The paper provides information on Russian technical regulation regarding fire safety in construction. Additionally, the experience of TSNIISK named after V.A. Kucherenko, JSC Research Center of Construction in the development of documents for standardization of fire safety in construction (national standards, set of rules) is summarized.

Goal of the study – development and implementation of provisions for further updating and improvement of the components of the mechanism of application of Technical Regulations on type-approval of agricultural or forestry tractors, their trailers and interchangeable towed machinery, together with their systems, components and separate technical units, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 28.12.2011 № 1367 (hereinafter – Technical Regulation 1367/2011), using the results of research carried out in L. Pogorilyy UkrNDIPVT in relation to the type approval system in the sector of agricultural and forestry vehicles, and an analysis of the main regulatory and methodological aspects of the type approval of the specified equipment. Research methods are to study, analyze, compare, summarize and evaluate data, including the comparative law method used in the analysis of domestic and European legislation in the field of assessment and verification of conformity (type approval) of agricultural and forestry vehicles. Results. The results of updating the mechanism of application of the current Technical Regulation 1367/2011 have been received and implemented. Resolution of the Cabinet of Ministers of Ukraine of 04.12.2019, № 1168 was adopted and implemented, which amended the Technical Regulation 1367/2011 and the procedure for departmental registration of agricultural and forestry vehicles, proposals for which were prepared based on the research results of the L. Pogorilyy UkrNDIPVT. Developed, reviewed and approved by the order of the Ministry of Economy dated 30.12.2020 № 2810 updated List of national standards for the purposes of application of the Technical Regulation 1367/2011, which sets requirements for these vehicles, their systems, components and separate technical units . Proposals have been prepared for further development of national standards included in the List, based on new versions of international ISO standards. Further steps in the direction of improving the procedures for type approval and entry into service of agricultural and forestry vehicles are identified. Conclusion. Updated and implemented as a result of research requirements and provisions for improving the type approval and registration of agricultural and forestry vehicles are practically used during type approval in accordance with Technical Regulation 1367/2011 and create grounds for improving safety, reducing the negative impact of these vehicles on human, animal and environmental health, simplify procedures for verification of their conformity and registration, introduce gradual approximation to European standards, including on environmental indicators.

Introduction. Currently, national standards and codes of practice contain deterministic values of the fire resistance of building structures of facilities of the Russian fuel and energy complex (FEC), while a probabilistic approach to determining their fire resistance is not specified in the Russian regulatory documents. The methodology of the probabilistic approach to the fire resistance of structures is detailed in API 2218 “Fireproofing Practices in Petroleum and Petrochemical Processing Plants”, developed by the American Petroleum Institute.Methods. A comparative analysis of the Russian regulatory documents on fire safety and API 2218 in terms of the established concepts of fireproofing and requirements for the fire resistance limits of building structures of oil and gas industry facilities, is carried out.Results. It was established that the Russian Federation has no regulatory documents establishing methods based on the probabilistic approach, including determination of the required fire resistance limits and points of application of fire-resistant coatings at facilities of the fuel and energy complex by analogy with international standard API 2218.Conclusion. Based on the analysis, it was concluded that approaches to the philosophy of the fire resistance of structures of buildings and structures of the fuel and energy complex in the documents under consideration are fundamentally different. In order to improve the Russian regulatory and technical framework, governing fire safety and fire resistance, it is proposed to consider the requirements of foreign documents that take into account proven international engineering and technical practices, in particular, the use of a probabilistic approach taking into account hydrocarbon fires.

The conducted research has established that a necessary condition for ensuring fire safety is the fulfillment of the fire safety requirements provided for by the technical regulations adopted in accordance with the Federal Law "On Technical Regulation". This risk-based approach reduces the cost of fire safety.

Introduction. The text of draft amendments to Technical Regulation “General requirements to fire safety” was published on January 16, 2020. Draft amendments were developed with in the framework of the“regulatory guillotine”approach. The mission of the proposed amendments was to eliminate excessive and duplicative fire safety requirements, inter alia, requirements applicable to fire safety and fire extinguishing devices that had been established by Technical Regulation of the Eurasian Economic Union (EAEU)“Оn Requirements for fire safety and extinguishing devices” (TR EEU 043/2017). The purpose of this article is to substantiate the in expediency of, or, on the contrary, the need to make the proposed amendments to Federal Law No. 123-FZ of July 22, 2008 “Technical Regulation of Fire Safety Requirements”. The body (analytical part) of the work. The proposed amendments to the regulatory legal act titled “Technical Regulations on Fire Safety Requirements” were drafted within the framework of the “regulatory guillotine” approach. In the course of the comparative analysis of effective fire safety requirements and proposed amendments the co-authors came up with recommendations for their improvement. The co-authors of the article present arguments to substantiate the inexpediency of some particular amendments, but at the same time, they support the need to make other amendments to Federal Law No 123-FZ. The co-authors comment on the proposed draft document that has twenty-eight amendments.Conclusions. Fire safety regulations must represent a single consolidated document, rather than several “fragments” available in the Technical Regulations of the Eurasian Union, Technical Regulations of All-Russian Significance and Technical Regulations of Safety of Buildings and Structures.

The book provides the results of a study of standardization in the implementation of national technical regulations of the Russian Federation "About fire safety", "On safety of buildings and structures", "On safety of gas distribution networks and gas consumption, On the safety of marine transport", "On safety of inland water transport" and the Technical regulations on tobacco products. The study was the analysis and correlation of the objects and requirements of technical regulations, the approved lists of documents for standardization adopted in 2016-2020 codes of practice, national, intergovernmental, international and regional standards, codes, national standards, the collection of information on enforcement practices and suggestions from industry stakeholders and generalization of the obtained data. According to the results of the study, the key and organizational and methodological problems of standardization in the field of technical regulation are identified, and current directions for improving standardization and national technical regulations are identified. It is of interest to a wide range of specialists in the field of standardization, technical regulation and public administration, and can be used in the preparation of training programs and manuals for bachelor's, master's, additional professional education and MBA programs.

The subject of research is standardization as one of the forms of technical regulation in the food industry of Ukraine, in particular in the production of milk and milk products, meat and meat products, determination of safety and quality parameters of the specified food raw materials and finished products made from those, as well as installations and equipment for the food industry. The purpose of the study is to analyze the state of standardization in the production of dairy and meat products, highlight the existing problems and possible ways to solve them, as well as outline the role that the Technical Committee for Standardization 140 “Milk, meat and products of their processing” should play in these processes. Methods. During the research, a systematic approach was used to research factual materials, in particular scientific and scientific-practical literature, regulatory legal acts, regulatory documents and the like, abstract-logical approach to the synthesis of research results and the formulation of conclusions. The results of the study. National standards of Ukraine DSTU is the base of the technical regulation in relation to food products and methods of their control. The above also applies to standardization in the field of milk and meat products, which is within the competence scope of the Technical Committee for Standardization 140 “Milk, meat and products of their processing”. Technical Committee 140 carries out significant work to develop new and update existing national standards in accordance with its area of competence, in particular, it has significant success in harmonizing international and European standards. As of January 15, 2021, according to the classification code 67.100 (Milk and milk products) out of 203 standards of the nationwide force, 103 standards (50.7%) were developed by harmonizing the relevant international standards EN, ISO, etc. According to the classification code 67.120 (Meat, meat products and other animal products) – 202 units, 26 units and 14.1 %, respectively, according to the classification code 67.260 (Installations and equipment for the food industry) – 99 units, 86 units and 86.9%, respectively. The issue of attracting extra-budgetary funds for the harmonization of international standards and the implementation of the entire range of works on standardization is urgent. The issue of proper regulatory support for the production and operation of specialized technological equipment for food and processing industry enterprises is relevant, for which it is advisable to combine the domestic traditions of standardization with the priorities of safety and hygiene of machines, as well as ecology, which are in force in international practice. Scope of research results. The results of the studies performed will be used in the field of technical regulation, in particular, national standardization, of milk and milk products, meat and meat products, determination of safety and quality indicators of the specified food raw materials and finished products made from it, as well as installations and equipment for the food industry.
