This study has tried to deal with good governance by taking into account the public service issue, and it is functioning in delivering effective and efficient Government performance. To deal with this study, the researcher has incorporated seven key indicators of good governance that are transparency responsiveness, Accountability, Participation, Rule of low Efficiency, and effectiveness to assess the situation of good governance in the city administration concerning government performance. The researcher incorporates these seven indicators because the more the indicators are incorporated, for an in-depth study; to get enough information. The investigation result shows the good governance principles are not implemented as expected in government organizations’ to push for the admirable result of government performance. Because results indicate that good governance principles are significantly correlated to government performance. Implications of these findings are discussed, and suggestions for future studies are recommended.

The article considers a number of European integration aspects of the basic mechanisms development in public administration in the context of the “Good Governance” paradigm. Their peculiarities and corresponding problem questions are singled out.Proved that the efficiency and effectiveness of adopting and implementing state-management decisions associated with an increase in receiving and process- ing information electronically through a computer system and information tech- nology (electronic information and referral and information-legal systems, net- works, grid-technology, automated work places of the manager, etc.). It is about forecasting, planning and designing, monitoring, evaluation, monitoring, etc. All of this relates to strategic management and planning, programmatic and targeted (government action programs, national and other targeted programs, regional pro- grams, national projects) management, state and local budgeting.It is noted that increasing the efficiency of providing various administrative services is associated with an increase in the volume of administrative services and their geography and the reduction in the time of their provision (technology “single window”, information and reference electronic networks, etc.). Identified the introduction of the model and paradigm of “good governance” in the national system of public administration, ignoring the world, especially Eu- ropean experience implementing the model and paradigm of “good governance”; excessive lobbying for decentralization by the authorities at the city level; an at- tempt to reform the public administration system, in particular by moving to the model of “state management” in real conditions of the limited budget of the state; lack of serious preparedness, first of all recruiting, to such a transition; in fact, there is an artificial attempt to combine two different models of public administration, namely, “good governance” and “state management”, etc.

Kota Semarang sebagai Ibukota Provinsi Jawa Tengah menjadi magnet yang menarik masyarakat di Jawa Tengah untuk datang dan mengadu nasib demi kehidupan yang lebih baik. Besarnya jumlah penduduk di Semarang tidak diikuti oleh peningkatan kualitas sumber daya manusianya. Hal ini mengakibatkan peningkatan jumlah penduduk miskin yang tidak mampu memenuhi kebutuhan dan menjadikan banyaknya warga miskin di Kota Semarang. Hal inilah yang melatarbelakangi munculnya Program Gerdu Kempling dalam usaha mengentaskan kemiskinan di Kota Semarang. Penelitian ini mengkaji efisiensi dan efektivitas penggunaan anggaran Program Gerdu Kempling di Kota Semarang Provinsi Jawa Tengah. Tujuan penelitian ini untuk mengetahui penggunaan dana Gerdu Kempling dalam usaha mengentaskan kemiskinan di Kota Semarang. Data dalam penelitian ini merupakan data sekunder Metode dalam penelitian ini adalah deskriptif persentase, alat analisis yang digunakan adalah Data Envelope Analysis (DEA). Hasil analisis secara deskriptif persentase menunjukkan bahwa Program Gerdu Kempling belum terselenggara secara efektif. Sedangkan hasil perhitungan data penggunaan anggaran dengan DEA dalam penelitian ini menunjukan bahwa anggaran Gerdu Kempling tidak efisien dan tidak akan pernah mencapai efisiensi karena Gerdu Kempling merupakan kebijakan di sektor publik yang berbeda dengan sektor privat. Saran yang dapat diberikan dari penelitian ini yaitu sebaiknya pemerintah dan para stakeholder mampu mengintegrasikan data penerima bantuan di sistem antar SKPD.   Semarang city as a capital city of Central Java Province become a magnet that attract Central Java people for coming and try fortune for a better life. But, huge quantitie of population in Semarang not followed by quality improvement from the human resources. This cause in an increase of the number of poverty population that not able to fulfill and makes many poverty population in the city of Semarang. This research analysis the efficiency and effectiveness of Gerdu Kempling Program budget in the city of Semarang, Central Java Province. This research purposes to knowing the use of Gerdu Kempling budget in an effort to poverty alleviation of Semarang city. The data on this research is secondary data. The method of this research is deskriptive persentage and used Data Envelope Analysis (DEA) as an analysis tool. The result in deskriptive persentage way showed that Gerdu Kempling Program not effective yet. Whereas the result of calculated budget used data with DEA in this research showed that Gerdu Kempling budget not and never be efficience because Gerdu Kempling is policy in the public sector that have a difference with private sector. Advice for this research is governement and stakeholders should able to integrate favor receiver data in inter SKPD system.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. The focus of the research is the management of TPU in the city of Bogor, the purpose of this study was to determine the strategy of the City Government in the management of TPU, to investigate the implementation of the government's strategy of Bogor manage TPU and for mengetaui impact strategy Bogor city administration to the user community TPU. The method used in this study is a qualitative method by taking the informant of the two types of informants for Administrative manager of TPU and user communities TPU using techniques snow ball, TPU city of Bogor there are eight TPU, the study focused on four TPU them TPU Gunung Gadung, TPU Cipaku, TPU and TPU Dreded Blender. researchers showed that the provision of land in Bogor City TPU has not been ideal with the needs of the community cemetery. At this time the city of Bogor require five (5) hectares of TPU, the strategy of the City Government in managing the TPU results structured interview stated that the strategy pegelolaan TPU is expected to provide services to the needs of society in a cemetery that is desired and expected by the public, in the implementation of the policy as a strategy management of TPU, the management of TPU is not ideal with the regulations the City Government as the provisions of the management planned, many factors and constraints in managing TPU like availability of land in the city of Bogor is very difficult to get, quality and human resource capacity to be a factor to failure in managing the TPU, lack of socialization management policy to the community of the importance of the TPU management policy, as well as the lack of attention from the Bogor city administration for the management of TPU. the impact of management strategies TPU on society shows that the answer No 54.1% and 45.9% YES answer is public response to the TPU management policy means greater datipada answers No answer Yes to show people are not satisfied with the services provided by the City Government Bogor UPTD Funeral manage TPU.Keywords: Policies, TPU, Human Resources.

A good governance is the essence of a better economic growth. It enhances the satisfaction level of the multitude with efficiency and effectiveness. It promotes affordability and availability. In the health sector there is a need of good governance so that we can promote inclusive growth and provide healthcare to all. The people of India deserve good food, shelter, housing and medical facilities. The private healthcare is unaffordable but due to the provision of quality healthcare people prefer to take their services. The present paper focused on the ineffectiveness of the governance in the public health sector and suggested points to remove loopholes through good governance.

The study is a current survey aims to answer some of the concerns regarding the level of understanding and practice of compulsory charity (muzzaki) on his obligation to pay alms in accordance with the guidance of Islam, alms management effectiveness by BAZ l LAZ by applying the principles of Good Governance Organization, so that the charity can act as community empowerment and poverty alleviation in the city of Padang. Data collection is done by spreading the questionnaires directly to the public compulsory alms (muzzaki). Of the 150 respondents were given a list of questionnaires, only 105 questionnaires can be used. From the results of research conducted can be concluded that a mandatory public charity (muzzaki) in Padang : understand the provisions of alms and tax laws in force; b ) practice to fulfill their zakat obligation is very high: c ) Understanding of the public on the benefits and effectiveness of the payment of zakat through BAZ LAZ is quite high , but the realization of Padang city communities , are majority make payments directly to mustahik zakat , and not many people through the Agency or amil zakat institutions exist: d) understanding and expectations high enough so that the organization alms (BAZ LAZ) can manage alms properly, effectively and economically, based on the principles of good organization governance. e) high expectations and hopes for the community to BAZ I LAZ always be one tool in the business community empowerment and poverty alleviation .

An implementation of local government performance accountability is an accountability that begins from the planning, preparation, and implementation of the government's duties and functions in realizing the vision, mission, and objectives that have been set so that they can be accounted for to the public. This study aims to analyze and understand the influence of organizational commitment and organizational culture on the performance of Regional Instrument Work Unit of Local Government (or called OPD) of the City of Tidore Islands. This study will explain the relationship between several variables through hypothesis testing or explanatory research. The population for this study is 32 OPD which gives 160 respondents as the sample after applies the probability sampling. The result of multiple linear regressions shows that the organizational commitment has positive and significant effect on the OPD’s performance which means that with organizational commitment then the employees of OPD are able to give positive contributions to the OPD’s performance. This study also finds that the organizational culture has positive and significant effect on the OPD’s performance which means that the organizational culture has the ability to improve the OPD’s performance.

Addis Ababa city administration is known for its poor implementation of good governance to the public. The main objective of the study is to assess the implementation of good governance while rendering services to the ordinary citizens. The research methodology employs both quantitative and qualitative approaches using data collection instruments with the IBM SPSS statistical packagxe vs. 21. The findings indicate favourable results in meeting the needs of citizens. To that effect, a number of issues are discussed: good governance that is effective and efficient, transparent and open, accountable; participation, leadership direction and strategic vision; fairness and equity; governance that is consensus oriented, responsive in service provision; and governance that follows the rule of law. Although the implementation process has brought tangible results, it is not free from some challenges. In conclusion, both achievements and failures were observed. Thus, understanding customers’ expectations in service provisions, systematising customers’ feedback, and continuously raising the staff’s awareness are the recommendations identified for future development.

E-government, driven by an ever-increasing and pervasive use of information and communication technologies, is affecting the public sector more and more (Bannister, 2005; Eyob, 2004; Metaxiotis & Psarras, 2004). Many governments across the globe have resorted to instituting e-government initiatives as a way of better positioning themselves in the Information Age (Information for Development Programme [InfoDev], 2004), or seem at least to be showing commitments in redressing the imbalances resulting from the low utilization of knowledge resources and ICT in the economy and governance (Joi, 2004). E-government is enabling government organizations to provide better services to their constituents. The ability to improve citizens’ access to services has made e-government an attractive investment for government organizations, fueling worldwide implementation of such applications (Amaravadi, 2005; Scherlis & Eisenberg, 2003). As an emerging practice, e-government seeks to realize processes and structures for harnessing the potentialities of information and communication technologies at various levels of government and the public sector for the purpose of enhancing good governance. The key issues in transformation are the adoption and uptake of interoperable standards, the development of appropriate business models, the legal and policy frameworks that will facilitate integration, and governance arrangements that support both enterprise responsibilities and crossagency approaches and responsibilities.
