surabaya. Di samping itu tujuan penelitian ini adalah untuk mengetahui apakah program tersebut dapat dilanjutkan sebagai program mengentas kemiskinan di Indonesia di waktu yang akan datang. Teknik pengumpulan data melalui survey dengan menggunakan kuisioner digunakan dalam penelitian ini. Sampel dari populasi yang memperoleh BLM PNPM di Surabaya serta dianalisa dengan metode deskriptif. Penelitian ini menemukan bahwa dana bergulir yang didistribusikan kepada komunitas untuk menghidupkan kembali aktivitas perekonomian melalui usaha mikro dan kecil sangat bermanfaat bagi kegiatan perekonomian, sehingga masyarakat tidak melakukan pinjaman ke rentenir. Di samping itu kegiatan usahanya meningkat sampai dengan 20-30% serta meningkatkan kesejahteraan rumah tangga 10-30%. Hal ini menunjukkan bahwa Bantuan Langsung Masyarakat dapat menyelesaikan permasalahan kesulitan keuangan masyarakat, serta meningkatkan usaha mereka, kualitas makanan keluarga serta juga meningkatkan tabungan keluarga

Many poverty alleviation programs had been implemented in the past, but only a few made it. In relation to this, the objectives of this study were: (1) to identify the roots of family poverty, (2) to identify factors related to the family poverty, and (3) to formulate a strategy for poverty alleviation. To reach these objectives, 420 poor households were randomly selected from the city of Ambon and the district of Boalemo, Gorontalo Province. They were interviewed from November 2003 through January 2005. The obtained data were analyzed by using the descriptive statistics and the multiple regression procedures. The findings pointed out that: (1) both the urban and the rural poor households lacked in productive and normative behavior, (2) factors related significantly to the welfare of urban poor families were social and political capitals; whereas to the rural poor families were natural, physical, financial, and behavioral capitals as well, and (3) the grand strategy for both urban and rural poverty alleviation should include good governance, capacity building, social capital revitalization, public policy advocacy, social assurance, infrastructure building, community-based economic development, and asset redistribution.

The article considers a number of European integration aspects of the basic mechanisms development in public administration in the context of the “Good Governance” paradigm. Their peculiarities and corresponding problem questions are singled out.Proved that the efficiency and effectiveness of adopting and implementing state-management decisions associated with an increase in receiving and process- ing information electronically through a computer system and information tech- nology (electronic information and referral and information-legal systems, net- works, grid-technology, automated work places of the manager, etc.). It is about forecasting, planning and designing, monitoring, evaluation, monitoring, etc. All of this relates to strategic management and planning, programmatic and targeted (government action programs, national and other targeted programs, regional pro- grams, national projects) management, state and local budgeting.It is noted that increasing the efficiency of providing various administrative services is associated with an increase in the volume of administrative services and their geography and the reduction in the time of their provision (technology “single window”, information and reference electronic networks, etc.). Identified the introduction of the model and paradigm of “good governance” in the national system of public administration, ignoring the world, especially Eu- ropean experience implementing the model and paradigm of “good governance”; excessive lobbying for decentralization by the authorities at the city level; an at- tempt to reform the public administration system, in particular by moving to the model of “state management” in real conditions of the limited budget of the state; lack of serious preparedness, first of all recruiting, to such a transition; in fact, there is an artificial attempt to combine two different models of public administration, namely, “good governance” and “state management”, etc.

Abstract: Community service carried out in the City of Tasikmalaya has the purpose of providing an understanding to the public related to the implementation of Tasikmalaya Mayor Regulation Number 8 of 2016 concerning Implementation of Independent Guidelines, Competitive and Innovative Community Movement Programs in the City of Tasikmalaya and Mayor Regulation No. 3 of 2017 concerning Amendments to Regulations Mayor of Tasikmalaya Number 8 of 2016 concerning Guidelines for the Implementation of Independent, Competitive and Innovative Community Movement Programs in the City of Tasikmalaya. The fight over municipalization of electrical services in Quebec City waged between 1929 and 1934 grew out of the determination of a prominent dentist, Dr. Philippe Hamel, to rescue his fellow citizens from the grip of the electricity trust. Initially Hamel's attack on the Quebec Power Company, in a monopoly position in Quebec City after 1923, received support from local businessmen's associations with the notable exception of the Board of Trade. Quebec Power's co-operation in the board's schemes to attract new big business ventures to Quebec City and Hamel's favourable disposition toward government-run electrical utilities combined to produce a bitter confrontation when the city administration appeared to be responding positively to his campaign. Ultimately divisions within the business community, personality clashes, and political rivalries contributed to the success of Quebec Power's carefully orchestrated defence of its interests carried out at the provincial as well as the municipal level of government. Hamel's involvement in the French-Canadian nationalist movement and his association with L'École Sociale Populaire during the 1930s added a unique dimension to the attack he led against the electricity trust in Quebec City. The crusading nature of his drive to secure government-run competition in the electricity field proved to be an effective weapon in the hands of Quebec Power and its allies and thus contributed to the failure of the public power movement spearheaded by Hamel in Quebec City in these years.

This study has tried to deal with good governance by taking into account the public service issue, and it is functioning in delivering effective and efficient Government performance. To deal with this study, the researcher has incorporated seven key indicators of good governance that are transparency responsiveness, Accountability, Participation, Rule of low Efficiency, and effectiveness to assess the situation of good governance in the city administration concerning government performance. The researcher incorporates these seven indicators because the more the indicators are incorporated, for an in-depth study; to get enough information. The investigation result shows the good governance principles are not implemented as expected in government organizations’ to push for the admirable result of government performance. Because results indicate that good governance principles are significantly correlated to government performance. Implications of these findings are discussed, and suggestions for future studies are recommended.

The purpose of this study is to formulate value creation models for agribusiness development to address rural poverty issues and analyze and design a Strategic (policy) model that should be developed for poverty alleviation in South Sumatra.The object of this study was conducted in Palembang City and Ogan Ilir Regency which identified the poor still relatively big. To measure the effectiveness of poverty alleviation programs that have been done by the government, conducted descriptive qualitative and quantitative analysis. Qualitative analysis is done by describing poverty alleviation programs that have been done, continued and will be done by the government together with other stakeholders. Further analyzed the problems or obstacles encountered in the implementation, formulation and develop a model of community empowerment that is considered effective enough to overcome poverty. The effectiveness analysis is calculated by comparing the planned targets with the results achieved.From the model formulated and built it is expected to obtain strategies and policies that can be taken by the government to overcome the problems of poverty both in the city and in the countryside.
